Editorial The 2016 Olympic Games is almost here. The city of Rio de Janeiro will come alive for 16 days, when for the first time Brazil will host the world’s most highly anticipated sporting event. In previous years, our athletes have excelled at the Olympic Games, especially on the track. They have been making their mark and leaving an impression in the hearts of many. Athletes, as you participate in the Olympic Games, there will be billions of eyes watching you. The Jamaica Anti-Doping Commission (JADCO) is one such set of eyes and we encourage you all to play fair.

We are your National Anti-Doping Organisation, mandated to not only test you, but to educate you as you get ready to participate in what may be the biggest event of your career. We want to ensure that you are aware of your rights and responsibilities as athletes. As a result, we have compiled Anti-Doping Education Checklists for the Olympic Games and the Paralympic Games, which are included in this publication. We are available to assist you if you require further guidance, so don’t hesitate to contact us. Athletes and support personnel from the Jamaica Paralympic Association also benefitted from an anti-doping education workshop which was held to prepare the athletes for participation in the Paralympic Games, which will also be held in Rio de Janeiro from September 7 to 18, 2016. Rio 2016 Anti-Doping Education Programme

Athletes and support personnel from some of Jamaica’s leading sporting associations and federations received valuable information on anti-doping ahead of the Rio 2016 Olympic Games which will be held from August 5 to August 21, 2016. The Commission believes that it is important for athletes to know their rights and responsibilities

Speaking after the workshop with his club, Bertland Cameron, Head Coach of the Cameron Blazers Track and Field Club, said “A couple of my athletes don’t understand the doping control process. This workshop improved their understanding as well as mine. I understand the Therapeutic Use Exemption (TUE) perfectly now and the athletes know that they are responsible for whatever they take, so they really have to take care of themselves. I also believe the athletes realise that JADCO is here to help us. All of them left smiling.” Alphanso Cunningham, athlete from the Jamaica Paralympic Association (JPA), said “I had no prior knowledge of the two additional Anti-Doping Rule Violations, Complicity and Prohibited Association. I am happy that I have been made aware of them and of my rights and responsibilities as an athlete.

This session has truly been an informative one.” The Jamaica Anti-Doping Commission remains committed to the fight against doping in sport as we continue to provide athletes and their

support personnel with important information on anti-doping to enable them to make informed decisions.

Message from the Executive Director Congratulations to all the athletes who have made it to the world stage. A chance to perform at the Olympic Games is always an accomplishment in itself. The thrill brought on by watching our athletes perform and the pride we feel, is second to none. This is why we implore our athletes to play fair as we aim to preserve what is intrinsically valuable about sport. We at JADCO, pride ourselves in providing information about doping, in an ongoing effort to deter doping in sport. We want to be able to feel proud of our athletes as they do their best without breaking the rules.

Do not ruin your reputation by cheating and always bear in mind that as professional athletes, you are placed on a pedestal by your supporters and our junior athletes. Therefore, be a positive role model. As you get ready to go for gold, always remember that JADCO is available to assist you if you require further guidance. The Importance of Filing Whereabouts Information Athletes included in JADCO’s Registered Testing Pool (RTP) are required to make a quarterly whereabouts filing that provides accurate and complete information about their whereabouts during the upcoming quarter. This includes identifying where he/ she will be living, training and competing during that quarter, so that he/she can be located for testing at any time during that quarter. ü For each day of the forthcoming quarter, the athlete must identify one 60-minute time slot between the hours of 5 a.m. and 11 p.m. when he/she will be available at a specified location for testing. ü If the athlete’s plans change and he/she will no longer be at the specified location during the specified time slot, he/she must update the whereabouts filing prior to that 60-minute time slot either to provide a new location for that 60-minute time slot or to provide a new 60-minute time slot and location. ü For each day of the forthcoming quarter (including weekends and public holidays), the athlete must state the full address of the place where he/she will be staying overnight (e.g. home, hotel, temporary lodgings). If the athlete will be staying at a hotel or temporary lodging and he/she is not the registered guest, the athlete should state the number of the room where he/she will be staying or give sufficient information to enable the Doping Control Officer (DCO) to locate him/her. ü If there is a change in the athlete’s place of residence, he/she must update the whereabouts filing to provide full details of the new address upon leaving the existing address. ü The athlete is required to state the name and address of the place where he/she will be training, working or conducting any other regular activities (e.g. school) during the relevant quarter, including weekends and public holidays. The athlete is also required to provide the days and times of such regular activities. ü If the athlete’s regular activities change, e.g. if he/she stops training in the mornings and trains in the afternoons instead, or if he/she trains at the gym on Mondays and Thursdays then moves to Tuesdays and Fridays, then he/she must update his/her whereabouts filing to reflect that change. ü The athlete is required to state the date(s) and venue(s) where he/she is scheduled to compete during the forthcoming quarter. In the event there is a change in the date(s) or venue(s), the athlete must immediately update his/her whereabouts information. ü If at the time of filing the quarterly whereabouts information, the athlete does not know his/ her exact location for all days during the forthcoming quarter, he/she must provide the required details to the best of his/her knowledge. Such information must be updated promptly. ü When the athlete specifies a location in his/her whereabouts filing, he/she must provide sufficient information to enable the DCO to identify that location, to gain access to the location and to find him/her at the location. If the athlete lives in an apartment building, gated community or in an area to which access is obtained via a front desk, a doorman, a security guard or to which access is otherwise restricted, he/she must make all necessary arrangements with the security officers or otherwise and advise JADCO of those specific arrangements in his/her whereabouts filing to enable the DCO to gain access unannounced. Please note that if the athlete specifies a location to which the DCO cannot gain uninterrupted access, it is likely to result in a Missed Test or a Filing Failure.

ü In order to ensure that the athlete receives his/her mails, he/she must specify in the whereabouts filing an address where he/she lives and/or where mails will be received and brought immediately to his/her attention. ü The athlete is required, in his/her whereabouts filings, to provide JADCO with his/her current email address, telephone number for home and work, as well as their cellular numbers. ü The athlete must provide all the required information accurately and in sufficient detail so that the DCO can locate him/her for testing on any day in the quarter, at any location specified and at the times specified in his/her whereabouts filing including, but not limited to, the 60-minute period. If the athlete fails to comply or if the information provided is inaccurate or insufficient, it is likely to result in a Filing Failure.

Sanctions for Non-Compliance As an athlete, it is important for you to accurately file your whereabouts information by the deadlines specified. Failure to do so without an adequate reason will constitute a ‘Filing Failure’ under the JADCO Rules. It is also very important for you to update this information as soon as there is a change of plans, so that you are available for testing at the declared location if JADCO seeks to test you. Failure to be available at the location specified for the 60 minute time slot without adequate reason is considered a ‘Missed Test’ under the JADCO Rules. If inaccurate or incomplete whereabouts information in the Anti-Doping Administration & Management Systems (ADAMS) results in an unsuccessful attempt to test an athlete out-of-competition outside of his/her 60 minute time slot, he/she may be liable for a ‘Filing Failure’ under the JADCO Rules. Athletes need to be aware that any combination of three ‘Filing Failures’ and/or ‘Missed Tests’ in a 12-month period, applied either by JADCO or the athlete’s International Federation, may result in an Anti-Doping Rule Violation. Whereabouts violations are punishable by a maximum period of two year’s ineligibility from sport.

2016 JADCO School Tour The 2016 series of the JADCO School Tour commenced in February and focused on disseminating anti-doping information to secondary schools in Kingston, St. Andrew and St. Catherine. The schools visited were Kingston College on February 3, Convent of Mercy Academy “Alpha” on February 17, Bridgeport High School on March 2, St. Jago High School on March 9, Jose Marti Technical High School on April 6, McGrath High School on April 13 and Jonathan Grant High School on April 20. This year the workshops impacted over 600 junior athletes and support personnel. Participants got information about the role and responsibilities of JADCO, values-based education and the doping control process. Following are highlights of the schools visited since the last publication.
