We sadly announce that former Council Chairman, Jim Bryant passed away on Friday 7th June, aged 94. Jim retired from the Council in 2015 after serving as a Parish Councillor for circa 40 years and rarely missed a meeting. He lived locally with his wife, Jackie and two sons for many years and was instrumental in the building of Carnation Hall. Jim was a very keen sportsman and was selected to carry the Olympic torch in 2012. Jim was a very well respected member of the community and will be missed by his friends and colleagues.

MESSAGE FROM THE CHAIRMAN Cllr David Parkin, Chairman I am once again honoured to have been re-elected as Chairman for the forthcoming year and look forward to continuing to serve the Parish. Whilst many members of the Council remain in office following the elections, providing the advantage of continuity and knowledge to lead the Council forward, we are pleased to have two new Councillors joining us who I am sure will bring additional knowledge and enthusiasm to their role. We move forward into the summer months with a number of events planned to celebrate the 125 year anniversary of the Parish Council, together with planned projects such as play area upgrades, additional seating and signage, planting and equipment maintenance. Activities at Locks Ride are beginning to pick up and the cabin remains open daily throughout the summer months - be sure to pop down to sample the wares and maybe catch a cricket match while you’re there. We hope you have an enjoyable summer.

TENNIS AT ASCOT JUBILEE We are fortunate enough to have 3 fabulous tennis courts at Ascot Jubilee Recreation Ground, available for use by residents through our membership scheme. Family, adult and junior memberships are available, see our website for costs and details on how to apply.

News Round-Up Blackmoor Playspace
Annual Parish Meeting
The play equipment at Blackmoor Playspace has now been replaced to provide a fresh new play area for our younger residents.
The Annual Parish Meeting was held on 26th March at Carnation Hall. Residents came together to review the activities of the Parish Council over the past 12 months, together with a history of Winkfield Parish Council since its inception in 1894. A number of grants were awarded to local groups and organisations who provided residents with an insight into the services they provide. An enjoyable evening for all.
Summer of Fun
Asher Recreation Ground
Plans are well underway for the Summer of Fun events during the school summer holidays. There will be eight fun days held across the Borough with Winkfield hosting a day on Wednesday 14th August at Locks Ride. See page 6 for more details.
Plans are moving forward with the upgrade of play equipment at Asher Recreation Ground.
Footpath Walk
The Council met with students at Cranbourne School to identify their “wishlist” and tenders were invited from potential contractors. These have now been reviewed and further consultation with the students, parents and local residents will be carried out.
Our spring footpath walk took place on Saturday 11th May around Forest Park. Unfortunately, due to bad weather the event was poorly attended. Let’s hope for better weather for the next walk!
The Council is also looking at possible drainage solutions for the field to enable the area to become more widely used, particularly during the winter months.
Recycling
Neighbourhood Development Plan We are currently at the pre-submission publicity and consultation stage. The NDP Steering Group is still working to finalise the Draft Neighbourhood Development plan with a view to now submitting it to Bracknell Forest Council in the summer. Please reference the Winkfield Neighbourhood Plan website to keep up-to-date with further developments.

Winkfield Parish Council has been working closely with Bracknell Forest Council to provide much needed recycling points around the parish. There are currently four clothing recycling banks at Ascot Jubilee Recreation Ground, Asher Recreation Ground, Carnation Hall and Locks Ride which support charities including Thames Valley Air Ambulance and The Salvation Army. We also have glass recycling banks at Asher Recreation Ground and WEEE bins at the Parish office and Ascot Jubilee Recreation Ground for your broken small electrical items.
Carnation Hall The play equipment at Carnation Hall has just been spruced up with a fresh coat of paint. We have also had a beautiful tree seat installed behind the hall and a fantastic carved seat placed in the play area itself. Finally, the flagpole displaying our Green Flag award has been relocated.

Wildlife in Ascot and our Kingfisher Flyway Project As those of you who live along Blackmoor Stream or around Blackmoor Pond will already know, there has been a lot of work going on for our kingfishers! Yes, those beautiful little jewels of birds who we are lucky enough to have in the vicinity of the stream and the pond. We were at risk of losing them as the pond had become degraded and silty so Wildlife in Ascot applied to the Heritage Lottery Fund who gave a significant grant which made the project possible. We chose to do this as our first major project because people had recorded sightings of kingfishers. We have a recording form on our website for people to tell us what is around us so we can direct our energy to make things better. This information is of immense value to us so please do have a look and record anything you see on your travels around the area on the website. The Kingfisher Flyway project involved volunteers: •
removing the large, introduced, fish from the pond and re-homing them as they were stirring up the silt showing physical signs of stress because the water quality in the pond was deteriorating
•
moving the silt to a new spot behind the revetments to make new banks but left some as this is important for pond health
•
planting up the new banks with thousands of baby plants which should give a beautiful display as well as providing food and cover for insects
•
clearing the island
•
installing a new structure which is the kingfisher nesting site, with two nesting burrows
•
put in some aquatic plants into the pond to help improve the water quality, including some beautiful native water lilies
•
cutting back overhanging branches to aid water flow and ensure a clear passage for flying Kingfishers
Then there was the work along the stream itself. The original aim was to ensure that 20% of the stream length was in good order. We discussed what we needed to do with the Environment Agency and Bracknell Forest Ranger. Following a leaflet drop and speaking to about 80% of home owners along the stream we have either seen or worked on 50% of its length and can be confident that it is looking good. Volunteers turned up and cut back overhanging branches where they were becoming too thick to allow light in, made sure that the water could flow well and that there was a clear passage for flying kingfishers. Thank you to them and thank you to everyone who welcomed us into their gardens. It made so much difference and allowed us to substantially exceed our own target! We have been clearing the stream side in Blythewood Local Heritage Site, removing bamboo and other invasive species. The work we have done is good not just for the kingfishers, but for all the life that lives in the water and along its margins. The endeavour is not over - this work will need to continue and be built upon in coming years to ensure that things do not go backwards. Pond dipping sessions are planned for 2019 which will tell us how well the invertebrates and insects living in Blackmoor Pond are benefiting from the work, to which local residents are invited; conservation activities around the area will be done through autumn and winter months in future years using local volunteers. Apart from this project and others currently in the planning stages, Wildlife in Ascot hold many events – walks, talks, activities and so on. They are generally free and we welcome anyone who wants to join us. Please check out our website and do come and meet us. We’d love to see you! Kingfishers this year – what next? SPEEDWATCH Winkfield Parish Council has joined with Warfield and Binfield Parish Councils to purchase a Sentinel speed camera as part of Community SpeedWatch, a traffic monitoring scheme coordinated by Thames Valley Police (TVP). SpeedWatch can be operated in areas up to a 40mph speed limit. Community volunteers work alongside TVP officers to identify vehicles which break the speed limit. Registration numbers are entered onto a database and letters are sent to vehicle owners advising that their vehicle has been noted to have exceeded the speed limit. Further action may be taken if a vehicle is caught for a third time. The recruitment of volunteers and the operation of the SpeedWatch is the responsibility of TVP with locations suggested by the community. If you would like to become a SpeedWatch volunteer or suggest a location, please contact PCSO Magdalena Molenda (see page 8).

2019 FAMILY CYCLE RIDE The annual Warfield/Winkfield Cycle Ride will be held on Sunday 23rd June 2019 from Carnation Hall. Registration opens at 9.30am but this year we have organised online registration which can be completed at any time prior to the event. Go to www.winkfieldparishcouncil.gov.uk and you will find the “Sign Up” link on our homepage. The route is a 10 mile circular route around Warfield and Winkfield and is suitable for the whole family. All riders receive a certificate and children completing the ride will receive a medal. Don’t forget your helmet!!
