Formed in 2005, Iceni is now the market leader and preferred consultancy for a fast-growing number of clients. We have always sought to provide the skills of an advisor with the instincts of a developer.

We achieve this by knowing our tradecraft – the technical skills that come through years of education and on-the-job experience that is recognised by professional accreditation. But it is also daring to be different; being proactive and thinking strategically. Our client relationships are built on trust, togetherness, enthusiasm, and a courage to challenge, where appropriate. The technical specialisms that the company hold have widened, but this fundamental objective remains the same. Iceni understands that Third Age Living developments face a unique set of challenges. Securing sites remains a very significant issue due to difficulties competing with general market housing developers on playing field that is not level. This means that sites can often be more constrained and an approach is required that is both creative and robust. In addition, the sector and the different operational models on offer is often poorly understood by those involved in the decision-making process.

Iceni has significant experience of using its array of skillsand services to unlock difficult sites as well as clearly communicating the benefits and operational parameters of each development. This ranges from our ability to use combined planning and political engagement strategies to leverage support from key stakeholders, through to demonstrating the viability arguments to justify the overall package of planning contributions to be made.

Stangrove Care Home

Edenbridge

Authority: Sevenoaks District Council

Proposal: Redevelopment to provide a state of the art 85 Bed Care Home

Services: Planning | Engagement

Status: Permission granted

Iceni Projects secured planning permission for the new 85 bed in the centre of Edenbridge in December 2017. The brownfield site was vacant several years before the application was granted and the high quality design sought to reinvigorate the area with a facility which will become an asset for the local area.

The development met an established need for care home facilities in the District. The quality of existing facilities across Sevenoaks was patchy and the scheme helped to deliver a high quality option and widen choice to local residents. This chimed with Avery’s (the operator) mantra of delivering hotel style and quality developments which makes moving to one of their developments a positive choice.

Permission was secured for Leath Park Developments who constructed the site for Avery Healthcare to eventually occupy the development. Avery operate nearly 50 care homes in the UK. The scheme and application submission was produced in conjunction with the two parties and a wide ranging consultant team. Iceni also led on the political engagement and liaised with local stakeholders to help secure permission at Planning Committee.

The Langdon Care Village Thurrock

Authority: Thurrock Council

Proposal: Care Village, wellness centre and new golf academy

Services: Planning | Engagement | Sustainable Development | Transport | Heritage

Status: Approved, subject to referral to the National Planning Casework Unit

Langdon Hills Golf and Country Club is a prestigious facility in the heart of Thurrock. The 27-hole course has panoramic views over Essex and the London skyline. The golf club also provides important community and civic space. Many residents of Thurrock and wider Essex have celebrated weddings, birthdays, Christenings and other functions at the club.

Notwithstanding the above, golf is changing to reflect wider societal changes. Golf clubs across the country have seen failing participation rates; members lacking time; family pressures and competing pressures from other sports and leisure activities. In this context, Iceni Projects have worked with the Heronslea Group in preparing a hybrid planning application for the following:

• 162 Extra Care and Close Care apartments

• 64 bed care home

• Health hub

• Redeveloped golf facilities

The site is located within the Green Belt and does not benefit from a draft allocation. Iceni has worked with Thurrock to demonstrate Exceptional Circumstances for the scheme based on the significant unmet for this form of development (with Iceni also providing the needs assessment) and the range of public benefits it provides. Members have now resolved to approve the scheme and we are awaiting confirmation that the Secretary of State will not call the scheme in.

Sackville Road

Hove

Authority: Brighton & Hove City Council

Proposal: Redevelopment of brownfield site

Services: Planning

Status: Permission granted

Iceni advised MODA Living and Audley on the redevelopment of the Sackville Trading Estate and Hove Goods Yard; a major brownfield site allocation, for 564 Build to Rent homes, 5,164 sqm flexible B1 office accommodation, a 260 unit specialist accommodation for older people, a health and wellbeing centre and retail floorspace on the 3.59 hectare site adjacent to Hove Station.

Iceni worked closely with MODA and Audley’s respective design teams in developing an integrated masterplan for site that will see a high-quality new mixeduse and multi-generational neighbourhood to Hove. For the care community, this involved working collaboratively with Gaunt Francis Architects in developing the scheme design in response to pre-application engagement with planning officers, the local neighbourhood forum and other stakeholder groups. Iceni’s Planning team worked with Brighton & Hove City Council to deliver a range of housing (and care) needs through the scheme proposals; successfully arguing how emerging planning policy on the supply of residential accommodation for older people could be secured through the strategic allocation on the site, which focussed on C3 residential and employment uses.

Iceni advised on planning strategy and led extensive preapplication discussions with a wide range of statutory and technical consultees, and subsequently led the preparation of a comprehensive planning application on behalf of MODA and Audley. Iceni assisted both clients in negotiating the heads of terms of the S.106 Agreement and helped draft extensive and complex planning conditions in collaboration with the Case Officer. The application was supported by planning officers and received a resolution to grant at Planning Committee in March 2020, subject to signing of the S.106 Agreement.

Manor Road

Chigwell

Authority: Epping Forest District Council

Proposal: Redevelopment to provide a 105 Independent living units, with internal wellness hub

Status: Site allocated in the Local Plan

Iceni has worked with both Chigwell Parish Council and Epping Forest District Council to secure an allocation in first the emerging Chigwell Neighbourhood Plan and then the New Local Plan.

We worked with a varied consultant team to identify that there was an overwhelming need for care and accommodation for older people in the District and the absence of any alternative sites to meet this need. This includes production of a Site Search by Iceni Projects which has been accepted by the District Council to demonstrate that this is one of the few sites that can deliver the care and accommodation needed by this sector of the community.

In addition, the site adjoins Chigwell Cemetery, which is beginning to reach capacity and so the development would also donate land to the Parish Council so a new cemetery site does not need to be found. This has been crucial in bringing the Parish Council on board in supporting the site’s allocation.

The proposed scheme has been praised for the high quality design and the process has demonstrated the importance of seeking to involved a respected developer who can deliver this.

Melliss Avenue

Kew

Authority: London Borough of Richmond upon Thames Council

Proposal: Redevelopment of former biothane plant to provide a 89 unit specialist care facility, with private abs communal healthcare, therapy, leisure & social facilities.

Status: Resolution to grant Planning Consent

Iceni Engagement successfully implemented an engagement strategy for an Extra Care facility in West London to deliver much needed assisted living facilities in the local area.

Located in Kew, the proposals seek to redevelop an existing brownfield site into a specialist Extra Care facility with a strong emphasis on community integration through the introduction of communal facilities. This is a central tenet of Red & Yellow’s approach to care, seeking to combat loneliness and provide a home with care, rather than a care home.

Furthermore the proposals will also improve access to Metropolitan Open Land which forms part of the site.

Key benefits of the project include: transforming an unattractive and derelict

Biothane Plant into a modern development of 90 quality apartments; facilitating stateof-the-art approaches to medical care for people with dementia; community facilities such as a children’s play area and community café to improve interaction with locals and deliver for the community as a whole.

Ongoing and effective engagement with elected members of LB Richmond Council, local residents and GLA officials was essential to the project, especially during a period of significant political change that saw an entirely new administration and all new ward councillors being elected to power following the local elections.

Following submission of the planning application we supported Red & Yellow in implementing a support generation campaign, which resulted in over 250 support representations submitted to Richmond Borough Council.

Stonehouse Park Sevenoaks, Kent

Authority: Sevenoaks District Council

Proposal: 800 dwellings, retirement care community providing 180 units, a sports hub including hockey and rugby pitches, a 1FE primary school, a village centre, over 3,700sqm B1 employment floorspace as well as public open space.

Status: Awaiting Determination

Stonehouse Park is a proposal for a new settlement in the Green Belt in Sevenoaks comprising: 850 new homes; state of the art sports facilities and pitches for Sevenoaks Hockey Club and Sevenoaks Rugby Club; a primary school; a business hub; a new local centre; a retirement village and extensive parkland. The site is the former Broke Hill Golf Course.

Iceni’s strategic planning team is providing Quinn Estates with consultancy advice on employment land, socio-economic, and open-space matters. We produced a series of technical assessments that that formed part of the planning application.

The outputs included an Employment Land Assessment to justify the quantum of employment; Open-Space assessment to demonstrate the need for the sports facilities; a socio-economic assessment that formed part of the EIA and an Economic Benefits Assessment to highlight the benefits the scheme has the potential to deliver.

We also prepared matters statements and appeared at the Sevenoaks Local Plan examination in public in respect of housing need, employment land and open-space.

Economic Benefits of Development at Stonehouse Park, Sevenoaks

This infographic provides an overview of the economic benefits that could be delivered through the development of a mixed-use development at Stonehouse Park, Sevenoaks. The proposal will provide up to 850 residential dwellings (including 25 self-build units), a retirement care community providing 180 units, a sports hub including hockey and rugby pitches, a 1FE primary school, a village centre, over 3,700sqm B1 employment floorspace as well as public open space. Stonehouse Park is expected to deliver a wide range of economic benefits during both the construction and operation phases which will contribute positively to the local economy.

St Luke’s Hospice

Thurrock

Authority: Thurrock District Council

Proposal: 80 homes and a hospice

Services: Planning | Engagement | Transport

Status: Permission granted

Iceni Projects secured planning permission for 80 homes and a new hospice at Malgraves Farm for Skye Strategic Land.

The site is currently has two developers on site. Redrow Homes (Eastern) Limited are developing the residential component with the first homes delivered in December 2019 and Skye Strategic Land are developing the hospice which is scheduled to be completed by August 2020.

The proposed hospice will be delivered by St Luke’s Hospice. St Luke’s Hospice is a charity which cares for people whose illnesses are no longer curable, enabling them to achieve the best possible quality of life during the final stages of their illness. St Luke’s Hospice care for patients through its in-patient unit, out-patient clinics and day care unit, and numerous supporting services, encompassing support from post diagnosis, bereavement and survivorship.

The consented scheme will bring significant benefits arising from the need for a policy requirement to positively respond to an aging population in Thurrock as well as an ability to prioritise the delivery healthcare improvements in Thurrock; the requirement to provide a 5-year housing land supply, as defined in the NPPF; the linkages to London Gateway Port and Logistics Park and Thames Enterprise Park; highway / safety improvements within the nearby vicinity; and a newly created publicly accessible open space, with enhanced ecological value.

In addition to industrial, logistics and other employment provision, we also have significant experience of mixed-use projects, including residential, employment, and other commercial and community uses, for example:

GREENFORD, LONDON BOROUGH OF EALING

Iceni was instructed by Greystar to lead the preparation of a detailed application at the former GSK headquarters site in LB Ealing.

This application obtained approval for a residential-led mix of uses including: 1,965 new homes (including an element of affordable housing); 21,443 sqm of flexible commercial and community floorspace in use classes A1, A2, A3, A4, A5, B1, D1 and / or D2, a new two-form entry primary school, new pedestrian bridge across the canal, car and cycle parking, landscaping and associated works.

FORMER FORD STAMPING PLANT, LONDON BOROUGH OF BARKING & DAGENHAM

Our role on this is to support our client in maximising the value of their investment during the planning stage. A number of our clients have obtained former industrial brownfield sites in lower value areas. In the case of this site, Iceni are advising Dagenham Dock Limited, on the extensive redevelopment of the 20-hectare site at Dagenham Dock.

Iceni are advising on the preparation of a comprehensive, phased masterplan to facilitate the development of c.3,000 new homes and supporting commercial and community infrastructure.

ANGLIA SQUARE, NORWICH

Iceni coordinated the submission of a planning application to redevelop this large site in the centre of Norwich. The new scheme will provide two new central Plazas designed to significantly enhance pedestrian and cycle movements through the site in a legible and safe manner. It will be defined by a new ‘Landmark Tower’ of up to 25 storeys in height, and includes residential, cinema and retail space.

ST GILES CIRCUS, CENTRAL LONDON

Acting for Consolidated Developments, Iceni advise on the St Giles Circus development in the West End. The scheme includes a ground-breaking urban gallery which will provide a publicly accessible curated space incorporating digital screens, in conjunction with a 2,000 capacity music and events venue and a mix of retail, leisure, hotel and office use, with rooftop restaurants and bars and the refurbishment of two listed buildings.

SLOUGH TOWN CENTRE

Iceni have been instructed by Green Monarch (Investors) and Catalyst Capital (Assets Manager) as the Planning Consultant, to lead on the planning application strategy and submission for the redevelopment of the Queensmere and Observatory Shopping Centres – in redeveloping the site for c. 1,000 residential units and over 750,000 sq.ft of new retail, leisure, and commercial floorspace. The scheme will also deliver enhanced public realm, in helping to regenerate the town-centre as a whole – and reinstate Slough’s Regional status.

Ian is always seeking to identify opportunities to add value for his clients, and to further the growth of Iceni Projects.

Having previously been a director at Town Planning Consultancy and in turn RPS, Ian has experienced working for both private-run and PLC planning firms. In turn, Ian worked for a private property company, led by two entrepreneurs, where he both acquired sites and managed them through the planning process.

Ian has taken the key ingredients that made those businesses successful and instilled them into the fabric of Iceni: A business mind-set characterised by hard work, strategic vision, common-sense, topical awareness, and speed of thought.

Ian relishes working with clients, be that on site identification, business planning or project strategy.

Ian currently works on a range of strategic, retail, and residential projects, and also serves in an advisory capacity to a number of property companies.

Jamie has a strong technical understanding of planning, with a wide range of experience on complex development projects.

Jamie works on a variety of different schemes including large strategic greenfield developments and complex brownfield developments. He seeks to build relationships with officers and deliver collaborative solutions to technical and practical issues. Jamie also advises a significant number of clients when acquiring sites and prides himself on delivering a highly commercial insight in to the relevant planning constraints and opportunities.

Jamie has worked on a wide range of care and age-friendly housing projects ranging from retirement communities through to assisted living schemes and everything in between. He is Iceni’s Sector Lead on Care and Age-Friendly Housing.

As well as being a regular commentator on the issues facing the sector, he also seeks to influence change on Government policy having previously undertaken a secondment as a Planning Policy Advisor for HM Treasury and produced the Housing in Later Life toolkit with HousingLIN and support from MHCLG.

Added Value: iSite

iSite pulls together a number of services to enable the promoter of a project – but equally the respective consultant, local authority, consultee, local community and wider interested party – to gain the knowledge and understanding of a site or location that historically has only been possible from an in-depth site visit. Moreover, many projects are of the size and scale that even a physical site visit renders difficult to comprehend.

The key focus of iSite is to provide an intelligent digital design and consultation tool. This incorporates the use of drone photography, 360° camerawork (think Google Street View for buildings), interactive, virtual consultation halls and project web sites that can pool together all of the information for effective file management and sharing. So whether you need to initiate an initial site survey appraisal, team site visit, pre-application meeting, public consultation event or committee presentation, iSite can help.

The teams role is to assess, predict and influence change across the development industry. In practice that means exploring how places and people will function in the future, analysing existing barriers and providing strategic advice which aligns with clients goals and aspirations to ensure development is fit for the future.

The team doesn’t claim to be experts in every new discipline or product, but they understand the existing barriers and outdated development processes that persist across the industry and the importance of working innovatively and smarter to deliver client visions and change that actually works. It’s understood that each client will need tailored advice and the Futures team look to work collaboratively to provide advice which is tailored to a specific site, company strategy or product. Iceni Futures: Smarter Sustainability

The Sustainable Development Scorecard

The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPFbased assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective.

The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard.

The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commissionaims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
