ith almost two months still left before gameday, the Cortaca rivalry game between Ithaca College and SUNYCortland has broken the single game ticket sales record for a Division III football game.

The record was announced in a press release from Ithaca College. Over 39,000 tickets have been sold so far, surpassing the previous record of 37,355 in 2017 in Minneapolis.

The Cortaca game is being held at MetLife Stadium in East Rutherford, New Jersey, part of a promotional event centered on the game organized by the New York City Chapter of the National Football Foundation.

Both schools have exhausted their own ticket allotments.

Breaking the record was one of the stated goals during the lead-up to the game. This is the 61st game between the two teams.

“The enthusiasm displayed for this game by both the students and alumni of Ithaca and Cortland has been phenomenal,” said Marc Hudak, a 1990 graduate of Ithaca College and the president of the foundation. “I am confident that interest in the game will remain high, especially with both the IC Bombers and Cortland Red Dragons currently sitting undefeated at [4-0] on the year.”

The long-time rivalry’s move was announced last year as the game’s annual date approached, the result of a combined effort between the schools and the foundation to elevate the game that awards its winner the storied Cortaca Jug. “This proves once and for all that the Cortaca Jug truly is the biggest little game in the nation,” said SUNY Cortland Athletic Director Mike Urtz. “The numbers speak for themselves. The incredible fan support for this game is unlike anything else in Division III.”

Common Council votes to Restrict West State Street

A

fter months of planning and discussion, the City of Ithaca Common Council voted 6-3 to downzone the 300, 400, and 500 blocks of W. MLK St. at their Oct. 2 meeting. The new zoning ordinance will make five stories the maximum heights for buildings on those blocks of West State Street. Since it was first proposed, the resolution has been a source of great debate among the councilors and other agencies, with some unsure the resolution would pass last week.

Many members of the public spoke to this issue during

the public privilege of the floor, addressing how such a move would work against the city’s goals outlined in the Green New Deal which was passed in July. Tompkins County Legislator Anna Kelles spoke against the move, saying that allowing buildings up to six stories high could create additional character in the neighborhood, as well as opening up more room for downtown housing.

Other members of the public echoed Kelles’ sentiments, emphasizing that downzoning runs counter to achieving Ithaca’s climate goals. Local activist Theresa Alt said that

allowing taller buildings could create affordable housing that would decrease the homeless population of Ithaca. After this, Common Council began a lengthy discussion about the new zoning.

Alderperson Cynthia Brock opened up the discussion by addressing some of the misconceptions surrounding the resolution. She said since developers have only been allowed to build up to five stories for the last seven years, developing a building that was six stories tall would require a zoning variance prior to the institution of the new zoning ordinance. Brock went on to note how developing on the West End works in favor of developers since it’s in the

County supports allowing rifle use for deer and bear season

T

he Tompkins County Legislature officially came out in support of allowing the use of rifles during bear and deer hunting season. At least, for the next two years before the law is reexamined.

The resolution was passed by a 8-6 vote.

It listed several reasons why the legislature could feel comfortable supporting the change, which would loosen gun restrictions for hunters during the three weeklong season. Most of the stated reasons concern the relative safety of allowing rifles, in addition to the previously allowed bows, crossbows, shotguns, muzzle loaded guns and handguns.

“There does not appear to be a public safety reason to limit the use of rifles for deer and bear hunting in Tompkins County,” the resolution read. It further asked its representatives in Assembly-

fter taking some time to regroup and develop different plans, the City Harbor development is gathering public feedback on its new iteration.

This project is a multi-family waterfront community that touts public lake access with a pedestrian promenade, a fullservice restaurant, revitalizations of the Ithaca’s City golf clubhouse and, similar to the Carpenter Business Park development, a Guthrie medical office building.

The development is the brainchild of local developers Jodi and Jessica Edger of Edger Enterprises, who bring decades of large-scale construction expertise. Edger Enterprises has partnered with T.G. Miller Engineers and Surveyors, HOLT Architects and Whitham Planning and Design to help work on the project. Elizabeth Ambrose, the founder and proprietor of Bridges Cornell Heights is a co-partner with the project has found that Ithaca has had a great deal of focus on developing near Cornell and Ithaca College, leaving the waterfront open for a development such as this one.

“One of the biggest things we’re doing is bringing access to the community through a promenade that we’re creating along the waterway, which is along the lines of something you’d see at Sunset Park,” Ambrose said. “It’s really a cool way that we can engage with the downtown core. Basically, what we’re trying to do, all these years, our focus has been on the hill, Cornell and the beautiful waterfalls, and

woman Barbara Lifton and Senators Tom O’Mara, James Seward and Pamela Helming to support the necessary changes at the state level. Ultimately, the decision will come from the state’s Department of Environmental Conservation.

Legislator Rich John led the way on the research of the resolution. He admitted some trepidation in supporting and leading the topic, considering his general feelings toward guns, but he had been satisfied by the research that they weren’t substantially increasing danger by allowing the change.

“A rifle bullet can go further, and there’s risk there,” John said. “But I believe it’s counterbalanced by the increased accuracy and a lack of real safety incidents involving the use of rifles.”

John, like other legislators, acknowledged the ever-present deer problem in the parks but what I think is the missing tooth in the smile when I think of Ithaca is our waterfront and I think that the city has reflected that in their new zoning codes that they’ve created.”

Many communities throughout the state are looking to their waterfronts for more development and creating a place to host vibrant community life such as the multi-million dollar Garvies Point development in Glen Cove, Long Island.

Ambrose has noticed Ithaca’s waterfront is ripe for a development of this scale, hoping it will create another lively destination for native Ithacans and tourists alike. Ambrose detailed how the construction will play out once the development receives final approval from the Planning Board.

“Phase one is going to be the Point West and East buildings and that will be where the anchor restaurant and fitness center is,” Ambrose said. “Phase two would be where there are probably two other buildings of residential units. We have not determined whether phase two will be rental or for-sale units.”

Guthrie will also have a three-story medical office building that won’t be quite as large as the Cayuga Medical Center building at Carpenter Business Park. The project has been on hiatus for some time and is now working its way back through the Planning Board’s process. Ambrose spoke about what kept this from going forward years ago.

“There’s so many moving parts with a project this size,” Ambrose said. “ We have been looking at different design teams, I think it took us a while to really get feeling good about the aesthetic and the plan itself and finding the right fit of the design team.

Another key point, brought up by legislator Anna Kelles, was that the research did not seem to indicate that allowing the use of rifles would increase the overall number of guns in the county. That’s because most hunters who would use rifles already own them, and simply refrain from doing so during the bear and deer season. That, though, did not convince everyone, as fears about safety and bringing in more guns to the area pushed legislators Anne Koreman and Shawna Black, at least vocally, to vote against supporting the change.

During discussion, legislator Mike Lane added the provision that after two years they would reexamine the law to determine what its impacts had been. Colleague Mike Sigler called that a good compromise.

City Harbor will include a promenade that links to the Waterfront Trail and gives residents of the community walkability options. As residents continue on the trail, towards the development, the promenade would act as more of a dismount, Ambrose said.

During the initial meeting with the Planning Board last week, some of the board’s concerns were about a large amount of parking the development would have. Though they were unable to comment on it at the time, the developers have a spectacular plan for reducing the use of cars around City Harbor. Developers have been in talks with both TCAT and Ithaca CarShare to ensure there are plenty of ways residents have easy access to public transportation. Ambrose spoke about the new plan to create a micro-fleet of CarShare cars at the ready. A test fleet will be established at Bridges Cornell Heights “We are committing to doing an exclusive CarShare program with our residents,” Ambrose said. “We’ve been working with CarShare and we’re going to do a test pilot. It would be having the CarShare cars directly parked on our premises, right in our parking lot, for the exclusive use of the residents that live there at Bridges. We’re testing the concept, putting our toe in the water, so to speak with regards to actually having folks use carshare cars instead of their own and cutting down on the amount of traffic, cars, and emissions for our community at Bridges.”

Qinfolk Festival provides platform for the marginalized

T

he inaugural Qinfolk Festival, held this past weekend at several venues around downtown Ithaca, isn’t looking to be the typical film or book festival.

First, it boasts far more facets than any one topic or medium; the festival contains a multitude of discussion topics, types of events and venues..

Second, and most importantly, its aim is to promote and champion the work of queer and transgender people of color, as well as provide a rare space for them to connect with each other and discuss issues inside and outside of their community.

Event founder and organizer Candace Edwards said that, as a queer person of color herself, she found herself having to travel to New York City constantly in order to find events or platforms dedicated to that community. Knowing that Ithaca had a similar community that certainly could use more outlets for their art, Edwards began to reach out to people in that community in the area. They reported the same sentiments: why were they having to travel hours, spending plenty of money, in order to find those types of events?

“On one of my trips [to New York City], I was thinking ‘Why do I need to travel so far to get these important and community-based events that center on queer and trans people of color?’” Edwards said. “I was thinking that Ithaca would be a perfect place to hold a space like that for people with these multiple identities. I looked around to see if something like that

existed already and I wasn’t privy to it, but I didn’t think that space really existed.”

Thus, Qinfolk Festival was born, led

by Edwards with a team of site managers and over 20 volunteers chipping in to help conduct the festival on Saturday, Oct. 5. To their delight, Edwards said they had over 100 attendees between the workshops, short film festival, readings, panel discussions and the keynote event at Ithaca High School. Beyond that, Edwards said they had over 20 presenters, artists and filmmakers who identified as queer or trans people of color, highlighted by parts of the event like the short film festival, which curated work solely from that group.

“Of course, there were folks who traveled from the city as well,” Edwards said.

“But it was definitely an event for upstate, queer and trans people of color who are looking for that kind of community.”

Edwards said all the feedback she has heard from the event so far has been positive, particularly from attendees who are from Ithaca and had long wanted to see an event of this nature actually in the community instead of some far-off metropolitan area, where they would be more common. Of course, the event’s success has led people to ask Edwards, even just in the few days since it took place, if she plans on holding another Qinfolk Festival next year. Edwards wouldn’t commit to anything, but said her only real concern is that any future Qinfolk events stick to the goal of this first festival.

Those goals, Edwards said, were generally accomplished. When imagining the festival, Edwards said she wanted it to be a “build your own adventure” experience for people in attendance, which factored into her decision to intentionally have events at different venues around the city, with help from those venues in the form of staff and programming assistance in Buffalo Street Books, Cinemapolis, the History Center of Tompkins County, the Community School of Music and Arts and Ithaca High School.

That way, attendees could customize their own path through Qinfolk, likely able to participate in every event without missing something, if that’s what they wanted to do.

Edwards credited the host venues with “buying in” to her and other organizers’ vision for Qinfolk, as the community did as well. As mentioned above, reception has been so positive that while Edwards is going to take a few days to rest, she feels confident that in some form or another, Qinfolk has laid the foundation for similar events to take place and succeed.

“The only thing I feel bound to with Qinfolk is centering and uplifting queer and trans people of color, and our voices and our stories,” Edwards said. “So I don’t feel bound to having a festival in the same format, it just needs to center the community. So in that sense, I definitely think that we will continue. It might not look the same, but that’s not an issue to me, that’s what makes something like this exciting.”

Seen - Though this didn’t make the print edition, it might be interesting to some: at last week’s Common Council meeting, the Ithaca Police Benevolent Association leadership came out against the dismissal of charges against Rose DeGroat, and condemned Mayor Svante Myrick and Common Council for their apologies and comments regarding the case, respectively.

While nominally not connected, it’s still another episode in the tense relationship between the Ithaca police union’s leadership and the mayor, who both take shots at each other with relative frequency over the stillunresolved contract situation, which has now lasted seven years.

Davis died in 1991 at age 65. He is among the most influential of American musicians. “Kind Of Blue,” which he recorded 50 years ago, is the best-selling jazz album of all time, and still sells thousands of copies a week.

Despite his fame, and the films (there have been others) and books about him, Davis remains a confounding figure.

The contradictions run deep. Davis is known as the creator of “cool” jazz, but personally he was anything but cool. In his private life he could be violent (he was guilty of domestic violence), and in his public life he was frequently, if not generally, called angry, combative, and hostile.

Of course, the disparaging appraisals of his public (less important) persona came most often from critics of a certain caste (that is to say, Caucasian), or cast of mind (that is, conservative or racist).

Possibly many such critics were acquainted (perhaps directly) with two favored words in Davis’s vocabulary that are largely considered the most objectionable in English, and judged him harshly for them.

These words (a noun, and a related present participle functioning as an adjective) cannot be printed in this column, but they are similar in sound and number of syllables to “motorcycler” and “motorcycling.”

Real meaning, of course, is in the ear of the behearer.

Spike Lee was in Ithaca last month, speaking at Cornell, and although I did not attend the engagement, I heard him a few days before in a radio interview.

Lee happened to speak of Davis, calling him an artistic and personal forebear.

He said he had met Davis a number of times, but despaired that Davis never addressed him as “motorcycler,” which he would have considered a mark of respect.

I wish I had bumped into Lee here in Ithaca, not just for general fun, but especially because I could have mentioned that I met Davis once, and he provided me with this linguistic honorific about three dozen times in as many minutes.

Our impromptu meeting was in a locker room at a gym where Davis happened to be a member, in a New York City hotel where I was staying on my honeymoon. It took me a while to figure out that this striking-looking but strangeseeming guy who was asking me to look at his post-swimming saliva was in fact Miles Davis.

One tip-off was his scratchy voice describing the gob in his hand as “some sticky motorcycling [sic] stuff [also sic].”

The definitive one was when he mentioned having taken sick while being “in Russia with my band.”

Once I realized who he was, and had calmed my nerves, we talked easily. He asked if I was a member of the club and I said no, I was staying in the hotel, on my honeymoon. He said, “You motorcycler.

You got married?”

I said yeah, you know, you get married and you go on a honeymoon. He said, “You motorcycler, don’t tell me about no honeymoon. I been married four-five times,” which I knew wasn’t strictly true, but let pass as we both tried not to laugh.

After (as I say) a long talk, I told him I had to go, as my wife was expecting me, and I was late. We walked out of the locker room together.

He asked me, “Think you in trouble?”

I said, “Maybe. Here comes my wife.”

She was coming from the elevator to come find me. I knew she wouldn’t be mad, but I let him think otherwise.

“Wow,” he said. “Let me do the talking. Tell her it was all my fault.”

“Don’t curse,” I said.

“Don’t curse?” he said, and I laughed. “”Motorcycler,” he said, under his breath.

He walked up to her with arms outstretched, calling her name. “I’m so sorry, baby. Here you are on your honeymoon and I’m keeping your husband late from you. But I’m so happy to meet you. I’m so happy for you on your marriage and your lives together. I wish you so many blessings.”

That’s the guy he could be, too. So much for angry, combative, hostile, aloof, arrogant, or racially inimical. I don’t think I’ve ever heard nicer extemporaneous words to any newlywed. I’ve never had a funnier, more generous conversation with anyone near his stature (in the time we spoke, I hardly got to ask him any questions, for all his about me).

Still, there is the issue of his domestic violence. I would like to think that in this era he would be different. In any case, as things stand, October is National Domestic Violence Awareness Month. I would like to think that if he were alive he would speak for it. As it is, there are the rest of us, to advocate and act. Please do.

Brock also pointed out that the West End is part of an “opportunity zone,” established under new federal tax laws, is an economically-distressed community where new investments, under certain conditions, may be eligible for tax incentives. Aside from the West End, the only other opportunity zone in the City of Ithaca is South Hill. Overall, Brock said she wants to ensure the neighborhood still has character and remains a place that continues to have a vibrant and dynamic architectural history, while not discouraging all development.

Alderperson George McGonigal doubled Brock’s comments, saying he also wanted to see the neighborhood’s character preserved. He also argued that this allows for plenty of development and growth. Some councilors and outside agencies like the Downtown Ithaca Alliance (DIA) made the argument that design guidelines and historical preservation is the proper way to go about saving an area’s character. Mayor Svante Myrick said he’s heard from several small businesses in that area who were not in favor of the downzoning.

Meanwhile, Alderperson Stephen Smith wasn’t completely on board with adopting the new zoning variance and found that some parts of the West End should be looked at as a place for things to remain the same as the rest of the city

Smith said he was sure there are developers who can add to the area’s vibrance and build something with long-term sustainability, even at larger sizes. Alderperson Ducson Nguyen, who stood firmly against the resolution, spoke on how the new zoning could prove to be detrimental to the future prosperity of Ithaca’s downtown core.

“Progressive cities all over the country are going up while we’re going down,” Nguyen said. “Downzoning by one story doesn’t seem like a big deal, but it’s a regressive move out of touch with our needs for housing and sustainability. It associates height with neighborhood character rather than the people who live and work there. This downzoning doesn’t prevent the demolition of the buildings my colleagues are worried about, which only historic designation would protect, and ignores that W. MLK St. is a part of the urban core.”

Nguyen was disappointed in how the vote turned out, as was Smith. Smith echoed Nguyen’s comments as he remarked that the vote discouraged growth in the city’s downtown center.

“Smart growth along central corridors provides the density needed for a vibrant community,” Smith said. “By welcoming more people into our city, we’re giving our restaurants, shops and bars the base they need to thrive. If we want more quirky and cool establishments, we need people.”

If you know that this was an act of ‘radical guerilla tactics,’ the professional, mature response would be to publish an interview with said guerilla, leaving them unnamed. It is irresponsible journalism to insinuate that this was a political action if you do not know for sure that is what it was.

And making light of arson is beyond comprehension. Every single day our firefighters are willing to risk their health and lives to control fires in this community. Perhaps these Lime fires did turn out to be small ones: that doesn’t matter. When the fire department is called, they rush immediately to battle that fire.

In this case, there was a series of fires in different locations, all of which needed to be extinguished. That can mean they were delayed in responding to bigger blazes elsewhere. Think of the trauma of losing ones home, work, pets, loved ones to a fire made worse by malicious arson elsewhere.

All I can hope is that you reflect on this response and realize how ridiculous the Ithaca Times looks by publishing it.

Housing the Homeless

Preparing for another full winter at the homeless shelter

By M att Bu tler he winters in Tompkins County can be brutal, unflinchingly cold weeks that turn to months that seem like they may never end, conditions that can be exacerbated to a lethal extent if someone is unable to find housing away from the frosty temperatures.

In recognition of that danger, New York State created the Code Blue program in 2016. The Code Blue policy, which is activated once temperatures or wind chill reaches below freezing, is designed to help homeless populations find housing when the weather outside becomes cold to the 8 T

point of possible physical harm, meant to curtail the number of homeless people dying while sleeping outdoors.

The program has undoubtedly saved lives and made the constantly marginalized homeless population safer and more comfortable. Meanwhile, the costs associated with housing the homeless under Code Blue have risen steadily; it might be more accurate to say they have skyrocketed, at least in Tompkins County.

In the winter of 2015-2016, when the Code Blue program was created in January, $69,300 was spent total on 1409 bed nights, then dipped to just $35,055 in the following year. The next two winters, though, have seen a massive jump in costs.

spent on Code Blue related expenses, a hike of about 1100 percent from the year prior. Last year, during the winter of 20182019, the total cost jumped again, this time to just under $1.3 million, an increase of another 300 percent, according to numbers obtained from Tompkins County through a Freedom of Information request. The bulk of that money is spent on sending homeless people to hotel rooms, where they can sleep for the night to avoid the cold, because the homeless shelter is too crowded and other options are either full or unavilable.

Crucially, the program doesn’t cost Tompkins County anything, County Administrator Jason Molino said. Even as the number of homeless people served keeps

climbing, naturally leading to higher costs to house them each sub-freezing night, the state reimburses all money spent on Code Blue lodging. There are no current indications that will change or that the county will be forced to shoulder more of the burden in the near future, he said.

“I don’t think it’s a cash flow burden for us,” Molino said. “The bigger question is, why do the numbers seem to be doubling every year for the last year or two? What’s the reason behind it? Did the population not change, but they now have access to a service that’s new, so now the numbers are going up? [...] It’s hard to identify, comparatively, until you get a few years under your belt.”

Of course, it’s also possible that there

are simply more people in need in the county. Overall, since the program was put into action, the amount spent per year on per-night emergency shelter housing for the homeless has risen over $1.2 million. While those figures seem daunting, the money itself might not be an issue, at least as long as the state keeps on covering all of it. But what it indicates is more troubling. The reason for the rising costs are a similarly eyebrow-raising increase in bed nights for people under the Code Blue program. Once the city’s main homeless shelter, located on West State Street, has filled its 27 beds, local officials have to turn to churches and hotels that are willing to house the homeless during these emergency shelter situations. Since Code Blue was implemented, the total bed nights over the last four years have been: 1,409 bed nights during the 2016 winter; 846 in 2016-2017; 6,005 in 2017-2018; and up to 12,147 in 2018-2019, all corresponding with the amount spent on emergency sheltering.

There’s at least a possibility that the heightened numbers are primarily a result of more homeless people being aware of the availability of Code Blue services, Molino said. But the chances that has come without a significant increase in the number of overall homeless people in the county seems remote. The whims of Mother Nature play a role too. Starting from an arbitrary point of Oct. 1, 2018 and ending with the last day that saw a below freezing temperature at night in Ithaca, which was April 12, 2019, the temperature reached 32 degrees or below in 130 of 194 nights, according to Weather Underground, meaning Code Blue was in effect 67 percent of the nights during that period. How that will play out this year remains to be seen, but crude math shows that equals an average of 93 people needing emergency shelter during last winter.

The Code Blue policy started in 2016 at the behest of Governor Andrew Cuomo; at the time, in early January, he called it the state’s New Year’s Resolution. Whenever the wind chill drops below 32 degrees, or was otherwise a threat to someone’s physical health who was sleeping outside, between 4 p.m. and 8 a.m., Cuomo said local agencies must find those people emergency shelter until the morning.

The point of the law, Molino said, was to push local governments to help more homeless people avoid physical harm at the hands of cold weather. Much of that responsibility, locally, has fallen on organizations like the Tompkins County Continuum of Care, St. John’s Commu-

nity Services, which runs the homeless shelter, and the county’s Department of Social Services, and with the cold weather quickly approaching, those organizations will surely be thrust into Code Blue action once again.

St. John’s Community Services (SJCS) took over the homeless shelter facility in November 2018 after winning the bid to replace the Rescue Mission. It is led locally by program director Roy Murdough and is the first homeless shelter that SJCS has operated (their other locations cater to those with developmental disabilities or issues).

Neither Molino or Murdough could say whether they thought the growth in homeless had peaked, though both expressed skepticism that the numbers could keep ascending at the same pace they have, though Murdough said they are not expecting a reduction either.

“Last year, the numbers rose significantly from the year before, so it was a bit

of a surprise,” Murdough said. “But this year, we’re prepared, having been through it last year. We’re anticipating the same numbers as last year.”

To better prepare for the Code Blue load this year, Murdough said SJCS is hiring more staff and conducting more training so as to better operate the shelter and drop-in center during the day, plus contracting with more third-party organizations, like churches, to help with emergency sheltering. There’s a wide range of people who use the homeless shelter, Murdough said, and who need shelter during Code Blue scenarios. That can also create a challenging balancing act, he said, when ensuring the highest level of safety for all people accessing the Code Blue services.

This year, Murdough said, two churches have agreed to help house people during emergency shelter situations, as well as the

Salvation Army in downtown Ithaca, along with the continuing option of hotels. More changes are coming to SJCS too, like the mental health outreach worker that Murdough said was recently hired through a grant from the Tompkins County Continuum of Care and will work with the shelter’s vulnerable populations who have already found permanent housing to help them stay in those housing situations and adapt to living in that social situation.

Erick White is a frequent fixture of the Commons. Usually dressed in a tie-dye Tshirt and a bushy white beard, White can often be seen sleeping on various benches along the city’s pedestrian thoroughfare during the night or early in the morning, at least when it’s warm enough to be comfortable. He prefers sleeping there over going to the shelter, particularly because the few times he has sought refuge at the shelter he said he has been turned away due to overcrowding, and apparently does not want to get involved with the Department of Social Services; if he was approved by DSS, Murdough said the shelter would find a bed for him somewhere even if it wasn’t a Code Blue situation, but added that some people don’t want to deal with DSS because of some of their program requirements. White’s originally from California but came to Ithaca after getting married and wound up homeless after a divorce.

For the most part, White said while sitting next to his “Homeless & Hungry, Please Help” sign, he will accept the invitation when Code Blue is put into effect and local officials come to take him to whichever motel or church is hosting that night.

He added that, at times, he’s felt unsafe in the alternative housing options for a variety of reasons, but it’s never actually been enough for him to reject the warmth.

One potential option that is under consideration is maybe the simplest answer, albeit plenty expensive too: building a larger homeless shelter. SJCS has steadfastly said, publicly too, that the current homeless shelter is not a feasible long-term option due to its inadequate size.

Street in the West End, has 21 beds of emergency shelter housing (with six beds of permanent supportive housing); even as early as SJCS’ submitted proposal to take over the homeless shelter, the organization stated that “We do not believe that the current location of the shelter at 618 W. State Street is a long term solution. However, we do intend to utilize the space for at least the first two years of service delivery, while seeking funding and determining the best location for a larger more permanent shelter.”

“We’re on the lookout for any potential either development of a place that already exists or whatever needs to be done,” Murdough said. “But something, I think, must be done. [...] We are looking for either an addtional space or a newer and bigger space.”

Murdough said there are some potential targets, but wouldn’t name them yet.

But it sounds like there are no imminent, solidified plans for expansion or a move to a bigger facility in the near future. In the meantime, when a Code Blue response is triggered, they are helped by a pair of local churches and area motels who take in homeless people when they have vacancies. The latter generates the vast majority of Code Blue-related spending, as the companies charge a per-room, per night fee for taking in the tenants (Murdough said St. John’s does also pay a small “rent” fee to local churches that house people during Code Blue).

It’s not a unique problem, necessarily, but it’s one that area has been struggling with for a while, and while the 2019-2020 winter will hold valuable data for the county, progress so far has been at best difficult, and at worst non-existent. The end goal, Molino said, is indeed to get the homeless population out of the shelter— but into a permanent, safe housing situation, not a hotel room for a single night.

“We, along with, I think, a lot of other counties across the state, have seen an influx of participants in the program,” Molino said, noting that after this winter they would have four full years worth of data to study since the program was enacted. “The numbers have increased every year. I think this year is the one that we’re really going to get into the data sets that we have, try to understand what’s the cause of it, if there are any trends with it [...] Work with our other departments in the county and the state to see if there need to be some additional actions and additional remedies put into place to help people find permanent housing.”

Will Gladney’s success continues four years later

hen I see that Ithaca College senior wide receiver Will Gladney is lighting up the scoreboard and the record book, it pleases me in the here and now. I love that the Bombers are 4-0, I love that Gladney is

setting new standards with every game, and I love that his success takes me back in time...

Gladney graduated from Owego Free Academy—as did I—and 40-some years ago, my fellow OFA grads and I couldn’t

wait to hear what heroics Bill Bryant was pulling off as a Bomber. After a recordsetting career as a wide receiver at Nassau Community College, Bryant would join his brother, Tom, on the Ithaca College roster, and the Bryant brothers would become a big part of legendary coach Jim Butterfield’s budding football legacy. Bill would go on to be among the last players released at the Washington Redskins training camp, an injury cut short his stint with the Pittsburgh Steelers, and he retired a few years ago after a long run as the Ithaca City School District’s Athletic Director.

(Tom would also have a stellar career as an educator, coach and A.D.) There is one big difference in my observations of Bryant and Gladney in that

while I looked up to Bill as a role model (he is four years older than me), I look at Will through a different lens, given I went to high school with his grandparents. Indeed, the River of Time flows swiftly…

I caught up to Will after the Bombers 59-20 shellacking of St. Lawrence, and I asked him to remind me how his plans were unfolding after being named FirstTeam All-State as a senior at OFA. He replied, “My dream was to play D-1, and while I did qualify with my SAT scores, it was a week after National Signing Day.” He added, “I chose to enroll at IC a few days before the signing deadline.”

It was a decision that would work out well for Gladney and for the Bombers.

Shortly into his freshman year, head coach Mike Welch announced to the team that he would call it a career after that year, and the program didn’t see any backslides after bringing Dan Swanstrom in as Welch’s replacement.

Two 8-3 seasons and two Liberty League titles later, the Bombers have bigger plans this year. Will told me, “We have played in bowl games since I have been here, but this year we plan to make the NCAAs and make a deep playoff run.”

Gladney was named the Liberty League Offensive Player of the Year in 2018, he was named a pre-season All-American prior to this season, and the 2019 campaign is unfolding as a very productive one for the senior co-captain. He has 21 receptions for 315 yards and six touchdowns. His totals continue to carve his name in the record book, as he is already the Bombers’ career leader in touchdowns and total receptions. In fact, Will just passed a big milestone in becoming the first Bomber receiver ever to surpass 200 career catches.

Will makes a conscious effort not to be sidetracked by things like personal records and the fact that the Bombers will take on the Cortland Red Dragons in front of 40,000-plus fans at MetLife Stadium in East Rutherford, New Jersey for the 2019 Cortaca Jug game. “It will be exciting to play in an atmosphere like that, and we’re looking forward to it,” Gladney offered, “but we won’t let ourselves get too distracted by it because what we are really focused on is making a deep playoff run.” He added, “As co-captains, we work to make it feel more like a family than a team. We feel it on and off the field, and at the end of the day it’s that togetherness that will get us where we want to go.”

When asked about any post-IC plans, Gladney (a Public Communications/ Health major) said. “I plan to do whatever it takes to play pro football.” The 6’3” 215-pound Gladney said he has given some thought to coaching someday, or maybe law enforcement, but he added with determination and clarity, “It has long been my dream to score an NFL touchdown.”

The Bombers are home the next two Saturdays, taking on Buffalo State on Oct. 12 and Hobart on Oct. 19. They will also play at home on Nov. 2, when they play host to Union College.

hen you are running a family business, succession becomes an issue sooner or later. Finger Lakes wineries, which tend to be small family-run affairs, are no different. Wine families such as Fulkerson, Hazlitt and Hunt are already in their sixth or seventh generations of management, while others were sold off due to lack of an heir or lack of interest from the next generation.

For Dr. Konstantin Frank Vinifera Wine Cellars in Hammondsport, the dayto-day running of the winery is now in the hands of Meaghan Frank, the greatgranddaughter of Konstantin. It was a smooth transition that began a few years ago, orchestrated by Meaghan’s father, Fred

Frank, who continues as the president of the winery. The winery, one of the most prominent in the country, was named one of the top 100 wineries in the world

by Wine and Spirits Magazine this year, shortly after being named one of America’s 11 best wineries by Men’s Journal.

But at Dr. Frank, its succession history was not always so harmonious. Konstantin, deservedly called the father of Finger Lakes vinifera wines and credited with successfully introducing European wine grapes to upstate New York despite its difficult climate, had a contentious relationship with his only son, Willy.

“Konstantin and Willy didn’t get along,” Meaghan said. “Willy had his own photography business in Long Island. Although Willy returned to help with the harvest

every year, Konstantin wanted my father to take over the family business instead of Willy.”

Fred Frank, Meaghan’s father, wisely stayed above the fray. He had worked many summers at Dr. Frank, but he decided he needed more wine education.

Fluent in German, he went on to study winemaking at the famous German wine school at Geisenheim.

By the late 1970’s, Konstantin’s health started to deteriorate. The winery was also in serious financial trouble. Konstantin was a scientist at heart and operated the winery more as an experiment station than a profit-making company. There were more than 60 varieties planted in the vineyards, many of which were not commercially viable in the cool Finger Lakes.

To help deal with Konstantin’s health issues, Willy moved back to Hammondsport. But he didn’t want to clash with his father daily, so he bought an old winery adjacent to the Dr. Frank property to pursue his passion—making Champagne in the Finger Lakes. Under its own label, Chateau Frank, Willy began making methode champenoise sparkling wines, an effort that was sneered at by Konstantin.

In 1984, a year before he passed away, Konstantin turned over the management of the winery to Willy. Willy was a businessman and a natural promoter. He reduced the number of produced varietal wines from 60 to 12 and tirelessly marketed his wines inside and outside the state.

He was widely lauded for turning around the winery’s fortunes.

Meanwhile, Fred was having his own successful career as a managing director at Banfi Vintners. Fred started up Banfi’s Old Brookville vineyard in Long Island.

He married Maryclaire Donovan, who was the legal counsel for Forbes magazine at a young age. Three children followed.

Meaghan was born in 1989, with Gretchen and Kyle each following a year apart.

“In 1993, my grandmother called suddenly and told my dad that Willy was very sick and wouldn’t make it through the week,” recalled Meaghan. “We practically just packed up and moved up to the Finger Lakes.”

They bought a house in Corning, where the three children grew up. Willy made a continued on page 12

miraculous recovery. He and Fred would wind up working side-by-side for 13 years, with Fred overseeing the Vinifera Wine Cellars operations and Willy focusing on Chateau Frank. Fred would inherit the entire business when Willy died in 2006.

Growing up, the three children spent a lot of time at the winery, but Kyle was being groomed as the successor. Meaghan explained, “Since we were kids, everyone thought that Kyle—his middle name is Konstantin—was going to succeed dad.

There were newspaper articles written about Kyle being the next generation as early as when Kyle was just 11 years old.

That’s a lot of pressure on a young person.”

After Meaghan graduated from high school, she enrolled at Cornell University for a degree in communications. Gretchen followed their mother’s footsteps to become a lawyer. Kyle, as expected, entered Cornell’s renowned viticulture and enology program.

But best-laid plans sometimes do not work out as expected. Kyle’s interest in wine waned, and he ended up turning to finance. Simultaneously, Meaghan’s interest in wine and the family business grew.

After graduating from Cornell with a communications degree, Meaghan returned to Hammondsport to figure out her next step. Fred suggested that she attend the University of Adelaide in Australia for a graduate degree in wine business. He had been very impressed by some of his interns from that school.

It turned out to be a fortuitous decision, as she met her future husband at Adelaide at a networking party. When she finished the 18 month program, she worked at a small winery before her dad sponsored Antonio’s work visa and they both came to America, where they eventually married.

Fred expected Meaghan to begin working at the winery full-time upon her return from Australia in 2013. But Meaghan thought she wouldn’t be taken seriously without an enology degree.

My dad and I talked a lot about it, because he was ready for me to work fulltime,” Meaghan said. “We kind of negotiated for me to go to school three days a week and work at the winery the other days. I went back to Cornell and I enrolled in their master of enology program.”

Armed with a new graduate degree in enology, Meaghan began working fulltime at Dr. Frank in 2015. Fred named her the general manager. But it wasn’t easy at the start, as she had to work to overcome the long-time employees’ perception of her as a kid.

She added, “It was also hard for my dad to start relinquishing some of his responsibilities after having done them for so long.

But in time he really let me use my own ideas and make decisions. And of course, I made many mistakes and learned from them.”

Since 2015, Meaghan has made some notable enhancements to Dr. Frank.

The Chateau Frank stone house, built in 1886, underwent major renovations and is now the site of the winery’s new wine and food events. It’s also fitting that as the first woman of the family running Dr. Frank, she started a new wine series called the Helm series, honoring four women from the family who had made important contributions. The four wines are named after Eugenia (Konstantin’s wife), Margrit (Willy’s wife), Hilda and Lena (Konstantin’s daughters).

“We made a lot of headway in creating a good corporate culture,” Meaghan said.

“We now have regular social get-togethers with our team. We started a company garden. We celebrate staff ’s birthdays each month. We want to make it more enjoyable to work here, give workers space to innovate and develop new things.”

Meaghan also stressed that she wants Dr. Frank to be a good citizen of the community, shown by donating to local charities and the like.

Going forward, Meaghan wants to reexamine some of the many grape varieties that Dr. Konstantin Frank had planted.

With climate change, varieties once deemed unviable might well be feasible today. Her team also recently undertook a detailed survey of their vineyard plots to inventory the type and age of the planted grapes to better inform their vineyard and winery practices.

Technology is also on Meaghan’s radar.

“We just purchased a new sorting table and a new must chiller to increase the quality of our wines. We are planning to expand our crush pad and tasting room.

Technology will play a big role for us going forward.”

The winery’s current production is around 30,000 cases under the Dr. Frank label (Chateau Frank sparklers are now consolidated into the Dr. Frank umbrella) and 35,000 cases of Salmon Run. They just purchased another 30 acres of land, so an increase in production could be expected in the future.

Well-known Finger Lakes winemakers such as Peter Bell, Morten Hallgren and Peter Weis are all alumni of Dr. Frank.

And members of the extended Dr. Frank family continue to be involved in the business. Fred’s sister Barbara is a consulting winemaker for their sparkling wines and a regional marketing representative. Fred’s cousin, Eric Volz, has been their vineyard manager for 38 years. Meaghan’s mom, now a retired judge, is a brand ambassador.

In person, Meaghan is easy with a smile, refreshingly candid and self-deprecating. She told me more than once during our interview, “I feel uncomfortable talking about these things, because they are really team efforts.”

The quality of Dr. Frank’s wines has never been better. The winery manages to maintain a level of excellence across its breadth of three dozen or so wines. It was recently named as one of the top 100 wineries in the world by Wine & Spirits magazine. One could say Dr. Frank is at a high point of its history.

Three generations, 92 years THAYER APPLIANCE IS SHOWING NO SIGNS OF STOPPING AS THE BUSINESS CONTINUES ITS IMPRESSIVE RUN

I

n 1927, Paul Thayer started a business in his home on West Seneca Street in Ithaca. He sold radios, and soon the small business became more profitable than the job as a print shop teacher at Ithaca High School that was his primary source of income.

Thayer’s business exceeded the capacity of his house, and he bought an old tin shop on West Seneca St., which he tore down to build a store. By this time he sold other appliances besides radios, including refrigerators, stoves, washing machines and small appliances. He changed the name from Thayer Radio to Thayer Appliance, and 92 years later it still bears that name.

In between, Larry Thayer, 85, was owner from 1958 to 1995. And he still comes into work every Tuesday, though in a different capacity than when he ran the Georgia@ithacatimes.com 607-277-7000 x220 store himself.

He may circle the store to say hi and Client: Newspaper: “harass the troops,” as he put it, but then he prefers to sit in the back room. Away from the chaos of the sales floor and the stress of handing financials, Thayer repairs Oreck vaccuums.

with my hands, which I was never able to do it when I was running the business. I was too busy selling and promoting products; I didn’t have the time to do repairs or deliveries or anything like that.”

Over the years, Thayer Appliance has weathered the onslaught of big box stores and come out on top.

“The real reason is Ithaca is a small city, and they all know us,” Larry Thayer said.

“We’ve withstood a lot of competition; in the old days it was local people like ourselves, and nowadays it’s the big box.”

He said his son Doug continued the store’s success by joining a New York City-based buying group that can secure appliances at relatively low prices. He said this current model is even more profitable than the way he used to do things.

“They unload one or two trailers of applainces every week,” Larry said, “and he’s doing much better than I ever did.”

It also comes back to the good reputation the Thayers have spent so many years building. “It’s the way you treat your customers—selling at fair prices, having knowledgable staff, knowing the product, and training the staff to know exactly what every appliance does,” Thayer said.

“So that’s really the reason we’ve been so successful.”

One employee, John Ahrens, has been an installer with the store for 40 years. It’s also very much a family business. Tom Wright, Larry Thayer’s nephew, is store manager.

Now that Thayer is semi-retired, he has more time to spend with local social groups (he attends Rotary meetings at Coltivare every Wednesday), and his wife, Alice, who is also in good health and is an energetic companion to Thayer as they navigate the adventures of retirement together. They have been married 64 years.

Thayer said he is lucky to have much

of his family still living nearby—his older son, Steven P. Thayer, is Ithaca’s City controller. The close proximity allows Thayer to spend time with his many grandchildren—just a day ago, he and Alice hosted a Friday evening pizza party at their home for 15 family members. The Thayers have kept up the tradition of pizza night for decades, he said.

Family who does live out-of-town provides a good excuse to do some wandering.

“We still do a lot of traveling,” Thayer said, though they prefer car travel to planes these days. A favorite spot is Williamsburg, VA. They also frequently visit their oldest daughter, Sue, in New Hampshire, where she resides. They often extend their trips to New Hampshire to include stops in Maine and Vermont.

“So we do get around the Northeast,” Thayer said. And he and Alice aren’t planning on slowing down anytime soon.

“Neither Ally or I are couch potatoes,” he said. “We enjoy getting out and doing things.

We’ve had a lot of fun so far.”

Lyda Hill Philanthropies’ If/THEN initiative named 125 female STEM professionals to serve as ambassadors, hopefully inspiring more women to get involved with the field and have more success. Included in the list was Ana Maria Porras, a biomedical engineer at Cornell University, who was chosen for her combined passion for art and science, shwon through her “Microbe Mondays,” where she “displays hand-crocheted microbes and bacteria on her social media to explain science concepts in an innovative way.”

The ambassadorship is dedicated to closing the gender gap in STEM representation and inspiring the next generation of women scientists and changemakers, these Ambassadors are part of IF/THEN’s efforts to activate a culture shift in how young girls – and society – think about STEM.

The Tompkins County Quilters Guild Show descends on Dryden again

his past weekend, Tompkins Cortland Community College hosted the biannual Tompkins County Quilters Guild Show. The show featured over 250 quilts, as well as quilting workshops, demonstrations, silent auctions, local vendors, and a priced boutique-style booth. The Field House at TC3 was bursting with vibrant colors and patterns, full of beautifully handcrafted quilts in a variety of styles. Ranging from more traditional, to newer, more experimental patterns and styles, the most impressive feature of the show was how diverse every artist’s perspective andapproach was.

At every Quilter’s Guild Show, a show quilt for that year is won by a lucky participant in a raffle. This year’s quilt, Blue Mountain Laurel, was a gorgeous group effort by members of the guild. Involving lengthy preparation using a combination of several quilting techniques, the nearly 8-foot wide quilt was a source of great pride for the guild. Walking around the inside perimeter of the Field House, one could observe the evolution of quilt making, with antique quilts featured alongside modern ma-

chine-quilted pieces. Moreover, seeing all of these artists together offers a glimpse into the future of the art form. Speaking with Stefanie Green, the press representative for the show, the enthusiasm for quilting was palpable. She mentioned that, while this year’s 250 quilts is by no means small-scale, shows in the past have included as many as 600. As she showed me around, quilters gathered and dispersed as we went, eager to show their work.

This year’s featured artist, Tracy McLellan, showed off her impressive set of quilts depicting birds she photographed in Central America. These fabric portraits of exotic birds are so finely detailed that they look more like photographs than sewn fabric. McLellan described how the majority of the birds depicted in her quilts were photographed during her time in Honduras, and how one of her biggest challenges as an artist is simply finding the thread she needs to complete the color palette necessary for her hyper realistic work.

“Most thread is only very basic, bright colors, and I need more dark, earthy tones for the contrast you see here,” she said.

Many of McLellan’s quilts have three dimensional elements, with branches and foliage that seem to protrude outward toward the viewer. McLellan’s work is a fine example of modern quilting that pushes the boundaries of the art form.

recently. The respect that these artists have for each other’s work is a testimony to the passion they feel for their craft. Since 1974, the Guild has been a social hub, with over 100 members, for anyone who appreciates the craftsmanship and painstaking work required by the art of quilting. Furthermore, the quilters have continuously given back to the community since then as a nonprofit, producing quilted goods for teen mothers, newborn babies at risk and chemotherapy patients. Throughout their history, the Guild has continuously worked to preserve the art of quilting overall, researching and properly documenting each antique quilt in their collection, archiving them for future generations. They’ve also initiated several quilting projects at area schools, as well as lectures and workshops for adults.

The quilting show is not only an example of what is possible when like-minded people come together to work toward a common passion, it is also a reminder of what makes Ithaca so wonderfully unique. The support that the guild has received from and reciprocated to the local community is evidence of the goodwill and appreciation for local art.

Furthermore, the quilts on display are also a celebration of the cultural diversity present in this area, enriching and setting apart the small city even further. While the art of quilting may have been a new experience for some at the show, there was a familiar beauty in the work that was enjoyed by all.

Don’t judge a restaurant by its location

pretty panoramic view looking up Cayuga Lake. If you ever visited the former Tower Club at Ithaca College this view might bring back memories. An awning protects diners from some of the rain however the patio closes when the temperatures drop in winter. The interior is attractive with those burgundy banquettes, chairs with burgundy cushions, a burgundy carpet and Tiffany-type lamps hanging from the ceiling.

I

have to admit that I was wrong on this one. I had thought that, because Sunset Grill is located in a small off-the-road mall on Route 96B, tucked between a small grocery and a gas station that it wouldn’t offer quality meals. Further, since it’s just moments to Ithaca College’s main entrance, I assumed it would be a restaurant catering to college students who neither had the time, nor the inclination, to sit down to indulge in a quality dining experience. After several happy visits I’ve learned, from the owner who did not know I was reviewing, that “during the week about 1 percent of the clientele is made up of college students however that

population grows to about 75 percent on weekends.” And as a cheery server told me when discussing the students: “We serve lots of regular people too!”

Being well past the age of typical students, I’m hoping she groups my dinner companions and me as eligible for the “regular people” category, and, I can state, without qualification that we, too, really enjoy Sunset Grill.

Sunset Grill does a big breakfast business and has a large menu to support it.

For example, there are seven variations of omelets ($7.99-$8.99), seven French toast combinations ($8.49-$10.99) and lots of “classic” breakfast choices with a plethora of variations and options. To accompany your breakfast, lunch and dinner choices there are “bottomless” offerings of tea, coffee, and sodas.

At lunch, the burgers are delivered cooked as ordered, on a soft bun, with fresh lettuce and tomatoes and lots of french fries.

The Reuben sandwich can be ordered with traditional corned beef or turkey.

Much of the prep (boiling and seasoning) for the corned beef is done in house, and the accompanying cole slaw is homemade.

The corned beef is utilized in Reubens and a popular hash. The mashed and home fried potatoes are made in house too.

The haddock in the fish fry can be ordered grilled, fried, or blackened and comes with homemade tartar sauce, coleslaw, and a “fry sauce” which is made with ketchup, mayo, and “a secret ingredient.”

(I’ve learned the “secret ingredient” is Old Bay spice and that it isn’t really a well-kept secret.) The portion of haddock is huge, and the breading is delicately light.

Another satisfying dinner is chicken parmesan. It’s a large portion of chicken perfectly cooked and again, lightly breaded, sitting on a generous portion of spaghetti in a light tomato sauce. It comes with a dinner biscuit. I wished that it would have been accompanied by greens, a vegetable, or salad – even a ramekin of cole slaw would have helped to balance the meal.

The dessert offerings are rather ordinary with a small group of cheesecake and variations of a few chocolate cakes.

Beverage choices are limited with five white wines –there wasn’t a dry Riesling among them, even though there are so many wonderful ones produced in the Finger Lakes, – and eight reds and nine beers by the bottle.

Bottom line: Sunset Grill offers quality food that is well prepared and fairly priced served by friendly and attentive staff.

Tidbits: You won’t be able to order from the dinner menu on Sunday, Monday or Tuesday because they close at 3:00 p.m.

Daily specials include: Wednesday – an innovative pasta; Thursday – a creative burger; Friday – fish fry which is the same dish and portion as on the menu everyday only for $1 less ($15.95); Saturday – prime rib.

Breakfast is served every day from 7 a.m. until 3 p.m.

However, if there aren’t many customers during the day, they’ll offer breakfast ‘till closing.

Some dinner items are only available after 3 p.m. however, the fish fry, shrimp, fried clam and seafood platters are available at lunchtime.

IC’s “Everybody” confronts something we all must: death

D

eath is the last experience, and perhaps the last subject you’d consider entertaining––but playwright Branden Jacobs-Jenkins implies it might be a good idea if you didn’t postpone thinking about it. That’s the premise of “Everybody,” his 2017 updating of the early 16th century morality play “Everyman,” in which Death comes for a Christian who’s not quite prepared (running until Oct. 12). In Ithaca College’s Clark Theatre, the audience surrounds the stage on three sides, and even more intimately, some members of the 9-person ensemble are seated among them. Clearly, there’s no escaping that we are also Everybody. Jacobs-Jenkins likes provocatively mixing up theatrical modes and philosophical inquiry, as in his plays “An Octoroon” and “Appropriate” –– here the naturalistic dialogue bangs up against symbolic context.

Under Cynthia Henderson’s direction, the play unfolds in a black space, with an usher (Kellik Dawson) advising us at length to silence our phones and unwrap our candies. Soon enough we realize he’s an actor trying to inform and prepare us: “Talking about Death, as we all know, is difficult.” Then in various forms God manifests, angry and upset in his/her own perfection that the prime creation has gone awry. God wants an official accounting –– “I require data!” –– and sends

Death to bring back Everybody.

Unsuccessful at weaseling out of this final reckoning (“sort of like a presentation”), Everybody persuades Death to let them bring along someone for company.

But one by one, almost everyone demurs –– friendship, kinship, worldly goods (“stuff ”) –– their rejections as comical as they are disturbing.

The God section is one that the young actors don’t handle well; voices are unnuanced and bombastic, which becomes tedious rather than dramatic. Once the focus shifts to the various Everybodys, normal folks, reacting to Death’s message, in colloquial language, they’re far more engaging. One by one they respond with incredulity and resistance –– most not even realizing there still is a God. It’s quite funny; in fact the entire script is filled with humor, though these actors only seem to convey half of it.

In one delightful scene, Everybody enthusiastically embraces a friend he hasn’t seen in ages, rattling off predictable patter: “Remember that time we sort of hooked up? That was weird, right? But it’s good we got over it, right? Right? … Did you hear that we are in a Golden Age of Television? Addiction Recovery Services Facility Looks to Expand

T

he Cayuga Addiction Recovery Services (CARS) facility in Ulysses is seeking approval from the town of Ulysses to construct a new Women’s Community Residence that will house 25 beds for women.

Before CARS can begin construction, it needs approval from both the Ulysses Town Planning Board and the Ulysses Zoning Board of Appeals. Currently the organization is in the process of obtaining those approvals, and the project is on the agenda for the upcoming Zoning Board of Appeals meeting Oct. 16.

The proposed new building would be adjacent to the existing CARS building, located at 6621 NY Route 227. The facility lies on a parcel of land that is located within both the Town of Ulysses and the Town of Hector. One of the two plots of land was purchased in 1998, the other in 2004.

The new building would access the main road through the same driveway currently used by the existing building.

Both of the adjoining lots are listed in the site plan application. The plot of land is recorded as 34 acres total, though only 5.94 acres would be disturbed by the project, according to the application.

The new proposed building would be a two-story wood framed structure designed for residential use.

The plans include improvements to the facility’s walking paths and recreation area.

Located on a hill some distance away from the street, the application states that the property will be developed “to afford visual privacy from the residential rooms… while providing views.”

CARS mentions in the application that it has been providing treatment services to the community for more than 40 years and that the need for CARS’ services continues to grow.

The new facility would be devoted solely to women to allow for better treatment for women and to add available beds to the facility as a whole. Currently CARS’ residential services program devotes 12 of its 60 beds to adult females; the treatment approach for women, with just a few exceptions, is largely the same as the mens’ treatment plan, according to the application, which states “while this approach has proved to be successful for many of CARS’ female clients, it recognizes that treatment needs of women differ from the needs of men in treatment.”

A 10-year design recurrence will be used as design criteria for storm system sizing for the site; however, a 100-year storm event will be analyzed as well to ensure that the stormwater management system can handle the larger storm events, the application states. The storm drainage system will be constructed to the Town of Ulysses standards, and upon completion of construction, Cayuga Addiction Recovery Services will assume the responsibility and maintenance for the site’s enclosed storm drainage system, vegetated swales and bioretention areas.

At the September meeting of the Ulysses Town Planning Board, a few members of the public voiced concerns about the impact the expansion could have on the neighborhood, said Katelin Olson, chair of the Ulysses Town Planning Board. The Planning Board will hold a public hearing regarding the project at the board’s Nov. 5 meeting.

Of the 34 total acres owned by CARS, a little less than seven acres is in the Town of Ulysses, said Olson.

If CARS chose to build on Hector rather than Ulysses they would not have to request a variance from Ulysses or the Town of Hector, said Ulysses Zoning Board of Appeals Chair Robert Howarth, as Hector does not have zoning laws.

The issue was discussed at length during the Zoning Board of Appeals’ September meeting, said Howarth. The board voted to hold a continuance on the matter.

“There were outstanding issues we wanted them to address, and we wanted to get a legal opinion from Town Council before we proceeded with the open hearing that we started last week and is still open,” Howarth said Sept. 26, adding that the public hearing will remain open and will continue during the October meeting.

“We will take that additional input from the applicant or public and decide how to act on that,” Howarth said.

Howarth said there are many factors for the board to consider, including water quality, erosion and storm water management. The board asked that the project’s engineer do a detailed analysis of the stormwater situation in the case of a 100year storm, then asked for a plan in the case of an even more extreme event.

“It seems that 100-year storms are every year now, with climate change, so we asked them to consider data for what a 500-year storm would look like,” Howarth said.

In regards to the variance for lot coverage, Howarth said the board will consider the effect the new building will have on the area visually and how that will affect the general community, including neighbors to the lot, people driving on the nearby roads, and people who live across the street from the facility.

“We also asked them to consider a declaration stating they never develop buildings in [the] Hector [portion of the land] if we’re to grant the variance,” Howarth said.

The Town of Ulysses Zoning Board of Appeals will meet Oct. 16 at 7 p.m. at Ulysses Town Hall, 10 Elm St., Trumansburg.

Two new sculptures under consideration for city parks

oon the City of Ithaca could have two more sculptures in its city parks, if all goes according to plan of two designers who have submitted proposals to the city and now must wait for potential approval.

Currently the sculptures are under consideration by the Community Life Commission and the commission is accepting written feedback on the two proposals until 3 p.m. on Oct. 17. Public comment is also welcome at the commission’s meeting on Monday, Oct. 21 at 6 p.m. at City Hall.

The two sculptures, titled Anthropocene and Gromely, would be built in Baker Park and Cass Park, respectively. Monica Franciscus, the artists behind Anthropo-

cene, wrote in her proposal that she would like it to be viewed as an educational tool, portraying the current and future state of our world environmentally. It would be made up of “industrial relics, reused car parts, crushed, smoothed and welded to an interior frame.”

“The colors of the parts illustrate climate temperature zones,” she wrote.

“Solar-powered lights are affixed within the crushed parts, illuminating down upon the structure at night, mimicking earth’s solar halo on its dark side, and symbolizing sustainability.”

Franciscus’ design calls for a 12 foot structure. Taitem Engineering contributed to the design’s submitted drawings.

In Charzewski’s proposal, he says the Tompkins Giant sculpture would harken back to the legendary Taughannock Giant story, with an eye to the future as well.

“The Tompkins Giant Project has inspired me to create something grand in scale and visually fantastic,” Charzewski wrote in his proposal. “Something that will be a landmark for the town of Ithaca NY that will inspire its residents as well as its visitors for years to come. Gromely is the name of the figure I have designed. It encapsulates aspects of the original story of the Tompkins Giant as well it fosters a sense of fantasy and wonder.”

The sculpture would be assembled in Charzewski’s personal studio at the College of Charleston and would use recycled steel tubing, which would be bolted together on site. It would overlook the Inlet from its perch next to a trail in Cass Park.

In total, Charzewski estimates that the project would cost $18,000.
