Organization Architecture Restoration Conservation, PC was established in 2002 to provide specialized architectural, restoration and building conservation services for the investigation, repair and preservation of buildings. The firm is registered as a Special Inspection Agency with the New York City Department of Buildings. Located in the heart of the Flatiron district, one of New York City’s most convenient and vibrant districts, ARC has provided professional architectural and engineering services throughout New York’s metropolitan area for nearly twenty years. Within a very short time frame, we earned a reputation among contractors and clients as being one of New York City’s top firms specialized in the exterior building envelope. As an award winning, leading specialized practitioner in our field, we have a track record of developing very high-quality services. Our services continuously set the industry benchmark for others to follow in terms of quality, accuracy and comprehensiveness.

In 2016, our firm won a prestigious award for being one of the best managed firms in the United States. In 2017 our firm won the first and second prices for best construction documents in North America. Our assignments have ranged from investigating specific building envelope and waterproofing defects to comprehensive multi-phased restoration projects. Our portfolio includes a wide range of structures from different time periods such as an 1840s mercantile building located in South Street Seaport, Brooklyn townhouses from the 1880s, his-

Approach

Our approach is based upon careful preliminary evaluation of existing conditions, research into buildings history, photographic and video documentation, preparation of measured drawings, and an appropriate program of test probes to establish underlying conditions. Our findings are typically incorporated into a report for the client which includes an analysis of existing conditions, prioritized repair recommendations and cost evaluation. From the client’s approved scope of work and budget we prepare detailed plans, specifications and cost estimates, file and obtain approvals from public authorities that have jurisdiction. We assist clients in competitive bidding and contract preparation. During the construction stage our administrative services include site observations and reporting, evaluation of mock-ups and samples, review and approval of shop drawings, change order preparation, payment certifications and punch lists. At the conclusion of the project we assemble all closeout documents (warranties, guarantees, certifications, release of liens, record drawings, etc.) in a comprehensive manner to provide a permanent record of the project

To that effect, ARC’s strongest capabilities relies on its ability to effectively assist property owners improve the integrity of their buildings. ARC has achieved this through the investigation, assessment and repair or restoration of over five hundred properties since the company’s inception. We are a technical firm specialized in the exterior building envelope. We provide specialized architectural, restoration and building conservation services for the investigation, repair and preservation of buildings. We have completed over two hundred and fifty building envelope projects and are expanding our practice to include energy efficient retrofits.

Roofing Systems

ARC’s expertise covers the entire extent of roofing systems and installation techniques available for low slope roofing systems such as: heat applied, cold adhesive applied, liquid applied, selfadhered, spray foam and mechanically attached systems. In addition, our expertise also includes a deep knowledge and understanding of traditional roofing systems and techniques used on historic properties such as slate, tile, and sheet metal roofing systems. Our firm has a history of being at the forefront of the latest development and trends. We were one of the first firms in New York to utilize liquid applied systems. Our firm has embraced green roofing solutions making us again one of the first local firms to be involved with eco-friendly and energy saving roofing systems such as: cool roofs, garden roofs and energy producing building integrated photovoltaic systems.

Building Assessment

Assessing the physical condition of buildings requires the know-how to accurately locate and diagnose building failures. The process typically starts with a review of relevant original plans and, if applicable, related construction documents of prior work. Field observation and investigation is supported by using state-of-theart equipment such as infrared thermal image scanners, psychrometers, laser and moisture meters, video recording borescopes and metal detectors. Our firm was also one of the first firms in the nation to utilize unmanned aerial vehicles to supplement hands-on and visual inspections. Investigative reports can be focused on a single deficiency, such as locating a point of water infiltration or they can be as broad as an assessment of an entire building including its plumbing, mechanical and electrical systems. Besides providing traditional investigative reports such as leak investigations, building condition surveys and “Façade Inspection and Safety Program Reports”, we also assist our clients to improve the energy efficiency of their properties and help them comply with local laws that are part of New York’s Greener, Greater Buildings Plan. These reports usually provide the basis for a long range improvement plan.

Façade Repairs

Façade repairs require a highly specialized level of expertise and sensitivity in order to successfully maintain or restore a building’s original appearance, while addressing failures in its exterior envelope. Our architects, engineers and conservators have been academically trained and hold advanced degrees in historic preservation, building sciences, architecture and engineering. They have field experience with hundreds of pre-war and post-war buildings, and hold a comprehensive understanding of building materials, making them uniquely qualified to respectfully oversee both the aesthetic and performance requirements of façade restoration projects. Nearly all of our projects include elements of façade stabilization and repairs. We are well versed in all types of natural and manufactured building materials and repair techniques. Due to our deep understanding of different building envelope systems, we have been called on to work on a very broad range of building types that span over 150 years of building technology history.

Historic Preservation

Historic preservation is an endeavor that seeks to preserve, conserve and protect buildings, objects, landscapes or other artifacts of historical significance. ARC has been committed to the care and preservation of buildings of historical architectural significance since its inception. Over the years we have worked on a very extensive range of landmarked properties, each one with its particular characteristics and challenges. Our portfolio includes a mercantile building in the South Street Seaport from 1840, Brooklyn townhouses from the 1880s, Riverside Drive apartment buildings from the early 1900s, Italian Renaissance properties from the 1920s, Art-Deco buildings from the 1930s, Neo-Classical high-rise buildings as well as French Beaux Arts mansions in the Upper East Side. We are experts in the restoration and preservation of all types of historic materials such as masonry, limestone, sandstone, bluestone, marbles, granites and terra cotta. ARC’s principal holds a Master in Science in Historic Preservation from Columbia University, the first such program in the United States.

Building Stewardship

Building Stewardship takes a comprehensive view of a property including its history, deficiencies, planned improvements, code issues and violations. Through the stewardship program, we guide our clients through the processes required to make repairs, upgrade systems, abide by local codes, and clear violations. Under this program, we oversee and coordinate the work of multiple consultants specialized in specific disciplines such as structural, mechanical, electrical and plumbing systems or environmental engineering. The stewardship program is designed for building owners that face complicated issues in systems throughout the building, each requiring specialized expertise. We assist our clients to systematically prioritize, organize, budget, and complete multiple projects. The long range planning and oversight offered to our stewardship clients helps reduce costs, while protecting the value of the property by identifying the most effective interventions and implementing them at the right moment.

Quality Control and Assurance are cornerstones of our practice. Since the firm’s inception in 2002, we have systematized Quality Control and Assurance in ways that are appropriate to our practice. We achieve this in many ways, but ultimately it comes down to using established workflows.

The foundation of our documentation is clear graphic standards that are consistent across projects. Our firm invests heavily in the improvement of our products through continuous research and development efforts. Maintaining the quality and accuracy of our documents is accomplished through a process that starts with the development and maintenance of our standards. Enforcement of standards takes place through cumulative reviews at the Project Manager and Principal level. Every repair detail and drawing sheet is tracked and its status monitored during different phases of production until approved. Reviews and mark-ups are done electronically, and we maintain a permanent record of the review process. Approved details are stored in our library of details and information relevant to the detail stored in a dedicated online database.

Workflows are managed through cloud-based software and are regularly finetuned. For construction projects we group tasks into eight major phases: pre-design, construction documents, investigation, bidding, filing, construction, project closeout and post completion. A typical project will have nearly 300 tasks from inception to completion. The tasks are a useful way to track the status of projects and serve as a roadmap to their succesfull completion. All the correspondence associated with a project is centrally stored and organized for easy retrieval.

Our Quality Assurance program covers four key areas: 1) Complete and accurate record of existing conditions, 2) Appropriateness of intervention, 3) Accurate reports and construction documents and 4) Oversight during construction. We maintain a clear process within which every team member has a well-defined role in maintaining the accuracy and clarity of our work product. Documentation of existing conditions, including sketches, photos, reports and probe analysis is stored in an organizational structure that is consistent across all projects, so that resources are easily accessible to all team members. ARC has a history of including a multi-disciplinary staff of architects, engineers and conservators. The firm’s projects are organized on a project team basis with a Principal, a Project Manager and an Assistant Project Manager assigned to each project from inception through completion. Over the last two decades Mr. Aspegren, the firm’s principal in charge, has overseen over two hundred and fifty building restoration projects for clients managing institutional, not-for-profit, commercial and residential properties. The breadth of structure types, building materials and architectural features and styles in the firm’s portfolio represents a vast knowledge base to draw from. Mr. Aspegren’s hands on approach to the management of the firm assures that each project benefits from his experience, and that the quality of documents and construction administration remains consistent. He plays an active role in each project, personally visiting project sites to insure that his high standards are being met by contractors and project staff alike. Cameron S. Lory, has been with the firm for over ten years and provides oversight for large projects and strategic clients. She has 20 years of experience with institutional and private clients on a broad range building types including public schools and housing. As a client relationship manager, she is responsible for insuring that the firm meets its clients needs and expectations. In her current position as the Director of Operations she oversees the development and implementation of internal production systems, ensuring that they support the firm’s strict quality standards. She manages the firm’s staff, building on the unique abilities and strengths of each team member and supporting them in growing roles. Jason Gardner is the firm’s Director of Computer Aided Design. He works closely with our Director of Operations to streamline the processes and procedures of the firm for the production of construction documents. He is directly involved in the production of construction drawings for all of our projects.

Mr. Aspegren co-founded ARC in 2002. He holds a B.A. in Architecture from the University of California at Berkeley and two Masters in Architecture and Historic Preservation from Columbia University. He has served as President and sole owner of the firm since 2006, after the retirement of his mentor and co-founding partner. Prior to establishing ARC, Mr. Aspegren was a Project Manager at Malter & O’Donnell Architects, a New York based firm specializing in exterior restoration work, where he worked for six years. Mr. Aspegren completed his first restoration project in Europe prior to pursuing his graduate level studies at Columbia. While studying at Columbia University he provided consulting services for the World Monuments Fund, the leading private organization dedicated to saving the world’s most treasured places. Mr. Aspegren is involved in all aspects of the firm’s management and has been responsible for the development and implementation of the firm’s standards and business procedures. His philosophy of professional practice, which employs personalized service to each and every client forms one of the foundations upon which ARC is built. Mr. Aspegren has overseen the completion of over 250 restoration projects. Cameron has been with the firm since 2009. She holds a Bachelor of Fine Art in Architecture from the Massachusetts College of Art and is a LEED accredited professional. Over the past 20 years, Ms. Lory has built a broad portfolio of experience with institutional and private clients, successfully participating in all project phases including new construction and historical renovations for a wide range of building types. Her clients include Federal, State and City entities as well as major private institutions. In her current position as Director of Operations she oversees the development and implementation of procedures and workflows, ensuring that they support the firm’s strict quality standards. She supervises ARC’s staff, building on their unique abilities and strengths and supporting them in growing roles. Ms. Lory is involved in nearly all of the firm’s projects and directly oversees those that are most challenging. She plays a key role as the firm’s client liaison, maintaining and strengthening client relationships. Her focus on client relations is a key component in the firm’s Building Stewardship program.

For 15 years Mr. Gardner has developed and managed computer drafting and building modeling systems for architects and engineers. Building on his training in civil engineering, he expanded his role from running design calculations and designing residential structures to customizing Computer Aided Design and Drafting software and training employees to use the software. Over 10 years ago, Mr. Gardner worked with ARC to develop programing for AutoCAD Architecture software that tracked and quantified scope in drawings and introduced standardization to drafting systems, improving productivity. In 2018 he came back to ARC in a management level position to build on the systems that he developed a decade before. Mr. Gardner has worked within the ARC team to create our proprietary code that automates the organization, export, tracking and scheduling of project data. Over the last two years Mr. Gardner’s role has expanded into providing field support to project managers, allowing him greater insight into the relationships between field work and its supporting technology. He has used this insight to streamline and develop field tools that integrate into ARC reports and use the same symbology as the CAD system for coordination between field observations into construction documents.

Columbia University has entrusted us with construction contracts for 53 buildings including such prestigious structures as the Mathematics Building and the President’s House. The scope of work varied on each project, but included masonry restoration, wood and aluminum window replacement, roof replacement, cornice and balcony restoration and leak investigations and remediation. ARC also completed facade inspection reports for 45 of Columbia’s student and faculty housing properties. Mount Sinai Medical Center, New York Construction Cost: +$5,000,000 Projects: 39 Facade Inspections: 53 Since: 2006 With over twenty-five properties ranging from turn-of-the-century five story walk-ups to luxury highrise apartment buildings, the portfolio offers unique management and architectural challenges. ARC performed evaluations of all the existing facades and roofs and prioritized repair recommendations as part of a ten year capital improvement program being implemented by property management company Rose Associates. Port Washington Public Library Construction Cost: $650,000 Since: 2012

ARC served as the design consultant for the replacement of the library’s aging roof with an advanced solar roofing system. After comparing the pros and cons of rigid solar panels versus roll-on cells we specified a building integrated solar roofing system. The system, which consists of over 300 low-profile panels adhered directly to a new SBS roofing membrane, was chosen for its ability to withstand strong wind loads, its superior production of power across the spectrum, better performance under cloud cover, ease of installation, light weight and low maintenance costs. Tenement Museum Building Assessment Since: 2009

The Tenement Museum provides many opportunities to understand the experiences of immigrants and migrants, and the fundamental role they play in defining our national identity. Founded in 1988 by historian Ruth Abram and social activist Anita Jacobsen, the Tenement Museum explores the uniquely American story of immigration and the rich, diverse landscape it continues to create. In 2009 ARC was engaged to prepare a Building Conditions Report of 103 Orchard which was updated in 2014.
