FROM THE CHAIRMAN Cllr David Parkin

Happy New Year! As we begin to move into 2020 with festive celebrations a distant memory and spring fast approaching, we look forward to a busy year ahead. We have a number of projects planned to enhance the facilities and services available to residents. We are also working towards finalising the Neighbourhood Development Plan, details of the consultation to follow. The Annual Parish Meeting, an opportunity to keep up-to-date on recent and future activities and for residents to raise concerns or issues within the Parish, is being held on 31st March 2020 at Carnation Hall. This meeting is open to all and we hope to see as many of you there as possible.

NEW PCSO FOR WINKFIELD & CRANBOURNE We welcome PCSO Chloe Keeping to Thames Valley Police. Chloe joined TVP at the end of December and will be training with PCSO Magda Molenda for 10 weeks. A huge ‘Thank You’ to all the volunteers that came to help Winkfield Parish Councillors at the Big Litter Pick on Saturday 12th & Sunday 13th October 2019. A massive amount of litter was collected from various areas across the parish. Sadly there was a significant amount of drug paraphernalia collected, particularly around North Ascot. Please be vigilant and report any suspicious activity to TVP by calling 101. If any resident would like to litter pick in their local area at any time, there are litter pickers and waste bags available from the Parish office - just collecting in your own street will help. Let’s try and keep Winkfield looking pristine this year!

COMMUNITY SPEEDWATCH WPC joined forces with Binfield and Warfield Parish Councils earlier this year to purchase a Sentinel Speed Camera for use in the Community Speedwatch initiative being operated by Thames Valley Police. The initiative enables trained volunteers to site the camera on roads which may have speeding issues and the data collected is sent to TVP to issue warning letters and/or fines to offenders. Each parish ‘hosts’ the camera for one month at a time. PCSO Magda Molenda is co-ordinating the initiative and is keen to hear from residents who would be interested in volunteering to use the equipment. Volunteers receive full training on the equipment and liaise directly with TVP regarding the suitability of locations. There are no restrictions to the length of time volunteers can offer to carry out a session you can set up the equipment for an hour or a whole day. NEIGHBOURHOOD DEVELOPMENT PLAN

DO YOU HAVE THE SKILLS WE NEED? Do you have project management, construction or architectural skills? Would you be interested in joining our Property Working Party? We are looking for volunteers who have project management, construction or architectal skills to assist us in moving forward with a project to re-build Locks Ride Pavilion.

The Steering Group is making some final adjustments to the draft plan before submitting it for pre-submission consultation. It is a legal requirement that the proposed Neighbourhood Plan is publicised and the subject of public consultation before it is submitted to the local planning authority. This includes:

• publicising the plan in a manner which brings it to the attention of people who live, work or run businesses in the neighbourhood area; • consulting bodies whose interests may be affected by the plan; • sending a copy of the proposed plan to the local authority; • consulting any neighbouring local town or parish councils, significant landowners, local businesses and local community organisations, such as chambers of commerce, civic societies and local trusts. ASHER RECREATION GROUND The Asher Recreation Ground, situated on Lovel Road, is an open space owned and managed by WPC. For many years it was used as a local cricket facility but the area is made up of London clay and prone to flooding which prevents usage for much of the year. WPC decided to investigate having the grounds drained to enable better use of the area for sport and recreation throughout the year. At the same time, it was agreed that the play equipment which was nearly 40 years old should be upgraded. Following many months of discussion and planning, schemes for the drainage project and play equipment upgrade have been agreed. The drainage work (including removal of the existing play equipment) is due to be carried out by Shorts Agricultural, a local company experienced in land drainage. It is hoped that these works will be completed by the end of February. Once finished, the ground will have time to rest for a few weeks before a fantastic new play area is installed by Wicksteed, one of the leading play provision companies in the country. The equipment being installed was chosen following consultation with children at nearby Cranbourne School on the activities which they enjoy the most. This will be a fantastic addition to the local area and will complement the play equipment upgrade at King George V Recreation Ground installed in 2018.

It was identified some time ago that the pavilion was no longer fit for purpose due to the increase in sports usage. When the building started suffering from subsidence in 2019, a decision was taken to investigate demolishing the existing building and constructing a new building that would better suit the site’s needs. PUBLIC TOILET AT KING GEORGE V Following a number of requests received from local residents and visitors to King George V Recreation Ground , WPC has been working on plans to install toilet facilities adjacent to the new play area. The toilet (similar to the one pictured) will enable visitors to enjoy the site for longer and will be particularly useful for the children using the area at the end of the school day. A planning application has been submitted to BFC.

The Binfield, Warfield and Winkfield Arts Week was another resounding success during October half term. A massive 56 workshops and events were hosted across the northern parishes plus an art exhibition and new for 2019, a craft fair. Workshops included the ever popular pumpkin carving plus learning to face-paint, pasta making and decorating gin goblets while entertainment was provided with performances from Aesop’s Touring Theatre Company, Westminster Chamber Orchestra and Eton College’s young musicians.

Our final two events held to commemorate the 125 year anniversary of the Council were a Quiz Night on 19th October 2019 and a traditional Tea Party on 24th November. At our Quiz Night, residents pitted their wits against each other in a selection of subject rounds including sports, general knowledge, history and music. A fish and chip supper was enjoyed plus the snacks and tipples brought along by everyone. The Afternoon Tea saw residents munching through sandwiches, scrumptious cakes and succulent scones with clotted cream. Entertainment was provided by way of close-up magician, Collin Claus and music from The Barberettes.

Our Festive Celebration, held on Sunday 1st December brought residents together to get into the Christmas spirit. Local choirs and a ukulele group provided musical entertainment followed by everyone joining in to sing traditional carols. A visit from Santa made the afternoon a memorable experience for our younger residents.

Head of Grounds Maintenance, Paul Craven, once again held a number of wreath making sessions in early December. Some beautiful wreaths were created with much of the foliage collected from our own recreation grounds. What talent we have among our residents! Perhaps the mince pies and occasional glass of Prosecco helped!

Winkfield Parish cares ... … about conservation and the environment

Easy steps YOU can take to help combat climate change • Switch to a green energy provider - stop the burning of fossil fuels like coal, oil and gas. You could even be in for a surprise saving. Clean tariffs are often cheaper than the standard fixedrate tariffs most UK households are on. • Save energy at home - Turning off lights and unplugging appliances will help, but your heating could be undoing all your good work. Make a dent in your carbon emissions by properly insulating your home. There are more eco-friendly heating options too, like smart controls and heat pumps. • Take the train, not the plane - Your carbon emissions will be sky high if you fly frequently. From the mountains of Snowdonia to Cornwall’s beautiful beaches, think about all the beautiful places in the UK you can reach without flying. • Top up your fitness - Petrol and diesel cars spew out lots of climate-wrecking emissions. They also increase air pollution. Most car trips in the UK are relatively short – under 5 miles. So it's fair to say many of us could be leaving the motor at home more than we are. Top up your fitness and tackle climate change at the same time by cycling or walking. Too tired? Hop on the bus or train. • Power up on plants - Meat and dairy production is responsible for 14% of global climate-changing emissions. Too much meat is no good for your health either. Each year we could prevent thousands of early deaths in the UK, and save the NHS a fortune, by eating low-meat or no-meat diets. • Consume less energy and water - switch to LED lightbulbs, take a shorter shower, only wash full loads of laundry, use the small flush button on your toilet, turn off the tap when brushing your teeth and turn your thermostat down just 1 degree. • Avoid plastic - take a reusable cup or bottle for your drinks throughout the day, take resuable bags to the supermarket and buy fresh produce which isn’t wrapped. • Shrink your digital footprint - every search query we type, every email we send or receive, and every song we stream causes CO2 emissions because energy is needed for all the data we’re producing. If you're a fan of a certain playlist or show - maybe try downloading them rather than streaming them anew each time you go back to them. • Plant a tree - if you have the space to plant a tree, start digging. Trees absorb carbon dioxide and give off oxygen. A single tree will absorb approximately one ton of carbon dioxide during its lifetime. Woodland Trust are giving away free and subsidized treespacks—www.woodlandtrust.org.uk/plant-trees/schoolsand-communities • Invest in energy-efficient appliances – when shopping for refrigerators, washing machines, and other appliances, look for the energy efficiency label. It will tell you which are the most efficient. • Pull the plug(s) - don't leave fully charged devices plugged in, unplug rarely used devices or plug them into a timer, and adjust your computers and monitors to automatically power down to the lowest power mode when not in use.

We are lucky to live in a parish with beautiful countryside. We are also aware that environmental issues are increasingly in the news and increasingly important to residents. We would like to do more and would like to hear your suggestions for action. Winkfield Parish Council is reviewing everything it does to improve its contribution to protecting the environment. For example, we are looking at how to cut our energy bills, investigating using electric vehicles in the future, looking at changing all lighting to LED when it requires replacing, and making sure our land use benefits wildlife. We also have long standing policies of promoting walking and cycling. Waste reduction is one area where we can all contribute. Waste can damage the environment, costs money to dispose of and is unsightly. Plastic waste can also harm animals. You might want to consider recycling ink cartridges from printers which helps raise money for the Bracknell based Youthline service.

Budget 2020/21 The Parish Council has now set its budget for the financial year from April 2020 to March 2021. The planned total expenditure is £1,192,469 funded from a combination of Precept, Earmarked Reserves and income from facility hire. The Precept is the amount collected by BFC on behalf of the Parish Council. For 2020/21 the amount set for a Band D property is £79.78. In addition, £46,226 is being added to Earmarked Reserves to build for future projects.

The facilities are managed and maintained by 1 full time and 3 part time office staff, 3 full time and 1 part time grounds staff plus around 10 casual staff working on the grounds and in Locks Ride cabin. In addition to facility management, the Council organises the Annual Parish Meeting, Annual Cycle Ride (with Warfield PC), Summer of Fun event, Arts Week (with Binfield & Warfield PCs), Community Footpath Walks and a Festive Celebration.

Paul Craven - Head of Grounds Maintenance & Facilities Paul has been managing the facilities of Winkfield Parish Council since 2006 after working for a number of years in Scotland at Logan Botanic Gardens and then Threave Gardens. Originally from Doncaster, Paul began his horticultural career in 1976 at a local garden centre before moving to Doncaster Metropolitan Borough Council where he worked his way up to Charge Hand. Together with a team of 2 full-time, 1 part-time and 8 casual staff, he now manages nearly 26 acres of recreational land, numerous play areas, allotments, sports facilities including tennis, football and cricket, and properties owned by Winkfield Parish Council. Paul enjoys organizing the pumpkin carving and bird nest box building during Arts Week and has hosted the wreath making workshops for a number of years. Outside of work, Paul is a keen table tennis player and avid book reader, favouring authors such as Chris Carter and Boris Starling. He also has a passion for music with his favourite group being Iron Maiden!! He is married to Patricia and has 2 grown up sons and 5 grandchildren.

TENNIS AT ASCOT JUBILEE Still thinking about starting that New Year’s resolution? Want to get more active in 2020? We have 3 tennis courts at Ascot Jubilee available for use by local residents through our annual membership scheme. There are membership options to suit individual adults, families and juniors. Members can just turn up and play or plan in advance and book a court by completing the on-site booking sheet.

Don’t have anyone to play against? No problem, there are also open sessions where you can come and play against other members. Adult members are also allowed to bring a guest 3 times per year. NB - junior players are not allowed to bring guests.

Just complete the application form available at www.winkfieldparishcouncil.gov.uk and return to the Parish office together with your fee and a passport sized photo for all applicants.

Each year the Parish Council facilitates the Annual Parish Meeting, a meeting of all the local government electors for the Parish which the public are entitled to attend and participate in.

The Annual Parish Meeting will be held on Tuesday 31st March 2020 at Carnation Hall, Chavey Down Road at 7.30pm

This is an opportunity for YOU to have YOUR say - raise issues, ask questions, find out information, meet Councillors and fellow residents and share aspirations.
