MESSAGE FROM THE CHAIRMAN Cllr David Parkin What a busy year we have had so far! Our 125 year anniversary events have been hugely successful and well received by those attending. We still have our Quiz Night and Afternoon Tea coming up over the next couple of months. This is in addition to the ever popular Arts Week and Festive Event. We have seen a number of staff changes in the last two months (see article below) but we are confident that we have a very strong team to lead the Council forward. We also have new Councillors who have joined us over the past couple of months and we look forward to working with them. With the inevitable leaf-fall and wet weather that comes with Autumn, it is important to ensure that any ditches around your property are kept clear to avoid potential flooding. As the nights draw in and we head into the winter months, we encourage you all to keep safe and warm and look out for neighbours, particularly the elderly who may not have family or friends close by.

NEW COUNCILLORS
We sadly say farewell to our Clerk of almost 15 years, Annemarie Edwards, who retired on 30th September.
We welcome Cllrs Gerry Barber and Ms Sara McKay to Winkfield Parish Council after being successfully co-opted for the Ascot Priory Ward.
Annemarie has been a crucial member of the team and has worked tirelessly to bring the Council to where it is now, forging strong bonds with Councillors, officers and residents alike.
Gerry and his family have lived in Martin’s Heron for over 30 years and he is now semi-retired from his career in banking.
Our new Clerk, Marcia Milsom has been Annemarie’s Deputy for the past 11 years and they have worked closely together during this time. With her previous work at other Parish Councils, Marcia brings 20 years of experience to the role and we are looking forward to working with her to move the Council forward even further. We also send our best wishes to our Hall Supervisor, Alan Cooper and Youth Worker, Karen Clarke who both retired in August. Alan joined the Council in 1997 when Carnation Hall was built and has managed the site ever since, taking great pride in keeping the hall and grounds in tip-top condition and looking after our regular and casual hirers. Alan’s passions are cycling and football and we are sure both of these will keep him active. Karen joined us in 2000 as a Youth Worker with her late husband Bob. Since then, as well as working with the local youth, she has been the driving force behind the Community Café held weekly at Ascot Jubilee Pavilion. Karen and her partner are relocating to be closer to her family. We would like to thank Annemarie, Alan and Karen for all their hard work over many years and wish them an enjoyable and restful retirement. We hope to see them at many of our future events. Lastly, we welcome Lindsay Dale to the office team. Lindsay took on the role of Assistant Responsible Finance Officer at the beginning of September and will be working closely with Marcia on all things financial, ably assisted by our administration assistants - Chrissy Gibson and Liza Challis and the grounds team - Paul Craven, David Bannister, Chris King, Lynn Haddon and Felicity Wise.
Sara and her family moved to North Ascot in 2005. She moved abroad after 7 years but moved her family back to North Ascot in 2017. Sara currently works as a residential development lawyer. We are sure that both Gerry and Sara will bring a wealth of knowledge and experience to the Council and we look forward to working with them both.
WPC AWARDS Over the past few months, WPC has achieved a number of awards for its sites. Green Flag Award - international accreditation scheme that recognises and rewards well managed parks and green spaces. WPC now has FOUR sites with the Green Flag Award: Carnation Hall, Locks Ride, Allsmoor Field and new for this year, King George V and is the only Parish in the country to have achieved this. IOG Industry Award - celebrating the quality standards of groundscare achieved in public and private sports venues. The grounds team achieved “Highly Commended” for its work at Locks Ride and Ascot Jubilee. Thames & Chilterns in Bloom - promoting community horticulture across Berkshire, Buckinghamshire & Oxfordshire, as part of the RHS Britain in Bloom campaign. This year WPC achieved a “Silver Gilt” award for the work carried out at King George V. WPC is very proud of the sites it owns and manages and our congratulations go to all staff, particularly the grounds maintenance team for their passion, dedication and commitment to ensuring that we provide and maintain the best possible services and environment for the community of Winkfield.

NEIGHBOURHOOD DEVELOPMENT PLAN The Steering Group is making some final adjustments to the draft plan before submitting it for pre-submission consultation. It is a legal requirement that the proposed Neighbourhood Plan is publicised and the subject of public consultation before it is submitted to the local planning authority. This includes: • publicising the plan in a manner which brings it to the attention of people who live, work or run businesses in the neighbourhood area; • consulting bodies whose interests may be affected by the plan; • sending a copy of the proposed plan to the local authority; • consulting any neighbouring local town or parish councils, significant landowners, local businesses and local community organisations, such as chambers of commerce, civic societies and local trusts. Plus Three Nurseries at Martins Heron is based in
the Martin’s Heron and the Warren Community Centre (opposite Tesco) and is part of a privately owned group of nurseries established in 1985. We believe that children need to be and benefit from being treated as individuals. Children become sociable at a very early age and by two are usually ready to build relationships, play and learn with other young children and with some adults outside their immediate family circle. At Plus Three Nurseries Ltd we provide an environment where learning is fun and a challenge to the inquisitive and active young child. Children are taught individually and in small groups to develop their own intellectual, creative, physical and social abilities through stimulation within the playroom and in our secure outside space. We plan our activities and children’s next steps of learning around the children’s interests and we have a fun enabling environment where the children can choose to free-flow indoors and outside throughout the session. We have highly qualified and experienced members of staff with high staff ratios. We offer regular trips and work closely with Tesco to provide the children with opportunities within the community; we are rated ‘GOOD’ by Ofsted and hold ‘Five Stars’ for Environmental Health. Excellent parking is available. We have spaces available for immediate start. Free entitlement funding is available for all 3 and 4 year old children (term after their 3 rd birthday) for 15/30 hours per week. Two Year old funding is available subject to meeting criteria. WPC joined forces with Binfield and Warfield Parish Councils earlier this year to purchase a Sentinel Speed Camera for use in the Community Speedwatch initiative being operated by Thames Valley Police.

PUBLIC TOILET AT KING GEORGE V Following a number of requests received from local residents and visitors to King George V Recreation Ground , WPC has been working on plans to install toilet facilities adjacent to the new play area. The toilet (similar to the one pictured) will enable visitors to enjoy the site for longer and will be particularly useful for the children using the area at the end of the school day. The planning application is due to be submitted to BFC soon.
The initiative enables trained volunteers to site the camera on roads that may have speeding issues and the data that is collected is sent to TVP to issue warning letters and/or fines to offenders. Each parish ‘hosts’ the camera for 1 month at a time. PCSO Magda Molenda is co-ordinating the initiative and is keen to hear from residents who would be interested in volunteering to use the equipment. Volunteers receive full training on the equipment and liaise directly with TVP regarding the suitability of locations. There are no restrictions to the length of time volunteers can offer to carry out a session. BFC LOCAL PLAN Following consultation on the Draft Bracknell Forest Local Plan last year, together with the publication of a revised National Planning Policy Framework a need has arisen to revise the approach being taken to accommodating the Borough’s future growth needs. Due to the extent of the changes being made and the scope of the Local Plan being broadened, further informal public consultation on the strategic policies is to be carried out. The consultation will run from Friday 25th October to Friday 6th December 2019 – keep an eye on our facebook page and website for details.

Arts Week 2019
Sunday 27th Oct - Sunday 3rd November The 15th Binfield, Warfield & Winkfield Arts Week is during the Autumn school half term break. Fully funded and organised by your local Parish Councils of Binfield, Warfield & Winkfield there are over 50 freeto-book arts and crafts events for all the family as detailed here and on www.arts-week.org. ARTS WEEK promotes and encourages active participation in and support for the wide range of arts and crafts activities offered in our local area. Our events are also linked to great hobbies to take up at home, local clubs to join, courses to attend, concerts to see, community workshops, school events and even college courses.

125 YEAR ANNIVERSARY EVENTS DRIVING TREASURE HUNT Groups of intrepid hunters joined us at Locks Ride on Sunday 15th September to take part in the driving treasure hunt around Winkfield. The route of approximately 20 miles took around 2 hours to complete and incorporated many of the sites owned or managed by WPC. The ‘hunters’ followed a series of directions taking them to different places where they had to answer clues and find ‘treasure’. Everyone who took part made it back to the finishing point and enjoyed ice-cream and cold drinks on their return. The weather was beautiful and an enjoyable afternoon was had by all.

OPEN GARDEN & AFTERNOON TEA @ KILBEES FARM Didn’t we have a lovely day, the day we went to Kilbees! After a week of scorching temperatures, the weather broke to leave a warm but overcast day for our event at Kilbees Farm. Residents were given a guided tour around the beautiful gardens. With so many different areas, the tour highlighted the amazing work that has gone into the design. A sumptuous afternoon tea was served by WPC staff and Councillors in marquee’s on the lawn. Topped off with the talents of magician Simon Alexander, you can see from some of the many comments received, a great afternoon was had by all!

Our sincere thanks go to the Pidgley family for allowing us access to their home and for the support given on the day. Our 125 year anniversary celebrations continue this month and next with a team Quiz Night on 19th October and Afternoon Tea on 24th November. Both events will be held at Carnation Hall and are open to all Winkfield residents. We are looking for teams of up to 8 for the Quiz Night and there will be a fish and chip supper included. The Afternoon Tea will be an afternoon of sumptuous treats with entertainment. FindItIn…is delivered to circa 6,000 households in Sunninghill, Sunningdale, North and South Ascot. Village Life is delivered to circa 6,000 households in the villages of Chobham, West End, Bisley and Horsell.
DEFIBRILLATORS A defibrillator is a device that gives a high energy electric shock to the heart of someone who is in cardiac arrest. This high energy shock is called defibrillation, and its an essential part in trying to save the life of someone who is in cardiac arrest. You don’t need to be trained to use a defibrillator – anyone can use it. There are clear instructions on how to attach the defibrillator pads. It then assesses the heart rhythm and will only instruct you to deliver a shock if needed. Defibrillators are normally located in workplaces and public spaces like airports, shopping centres, community centres and train stations. These defibrillators are known as public access defibrillators (PADs) as anyone can use them. Winkfield Parish Council now has four PADs at its facilities: Carnation Hall, Locks Ride and Ascot Jubilee and another defibrillator inside the Parish Office. To find your nearest device, South Central Ambulance Service NHS Foundation Trust has created a ‘Save a Life’ app . Go to www.scas.nhs.uk/news/campaigns/savealife for more details.
