EDITORIAL Jamaica is known worldwide for its significant accomplishments in the field of sport. This summer, the debut of the Reggae Girlz in the 2019 FIFA Women’s World Cup has once again demonstrated that the nation has what it takes to compete internationally. To be truly successful, Jamaican athletes who compete both locally and internationally need to excel in their sport of choice. However, all their hard work and accomplishments will be in vain, if athletes and their support personnel do not familiarise themselves with the World Anti-Doping

Code and the World Anti-Doping Agency’s (WADA’s) six International Standards. We will tell you more about these standards in this edition of the True Spirit. We will also share highlights from the JADCO 10th Anniversary Banquet and Awards Ceremony and provide you with nutrition tips for footballers. The Jamaica Anti-Doping Commission (JADCO) recognised staff and stakeholders at its 10th Anniversary Banquet and Awards Ceremony which was held on Saturday, May 25, 2019 at the Terra Nova All-Suite Hotel in Kingston. This event culminated a yearlong series of celebratory activities, as the Commission celebrated its 10th Anniversary on Wednesday, July 25, 2018. Throughout the year, JADCO hosted several commemorative activities under the theme, “Keeping Sport Clean, Forging Better Partnerships.” Speaking at the 10th Anniversary Banquet and Awards Ceremony, Minister of Culture, Gender, Entertainment and Sport, the Honourable Olivia Grange said, “I am pleased with the efforts of the Commission to rebrand its image. Also speaking at the event, Keynote Speaker, Dr. Akshai Mansingh, Dean, Faculty of Sport, University of the West Indies (UWI) said, “There is no shame in forging partnerships. As a region we must build capacity through partnerships rather than trying to reinvent the wheel and these partnerships should be made with external and internal partners.” Chairman of JADCO, Alexander Williams said, “We have had a successful year and tonight we are happy to close the curtains on our yearlong celebrations by honouring our staff and stakeholders for their contribution to the Commission. Without the effort of the management and staff of JADCO and all our stakeholders the Commission would not be where it is today.” JADCO’s Executive Director, June SpenceJarrett said, “The Commission decided to end the celebrations with a bang. the Commission’s outstanding employees, supportive Board of Directors, clubs, federations and associations. Presenting the awards is a way of encouraging high standards of work, promoting good conduct, boosting staff morale and fostering partnerships. This evening’s proceedings will set the precedence for years to come as the JADCO team continues to strive for excellence.” Among the awardees were Tajae Smith, Sample Collection and Testing Manager who received the award for Employee of the Year and Dawn Henry, Executive Secretary who received the Executive Director’s Award for Excellence. Long service awards and other special awards were also presented to employees and members of the board. Representatives of the federations and associations were also recognised.

Sample Collection and Testing Manager, Tajae Smith recipient of the Employee of the Year Award said, “Receiving the Employee of the Year Award is a true accomplishment. I am excited that I was awarded such a prestigious title and it just shows that hard work really does pay off.” Executive Secretary, Dawn Henry, recipient of the Executive Director’s Award for Excellence said, “It is a great feeling to receive one of the most prestigious awards for the night. I will continue to excel and strive to improve each day.”

JADCO was formally established in 2008 to execute the national anti-doping programme in accordance with the standards stipulated by the international governing body, the World Anti-Doping Agency. JADCO’s mission is to foster a dope free environment in Jamaica that promotes the ethics and spirit of sport through education, testing, advocacy and coordination of an effective anti-doping programme in Jamaica.

JADCO’S NUTRITION CORNER Nutrition Tips for Footballers

Did you know that the Jamaica Anti-Doping Commission’s Nutrition Guide for Jamaican Athletes provides nutrition tips for specific events? Each sport is unique in its nutritional demand and there is no one-size-fits-all nutrition programme. Therefore, depending on the sport, some athletes may require more energy or nutrients than others for optimal performance. JADCO’s Nutrition guide recommends that the diet of a footballer should consist mostly of carbohydrates, because football players demonstrate great agility during a match as they change position, speed or direction at least every four to five seconds. On average an elite female player burns 1,000 kilocalories per game and an elite male player burns 1, 500 kilocalories. Even though football is a team sport, each player has to focus on his or her specific diet to gain optimal performance. WADA’S INTERNATIONAL STANDARDS The drafting and acceptance of the World AntiDoping Code is often described as one of the most significant achievements in the fight against doping in sport. It has been accepted and implemented by many National Anti-Doping Organisations across the world. The World Anti-Doping Code is the document that harmonises regulations regarding anti-doping across all sport and all countries of the world. The World Anti-Doping Code works in conjunction with six International Standards, which are guidelines that aim to bring harmonisation among anti-doping organisations in various technical areas. The International Standards are: • The Prohibited List • Testing and Investigations (ISTI) • Laboratories (ISL) • Therapeutic Use Exemptions (ISTUE) • Protection of Privacy and Personal Information (ISPPPI) • Code Compliance by Signatories

THE PROHIBITED LIST Since 2004, as mandated by World Anti-Doping Code, the World Anti-Doping Agency (WADA) has published an annual List of Prohibited Substances and Methods. The Prohibited List identifies the substances and methods that are prohibited in-competition and out-of-competition and in particular sporting disciplines. This list is updated annually following an extensive consultation process facilitated by WADA.

TESTING AND INVESTIGATIONS (ISTI) The International Standard for Testing and Investigations (ISTI) was first adopted in 2003 and came into effect 1 January 2004. Further revisions were made to the standard in subsequent years and the current document came into effect during March 2019. The International Standard for Testing

and Investigations (ISTI) provides rules aimed at facilitating effective sample collection, testing and investigation initiatives. The first purpose of the International Standard for Testing and Investigations is to plan for intelligent and effective Testing, both in-competition and out-of-competition and to maintain the integrity and identity of the samples collected from the point the athlete is notified of the test, to the point the samples are delivered to the laboratory for analysis. The second purpose of the International Standard for Testing and Investigations is to establish mandatory standards for the efficient and effective gathering, assessment and use of anti-doping intelligence and for the efficient and effective conduct of investigations into possible Anti-Doping Rule Violations. The International Standard for Testing and Investigations has been drafted giving due consideration to the principles of respect for human rights, proportionality and other applicable legal principles.

LABORATORIES (ISL) The International Standard for Laboratories first came into effect in November 2002. Further revisions were made after that date. The current document came into effect during June 2016. The main purpose of the International Standard for Laboratories (ISL) is to ensure laboratory production of valid test results and evidentiary data and to achieve uniform and harmonised results and reporting from all Laboratories. The International Standard for Laboratories (ISL) includes requirements for obtaining and maintaining WADA accreditation of Laboratories, operating standards for laboratory performance and a description of the accreditation process.

THERAPEUTIC USE EXEMPTIONS (ISTUE)

The International Standard for Therapeutic Use Exemptions (ISTUE) was first adopted in 2004 and came into effect January 1, 2005. Further revisions were made to the standard in subsequent years and the current document came into effect on January 1, 2019. The purpose of the International Standard for Therapeutic Use Exemptions is to establish the conditions that must be satisfied in order for a Therapeutic Use Exemption (TUE) to be granted to an athlete. A TUE allows an athlete to use a prohibited substance or method for the treatment of a legitimate medical condition.

PROTECTION OF PRIVACY AND PERSONAL INFORMATION (ISPPPI) The International Standard for Protection of Privacy and Personal Information (ISPPPI) was first adopted on May 9, 2009 and came into effect June 1, 2009. The current document was revised and came into effect on June 1, 2018. The main purpose of the International Standard for the Protection of Privacy and Personal Information is to ensure that Anti-Doping Organisations apply appropriate, sufficient and effective privacy protections to the personal information they process when conducting anti-doping programmes. The Code, in particular, requires athletes and athlete support personnel to provide a significant amount of personal information to Anti-Doping Organisations. As a result, it is essential that Anti-Doping Organisations appropriately protect the personal information that they process, both to meet legal standards and to ensure the continued confidence and trust of those involved in organised sport.

CODE COMPLIANCE BY SIGNATORIES The International Standard for Code Compliance by Signatories (ISCCS) came into effect on April 1, 2018. The purpose of the International Standard for Code Compliance by Signatories (ISCCS) is to ensure that strong, Code-Compliant Anti-Doping Rules and programmes are applied and enforced consistently and effectively across all sports and all countries, so that clean athletes can have confidence that there is fair competition on a level playing field and public confidence in the integrity of sport can be maintained. The International Standard for Code Compliance by Signatories outlines: • Code Signatories’ rights and responsibilities • The ways WADA supports Signatories in achieving, maintaining and where applicable, regaining Code compliance; and • A range of graded, predictable and proportionate sanctions for cases of non-compliance by Signatories and, a process for determining non-compliance and consequences. The Code makes WADA responsible for monitoring and enforcing compliance by Signatories with the Code and the International Standards. The Code also requires Signatories to report on their compliance to WADA. JADCO adheres to the International Standards and failure to comply with these standards will result in sanctions being imposed by WADA.
