EDITORIAL
I
magine a society without sport. A world deprived of the excitement and numerous benefits which sport provides. No major games to unify nations and the world. Unfortunately, we are now in a position to better understand the implications of this scenario, due to the Coronavirus (COVID-19) pandemic. During this extraordinary time with nations across the world implementing measures to reduce the spread of the virus and protect the health of their citizens, there is obviously a great impact on anti-doping across the world.
During the initial stages of the COVID-19 pandemic in Jamaica, JADCO suspended testing and implemented strategies for some employees to work from home as advised by the Government of Jamaica. JADCO staff returned to office on June 1, 2020 and testing has now resumed.
In this edition of the True Spirit we will tell you about the measures implemented by JADCO to protect the health and safety of all athletes and support personnel, as we execute the sample collection process during COVID-19. We will also share highlights from the opening ceremony for the new JADCO office and tell you about the importance of filing whereabouts information. JADCO’S OFFICE OPENING

he Jamaica Anti-Doping Commission officially opened the doors of its new office during a ceremony held at its new location at 1 Ballater Avenue, Kingston 10 on June 11, 2020. The 6,299 square feet facility boasts a disabled-friendly environment, additional office space to facilitate expansion and larger conference rooms.

Speaking at the opening ceremony, keynote speaker the Honourable Olivia Grange, Minister of Culture, Gender, Entertainment and Sport said, “Today is a dream come true and JADCO has worked very hard to the point that this is now a historic event in the sporting nation of Jamaica. This is not just the opening of a new facility, this
demonstrates that the government walks the talk, because we have ensured you now have the ideal space to function.” Chairman of JADCO, Alexander Williams also said, “Our new and improved facility will enable JADCO to continue to build capacity and strengthen operations, as we strive to provide world-class service to all our stakeholders. The Commission was very fortunate to find this location within close proximity to the Half Way Tree metropolitan area. This will significantly reduce the impact that the relocation will have on our stakeholders.”
Dr. Warren Blake, President of the Jamaica Athletics Administrative Association (JAAA) also said, “One of the things for persons living with disabilities is that they should have access to all public buildings. It is really good to see that the para-athletes have been thought about. The location is more convenient and you can approach it from several directions. The new facility is very modern and I hope that JADCO continues to do excellent work.” JADCO also continues to build capacity by adding six positions to its organisational structure and upgrading several existing posts.
Also speaking at the opening ceremony Paralympian, Alphanso Cunningham noted, “The new facility is very convenient, in terms of wheelchair accessibility, it is state of the art and the sport mural with someone physically challenged makes me excited and warms my heart.”
JADCO RESUMES TESTING

espite the challenges presented by the Coronavirus (COVID-19) pandemic, the Jamaica Anti-Doping Commission resumed testing on June 15, 2020. Testing was temporarily suspended during the month of March as we followed the advice of our local health authorities to ensure the protection of athletes and doping control personnel.
Measures have now been implemented to protect the health and safety of all athletes and support personnel as we execute the sample collection process during the Coronavirus pandemic. Sample Collection Personnel will now be required to do the following: • Complete the JADCO-Athlete COVID-19 Screening Questionnaire • Follow the general COVID-19 Testing Guidelines • Wear Personal Protective Equipment (PPE) such as face mask and gloves throughout the sample collection process • Sanitise surfaces used for testing • Practice social distancing during testing, when practical and possible • Wash/sanitise their hands

JADCO’S NUTRITION CORNER Hydration
D
ehydration occurs when a person loses more fluid than they are ingesting. Drinking the right amount of fluid can prevent dehydration. The JADCO Nutrition Guide for Jamaican Athletes recommends that athletes stay hydrated. Drinking adequate fluids before, during and after exercise can maintain fluid balance and allow for high athletic performance and recovery. It will also replace the water the body loses because of sweat. The JADCO Nutrition Guide also recommends that athletes have a pre-event, during-exercise and postexercise hydration regimen to avoid dehydration. Athletes should plan hydration similar to planning food intake. On the other hand, athletes should avoid hyperhydration which is, drinking in excess of their sweat rate. THE IMPORTANCE OF FILING WHEREABOUTS INFORMATION
W
hereabouts Information is provided by athletes included in JADCO’s Registered Testing Pool (RTP) indicating their location at specific times. Athletes are required to file their whereabouts information quarterly. This information provides accurate and complete information about the athlete’s whereabouts during the upcoming quarter. This includes identifying where he/she will be living, training and competing during that quarter, so that he/she can be located for testing at any time during that quarter. Athletes will be advised in writing by their respective National Anti-Doping Organisation or their International Sport Federation when they are placed in the Registered Testing Pool. They will also receive a username and password to access the Anti-Doping Administration and Management System (ADAMS), an online database management system on which the whereabouts information is entered each quarter. Athletes in JADCO’s Registered Testing Pool are required to submit the following information when filing their whereabouts: • Full address of the place where he/she will be staying overnight (e.g. home, hotel, temporary lodgings). • The name and address of the place where he/ she will be training, working or conducting any other regular activities. • The dates and venues where he/she is scheduled to compete during the forthcoming quarter. • Current email address, telephone numbers at home and work and cellular numbers. • Identify one 60-minute time slot between the hours of 5:00 a.m. and 11:00 p.m. when he/ she will be available at a specified location for testing. Athletes included in JADCO’s RTP are also required to submit whereabouts information according to
the following schedule: • For Quarter 1 which is the period January 1 to March 31, the deadline is December 31. • For Quarter 2 which is the period April 1 to June 30, the deadline is March 31. • For Quarter 3 which is the period July 1 to September 30, the deadline is June 30. • For Quarter 4 which is the period October 1 to December 31, the deadline is September 30. Athletes have the option of filing their whereabouts information on their own or assigning a delegate to assist them. An athlete may choose to delegate the task of filing their whereabouts information to a third party, such as a coach, a manager or a National Federation. If the third party agrees to this, JADCO will need to be notified in writing of this arrangement. However, it is important to note that even if an athlete delegates the filing of their whereabouts information to a third party it is ultimately their responsibility to ensure accurate and timely filing of this information. Filing whereabouts information is very important for an athlete and there are consequences for consistently failing to submit or update your information before the deadline or failing to be at the specified location. These include a Filing Failure which is failure to file by the deadline or providing incomplete or misleading information and a Missed Test which is not being at the location specified in your 60 minute time slot when a Doping Control Officer comes to test you. Three filing failures and/or missed tests in a rolling period of 12 months may result in an Anti-Doping Rule Violation, punishable by a maximum period of 2 years ineligibility from sport.

THE ANTI-DOPING ADMINISTRATION AND MANAGEMENT SYSTEM
T
h e Anti-Doping Administration and Management System (ADAMS) is a webbased database management tool for data entry, storage, sharing and reporting. It is designed to assist stakeholders and the World Anti-Doping Agency (WADA) in their anti-doping operations in conjunction with data protection legislation. Did you know that athletes in JADCO’s Registered Testing Pool (RTP) are required to submit their whereabouts information on a quarterly basis through ADAMS? ADAMS allows the athlete or delegated representatives such as team managers or agents to enter whereabouts information directly and accurately in an easy, secure and convenient manner. This information can be entered and updated from anywhere in the world. Additional functions of the Anti-Doping Administration and Management System include:
TUE Management ADAMS allows for the management of online Therapeutic Use Exemption (TUE) applications.

If the request is approved, the applicant is able to print the certificate of approval from anywhere in the world.
Test Planning and Results Management ADAMS can be used to plan, coordinate, order tests and manage test results which can help to eliminate duplication of testing between testing authorities, sample collection agencies as well as WADA-accredited laboratories.
Lab Results Module WADA-accredited laboratories utilise ADAMS to submit test results to JADCO and WADA. As a result JADCO is notified of results efficiently and clearly and WADA is automatically engaged to ensure transparency in all results management processes.
