Did you know that there are instances in which athletes test positive for a prohibited substance even though they were not intentionally trying to dope? The Strict Liability principle states that athletes are responsible for any prohibited substance found in their sample, whether or not they intentionally or unintentionally used a prohibited substance. This means that even if an athlete was not intentionally trying to dope, the possibility exists that they can still test positive and receive a sanction. Continued on page 2

To reduce the likelihood of athletes testing positive because of a lack of information the Jamaica Anti-Doping Commission (JADCO) continues to place great emphasis on prevention in the fight against doping in sport. As a result, education programmes are frequently organised with a wide variety of stakeholders to ensure that Jamaican athletes and support personnel are knowledgeable of anti-doping rules and procedures.
In this edition of the True Sprit we will share highlights from education programmes organised by the Commission such as the 2020 JADCO Symposium and the JADCO School Tour. We will also share information on supplements and the rights and responsibilities of athletes. 2020 JADCO SYMPOSIUM Over 90 athlete support personnel turned out to support the sixth annual JADCO Symposium hosted by the Jamaica Anti-Doping Commission (JADCO) at the Jamaica Conference Centre (JCC) in Kingston on Thursday, January 23, 2020. The event was held under the theme, “Protecting Clean Sport, Moving Forward Together”.

Speaking at the event, keynote speaker, Minister of Culture, Gender, Entertainment and Sport The Honourable Olivia Grange said, “Protecting clean sport is not JADCO’s job, it is the prerogative of everyone who is involved in sport, even those who are only interested in the entertainment value that sports creates. I want to emphasize that it is going to be even more important that a collaborative and unified approach be taken to protect clean sport. It is everybody’s business and in everybody’s best interest to ensure that sport is free of doping.” Chairman of JADCO, Alexander Williams said, “Over the years JADCO has continued to work assiduously to keep Jamaica free

from doping, but we have realised that to accomplish this goal we will need support from all stakeholders involved in the business of sport. Some of the most important stakeholders in the business of sport include athlete support personnel such as parents, teachers and coaches.” He further added, “Coaches you are very influential and we cannot truly reach the athletes without your support. Teachers as you mould young minds you can encourage them to play fair and make ethical decisions. Parents, you also have a crucial role to play and that is why we continue to host workshops with Parent Teacher Associations within the secondary schools to provide you with vital information on anti-doping to share with your children.” Also speaking at the symposium, Team General Manager at Jamaica Football Federation (JFF) Howard Bell said, “Over the years the JADCO Symposium has always been educational and as an administrator you can always take back the information to the athletes. There is always something new coming out that JADCO shares with us and we have to impart this information to the athletes for them to be on
the right track.” Also speaking at the symposium, 2nd Vice President of the Badminton Association, Beverly Baugh, said, “The JADCO Symposium was very informative, as a team manager it opened my eyes some more on how to be able to share with athletes so that they can be equipped with the requisite information to keep sport clean. It was an eye-opener for me, I have learnt a lot and I am prepared to go and impart the information with my team.” A wide cross section of athlete support personnel attended the symposium, including members of sporting associations and federations, professional groups, school principals, coaches and sport administrators. The symposium included presentations on the functions and responsibilities of JADCO and the doping control process. JADCO’s Executive Director, June Spence-Jarrett led the afternoon session which focused on the role that athlete support personnel can play to protect clean sport. The next JADCO Symposium will be held during January 2021.

JADCO’S NUTRITION CORNER Supplements The Jamaica Anti-Doping Commission does not endorse the use of supplements because their ingredients may contain prohibited substances. Supplements are not subject to the same quality control requirements as food or pharmaceutical drugs. It is highly recommended that athletes refrain from using supplements, to avoid the risk of an unintentional Anti-Doping Rule Violation. The JADCO Nutrition Guide for Jamaican Athletes recommends alternatives to taking protein supplements. One recommended alternative is fat free milk which can be used as a recovery drink after resistance exercise. In fact, fat free milk is a much cheaper option than a protein supplement and shakes. Also athletes who are lactose intolerant can choose lactose free milk and vegetarian athletes can choose soy protein instead. Soy protein has been proven to increase lean muscle mass gains, but not as rapidly as milk or whey protein. JADCO recommends that you get your nutrition from food because supplements are not always safe to consume and can affect your health. ATHLETE RIGHTS AND RESPONSIBILITIES
Did you know that all athletes have rights and responsibilities?
When selected for doping control, athletes have the right to: • A representative. • An interpreter, if available. • Ask for additional information about the sample collection process. • Request modifications to the sample collection process. • Request a delay in reporting to the doping control station for valid reasons. Athletes can request a delay in reporting to the doping control station for the following reasons (providing they remain in sight of the Chaperone/ DCO at all times):
FOR IN-COMPETITION TESTING: • • • • • • • •
Participation in a medal ceremony. Fulfilment of media commitments. Performing a warm down. Competing in further competitions. Obtaining necessary medical treatment. Obtaining photo identification. Locating a representative and/or interpreter. Any other exceptional circumstances which may be justified and as approved by the Doping Control Officer (DCO).
FOR OUT-OF-COMPETITION TESTING: • • • • •
Locating a representative. Completing a training session. Receiving necessary medical treatment. Obtaining photo identification. Any other exceptional circumstances which may be justified and as approved by the DCO.
When selected for doping control, athletes have the responsibility to: • Comply with the sample collection procedure (failure to do so could result in an Anti-Doping Rule Violation). • Provide appropriate photo identification to the DCO or Chaperone. • Report immediately to the doping control station unless there are valid reasons for a delay. • Remain within direct observation of the DCO or Chaperone at all times from the point of notification until the sample collection procedure is complete.

2020 JADCO SCHOOL TOUR

The 2020 series of the JADCO School Tour focused on disseminating anti-doping information to secondary schools within the parish of St. Thomas during the months of February to April. Already, the workshops have impacted over 200 junior athletes and support personnel. However, due to the closure of schools the Commission has suspended the 2020 JADCO School Tour. JADCO will be visiting Paul Bogle High School and St. Thomas Technical High School in the parish when schools reopen. Participants were able to receive values-based education and information about the roles and responsibilities of JADCO and the Doping Control Process.
