EDITORIAL Jamaica has an impressive record in track and field and
several other sporting disciplines. This summer, several Jamaican athletes will get the opportunity to show off their athletic prowess at the Summer Olympic Games which will be staged in Tokyo, Japan.
This is an exciting time for many Jamaicans who are sport enthusiasts, because this event will provide them with another opportunity to unite over a common interest. All these activities will unfold despite the coronavirus pandemic which halted many sporting activities since its outbreak in 2019. Athletes while you continue to train and prepare to strive for gold at the upcoming Olympics, we wish to remind you about the importance of being knowledgeable about Anti-Doping Rules and sanctions. As a result, in this
edition of the True Spirit newsletter we will share with you an Anti-Doping Checklist for the Tokyo Olympic Games. We will also provide you with information on your rights and responsibilities as professional athletes and remind you about the procedure to follow when applying for a Therapeutic Use Exemption. We will also share with you some nutrition tips to help you maintain your athletic performance during the summer months. In addition, you will learn more about the Jamaica Anti-Doping Commission’s initiative to promote anti-doping education in schools by disseminating Samsung tablet devices to primary and secondary schools. JADCO CONTINUES TO PROVIDE PRIMARY AND SECONDARY SCHOOL ATHLETES WITH SAMSUNG TABLETS PRELOADED WITH ANTI-DOPING INFORMATION

During 2021, in an attempt to spread the anti-doping message across the island, the Jamaica Anti-Doping Commission (JADCO) presented 250 Samsung Galaxy tablets to several student athletes across the island. All the devices were preloaded with anti-doping information and will aid in the facilitation of online learning and the promotion of anti-doping education in schools. It all started on Wednesday, January 6 when Guy’s Hill High School, Ensom City Primary School and Eltham Park Primary School were presented with a total of 95 Samsung tablets. Guy’s Hill High School was presented with 25 Samsung tablets for having the most participants online at the seventh annual Junior Athletes Anti-Doping Education Workshop for region one. Ensom City Primary and Eltham Park Primary Schools were also presented with 35 Samsung tablets each as part of the Commission’s outreach activities. During the months of January and February the Commission continued to host handover ceremonies at several secondary schools across the island. Four additional high schools were presented with Samsung Galaxy tablets because of their participation in the 2020 series of Junior Athletes Anti-Doping Education Workshops. The workshops were held virtually for the first time due to the impact of the coronavirus pandemic. On Thursday, January 21, 2021 Foga Road High School in Clarendon was presented with 25 Samsung tablets
during a ceremony held at the institution. Foga Road High School had the most participants online for Region 2 which includes schools from Clarendon, Manchester and St. Elizabeth. On Wednesday, February 3, 2021 Holland High School in Trelawny was presented with 25 Samsung tablets for having the most participants online for region 3 which includes schools from Westmoreland, Hanover, St. James and sections of Trelawny. Also on Wednesday, February 3, 2021 Ocho Rios High School in St. Ann was presented with 12 Samsung tablets for having the most participants online for region 4 which includes schools from the parishes of St. Ann, St. Mary, Portland and sections of Trelawny. As part of JADCO’s outreach programme, the school was presented with an additional 10 devices on Tuesday, June 1, 2021. Montego Bay High School was also presented with 13 Samsung tablets on Friday, February 12, 2021 for having a high turnout online at the workshop in which they participated. As part of the Commissions outreach activities, during the months of May and June the Commission also presented an additional 60 Samsung tablets to several primary schools and 10 Samsung tablets to Maggotty High School. JADCO continues to promote anti-doping through its educational initiatives.

JADCO’S NUTRITION CORNER
Summer time is here and while many have exciting plans for travelling, relaxing at the beach and spending quality time with family and friends, professional athletes are still required to continue their training regimen. JADCO would like to encourage all athletes to keep hydrated and follow their diet plan during the summer months. In order to replace fluid lost as a result of sweating during these warmer temperatures the JADCO Nutrition Guide for Jamaican Athletes encourages athletes to have a customised hydration regimen and recommends using water as a hydration fluid. It is also important for athletes to note that proper nutrition plays an essential role in sport performance and recuperation. Proper nutrition and a well-planned eating strategy should be practiced to ultimately enhance their athletic performance. JADCO CONTINUES VIRTUAL ANTI-DOPING EDUCATION WORKSHOPS One of the core functions of the Jamaica Anti-Doping Commission is deterring athletes from committing an Anti-Doping Rule Violation, by implementing educational initiatives. Despite the outbreak of the coronavirus pandemic, the Commission continues to work assiduously to educate athletes and support personnel. As a result, workshops are now being held virtually to protect the health of athletes and support personnel. Since the start of the 2021 financial year, the Commission has educated over 160 athletes and support personnel from secondary and tertiary institutions, federations and associations including: y y y y y y y y y y

ATHLETE RIGHTS AND RESPONSIBILITIES Sample collection is an integral part of the doping control process and athletes selected for sample collection whether in-or out-of-competition have rights and responsibilities. Once notified of selection for doping control, athletes have the right to: y A representative y An interpreter, if available y Ask for additional information about the sample collection process y Request modifications to the sample collection process y Request a delay in reporting to the doping control station for valid reasons Athletes can request a delay in reporting to the doping control station for the following reasons (providing they remain in sight of the Chaperone/ DCO at all times): For In-Competition Testing: y y y y y y y y
Participation in a medal ceremony Fulfilment of media commitments Performing a warm down Competing in further competitions Obtaining necessary medical treatment Obtaining photo identification Locating a representative and/or interpreter Any other exceptional circumstances which may be justified, and as approved by the Doping Control Officer (DCO)
For Out-of-Competition Testing: y y y y

Locating a representative Completing a training session Receiving necessary medical treatment Obtaining photo identification
y Any other exceptional circumstances which may be justified and as approved by the DCO When selected for doping control, athletes have the responsibility to: y Comply with the sample collection procedure (failure to do so could result in an Anti-Doping Rule Violation) y Provide appropriate photo identification to the DCO or Chaperone y Report immediately to the doping control station unless there are valid reasons for a delay y Remain within continuous observation of the DCO or Chaperone at all times from the point of notification until the sample collection procedure is complete Apart from the responsibilities involved in the sample collection process, athletes also have certain responsibilities as it relates to anti-doping in general. Athletes have the responsibility to: y Be knowledgeable of and comply with all applicable anti-doping policies and rules adopted pursuant to the Code y Be available for sample collection at all times y Take responsibility, in the context of anti-doping, for what they ingest and use y To inform medical personnel of their obligation not to use prohibited substances and prohibited methods and to take responsibility to make sure that any medical treatment received does not violate anti-doping policies and rules adopted pursuant to the Code

y Disclose to their National Anti-Doping Organisation and International Federation any decision by a non-signatory finding that the athlete committed an Anti-Doping Rule Violation within the previous ten (10) years y To cooperate with Anti-Doping Organisations investigating Anti-Doping Rule Violations y To disclose the identity of their athlete support personnel upon request by any Anti-Doping Organisation with authority over the athlete Failure to fulfil your responsibilities as an athlete can result in an Anti-Doping Rule Violation. Here is the list of the 11 Anti-Doping Rule Violations (ADRVs): 1. Presence of a prohibited substance (or it metabolites or markers) in an athlete’s sample. 2. The use or attempted use by an athlete of a prohibited substance or a prohibited method. 3. Evading, refusing or failing to submit to sample collection
4. Whereabouts Failures (Three Missed Tests and/ or Filing Failures in a 12 month period). 5. Tampering or attempted tampering with any part of the doping control process. 6. Possession of a prohibited substance or prohibited method. 7. Trafficking or attempted trafficking of any prohibited substance or prohibited method. 8. Administration or attempted administration to an athlete of any prohibited substance or prohibited method. 9. Complicity or attempted complicity. 10. Prohibited Association 11. Acts by athlete or other person to discourage or retaliate against reporting to authorities. The Jamaica Anti-Doping Commission is reminding athletes to familiarise themselves with the rights and responsibilities of athletes in order to avoid being sanctioned. WHO IS JADCO?

THERAPEUTIC USE EXEMPTION AND YOU Athletes may have legitimate illnesses or conditions that require them to take particular medications. If the medication an athlete is required to take, to treat an illness or condition happens to fall on the List of Prohibited Substances and Prohibited Methods, a Therapeutic Use Exemption must be obtained. The JADCO Therapeutic Use Exemption Committee (TUEC) is responsible for reviewing, granting or denying TUE applications.
WHAT IS A TUE? y A Therapeutic Use Exemption (TUE) allows an athlete to use a prohibited substance or method for the treatment of a legitimate medical condition. y The athlete MUST provide medical evidence of the condition before the TUE application can be processed.
HOW DOES IT WORK? y It enables athletes with legitimate medical conditions to avoid the risk of sanctions if a positive test for the prohibited substance or method occurs after the TUE has been granted.
APPLYING FOR A TUE
SUCCESSFUL TUE APPLICATIONS You will be granted a TUE if: y You will experience significant health problems without taking the prohibited substance or method. y The substance does not change your performance beyond returning you to normal health. y There are no alternate treatments that have proven to help you. y The requirement to use that substance or method is not due to the prior use of the substance or method without a TUE which was prohibited at the time of use.
YOUR TUE AND YOU y Apply for your TUE at least 30 days before taking part in an event. y Only in exceptional or emergency cases can a TUE be granted retroactively. y Comply with all the treatment conditions outlined. y Declare the approved medication on the Doping Control Form while being tested. y Keep a copy of your TUE certificate handy. y TUEs do expire, so be vigilant and ensure it is renewed. y If you are a national level athlete, you should obtain a TUE form from your country’s Anti-Doping Organisation (ADO). y International level athletes should request a TUE form from their International Federation (IF). y Consult with your physician who will complete the form. y Ensure you provide supporting medical evidence. y Return the form to your ADO or IF. y A panel of medical experts will review your request.
