MESSAGE FROM THE CHAIRMAN - Cllr David Parkin With Christmas a distant memory and the prospect of lighter nights and warmer weather on the horizon, WPC is looking forward to an exciting and active 2019. The last few months of 2018 were a busy time with the opening of KGV Recreation Ground play area, transfer of the management of Martin’s Heron Community Centre to the Parish Council, a hugely successful Festive Event and two new Councillors joining us. The Council has carefully prepared its budget for 2019/20 and has a number of projects planned to improve the Parish. However, with additional facilities and improved services there are extra costs. Whilst the majority of planned projects will be funded from the Council’s Earmarked Reserves and the Community Infrastructure Levy collected through building development, rising costs of utilities and products require the Council to raise the funds to maintain its facilities to their exceptional standard. Each household within the Parish contributes to these costs through a Precept collected on the Parish Council’s behalf through your Council Tax. The increase for 2019/20 equates to £4.42 per Band D household (6.1%). At a time when household costs are increasing, the Parish Council is conscious that its budget should provide value for money to its residents. The upcoming elections could see some changes to the members of Winkfield Parish Council however the pivotal aim of the Council will remain the same - to secure and maintain the best possible services and environment for the community of Winkfield.

SAVE A LIFE

We are pleased to welcome two new Councillors to WPC. At the Council meeting in November, Vicki Browne was co-opted to Winkfield & Cranbourne ward and Charlie Laver was co-opted to Ascot Priory ward. We are sure that both Vicki and Charlie will bring valuable knowledge and skills to the Council and we look forward to working together.

WPC has now installed 24 hour access automatic external defibrillators (AEDs) at Carnation Hall, Locks Ride and Ascot Jubilee. There is also an internal defibrillator inside the Parish office accessible Monday to Friday 9am - 1pm. The defibrillators are registered with South Central Ambulance service who has devised an app to help you locate the nearest defibrillator to your location - https://www.scas.nhs.uk/news/campaigns/savealife/ It also features videos, CPR instructions and a section that will answer many of your cardiac arrest and heart attack questions.

Remember, the first thing to do in any real emergency is dial 999.

NEW CLOTHING BANK

Winkfield Parish Council has a programme of building up reserves over a period of years. Using these reserves and Community Infrastructure Levy (CIL) funds received from new development in the Parish, the following projects are planned for 2019/20:

News Round-Up 125 YEAR ANNIVERSARY Did you know that this year Winkfield Parish Council celebrates 125 years since it was formed? A number of events and activities are planned throughout the year to mark the occasion and these will be widely advertised on our website and social media so be sure to check regularly. We are hoping that you, the residents of this fabulous Parish will join us to celebrate and take part in some of the activities. If you are willing to give your time to help plan the festivities, please contact Annemarie Edwards at the Parish Office asap.

Footpath Walk

Festive Event

Cllr Emily Blyth led a troop of gallant residents through the autumn leaves around the footpaths of Winkfield on Sunday 3rd November. The route, starting from Asher Recreation Ground, took a 5 mile circuit around the parish with a stop for much needed refreshment at St Peter’s Church.

Jingle Bells were ringing at the Festive Event held at Carnation Hall on Sunday 16th December. Residents came together to celebrate the festive period with carols round the tree and performances from local choirs topped off with mince pies and mulled wine. There was even a visit from Santa before he headed back to his preparations in Lapland.

Arts Week Pumpkin carving, pasta making, dragon painting … just some of the fantastic events enjoyed by residents at the Binfield, Warfield and Winkfield Arts Week held during October half term at various venues across the three parishes. The event offers free activities across the week, focusing on the arts and included musical performances, crafts, theatre productions and workshops, culminating in an exhibition of art at the end of the week. Plans are well under way for the 2019 event!

King George V Play Area Opening The new play area was proudly opened by Myla and May Fraser, students at Winkfield St Mary’s School. The girls ably assisted Cllr David Parkin to cut the ribbon and allow their peers to enjoy the new equipment for the first time. The equipment, supplied by Hags UK and financed using Community Infrastructure Levy and S106 funds, replaces the old play equipment which was installed during the 1980s. It provides challenging and exciting equipment for the whole family to enjoy.

Martin’s Heron & The Warren Community Centre

UNDER NEW MANAGEMENT

On 1st November 2018, Winkfield Parish Council assumed responsibility for the management of Martin’s Heron & The Warren Community Centre (MHWCC) on Whitton Road (next to Tesco). The centre is home to a number of local organisations including a pre-school, dance and exercise classes and support groups. Take a look at some of the regular activities taking place.

We are sad to announce the passing of Rose Dalton, a prominent fundraiser for Relay for Life for Cancer Research UK. Rose first got involved with Relay back in 2005 following a health scare. Whilst fortunately the health scare turned out not to be cancer, Rose had fully immersed herself in finding out what she could do to help raise funds for Cancer Research. She went to a meeting and heard a representative from the American Cancer Society talk about the development and growth of Relay for Life across the US and into other countries. She was so taken with its concept, and the fact that it was unique in being volunteer-led, that she decided to set up her first Relay for Life in Ruislip which was where she was living and working at the time. In 2007 Rose was selected to attend the International Summit in the USA to represent the UK, and later was invited to become one of three UK trainers selected by Cancer Research UK who were commissioned to write a training course for those wishing to start their own Relay events. She and her husband, Dave, travelled throughout the UK training groups of volunteers so they could learn how to run successful Relay events. When she and her husband moved to Chavey Down in 2007, Rose immediately got in touch with Ascot Racecourse about holding her first Ascot-based event there, and at the Race for Life event at Dorney Lake announced her plans and asked for volunteers to join an organising committee. Relay for Life Ascot was born. Rose held the role of Event Chair for Ascot Relay for 11 years and with her diligent committee and support from her family who were also enlisted as volunteers, was successful in raising over £1 million for Cancer Research UK in 2017. Rose handed the batten to another to continue the event. During her 10-year tenure at Ascot Relay Rose received many accolades including Global Volunteer of the Year and Special Commendation for Fundraising in the Community Flame of Hope Award. In 2016 the Ascot relay committee received the Queen’s Award for Voluntary Service which is the highest award given to volunteer groups across the UK. More recently Rose was nominated for the Meridian ITV Fundraiser of the Year Pride of Britain Award. Unfortunately, in 2018 Rose was diagnosed with cancer and passed away in November. She leaves behind an amazing legacy and plans for Ascot Relay for Life for July 2019 are already underway. NEIGHBOURHOOD DEVELOPMENT PLAN We are currently at the pre-submission publicity and consultation stage. Our consultants, O’Neill Homer and the NDP Steering Group are working together to finalise the Draft Neighbourhood Development plan with a view to submitting it to BFC in Spring 2019. Please reference the Winkfield Neighbourhood Plan website to keep up-to-date with further developments.

ANNUAL PARISH MEETING The Annual Parish Meeting will be held on Tuesday 26th March 2019 at 7.30pm at Carnation Hall. An interesting and informative evening is planned. A full agenda for the evening will be published nearer the time—please put the date in your diary. The meeting is open to everyone and will be followed by light refreshments.
