Editorial As the Jamaica Anti-Doping Commission (JADCO) continues to celebrate its 10th Anniversary under the theme, “Keeping Sport Clean, Forging Better Partnerships” we look forward to the support of all our stakeholders as we host our upcoming activities.

During the month of October the fifth annual Junior Athletes Anti-Doping Education Workshops are being held at several locations across the island.

Student athletes and their support personnel are encouraged to attend these workshops to increase their knowledge of Anti-Doping. Senior athletes and their support personnel are also encouraged to support the fifth annual Senior Athletes Anti-Doping

Education Workshop which will be held on Saturday, November 17, 2018 at the Jamaica Conference Centre (JCC) beginning at 10:00a.m.

In this edition of the True Spirit we will tell you more about our upcoming workshops and show you highlights of JADCO’s 10th Anniversary celebratory activities which were held during the month of July.

JADCO HOSTS DECENNIAL GALA TO CELEBRATE 10TH ANNIVERSARY The Jamaica Anti-Doping Commission celebrated its 10th Anniversary on Wednesday, July 25, 2018 by hosting a Decennial Gala at the Terra Nova AllSuite Hotel in Kingston.

In recognition of this milestone, the Commission will be hosting several commemorative activities throughout the year under the theme, “Keeping Sport Clean, Forging Better Partnerships.” The activities commenced on Sunday, July 22, 2018 with a church service which was held at the Saint Andrew’s Scots Kirk United Church, in Downtown Kingston.

Speaking at the Decennial Gala, Minister of State in the Ministry of Culture, Gender, Entertainment and Sport, Hon. Alando Terrelonge said, “Over the last ten years JADCO has performed most creditably, doing

work that is crucial as one of the bodies tasked to maintain integrity in sports in the world. JADCO has proven itself equal to the task by virtue of the systems and methods that the agency has instituted. So much so, that it enjoys the respect and full confidence of the international governing body, the World Anti-Doping Agency (WADA).” He further added, “Clearly ladies and gentlemen, the success of the Jamaica Anti-Doping Commission over the last ten years could not have been attained without the hard work and foresight of the board of directors, management and staff. Minister Grange would tell you that she is happy to be the Minister of Sport, overseeing with pride the significant developments which have marked the path of JADCO. We wish to assure the agency that it has the full and unequivocal confidence of the Ministry at this time.”

Chairman of JADCO, Alexander Williams said, “Throughout the past decade we have worked assiduously to ensure that the Commission remains committed to the fight against doping in sport. Today, we would like to thank all our partners who played their part to protect clean sport in Jamaica.”

He further added, “As we chart the path forward and forge stronger partnerships, I am pleased to say that our future at JADCO is promising and the prospects for growth and advancement are endless.”

Also speaking at JADCO’s Decennial Gala, President of the Jamaica Athletics Administrative Association (JAAA), Dr. Warren Blake said, “We are quite happy with the strides made by JADCO in its ten years of operation and on behalf of the Jamaica Athletics Administrative Association (JAAA) I salute all those who have contributed over the years to make this milestone possible. May JADCO continue doing the good work that it has been doing.”

First Vice President at the Jamaica Bodybuilding and Fitness Association (JABBFA), Kirk Frankson said, “I found tonight’s celebration to be very inclusive and participatory. One of the things that stood out for me is that JADCO actually takes an approach to include all sporting associations as opposed to some sporting organisations. JADCO is always available and I think that over the last ten years our association has actually benefited from JADCO with more persons becoming aware of anti-doping regulations.”

Vice Captain, Netball Jamaica’s Sunshine Girls, Vangelee Williams said, “I have benefited from JADCO through their numerous workshops. I have been to several workshops and each time I learn something new.

Sometimes JADCO visits our netball house and give us sessions and those are always fun and informative. I look forward to those workshops and I would love to say to JADCO keep doing your work.”

2018 is a significant year for the Jamaica Anti-Doping Commission, as we are now celebrating the first of the major milestone anniversaries, our tenth!

In recognition of this milestone we are hosting several commemorative activities throughout the year under the theme, “Keeping Sport Clean, Forging Better Partnerships.” The theme focuses on partnership, because we have accomplished so much over the past decade due to the involvement of our local and international partners.

International partners such as the World Anti-Doping Agency (WADA) and the Canadian Centre for Ethics in Sport (CCES) have assisted us to strengthen our operational procedures. Well needed funding has been received from organisations such as United Nations Educational, Scientific and Cultural Organization (UNESCO) and the CHASE Fund. Stakeholders such as the Jamaica Medical Doctor’s Association (JMDA) have played an integral role in strengthening the work of the Commission, with the provision of doping control officers and expertise on our Therapeutic Use Exemption Committee.

JADCO continues to protect the integrity of sport with the testing of athletes in accordance with international standards of the World Anti-Doping Code. Indeed during June 2015, we instituted and have continued with blood sample collection as part of our doping control process. This has enabled the Commission to detect a wider range of prohibited substances and methods and we continue to work with the INRSInstitute Armand-Frappier in Canada to develop our Athlete Biological Passport Module.

We consider our education programme as second to none, when compared with other national anti-doping organisations. The Commission educates athletes and their support personnel with fundamental information on anti-doping and we have also incorporated values-based education in our programmes.

JADCO was formally established on July 25, 2008 to execute the national anti-doping programme, in accordance with the standards stipulated by the international governing body, the World Anti-Doping Agency (WADA).

JADCO’s mission is to foster a dope free environment in Jamaica that promotes the ethics and spirit of sport through education, testing, advocacy and coordination of an effective anti-doping programme in Jamaica. JADCO is responsible for ensuring that all athletes comply with the World Anti-Doping Code, the document that harmonises regulations regarding anti-doping across all sport and all countries of the world.

The main functions of JADCO include the deterrence of doping through communication and education initiatives, the detection of doping through testing activities and investigations and the enforcement of anti-doping rules, by presenting cases of possible Anti-Doping Rule Violations (ADRVs) to the Independent Anti-Doping Disciplinary Panel. JADCO is

funded by the Government of Jamaica and is governed by a Board of Directors, which is appointed by the Minister of Sport. The Board of Directors appoints an Executive Director, who oversees four divisions, Human Resource Management and Administration, Finance and Accounts, Technical Services and Communication and Education.

Since its inception JADCO has grown from strength to strength and over the past 10 years the organisation has accomplished many significant milestones. These are indicated below:

Development and Reform of Legislation • The Government of Jamaica adopted the World Anti-Doping Programme and the World Anti-Doping Code on November 17, 2003. Following this, Jamaica became the 97th signatory state to the Copenhagen Declaration on Anti-Doping in Sport on February 10, 2004.

After this historic signing, an interim committee was created and the work of the anti-doping

programme operated as a project under the Ministry of Sports. The primary responsibilities of the committee were to develop the anti-doping in sport policy framework and to ensure the finalisation of the drafting of the Anti-Doping in Sport Act. • On July 25, 2008, the Government of Jamaica passed the Anti-Doping in Sport Act. The Act established four independent bodies, the Jamaica Anti-Doping Commission, the JADCO Therapeutic Use Exemption Committee (TUEC), which was appointed by the Commissioners (now the Board of Directors), the Jamaica Anti-Doping Disciplinary Panel and the Jamaica Anti-Doping Appeals Tribunal, which were appointed by the Minister of Sport.

• On December 23, 2014, the Government of Jamaica enacted the Anti-Doping in Sport Act of 2014, which came into effect on January 1, 2015. The revision of the Anti-Doping in Sport Act in 2014 changed the names of the Disciplinary Panel and Appeals Tribunal to the Independent Anti-Doping Disciplinary Panel and the Anti-Doping Appeal Tribunal respectively.

• The 2015 Jamaica Anti-Doping Rules was ratified

by WADA as Code compliant in December 2014 and implemented on January 1, 2015.

Strategic Partnerships • The Jamaica Anti-Doping Commission and the Canadian Centre for Ethics in Sport signed a 15-month long, Joint Initiative Agreement on May 15, 2014. This enhanced JACDO’s capacity to implement its anti-doping programme locally and meet the requirements of the World Anti-Doping Code.

• On December 8, 2014, JADCO signed a two year Memorandum of Understanding (MOU) with the Jamaica Medical Doctors’ Association (JMDA) which enables their members to make presentations about the health consequences of doping at JADCO’s workshops.

• During 2016, JADCO partnered with the National Parent-Teacher Association of Jamaica (NPTAJ) to host the Jamaica Anti-Doping Commission

(JADCO)/National Parent-Teacher Association of Jamaica (NPTAJ) Anti-Doping Education Parenting Workshops. The workshops were geared towards educating the parents and guardians of secondary school student athletes and were hosted with funding from the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Sample Collection and Testing Achievements • In March 2014, the Commission started an Athlete Biological Passport Management System, with assistance from the INRS - Institut Armand-Frappier in Montreal, Canada. They are Jamaica’s Athlete Passport Management Unit (APMU) for the steroidal module. This enables JADCO to monitor the samples given by athletes over time for changes in their biological parameters which could suggest doping and provide material for further investigation.

• JADCO conducted training of Blood Collection Officers (BCOs) as part of a broader training session for sample collection personnel in November 2014. This training session was funded by the United Nations Educational Scientific and Cultural Organization.

• The Jamaica Anti-Doping Commission included blood sample collection in their doping control process, starting in June 2015. The Commission carries out the blood collection sessions in collaboration with Central Medical Laboratories Limited, a reputable phlebotomy company in Jamaica.

• In 2014 the Commission commenced refresher workshops for Doping Control Officers (DCOs) and Chaperones every quarter. A Recertification workshop for the DCOs and Chaperones is now hosted biennially.

• In 2016 Intelligence and Investigation was added to JADCO’s portfolio.

• During 2017 a member of JADCO’s Technical team attended a Doping Control Officer Conference in Vancouver, Canada geared towards recertification.

• Over the years, JADCO’s Doping Control Officers have been gaining international experience by working at Major Games such as the Commonwealth Games, Commonwealth Youth Games and the Winter Olympic Games.

Public Education and Communication Achievements • During April 2010 the first issue of the JADCO newsletter, True Spirit was disseminated.

• The Jamaica Anti-Doping Commission hosted the inaugural Junior Athletes Anti-Doping Education Workshop for athletes and athlete support personnel at the Jamaica Conference Centre on Wednesday, February 12, 2014.

• A JADCO staff member was part of the WADA Outreach team for the Commonwealth Games held in Glasgow during July to August 2014.

• The JADCO website was launched on September 4, 2014. The JADCO Communication team collaborated with Interactive Toucan Jamaica Limited to develop and design the website over four months starting in May 2014. The website was created with funding provided by the Culture, Health, Arts, Sports and Education (CHASE) Fund.

• The Jamaica Anti-Doping Commission’s Mascot, Leo, The Dope Patrol Officer, was revealed to participants at the first in the 2015 series of Junior Athletes Anti-Doping Education Workshops held at the Jamaica Conference Centre on Wednesday, October 7, 2015. Adjaynae Billings, a fourth form student at Ardenne High School, walked away with $25,000 and a trophy for designing the winning mascot. The competition was held from October 1, 2014 to April 10, 2015 and was open to students from secondary schools across the island.

• The Jamaica Anti-Doping Commission published its Nutrition Guide during November 2017. The Nutrition Guide which focuses specifically on Jamaican food provides a diet and hydration guide for Jamaican athletes. The Nutrition Guide was funded by the CHASE Fund.

Improved Staffing and Organisational Efficiency

• The inaugural Senior Athletes Anti-Doping Education Workshop was held at the Liguanea Club in New Kingston on Saturday, November 22, 2014.

• Since 2013 JADCO has embarked on a drive to build capacity and strengthen operations by recruiting new staff members. JADCO has established additional posts to strengthen the management activities of the Commission.

• The JADCO and You television and radio series commenced in January 2015. JADCO and You, is a series of television and radio features which disseminates important information on antidoping to the general public. The feature is aired quarterly on Television Jamaica (TVJ) and monthly on 12 radio stations.

• Over the years the Commission has strived to recruit the most qualified and suitable Doping Control Officers (DCOs) and Chaperones to ensure it maintains the International Standards for Testing and Investigation (ISTI) and best practices in doping control.

• A JADCO staff member participated in the 2015 Values-Based Education Conference which was held in Ottawa, Canada during October 2015.

• During the October 2015 series of Junior Athletes Anti-Doping Education Workshops,

JADCO introduced a new component focused on values-based education. This was incorporated in the programme to allow participants to learn about the values of sport and the importance of being guided by moral principles throughout their sporting careers.

• In May 2016 JADCO gained financial independence from the Office of the Prime Minister.

The 2018 Junior Athletes Anti-Doping Education Workshops and the Jingle Competition form a part of JADCO’s 10th Anniversary celebration.

Also speaking at the workshop, Kaylie Lewars, student athlete from the Wolmer’s Trust High School for Girls said, “I have benefited from this workshop in many ways, it showed me that not all substances are good to use as a professional athlete and how to go about acquiring a Therapeutic Use Exemption (TUE).”

Speaking at the workshop, Executive Director of JADCO, Mrs. June Spence-Jarrett said, “There is no doubt that the only way we can protect clean sport in Jamaica is through partnerships. Here at JADCO

Mortimer Bennett, coach of St. George’s College said, “This workshop has allows me to gain valuable information in relation to the use of drugs and the sanctions that athletes may receive. This workshop also allows me and the students that I would have exposed, to understand the importance of staying away from the use of drugs and the importance of working hard in order to win in their respective events.” He further added, “The Jingle Competition that JADCO has launched is very important because it allows the students to use creative means to highlight the functions of JADCO and also allows them to socialise amongst their peers and have fun.”

The Jingle Competition is designed to increase awareness of JADCO’s role in the fight against doping in sport within secondary schools and by extension, the public. The competition will engage secondary school athletes across the island in a contest which will enable them to demonstrate their musical talents. The deadline for submitting entries will be February 15, 2019. The winner will receive a trophy and $40,000, while second place will receive a trophy and $30,000 and third place will be rewarded with a plaque and $25,000.
