(L-r) Nadia Vassell, Director of Technical Services, Jamaica Anti-Doping Commission (JADCO), discusses the benefits athletes can obtain from the recently published Nutrition Guide with Dr. Christine Fray-Aiken, Sports Nutritionist and one of the authors of the Nutrition Guide, Dr. Patrice Simmonds-Brooks, Medical Practitioner of Netball Jamaica and Ackeam Phillips, athlete, Jamaica Surfing Association. The occasion was the fourth annual Senior Athletes Anti-Doping Education Workshop, held at the Jamaica Conference Centre (JCC) in Kingston on Saturday, November 18, 2017.

Editorial Tabula Rasa is a Latin phrase often translated as blank slate. 2018 is a brand new year which provides an opportunity for a fresh start. At this time of the year many people make resolutions and put measures in place to improve their lives. Athletes and support personnel as you make your resolutions for the New Year we would like to encourage you all to make it a priority to capitalise on the opportunities provided by the Commission throughout 2018. Please be reminded that JADCO was created to serve Jamaican athletes. We test to ensure that there is a level playing field and we educate to provide both athletes and their support personnel with the opportunity to make informed decisions regarding anti-doping. If you reside overseas and are unable to attend one of the workshops which cater to your target audience, you can access information on the JADCO website at www.jadco.gov.jm. During 2017, JADCO distributed its recently published Nutrition Guide for Jamaican athletes and we will tell you more about this in this edition of the True Spirit Newsletter.

The Nutrition Guide can be accessed on the JADCO website by clicking on the following link: http://ow.ly/930j30hfBWo. We will also tell you about the upcoming JADCO Symposium. We encourage athlete support personnel to attend this important event. The management and staff of JADCO wish you all the best for 2018 and we will continue to partner with you as we remain “Committed to the Fight Against Doping in Sport”. If you have queries or wish to share your feedback on this publication, send us an email at truespirit@jadco.gov.jm.

2017 SENIOR ATHLETES ANTI-DOPING EDUCATION WORKSHOP

Participants read the JADCO Nutrition Guide at the fourth annual Senior Athletes Anti-Doping Education Workshop, which was held at the Jamaica Conference Centre in Kingston on Saturday, November 18, 2017.

The Jamaica Anti-Doping Commission distributed its recently published Nutrition Guide to senior athletes at the fourth annual Senior Athletes Anti-Doping Education Workshop, which was held at the Jamaica Conference Centre in Kingston on Saturday, November 18, 2017. The Nutrition Guide which focuses specifically on Jamaican food, provides a diet and hydration guide for Jamaican athletes.

Several senior athletes and their support personnel turned out to support the workshop, where they were educated about nutrition and the professional athlete, by one of the authors of the Nutrition Guide, Dr. Christine Fray-Aiken. Speaking at the workshop, Sports Nutritionist, Dr. Christine Fray-Aiken said, “Having a well-planned eating strategy is a sound investment and it is a less expensive

strategy than taking supplements to get needed nutrients. Jamaican foods can provide all the nutrients that an athlete needs.” She further added, “There is no one-size-fits-all nutrition prescription. For athletes to perform optimally, they should be working closely with both their coach and Sports Nutritionist.” Athlete of Table Tennis Jamaica, Onika Francis said, “This is my first workshop and I learnt a lot of things about the nutrients and the best type of Jamaican foods to eat to keep the body in shape. I even learnt that your diet can be determined by the sport you play and I got more information about the importance of hydration and exercise.” Athlete of Jamaica Surfing Association, Ackeam Phillips, speaking at the event said, “The workshop was necessary and I am happy that I came. I learnt a lot today and when I go home I am going to ensure that I have a meeting with my surf group to share the information with them. If I was aware of this information when I just started surfing it would have made a big difference.”

Also speaking at the workshop, General Secretary of the Jamaica Badminton Association, Antonio Bell said, “A workshop of this nature is always necessary to inform athletes and federations of the changes that occur in anti-doping. I think federations should pay closer attention to workshops put on by JADCO because they are vital. I always learn new information whenever I attend the JADCO workshops and I try to impart this information to my federation.” He further added, “The presentation on nutrition and the professional athlete was beneficial, because it made the athletes aware of methods that they can use to keep their body in shape without relying on substances that can cause them to test positive.” The workshop included presentations on the functions and responsibilities of JADCO and the doping control process. Dr. Jodi-Ann Smith, a representative of the Jamaica Medical Doctors’ Association (JMDA), also delivered a presentation on the health consequences of doping.

MEET THE DIRECTORS - Ms. Claudette Jones 1. Tell us about your early life and your most memorable childhood experience. As a child my family lived at several places because of my father’s job, he worked with the government. I loved going to school. Summer holidays were most memorable we were carefree, we played a lot and ate a lot. 2. Tell us about your family. I am from a fairly large family which includes eight siblings, six girls and two boys. Both my parents are now deceased. We all had secondary education and have professional careers.

Claudette Jones Director at JADCO Ms. Claudette Jones is a member of the Jamaica Anti-Doping Commission’s Board of Directors and a retired lecturer from Church Teachers’ College in Manchester. She holds a Bachelors degree in Educational Administration and a Masters Degree in Sports Management. In 2015, Ms. Jones received the Prime Minister’s Medal of Appreciation for Outstanding Contribution for Service to Education in Jamaica. In 2008, she also received the International Council for Health, Physical Education, Recreation, Sports and Dance award in Japan. She is currently the President of the Jamaica Physical Education Association and has travelled widely both regionally and internationally representing Jamaica at conferences, workshops and seminars. 3. What philosophy do you live by? Do the best that you can do all the time. 4. Greatest accomplishment to date. To date there has been no one accomplishment that I consider to be the greatest. Receiving a scholarship to study overseas was a great opportunity, as well as gaining my Masters Degree. I also consider getting the opportunity to travel to several countries representing Jamaica at national, regional and international conferences as a great accomplishment. 5. What sport do you enjoy playing or watching? As a sports person I enjoy watching several sports but enjoy playing badminton. 6. What is your vision for sport in Jamaica, the Caribbean and the world? I hope that more children and young people will be given the opportunity to participate in and enjoy sports. I also hope that the abuse of drugs will be diminished so that all athletes can have a level playing field.

Continued on page 5

7. What advice do you have for athletes and athlete support personnel in sport? I would like to encourage all athletes and support personnel to become more educated about all aspects of drug use and abuse. This way they will become more informed. I would also like them to capitalise on the opportunities available to provide them with information. 8. What is your vision for the Commission? My vision for the Commission is that, its high level of performance of its duties and responsibilities will cause the organisation to be well respected by the athletic fraternity

and the general public. 9. How will you use your education and experience to add value to the Commission? I will use every opportunity at my disposal to inform people about the work of the Commission, as well as to dispel myths that exist. 10. What would you say to athletes to encourage them to stay clean? It is important for athletes to know that to achieve their best, it requires hard work and dedication as they gradually make strides to achieve their goals.

THERAPEUTIC USE EXEMPTION AND YOU and they are responsible for reviewing the athletes’ application and determining if the prescribed medication or method is appropriate for the athletes’ diagnosed condition. What is the process for obtaining a Therapeutic Use Exemption?

Dr. Kevin Jones Chairman of the Therapeutic Use Exemption Committee Dr. Kevin Jones is the Chairman of the Therapeutic Use Exemption Committee of the Jamaica Anti-Doping Commission, a Consultant Orthopaedic Surgeon at the Mandeville Regional Hospital and the current president of the Jamaica Association of Sports Medicine (JASM). True Spirit recently had a discussion with Dr. Jones regarding Therapeutic Use Exemption (TUE). What is a Therapeutic Use Exemption? A Therapeutic Use Exemption is a medical certificate that gives an athlete permission to use medication that may contain a prohibited substance for the treatment of a legitimate medical condition. It also allows for the use of a prohibited method, such as a blood transfusion, when medically indicated. The individuals that determine whether an athlete will be granted a Therapeutic Use Exemption includes a panel of medical doctors. Most of these doctors are specialists in their own fields

6

To apply for a Therapeutic Use Exemption, the athlete first needs to obtain an application form, which is usually available from JADCO, either from their website or their main office. Once the form is obtained it is completed by the athlete in conjunction with the treating medical physician. They must include on the form the diagnosis, along with the particular drug or method that is required to treat the diagnosed condition. When is a Therapeutic Use Exemption granted? Once an application is submitted to JADCO it is presented to the TUE Committee, who will then review the evidence and justification for using the prohibited substance or method. It usually takes about 21 days for a decision to be made to grant the Therapeutic Use Exemption. Points to remember: • Apply for your TUE at least 21 days before taking part in an event • Only in exceptional cases can a TUE be granted retroactively • Comply with the strict prescribed dosing regime • Declare the approved medication on the Doping Control Form when being tested

• Keep a copy of your TUE certificate available at all times • TUE’s do expire, so be vigilant and ensure it is renewed when necessary The Committee can also revoke TUE certificates they have granted if the circumstances in which they were originally granted change.
