Dear Colleagues, It is my pleasure to invite you to the 26th FAPA Congress on November 9-13, 2016 in Bangkok, Thailand. The theme is “Integrating Asian Pharmacy Wisdom for Better Global Health“ It is FAPA’s aim to make each Congress a dynamic venue for sharing, learning and networking for pharmacy practitioners, educators, students with renowned experts, health authorities, and pharmacy leaders. With a myriad of health problems affecting the Region, pharmacists need to learn from the wisdom, experiences and existing working models that would significantly improve health of the populations. In addition to its regular offerings in the Congress, FAPA created activities that will be responsive to the participants’ needs. To name a few, the pre-conference workshop on Non-Communicable Diseases brings together brilliant experts and various stakeholders to discuss how pharmacists could reduce the burden of NCDs. Likewise, the AYPG night is expected to promote solidarity and networking among young pharmacists through social interaction during the Congress. Let us all support FAPA Congress by attending and inviting our pharmacist friends to join this exciting professional gathering. On behalf of the Pharmaceutical Association of Thailand under Royal Patronage honoured to cohost the 26th Federation of Asian Pharmaceutical Associations Congress during November 8–13 of 2016, all participants are most cordially to visit Thailand for 2016 FAPA being held in BITEC, Bangkok. The main issue of 2016 FAPA will be on “Integrating Asian Pharmacy Wisdom for Better Global Health”. It will also all aspects dealing with concrete Pharmacy Education, Industrial Pharmacy, Pharmaceutical Care and Practices Pharmaco–Logistics, Management, and many other interesting topics. This congress attendants will be expected to cover pharmacy colleagues and their accompanying persons from more than 21+ countries. Professor Crispin R. Dass, Ph.D. Curtin University, Australia crispin.dass@curtin.edu.au

Professor Dass has 23 years of basic and applied research in cancer, with skills such as in vivo (small animal) and cell culture testing experience and significant drug formulation and delivery skills. He is well-versed in bigpharma projects (Amgen, Novartis, Glaxo-Wellcome, Johnson & Johnson) related to pharmaceutical drug testing. His extensive experience with cancer and bone biology in vitro and in vivo models has resulted in papers in such journals as Nature Medicine, Journal of the National Cancer Institute, Biomaterials, Nucleic Acids Research and Journal of Controlled Release. CIA has been at a lab leadership role for the past 11 years, in the area of cancer drug discovery, delivery and development, with a keen focus on cancers of the bone and other bone traumas such as fractures. He is frequently consulted on the establishment and use of his in vitro and in vivo (including osteogenesis) models, and applicability of PEDF as a potential therapeutic agent, both nationally and internationally. He currently has active links with researchers in China, Malaysia, Thailand and Canada, plus nationally at the University of Melbourne and University of Western Australia.

Professor Richard Segal, Ph.D. University of Florida, USA segal@cop.ufl.edu

Dr. Richard Segal is Professor and Associate Dean at the University of Florida College of Pharmacy and is a Member of the University of Florida Cancer Center. He has authored or co-authored more than 125 papers in the areas of the socio-behavioral aspects of drug therapy and the psychology of the medications use process and has received regional and national awards for his research in the areas of pharmaceutical care and outcomes research. Segal also chairs the research division for the University of Florida’s Medication Therapy Management (MTM) Center, which oversees the research arm of an initiative providing MTM services to more than 1 million patients in the United States. His research in the area of changing prescribing behavior has been the basis of prescribing interventions throughout the world. Segal was Co-Principal Investigator on the first major research project in the United States, called Therapeutic Outcomes Monitoring, focused on training community pharmacists to identify and prevent drug related problems which contribute to preventable drug related morbidity. Their research has helped to shape many medication therapy management interventions used in the United States and in many other countries.

Associate Professor Roderick L. Salenga University of the Philippines, Philippines ericsalenga@gmail.com

Roderick Salenga completed his Bachelor of Science in Pharmacy in 2004 and his Master of Public Health in 2007, both from the University of the Philippines (UP) Manila. He is now a doctoral candidate in public health epidemiology. He was trained in pharmaceutical policy analysis (Utrecht University, The Netherlands), global health (UP Manila, University of Tampere in Finland and Tribhuvan University in Nepal), pharmacovigilance (International Society of Pharmacovigilance), advanced clinical pharmacy and Good Pharmacy Practice (Taipei Veterans General Hospital). He is now an Associate Professor 1 at the UP College of Pharmacy, where he served as Chairman of the Department of Pharmacy from 2010 to 2014. At the Philippine Pharmacists Association, he has served as the Executive Secretary and Chairman of the Committee for Policies and Standards. He led theTechnical Working Group responsible for the publication of the Philippine Practice Standards for Pharmacists. He is the founding Chairman of the Young Pharmacists Group-Philippines. In 2012, he was the youngest recipient of The Outstanding Pharmacist (TOP) Award in Pharmacy Education given by the Philippine Pharmacists Association. In 2015, he was recognized as one of The Outstanding Young Men (TOYM) of the Philippines. He now works for the World Health Organization.

PREFACE The Federation of Asian Pharmaceutical Associations (FAPA), voice of pharmacy profession and pharmaceutical science in Asia, spreading among three regions of Asia, the Western Pacific, the South Eastern Asia, and the East Midterrean, defined by the World Health Organization (WHO). In Asia, she covers the most population in this global village, andin terms of pharmacists and pharmaceutical scientists, she also speaks for the most of them in the world. FAPA not only is a symbol of a common standard for pharmacy and pharmaceutical development, but also a platform for various topics of issues elaborating among the channels of learning and communicating, which just like talk on the table when family members having meals or chat in the house living room where the family gathering. She values diversity and respects culturally in various contexts that make Asia unique and outstand. This FAPA Brochure is made for not only our member associations, but also for regional or international alliance, multidisciplinary partners, or even nonmember pharmaceutical organizations to know FAPA more in a sense of a healthcare team that will collaborate closely for the dynamic and challenging health problem in the current and future global health-care system.

PRESIDENT MESSEGE

My dear colleagues, thank you. Asian pharmacists are good at many different things. Some are devoted in caring for their patients and specialized in manufacturing drugs; while others are proficient in conducting research, developing and implementing regulatory controls and educating nextgeneration pharmacists as well as fulfilling numerous responsibilities demanded by the society. But there is ONE task that ALL OF US, as Pharmacists, are definitely good at. Do you have any guess? All pharmacists know how to MEASURE. My next question is:How do we measure SUCCESS? Recently, a lot of developments have taken place in our member countries. Everyone is so busy. But have you asked yourself, “Why am I so busy!” The amount of work that pharmacists do right now is overwhelming, but all of our efforts will be wasted, if we do things without knowing WHY we are doing them. And so, the first step to achieve success is to concretely define how it will be MEASURED. This year is the golden celebration of the first 5 decades of FAPA. As we start our next decade, it is important for us to set a clear target so that we can MEASURE, whether we are achieving success. With this, I would like to share with you our THREE TARGETS as we open a new decade for FAPA. The first is, we will make FAPA, BIGGER. Our vision is to expand our membership and invite more countries to join and become active members of FAPA. We also need to make every FAPA conference a venue for MORE people to meet and discuss not only their researches, but also share their experiences and come up with collective decisions to inspire action in the different member countries. Although a lot of Asian countries may encounter similar challenges, there are also member countries with specific concerns that FAPA canhelp in addressing. The most notable ones include the Separation of prescribing and dispensing, and the development of pharmaceutical care services. FAPA can organize a support system between members to ensure that no Asian Pharmaceutical Association will be left behind.

Second target is, we will make Asian Pharmacy Practice BETTER, through GPP. We have already started this program and will continue to promote Good Pharmacy Practice to ensure patient safety and improvement of health outcomes. The whole health care system, including Pharmacists, exists for the patients and our role is to ensure timely access to high quality products and disseminate balanced drug information to optimize patient medication use and support to improve their health. Our third and final target is to make FAPA STRONGER. We will strengthen FAPA by developing our linkages and supporting other organizations like the World Health Organization. We can show how Pharmacists can play a big role in health promotion and Public Health by joining in the current initiatives to address the continuIng challenges in managing Non-Communicable Diseases, mitigating Antimicrobial Resistance and enhancing Disaster preparedness, which affects various countries in the WPRO, EMRO and SEARO. Now while the first step to achieve success is setting our target, we cannot reach the finish line by avoiding the more challenging next step. We need to act! Now that we know where we are going, we should run full speed and exert all our efforts, even if it is tiresome or even if it takes longer than we expected. As long as we keep our focus on our target, and take each difficult step, we will reach the finish line.Let me ask you again, how do we measure success? Did we reach our target, and cross the finish line? Were we wise in investing our efforts, and how fast did we get there?So I’ll have to end my speech with these simple lines for you to keep: Together we are BIGGER !Together we are BETTER ! Together we are STRONGER !Together, we are ONE ! Let’s ACT together and celebrate our success in the near future! Thank you.

INTRODUCTION TO FAPA What is FAPA? Federation of Asian Pharmaceutical Associations (FAPA) was established in 1964 and is headquartered in Manila. Currently, FAPA is a Federation of 18 Asian pharmaceutical associations, representing pharmacists from Australia, Cambodia, Hong Kong, Indonesia, India, Japan, Macau, Malaysia, Mongolia, Nepal, Pakistan, Philippines, Singapore, South Korea, Sri Lanka, Taiwan, Thailand and Vietnam. FAPA's mission is to support and collaborate with Member Associations to advance the practice and development of pharmaceutical sciences, shape better and equitable healthcare policies, and to continually translate these insights into better healthcare services for the benefits of the public. FAPA works closely with partners and stakeholders in the healthcare institutions, governmental agencies, other healthcare professional bodies and NGOs including WHO to maximize the contribution of Pharmacists to the health system.
