EDITORIAL It was Helen Keller who once said “Alone we can do so little; together we can do so much.” During 2021, the Jamaica Anti-Doping Commission (JADCO) continued to work together with local and international stakeholders to improve Jamaica’s National Anti-Doping programme. This was evident during October 2021, when the Commission partnered with secondary schools across the island to execute the annual Junior Athletes Anti-Doping Education Workshops. We will tell you more about this in this edition of the True Spirit and we will also tell you about the history of this important workshop.
Another important collaboration which occurred during 2021, was a partnership with Toucan Jamaica to redesign the JADCO website. Based on feedback received from our local and international partners, JADCO took a decision to redesign the website. We will provide you with a further update in this edition of the True Spirit. We will also provide you with details on the upcoming Senior Athletes Anti-Doping Education Workshop and inform you of the steps to follow when reporting doping. NEW LOOK FOR JADCO WEBSITE
The Jamaica Anti-Doping Commission (JADCO) officially launched its redesigned website on Thursday, October 14, 2021 via Zoom. The launch was also streamed live on YouTube.

take steps to reach and engage its key stakeholders and this revamped website is a positive step in engaging the sport fraternity in Jamaica.” She further added, “As the agency tasked with the responsibility for coordinating the national anti-doping programme in Jamaica, it is of great importance that JADCO continues to ensure that all relevant information on athletes rights and responsibilities is made accessible in real time. It is essential that every athlete, coach or any person interested or involved in sport, particularly competitive sport can feel confident that they can find the information that they need quickly and with ease.” Chairman of JADCO, Alexander Williams also said, “I am very impressed with the redesign of the website and now that we have put out the effort to improve the platform, the onus is on you to utilise it. This website will serve as a central information hub to promote clean sport and we hope that you will benefit extensively from the new platform. I must use this opportunity to encourage our visitors to make this website the first resource for anti-doping information.” He further added, “I am also happy to announce that the section on the website for reporting doping has also been improved and we encourage you to utilise it extensively. ’If you see something say something’, please report all doping activities to JADCO. We believe this is the next step which we need to take together to protect clean sport in Jamaica.”
Improvements to the JADCO website include the addition of an Athletes Corner, which puts information relevant to athletes in a central location. The section for Reporting Doping, the social media icons and the notices section have been made more prominent. The e-Learning section on the website was also improved and provides users with easy access to the World Anti-Doping Agency’s e-Learning platform ADEL. Other improvements include the addition of videos and the news section to the homepage of the platform. JADCO’s website encapsulates information about the doping control process, prohibited substances and news on developments at JADCO. It also provides users with easy access to the decisions made by the Independent Anti-Doping Disciplinary Panel (IADP) and Anti-Doping Appeal Tribunal (ADAT) and includes quick links for the World Anti-Doping Agency (WADA) and the Court of Arbitration for Sport (CAS). The JADCO website was initially launched on September 4, 2014 after the Commission collaborated with Toucan Jamaica to develop and design the website over four months, starting in May 2014. Once again JADCO collaborated with Toucan Jamaica to redesign the website beginning in April 2021.
The JADCO website which can be accessed at w w w. j a d co. g ov. j m , is JADCO’s latest initiative to provide guidance and communicate effectively with its target audience, which includes athletes, athlete support personnel and the public. The website is designed to be user-friendly and includes vital information to educate and inform stakeholders who require up-to-date information about anti-doping.

JADCO’S NUTRITION CORNER HEALTHY EATING HABITS The Jamaica Anti-Doping Commission encourages our athletes to develop healthy eating habits. You can start building these habits by eating a variety of foods from all food groups daily. According to the JADCO Nutrition Guide, Jamaica has developed eight Food Based Dietary Guidelines aimed at encouraging healthy behaviour and practices that can assist our athletes in making good food choices. Athletes can eat a variety of fruits, vegetables, peas, beans and nuts daily. Additionally, the JADCO Nutrition Guide for Jamaican Athletes recommends that athletes reduce their intake of salty and processed foods, fats and oils, sugary foods and drinks. Athletes are also encouraged to drink water to remain hydrated and to make physical activity a part of their daily routine. Athletes are also encouraged to be balanced in their intake of food groups because too much of one food can result in negative health consequences. Athletes, remember that you are responsible for any prohibited substance found in your sample, whether you intentionally or unintentionally used a prohibited substance. Therefore, the Commission does not endorse the use of supplements as they are not subjected to the same quality control requirements as food or pharmaceutical drugs. Athletes are encouraged to get their nutrients from food. Healthy eating is a sound investment and is a less expensive strategy than taking supplements to get needed nutrients. 2021 Virtual Junior Athletes Anti-Doping Education Workshops During 2021, due to the ongoing coronavirus pandemic (COVID-19) the Junior Athletes Anti-Doping Education Workshops are being held virtually for the second year. The first workshop of the 2021 series was held on October 6, for secondary schools within the parishes of Kingston and St. Andrew, St. Thomas and St. Catherine. The second of the series was held on October 13, for secondary schools within the parishes of Clarendon, Manchester and St. Elizabeth. The third of the series was held on October 20, for secondary schools within the parishes Westmoreland, Hanover, St. James and sections of Trelawny and the final in the series will be held on October 27, for secondary schools within the parishes St. Ann, St. Mary, Portland and sections of Trelawny. Participants included student athletes from all sporting disciplines, their support personnel as well as key technical and administrative staff. They were equipped with information on the COVID-19 safety guidelines implemented by JADCO, values-based education, as well as information on the role and responsibilities of JADCO, the social consequences of doping and the doping control process during COVID-19.

THE EVOLUTION OF THE JUNIOR ATHLETES ANTI-DOPING EDUCATION WORKSHOPS

One of JADCO’s major education initiatives hosted annually is the Junior Athletes Anti-Doping Education Workshops. These workshops are designed to encourage fair play at the secondary school level and have been held annually since 2014. On a yearly basis secondary school athletes from all sporting disciplines and their support personnel are invited to participate in this series of workshops held in four regions across the island. The secondary schools are placed in regions based on their geographic locations and are invited to the region closest to their schools. The regions are: y Region 1 (Kingston and St. Andrew, St. Thomas and St. Catherine)

y Region 2 (Clarendon, Manchester and St. Elizabeth) y Region 3 (Westmoreland, Hanover, St. James and sections of Trelawny) y Region 4 (St. Ann, St. Mary, Portland and sections of Trelawny) Since the inaugural Junior Athletes Anti-Doping Education Workshop held during 2014, several competitions have been launched at this workshop and the winners awarded. These include the JADCO Mascot Competition. On Wednesday, October 7, 2015 the Jamaica Anti-Doping Commission’s Mascot, Leo, the Dope Patrol Officer, was revealed to participants at the first in the 2015 series of Junior Athletes Anti-Doping

Education Workshops which was held at the Jamaica Conference Centre. The winner and runners-up in the competition were Adjaynae Billings, a fourth form student at Ardenne High School, who walked away with $25,000 and a trophy for designing the winning mascot. Antonio Mundell and Rachel Brown, also of Ardenne High School, were awarded $15,000 and $10,000 respectively for placing second and third in the JADCO Mascot competition. The competition was held from October 1, 2014 to April 10, 2015 and was open to students from secondary schools across the island. During 2016 JADCO launched a Poster Competition at the Junior Athletes Anti-Doping Education Workshops and the Poster Competition winner and runners-up were awarded during the 2017 Junior Athletes Anti-Doping Education Workshops. The winners included, Kadhia Pryce, a fifth form student at Montego Bay High School, who received the top prize of $30,000 and a trophy. Rushaé Alexander, of Hydel High School walked away with $20,000 and a trophy for placing second in the competition and Kiana Atkinson, also of Montego Bay High School was awarded $15,000 and a plaque for third place. Rhordann Kildare of Glenmuir High School and Kayla Brooks, also of Hydel High School, walked away with fourth and fifth place prizes respectively. The competition ran from October 12, 2016 to April 28, 2017 and was open to students from secondary schools across the island. The 2018-2019 JADCO Jingle Competition was launched at the first in the 2018 series of Junior Athletes Anti-Doping Education Workshops which was held at the Jamaica Conference Centre (JCC) in Kingston on Wednesday, October 3, 2018. The winner and runners-up were awarded at the first in the 2019 series of the Junior Athletes Anti-Doping Education Workshops. The winners included, Kimalie Hylton a sixth form student of Bridgeport High School who received the top prize of $40,000.00 and a trophy, Kristen Lewis of Belmont Academy walked away with $30,000.00 and a trophy for placing second in the competition and Marviann Ellis, Dwayne Wright, Romario Henry and Howie Collash all of Winston Jones High School received $25,000.00 and trophies for placing third. The competition ran from October 3, 2018 to April 26, 2019 and was designed to increase awareness of JADCO’s role in the fight against doping in sport within secondary schools and
by extension, the public. The competition engaged secondary school students island-wide in a contest which enabled them to demonstrate their musical talents. During November 2020, the Junior Athletes Anti-Doping Education Workshops were held virtually for the first time due to the coronavirus pandemic. Following the workshops, JADCO branded Samsung Galaxy tablets were presented to participating schools that had the most participants online for their region. Participants were also presented with JADCO branded memorabilia. The Samsung Galaxy tablets were preloaded with anti-doping information ahead of distribution and the devices were presented at handover ceremonies held across the island. As a result, on Wednesday, January 6, 2021 Guy’s Hill High School in St. Catherine was presented with 25 Samsung tablets at a handover ceremony held at the JADCO office for having the most participants online for region one. On Thursday, January 21, 2021 Foga Road High School in Clarendon was presented with 25 Samsung tablets for having the most participants online for region two. Also, on Wednesday, February 3, 2021 Holland High School in Trelawny was presented with 25 Samsung tablets for having the most participants online for region 3 and on Wednesday, February 3, 2021 Ocho Rios High School in St. Ann was presented with 12 Samsung tablets for having the most participants online for region 4. Montego Bay High School was also presented with 13 Samsung tablets on Friday, February 12, 2021 for having a high turnout online at the workshop they attended. The presentation of Samsung tablet devices to secondary school student athletes is an attempt by the Commission to partner with the Ministry of Education, Youth and Information to include anti-doping information on the secondary and primary school curriculum. Therefore, 130 Samsung Galaxy tablets were also distributed to several primary schools. Every year the Commission finds innovative ways to relay anti-doping information to secondary school student athletes and their support personnel and we encourage all secondary schools to continue to partner with us as we remain committed to fight against doping in sport.

CONTRACT TESTING Did you know that International Federations, Major Event Organisations, as well as local Federations or Associations can contract the services of the Jamaica Anti-Doping Commission’s (JADCO’s) Technical Services Department to test athletes at national and international events being hosted in Jamaica? The Jamaica Anti-Doping Commission is the National Anti-Doping Agency mandated to carry out the National Anti-Doping Programme which aims to eradicate doping in sport and keep Jamaica free from doping. In an attempt to fulfil this mission, JADCO plays an integral role in testing athletes. JADCO is always available and willing to facilitate the testing of any national or international athlete participating in competition, training, living or otherwise in Jamaica. Testing is carried out in accordance with the World Anti-Doping Agency’s (WADA’s) International Standard for Testing and Investigations and agreements made with the contracting body. JADCO conducts all tests in accordance with the World Anti-Doping Code and the WADA International Standard for Testing and Investigations (ISTI). Testing or doping control serves as a deterrent to the use of prohibited substances and methods in sport. It is also a means of validating the performance of athletes and demonstrating their compliance towards maintaining a drug free attitude towards sport. Ultimately, JADCO works to protect the right of every athlete to participate in dope free sport. According to WADA’s International Standard for Testing and Investigations, Anti-Doping Organisations may contract other Anti-Doping Organisations or Delegated Third Parties to act as a Doping Control Coordinator or Sample Collection Authority on their behalf. In the terms of the contract, the commissioning Anti-Doping Organisation may specify how any discretion afforded to a Sample Collection Authority under the International Standard for Testing and Investigations is to be exercised when collecting samples on its behalf.
Upon the request of JADCO’s contract testing services, athletes selected for doping control will be asked to provide a urine and/or blood sample. Samples are analysed for prohibited substances and methods as outlined in the Prohibited List. JADCO tests athletes both in- competition and out-of-competition. When a test is conducted in connection with a specific competition, it is called in-competition testing. The in-competition period commences at 11:59 p.m. on the day before a competition in which the athlete is scheduled to compete through the end of such competition. Any other doping control is referred to as out-ofcompetition testing.
Who Does JADCO Test? JADCO tests: • Athletes who are members of a Jamaican National Sporting Federation or Association. Any international athlete that competes at a national event in Jamaica. • Athletes included in JADCO’s Registered Testing Pool (RTP). • Athletes included in the Lower Testing Pool (LTP.) • Athletes included in the Team Testing Pool (TTP). • Foreign athletes that JADCO has been authorised to test by an International Federation or other National Anti-Doping Organisation and • Athletes who are present in Jamaica, whether to compete, train or otherwise.
But how are athletes selected and notified for in-competition and out-of-competition testing? • •
Athletes are chosen for in-competition testing as a result of a finishing position, a random selection method, or in some cases, a targeted test. Athletes may be selected for out-of-competition testing anywhere and at any time during the year. This means that the tests are unscheduled and

athletes will not know they are going to be tested until an authorised Doping Control Officer (DCO) arrives at their training venue, residence, or any other location and informs them they have been selected for doping control.
What happens if an athlete refuses to cooperate? Effective doping control requires the cooperation and participation of all athletes. A refusal or

failure to comply with doping control procedures, without compelling justification, may constitute an Anti-Doping Rule Violation. International Federations, Major Event Organisations, as well as local Federations or Associations can contract the services of JADCO’s Technical Services Department to test athletes at national and international events being hosted in Jamaica.
