t started with a pretty clever and simple assumption: the Baby Boomers would want a hassle-free retirement. There was a bit more to the market for maintenancefree or low-maintenance housing than that but the nexus of the opportunity to find and serve a new market for new home construction was the desire for aging Boomers to change their lifestyle as their children moved out into their own lives.

merica’s Baby Boomers, those born between the years 1946 and 1964, have been the most influential generation this country had ever seen. The sheer size of the cohort assured that its members would wield consumer power; however, the Baby Boomer generation compounded that numerical heft by embracing values and lifestyles that differed significantly from its parents’ and grandparents’ generations. The Hippies were Boomers; so too, were the Yuppies. Advances in medicine extended the life expectancy of humans during the Boomers’ prime years and information about healthy lifestyles has allowed that generation to remain active well into their retirement years (which are also lasting much longer than before). Perhaps more than these factors, the choices Boomers made about how and where they would live created the problem that maintenance-free living would solve. During the prime buying years for the Baby Boomers, 8

Americans embraced living in bigger and bigger houses that were more comfortable and reflected the success of the homeowner. Today, the average home is 2,687 square feet, more than 1,000 square feet larger than the 1,600 square-foot average home in 1976. In its origins, the maintenance-free home was designed to deal with one simple reality. Empty nesters would be living in a much larger nest than they wanted to maintain. The first solutions to the trend of extended life expectancy involved an expansion of the options for elderly living that already existed. Providers of nursing and assisted living homes built buildings with small apartments on or near their existing properties to give older people an independent living choice that would be an entrée into their continuum of care. This trend fueled a boom of construction in the 1990s but the institutional independent living setting proved to be less popular than expected.

People wanted to move into smaller quarters when their kids moved out but this kind of shift was too dramatic. And many residents said the institutional setting made them feel “too old” too soon. An alternative solution soon forced the institutional approach to the curb. Maintenance-free (or lowmaintenance) communities had been developed for decades in retirement hot beds like Florida or Arizona. The first of these solutions was the stacked condominium but as Baby Boomers began to join the ranks of the over-55, developers began creating communities of single-family homes that more closely resembled the size of starter homes, but with some important differences. Recognizing that buyers for these homes were coming from much bigger houses with bigger lots, developers created floor plans that would feel bigger and would support an active lifestyle, all while offering

the homeowner less space to clean and no yard to maintain. In the 2000s, a boom began in these lifestyle communities. Architects designed homes for this market that were around 2,000 square feet, contained open floor plans and onelevel living, while including at least two extra bedrooms for the owner’s

guests. The efficiency of these designs gave the homeowner the comfortable feeling that they had in the 3,500 square foot home in which they raised their family but without the hard work it took to maintain that bigger home. Moreover, the developers of these communities recognized that Baby Boomers wanted this change in lifestyle in the places they had raised

their families. They didn’t want to have to leave their community in order to downsize. That created opportunities for builders and buyers in every city. Bill Weaver, CEO of Weaver Homes, was a custom home builder who saw the potential of this market in its early stages. He connected with a master developer of empty-nester communities - Epcon Communities of Columbus, OH – to build the Epcon-designed home in Western PA. In more than a decade of serving the over-55 market, Weaver believes that the demand for such homes is the lifestyle and has prospered by bringing that lifestyle to where the buyers live. “In my office you’ll see a map with a bunch of circles on it. When we go into an area we draw a circle that’s a five-mile radius and that’s our market,” Weaver asserts. “People don’t want to go more than five miles from their current home. People are customizing their house, choosing more options.” “One thing that has changed is that buyers are more discriminating. of our residents are snow birds. They want to be able to control the lights or temperature in their home here while they are in their winter home.” One of the changes in Scarmazzi’s approach has been to add singlefamily detached homes to the Epcon communities. These have the same lifestyle amenities as the attached homes in the neighborhoods and have given the market some depth. Scarmazzi says he’s seen customers pass up the opportunity to live in single-level townhomes that were larger and less expensive for the opportunity to live in a detached home that can be more easily upgraded. Scarmazzi’s newest communities will offer detached homes primarily, as well as a pool and clubhouse. He is opening three new communities in 2017 and has over 60 people on a waiting list for the release of lots. Weaver Homes has also added detached homes to its communities and Traditions of America’s new developments in Ohio Township, Adams Township and Cranberry Township have all been comprised of about 55 detached lots. In fact, Pittsburgh has become Tradition’s largest market. Hawkins reports that the Summer Seat community in Ohio


F Township recently had its grand opening and received 39 lot deposits for the 55 lots there. “The market for this product is still underserved,” Scarmazzi says. “The Epcon models are very efficient. The designs let in lots of natural light and have high ceilings. The challenge now is costs. Land costs are still land costs and there isn’t any cheap land out there.”

Fallout from the financial crisis of 2008 made residential mortgage lending very tight for a few years. This affected the kids of the Baby Boomers especially hard, with down payment requirements that discourage buying. Now that these burdens have eased, many in this age group are just beginning to feel a sense of trust in home buying and considering testing the market. It’s their misfortune that home prices – particularly new construction – have raced ahead, leaving few choices below $300,000 in desirable locations. Maintenance-free communities, especially those along the I-79 corridor north and south, could be the remedy for some of the pent-up demand for first homes, although Paul Scarmazzi isn’t looking at that cohort as his growth engine.

The market for a $250,000 to $300,000 house is so underserved that we would sell as many as we would like in that price range but we just can’t get there.” That lower end of the range is a critical price point that could lead to a segment of the market that is increasingly underserved: the first-time buyer.

And the bench of buyers is deeper too.

Lancaster Township is close to Cranberry and Westinghouse. For young working couples, [Scenic Ridge] is a chance to live in a new style of home that doesn’t require time to maintain. We’ve sold nine homes there already without a clubhouse or model completed.”

Location seems to be a determining factor in the variety of potential buyers for low-maintenance communities. Performance showed that in areas further removed from the city, like Connoquenessing or Canonsburg, the downsizing homeowner drives the demand for the low-maintenance product. In the suburbs closer to the bedroom communities, like Cranberry Township, interest is coming from a wider range of ages.

Jason Corna, director of sales and marketing for Kacin Companies, has seen a broader spectrum of buyers at two of his companies more urban developments. One of those, Summerset at Frick Park, is located within the City of Pittsburgh borders and has attracted many buyers who work at the universities and UPMC in Oakland. Kacin’s Edgewater community, located in Oakmont, is a commuter setting that has attracted homeowners that span generations.

“At Bellevue Park, which is seven years old now, we saw younger people buying condos but when we went to Sonoma the profile of the buyer was Baby Boomer,” recalls Weaver, who is

explains. “We also have sold to 32 out-of-state buyers coming from 21 different states. About half of those people consider themselves Pittsburghers, coming back to the area for retirement or to be close to grandchildren. The other half is people moving here with good jobs who love the community.” Corna notes that most of Edgewater’s homes are townhouses, manor homes and courtyard homes that are maintenance-free and Kacin has also made maintenance-free arrangements with a number of the detached singlefamily units in the segment of the community that is not maintenancefree. Over 80 percent of Edgewater is completed and momentum appears to be growing. “This has been the busiest fall/winter period I’ve ever seen,” says Corna. “We have seven single-family and four townhomes under construction, with four more in for permit.” The experience of builders at Bellevue Park or Edgewater is an indication that the busy lifestyle that Americans – including Pittsburghers – have

led for the past couple decades is bringing a desire to spend less time working on their home. For all the weekend warriors looking to knock out a project on their house, there are clearly many who want to live in their home and have someone else maintain it. One company that is relatively new to Pittsburgh sees research that informs it to take a different approach to empty-nester living. Charter Homes is betting big that Pittsburghers will be attracted to its “Great

American Neighborhood” concept in a community it is developing at the former Mayview Hospital site in South Fayette Township. The community – called Hastings – is a 1,200-lot development of over 600 acres that abuts Chartiers Creek. “We’ve got a different take on that [empty-nester] market. It’s less about age and more about how they want to live their life,” explains Rob Bowman, CEO of Charter Homes, which is based in Lancaster, PA. “Our research shows that while half the

people over 55 want to live in an age-restricted community, about half of the people over 55 want to live as part of a neighborhood that is multi-generational. The Great American Neighborhood is about bringing together people of multiple generations.” Charter’s concept is for a community comprised of single-family detached homes that are traditionally designed, along with more densely built housing, both in the form of townhomes and stacked loft homes. With detached homes that will be mid-range and higher-end, Charter hopes to offer options that will appeal to families of different sizes and economic situations. The Hastings community will also include a commercial strip called The Crossroads, a retail destination that is within a short walk of the homes and has the architecture and feel of a small town Main Street. One of the possibilities Bowman hopes to see come to fruition is the attraction of more than one generation of the same family. While that idea has been built into other planned communities in Western PA without great success, Bowman says his company has seen it work. “In one neighborhood in Mechanicsburg [called Walden], there are 17 different families with two generations living there,” he notes. “There is a whole new demographic that is interested in living in a place with people of all ages. We think it’s more about attitude than age.” NH

uying a home is both exciting and stressful. Mortgage interest rates alone are confusing, what with all the factors that impact there rise and fall. In order to make financially sound mortgage decisions, it’s important to understand the Federal Reserve and all of the economic influences that impact those rates.

hen people in the market for a new home hear that the Federal Reserve (Fed) is raising interest rates, many panic, thinking they’d better lock in a mortgage rate before the Fed raises it. But, despite a common misconception, the U.S. mortgage rates are not set or established by the Federal Reserve. It does, however, influence mortgage rates, the degree to which depends on many other economic factors.

dropping interest rates. How is that going to effect mortgage rates?’ And my answer is always the same -- It isn’t.” That’s because, Henry says, mortgage rates have been so low for so long, it’s going to take a lot more than the Fed raising interest rates for mortgage rates to go up significantly.

So if you plan to buy a house—or want to refinance— it’s important to understand the complexities of how banks arrive at the mortgage interest rates they advertise. And that means understanding what the Federal Reserve does. The Fed - short for the Federal Reserve - is an independent entity created by the U.S. Congress in 1913 that maintains the stability of the nation’s financial system. To do so, it takes actions that impact short-term interest rates in an effort to keep things stable. The Federal Open Market Committee (FOMC), its decision-making arm, assesses the country’s economic health, based on quality data by various agencies. Based on what the FOMC believes about the economic condition (like growth, inflation, employment), the Fed decides its rate, called the federal funds rate.

“The Fed will push rates lower – as they did in 2008 with quantitative easing in the aftermath of the mortgage meltdown – to make it less expensive to borrow money,” Senior Loan Officer at Gateway Mortgage Group Ron Woomer clarifies. Businesses and individuals can afford more products and services, which ramps up the economy, protecting it from sinking into a recession – when consumers tighten their wallets and don’t buy the products and services that keep businesses afloat and workers employed. The same thing happens in reverse when the Fed raises short-term rates. “When the economy is growing and consumer confidence is positive – when companies are profitable, unemployment is low, and people are spending money – the Fed will raise short-term rates as a way of putting the brakes on, so the economy won’t grow too fast and drive up inflation,” Woomer continues. In other words, raising interest rates slows the

economy because higher interest rates means borrowing costs go up for individuals and businesses, leaving them less money to spend elsewhere. “Think of the Fed as the foot on – or off – the gas pedal driving those rates up and down,” explains Dave Green, Director of Mortgage Services for First National Bank. “As the Fed increases or decreases general interest rates in an effort to speed or temper economic growth, rates on mortgage-backed securities (MBS) in the secondary market move up or down accordingly, which ultimately impacts the rate lenders set for consumers.” Because 10- and 30-year Treasuries compete for the same investors who invest in MBSs, they too influence mortgage rates. “Treasuries are considered among the safest investments because they are guaranteed by the U.S. government, and they are traded on the same market as mortgages. So when Treasury yields rise, rates go up across the board, and the converse is

F true when those yields fall,” explains Green. “Mortgages carry more risk than government-backed Treasuries, so when mortgage rates are being determined, they typically reflect Treasury rates with the addition of a moderate risk premium.” As soon as yields rise, these products also need to offer higher returns to attract investors, which is possible only when the loans are given out at a higher rate. Thus, higher yields result in increased mortgage rates. While the federal funds rate takes longer to impact long-term fixed mortgage rates, they do have a more immediate impact on the adjustable-rate mortgages (ARMs). This is because the adjustable-rate loans are reviewed and revised on a monthly, semi-annual, or annual basis, depending on the tenure and are linked to one-year Treasury yields. “Mortgages come in two primary forms – fixed rate and adjustable rate,” explains Mike Henry. “Fixed rate mortgage products include your traditional 30, 20, or 15-year mortgages. Then there are adjustable rate mortgages, most of which today are hybrids.”

Hybrid adjustable-rate mortgages blend the characteristics of a fixed-rate mortgage and a regular adjustable-rate mortgage. This type of mortgage will have an initial fixed interest rate period followed by an adjustable rate period. For example, with a 5/1 ARM, the fixed interest rate expires in five years, then the interest rate starts to adjust annually.” When choosing between an adjustable-rate mortgage and a fixedrate mortgage, essentially buyers are making a choice between a mortgage on which the interest rate is determined by short-term interest rates or one that is determined by long-term interest rates. And because interest rates have almost nowhere to go but up, most homebuyers aren’t interested in taking the risk on an ARM. So the hot products right now are those with fixed rates. “Fixed-rate products, and particularly the 30-year fixed rate option, are definitely having a moment,” says Green. “Consumers are, rightly, taking advantage of the opportunity to lock-in historically low rates.” At Dollar Bank, Henry has also seen more volume on 15-year fixed mortgages for new homebuyers.

“These are typically used for refinancing. But now rates are so low that they are very affordable. The shorter the term, the less impact that the market has on it because the shorter the risk,” he says. More Gateway Mortgage customers are also choosing fixed-rate mortgages but Woomer thinks the market will see a return to short-term mortgage products such as 5/1 ARM and 7/1 ARM as rates increase. “These shorter term rate products will become more attractive as they will have a lower rate than the traditional 30 year fixed rate mortgage,” he predicts. Mortgage rates are likely to rise gradually in 2017, according to the Mortgage Bankers Association (MBA), which recently predicted a slight rise in mortgage rates through the end of 2016. “It will definitely be an exciting time in the mortgage market over the next several months. Consumers will need to start paying attention now,” he adds. “They’ve had the comfort of the flat market as a safety net, but I think that ship has sailed,” Woomer concludes. NH

More Than Just a Business For J. Michael Ruefle and Colleen Ruefle-Haley, Suncrest Homes isn’t just their occupation. It’s more of a vocation, with Ruefle starting out as a framer and apprentice carpenter in the 1960s. “My father and his brother started a remodeling business,” said Ruefle-Haley. “But he always had the desire to build single family homes.” Now equipped with handson experience, a business degree from Robert Morris University in Pittsburgh, and an intimate involvement in the development aspect of building, he struck out on his own and formed Suncrest Homes in 1987. “Our family is actually from Plum, but when my

dad started the business, he built his first model home in Murrysville,” she said. “He developed his base [of operation] here that evolved into other geographic areas.” At age 13, rookie Ruefle-Haley helped at her father’s office, often visiting construction sites with him. This impressionable young lady grew to learn the business, helping with bookkeeping and more. While in college, she continued in the “training camp” of construction by working evenings and weekends and, despite a short career in advertising, joined Suncrest Homes. “He truly needed a full-time employee,” she mused. “I never thought I would do this for a living.” What is most evident at Suncrest Homes is their dedication to quality and the team concept. A common thread that runs through their day-today work is that clients are served most advantageously when they work together with the builder, the architect/designer, and their craftsmen. In fact, Ruefle-Haley believes the team approach sustained them through the construction downturn in 2008. But you don’t have

They go through a lot of stages and are very good at preparing the buyer.” And whether or not the client is building a small patio home or a million dollar estate home, Suncrest “provides the same level of service to all clients.” Suncrest works with designers and architects and in their semi-custom communities, they offer a number of base models that may incorporate lofts, screened enclosures and more. Here, the client can opt for further customization. Or others, complete customization may be the ticket. Ruefle-Haley noted, however, that many customers want to “see what

the client’s taste. They have also done crown molding that’s award winning.” Other custom features may include higher end custom columns, shutters or gable work, depending on the style of the home. Naturally, Suncrest works with outside vendors who feel as passionate about quality home building as the internal team. One such vendor is Paulette Betts, Sales Representative, Crescent Supply, a plumbing wholesaler in Lawrenceville. Having a 29-year association with Suncrest, Betts often participates in the team process, visiting the office weekly to discuss client needs and the various stages of construction in those client’s home carpenter, electricians, plumbers and builds. “We review a customer’s ‘wish others, often getting to know one list’, then a package is presented another by name. “Our team is very based on the customer’s wants hands-on,” she continued. “Our master with products they feel comfortable carpenter may do custom beam work, with in quality and design,” Betts built-ins, casing work or railings to suit explained. the opportunity to meet with the Crescent designer to review the package and/or to discuss changes. “It’s a back and forth process until the customer is completely satisfied,” she added. “Our goal is to make people feel comfortable with the price they are paying and the product they are getting.” As a former fixture product representative, she believes that Suncrest utilizes quality products such as Kohler, Watermark and others in all their homes. “Even if you change nothing (from a base package), it’s a very good product. From a quality standpoint, you can’t go wrong.” Chris Cluss, a third generation leader of the O.C. Cluss Lumber Company, feels a kinship with a local family owned business such as Suncrest. “We like local, successful businesses in our industry,” Cluss noted. “Suncrest is the perfect customer. They’re progressive, produce a top quality

product, and are comprised of good people. You know who you’re dealing with at any given time.” As a supplier for lumber, doors and windows, Cluss also embraces the team feeling found there. “Our salesmen on the account communicate with them weekly. I meet with them at least quarterly to review new products on the market.” Walking through blueprints and aiding in customizing building packages, Cluss knows firsthand that they are “on the cutting edge” of what’s happening in the industry. “Colleen and the people at Suncrest spend countless hours going over every detail and the customization is done very well. And, Michael has an eye for architecture.” O.C. Cluss provides national brands such as Owens Corning insulation, Anderson and Silver Line Windows, ThermoTru doors, interior trim packages and Hardie siding, a cement-based siding that is more effective, more stable

than vinyl siding and aesthetically pleasing. “In their homes, we also use the latest in fiberglass doors with a high “R” value (for insulation) and performance standard.” Hunter also observes that the homes feature moldings and doors that are unique, “which sets them apart from other builders.” She is quick to add that Suncrest truly has an eye for outdoor spaces, too, where the stonework and designs “are very original whether it’s a gazebo, outdoor kitchen or outdoor fireplace,” she said. “The exteriors have a certain flair so that you can often tell it’s a Suncrest home.” Always seeking to stay ahead of the housing trend curve, Suncrest Homes began incorporating the Craftsman style home into their bull pen of plans some 10 years ago, as one of the first builders to do so. some with two seats and two shower heads, and eight-foot shower stalls, among other items. Betts, too, noted that today’s buyers are considering alternatives such as an “air” tub rather than a whirlpool tub, a cleaner option that drains better and offers a less vigorous massage, an additional handheld shower head in the master bath, comfort height commodes, and, on the horizon, a return to brass fixtures but with a slightly different finish, among others. While perhaps not a “trend”, Ruefle-Haley has noticed that more young families, as well as singles and empty-nesters, show a preference for a ranch style home where all living is on one floor or perhaps a story and a half home. “We do see more calls on these than we do two-story homes.” For some, a new home build may not be in the game plan. And, while not an overtly advertised service, home remodeling is also within the purview

of Suncrest Homes. “Any number of folks are calling and coming back to us for a room addition or an outdoor living space,” Ruefle-Haley noted. “Some have built with us and don’t want to leave their home or neighborhood, but just want to expand their footprint.” For some higher end homes built in the 1980s and 1990s, Suncrest’s team has gutted kitchens, dining rooms and/or opened up a home to give it the open floor plan so valued today. “Some of our carpenters have worked with my father in the remodeling business so we’ve expanded that aspect of the company,” she added. In some instances, Suncrest has done threestory additions. And there’s no doubt Colleen RuefleHaley is part of the “big leagues” in the home construction business. In fact, she is only the second woman in 75 years to be President of the

Builders Association of Metropolitan Pittsburgh (BAMP) and has served as the 2015 secretary for BAMP. Early on she had won the Westmoreland Home Builders Association “Builder of the Year” award in 1993, an honor previously won by her father. In 1996, she was elected the first woman President of the Westmoreland Home Builders Association. Ultimately, this father-daughter team have worked to build a reputation for quality that has garnered respect and contributed to the overall building community. NEWHOMEVOICES A Growing Pent Up Demand JEFF BURD

T

here is a growing wave of pent up demand that is on the verge of becoming a new home construction boom in metropolitan Pittsburgh. I’m going to make this argument in reverse. Since the end of the Great Recession in 2009, the singlefamily housing market has been stuck in neutral in Pittsburgh. Construction of new homes actually began to decline by more than ten percent well ahead of the recession, falling from a 2004 peak of 3,136 detached homes to 2,522 homes in 2007, which was a year ahead of the rest of the country. From a cyclical bottom of 1,517 homes in 2009, the market has been adding just fewer than 2,000 new homes for seven consecutive years. That follows almost 15 years of an average of 2,600 homes. The culprits for this extended decline are: tight mortgage lending, poor demographics, insufficient lot inventory, low job growth and Millennial generation aversion to home ownership. Any and all of these factors can be attributed to dampening demand. While there is validity in blaming the slower new construction market on these varied causes, the reality as we approach the third decade of the 21st Century is that all of the negative market conditions have changed. In fact, a pattern in the opposite direction is forming. Tight lending and too few lots are cyclical problems that can – and have – reversed. There are too few young developers in Pittsburgh

but those that exist have been steadily adding new communities to the market. Banks are anxious for mortgage lending in 2016 (have been for a few years) and there are plenty of programs in place to get young buyers loans without back-breaking down payments. It seems that the real obstacles to new home construction taking off have been the structural ones, aging demographics and Millennial aversion. These too are changing. First, the slowdown in job creation is a recent phenomenon. As the economy recovered, job growth in “new economy” positions in healthcare, energy and technology was brisk. The recent stagnation has been due to the offsetting slowdown in manufacturing and energy; however, growth in technology has continued and is driving the big change in demographics. In short, younger people are moving here. Since 2005, the number of people between the ages of 25 and 35 has grown by more than seven percent. The median age in the City of Pittsburgh has fallen to 33 years old during that same period. To a large extent, those changes are what have been driving the booming demand for apartments. So why the optimism about new homes? There’s a saying in sports that Father Time is undefeated. It turns out that the same is true in demographics. The Millennials are getting older and for all their aversion to the norms of their parents’ generation – secure job, marriage and family, home ownership – it’s turning out that

the Millennials are becoming their parents after all. Homeownership rates among those under 35 are growing. More important, having deferred having children longer than the Baby Boomers did, Millennials are now becoming parents. This is the largest generation ever born in the U.S. and as it reverts to the societal norms of child-rearing, look for an increasing number of Millennials to look to own a home to raise and educate the next generation. In Pittsburgh, this societal shift is going to run headlong into a shortage of existing homes for sale. Even without the Millennials in the mix, finding a home is tough right now. Over the next few years, expect that to become almost impossible. The answer is the timehonored relief valve for the housing market: new construction.
