We passionately believe that West Horndon is one of the best locations in the South East of England to deliver strategic scale development.
West Horndon has all the right attributes to support strategic scale growth – it has the key infrastructure and jobs to support sustainable living and working, but just lacks the requisite homes and the highest standards of 21st century placemaking.
Iceni identified the opportunity for strategic scale growth at West Horndon and with the majority of the land being in one principal ownership, we took it upon ourselves to advance the land forward as a development opportunity prior to assisting an existing longstanding and valued client to agree promotion terms with the landowner. Iceni is promoting the land through the Development Plan process, with all teams and disciplines engaged to accentuate the compelling case for development that exists.

Iceni Projects has a strong and committed presence in the Thames Estuary.
East Tilbury is strategically well-placed within the Thames Gateway. It is positioned to the east of London, it is well connected by rail and the Strategic Highway Network (with the existing A13 and proposed Lower Thames Crossing) and has superb place-making potential.
Iceni has been promoting land at East Tilbury since the inception of our company in 2005, with the land’s Green Belt status and repeated Local Plan delays hampering aspirations to deliver the strategic-scale growth that the settlement can accommodate. Notwithstanding, 300 homes were granted via a Public Inquiry appeal in 2010 and a large scale planning application was submitted for 1,000 homes linked to an associated relief road in 2022.

Iceni Projects successfully promoted a 30 hectare Green Belt site through the Guildford Local Plan process, securing its removal from the Green Belt and allocation for 550 residential dwellings as part of an urban extension to the village of Send. The scheme will deliver a sustainable, well designed new residential community to help meet the identified housing needs of the Borough, and create a more logical and clearly defined southern boundary to the village.
Iceni subsequently secured a hybrid planning permission for the residential-led development of the site, alongside a separate application for a Suitable Alternative Natural Greenspace (SANG) on the opposite side of the A3.

Iceni secured a Neighbourhood Plan allocation and two subsequent detailed planning permissions for 72 and 65 homes to the south of Lenham railway station.
Iceni established a good working relationship with officers at Maidstone Borough Council, as well as key consultees such as Kent County Council Highways, the Kent Downs AONB board and the Environment Agency.
Iceni supported our client, the landowner on development Plan and Development Management matters and supported them in disposing of the land parcels to a housebuilder.

Highland Court Farm and Canterbury Business Park is a strategically significant existing Business Park located just off the A2 in Bridge, Canterbury, and within the Kent Downs Area of Outstanding Natural Beauty.
Iceni has been promoting the site for an expanded commercial-led development through the Development Plan process since 2015, with the site considered to be a critical element for Canterbury’s spatial strategy. The land has subsequently been identified for an extension to the Business Park for 51,400sqm of B8 and viticulture uses in the emerging Local Plan.
Our clients, Hico Group and Quinn Estates, have partnered with Chapel Down and Defined Wine to prepare and submit a planning application for the development of an industrial winery for Chapel Down, wine storage facilities for Chapel Down and Defined Wine, and an associated rural employment zone comprising ancillary light industrial, commercial and community uses.
Iceni provided planning, socio-economic, heritage and sustainability support to convey the very significant economic benefits of the proposal and demonstrate its acceptability against the backdrop of AONB policy set out in the NPPF.

Iceni Projects secured planning permission for a neighbourhood extension of the market town of Ashby-de-la-Zouch on behalf of the ‘Money Hill Consortium’ made up of Cogent Land LLP (a strategic land partnership), Bloor Homes and Taylor Wimpey.
Money Hill is a proposed neighbourhood of 605 dwellings, a school, a medical centre, a community hall, extra care facility and 13 hectares of public open space and woodland close to Ashby-de-la-Zouch town centre.
The project required significant land promotion and development management work with Iceni providing Planning, Transport, Sustainable Development and Design expertise.

Proposal: Neighbourhood extension

Iceni Projects were instructed by W.E Black Ltd to secure planning permission for an Outline Application for an 86 home residential development on an edge of settlement site in Waverley District.
The application was refused for 6 reasons and was pursued to appeal. This was an expected outcome, as despite Waverley being unable to demonstrate a 5 year housing land supply, the District were unwilling to grant planning permissions on unallocated sites.
An informal hearing took place in January 2022 and the appeal was subsequently allowed. Iceni supported our client with disposal of the site to a housebuilder.
Iceni led and provided expert witness support for a successful appeal of the refused scheme, which was granted in March 2022. We then supported with the sale of the site to Vistry Homes to advance a suitable reserved matters application and delivery of a high quality neighbourhood extension of the settlement.

Iceni obtained outline planning permission for up to 250 homes, commercial and industrial areas, and approximately 16ha of open space in 2017 for Quinn Estates. The outline planning permission was the culmination of a site promotion that was pursued through the Canterbury Local Plan and planning application route simultaneously, with Iceni pressing the Council on 5 year land supply at EIP.
Iceni supported Quinn with disposal of the residential component of the extension to Redrow and provided planning, sustainability and environmental support to Redrow to help secure planning permissions for two phases of residential development against a challenging backdrop of the area being at the coal face of developing nutrient neutrality advice and positions adopted by Natural England and the Environment Agency and a culture of third party Judicial Reviews to major development taken in the area. This led Iceni to supporting Redrow in defeating to JR claims and navigating a way through to deliver the homes secured in the original outline permission, as well as securing additional development at the location on behalf of both Redrow and Quinn Estates.

Iceni Projects secured outline planning consent for 100 new homes and land for a primary school on a greenfield site, to form an urban extension to the historic town of Saffron Walden.
We provided inputs Masterplanning, Planning, Transport and Community Engagement services. This involved working closely with the developers on the adjacent site to accommodate a link road to connect the sites and alleviate transport and air quality impacts on the town centre. The masterplan seamlessly links to existing committed development on its northern edge, as well providing new sports pitches and a network of open spaces.

Iceni has supported Quinn estates in securing a neighbourhood extension of 162 homes and commercial development at a small but strategically located settlement in Folkestone & Hythe. Our services, which included planning, heritage, archaeology and sustainability, has helped Quinn to deliver a broad tenure of housing at the site, with the residential development nearing completion.
Separately, Iceni has supported Quinn in advancing a second separate neighbourhood extension for residential and village infrastructure at Sellindge to complement the 162 home development and deliver Sellindge’ proportionate contribution to the District’s growth strategy. Iceni has provided advice tom address key planning issues including nutrient neutrality, community infrastructure provision, heritage impact and housing delivery both within and outside of the District’s Plan Strategy.

Proposal: 11 hectare waste development into homes and commercial use

Iceni Projects has submitted a hybrid planning application for circa 500,000sq. ft of commercial and up to 40 affordable homes on land designated Green Belt at Hersham, North Surrey.
Despite the land’s Green Belt designation, much of the land is previously developed and uses for a range of waste and non-waste uses through the 10 year rule. Furthermore, the site is safeguarded for waste management and identified for further waste development in the Surrey Waste Plan, subject to demonstrating very special circumstances. The application veers away from the Waste Plan designation through a mixed-use commercial-led redevelopment and has been reverse engineered to result in a reduction in HGV movements, a key benefit given the suboptimal local highway network and nearby residential streets.

Iceni Projects previously advised on a greenbelt release site in Bearsden, East Dunbartonshire for 100 units.
Iceni Projects ran representations to the previous Local Development Plan and in parallel ran a full planning application on behalf of the client. Despite the site still being part of the greenbelt planning permission was granted by the Council, given the progress made with the emerging Local Development Plan at this time. We are now promoting a second phase for this development for a further 70 units.
The approach taken with phase 1 in working with the Council to deliver a sustainable settlement extension was positively welcomed by the Planning Authority. This is one of the only sites granted planning permission (by the local authority) while it was still part of the greenbelt in the adopted Local Development Plan. As advised above we have recently submitted a comprehensive representation to the emerging Local Development Plan in respect of a second phase proposed for greenbelt release.

Proposal: 120 homes in greenbelt

Iceni Projects previously advised on the Local Development Plan promotion, Planning Permission in Principle application and then successful appeal on a greenbelt site in East Dunbartonshire for Barratt Homes (circa 120 units). This was initially on behalf of the landowner before the housebuilder acquired the site.
This appeal success is one of the only positive decisions to come from the DPEA in Scotland, in East Dunbartonshire on a greenbelt site, in recent times. It was shown that there was a shortfall in the effective 5-year housing land supply and that despite the Council’s view to the contrary the site was considered a sustainable settlement extension against the Planning Authority’s own site scoring matrix. The development has created a new edge to the eastern side of Kirkintilloch and provided a very successful site for the house builder, including an element of affordable provision.

Iceni Projects are providing strategic planning advice to Derwent London Green Energy Ltd in respect of a proposed solar farm development at Lochfauld Farm in north Glasgow.
Iceni Projects role involves the co-ordination of a large multi-disciplinary team to advise on planning strategy, environmental impact assessment, archaeology, heritage, socioeconomics and consultation with the local community and key stakeholders. This pioneering and innovative project would be the first groundmounted solar farm within the Glasgow City Council boundary.
The proposed solar park development will involve the installation of ground mounted photovoltaic panels with associated infrastructure to generate up to 18.4MW of renewable energy which will feed directly into the local electricity grid network, and positively contribute towards national energy targets, in particular the Government’s target of achieving net-zero greenhouse gas emissions by 2045.

On behalf of James Craig Ltd, Iceni Projects promoted land at Holmston Old Toll through the South Ayrshire Local Development Plan process for residential-led development. The site comprises a predominantly greenfield site on the edge of the Ayr settlement boundary.
In March 2022, Iceni submitted an application for planning permission in principle for residential led development at the site. The proposed development would deliver a new crossing of the A77, providing enhanced active travel routes between the site and Ayr town centre. The development would deliver neighbourhood retail facilities and enhancements to the road infrastructure surrounding the site to facilitate the proposed development and deliver benefits to the baseline road position. The application for planning permission in principle was accompanied by a Socio-Economic Benefits Statement prepared by Iceni.

Callum Fraser of Iceni Projects provided Murray Estates with planning advice in support of the development of a 53ha former open-cast coal mine site in eastern-Kirkcaldy.
Initially securing a ‘Strategic Development Area’ allocation within the Local Development Plan, Callum was responsible for coordinating a planning permission in principle application for a major mixed-use development comprising 1100 homes, commercial/business and retail use, community facilities and education provision.
Permission was secured in 2014 with the first phases of the Kingdom Park development commencing in 2019. Iceni Projects continue to advise Murray Estate on the detailed aspects of the overall development, including approval of matters specified in conditions applications, amendments to the originally consented masterplan, preparation of development briefs for each phase of development and application to vary conditions.

Proposal: 601 units for residential development on green belt land

Callum Fraser of Iceni Projects advised the landowners of this 70ha site in South Wishaw in relation to a major application for planning permission in principle for residential development (601 units) on green belt land.
Callum undertook statutory public consultation and pre-application discussions with North Lanarkshire Council before co-ordinating preparation of the planning application and managing it through to determination.
Following the application’s refusal by committee, Callum ran the appeal on the client’s behalf. Following an appeal hearing and numerous further information requests, in June 2018 the Reporter determined that permission in principle should be granted. It is understood this represents one of the largest green belt releases to be granted permission on appeal in Scotland.

Iceni Projects are advising CALA in relation to their settlement expansion plans in Aberdour, a historic coastal village in Fife. This major development proposal relates to a 5.44 ha edge-of settlement site within the designated ‘countryside’ area.
The proposal has proved to be highly controversial locally, attracting a large volume of public objection. Iceni Projects were responsible for coordinating the application for planning permission in principle.
Having presented robust housing land supply arguments, detailed supporting technical submissions and following lengthy negotiations with officers, a positive recommendation to Planning Committee was secured. Following Committee refusal and resulting appeal process, in May 2019 the Scottish Ministers upheld the appeal and granted planning permission in principle.
Iceni Projects are now advising CALA in support of the approval of matters specified in conditions application which we will shortly submit on their behalf.

Proposal: 29 homes, including affordable homes; and open space

On behalf of Mactaggart & Mickel Homes, Iceni Projects promoted Phase 1 and Phase 2 of Crofthead, Bishopbriggs for housing through the recent East Dunbartonshire Local Development Plan process.
In 2022, Iceni Projects successfully attained planning permission for housing at Phase 1 of the site. Phase 1 would deliver 29 units including affordable housing on site. Iceni continue to advise Mactaggart & Mickel on the planning strategy for Phase 2 which will include promotion of the site through the forthcoming LDP process.
The site is subject to a number of designations including part of the site being designated as open space and a Local Nature Conservation Site (LNCS). The site is also located in close proximity to the Antonine Wall World Heritage Site and the Forth and Clyde Canal Scheduled Monument.
The development would deliver much needed new high-quality housing for the East Dunbartonshire area, including delivery of affordable housing, open space and biodiversity enhancements.

Iceni Projects provided strategic planning consultancy services to support Mactaggart & Mickel Homes in the promotion of the Gartness Road site in Drymen through the Local Development Plan process. Iceni then successfully secured planning permission for a new residential development at the site.
The site occupies a sensitive location in Loch Lomond & the Trossachs National Park, within the village of Drymen. As a result of the location, the proposal required a significant amount of engagement and negotiation with Loch Lomond & the Trossachs National Park, Stirling Council, the local Community Council and a number of other local organisations.
Iceni Projects led these discussions and secured planning permission for 88 new homes. 50% of the homes will be affordable housing, with 30 social rent and 14 discounted for sale units. The development will also provide a new upgraded and extended public car park as well as a natural play space.
Iceni Projects successfully demonstrated that it would be appropriate to bring forward both the short term and long-term (post-2027) housing allocations at the site due to the significant benefits that would result from the early delivery of the site.

Iceni Projects recently advised on the Local Development Plan promotion and subsequent planning application for 40 units in a sensitive rural site in Killearn.
This was a large development for the settlement and careful community consultation and collaborative working with the planning authority was key to the delivery of this development.
This site was up against a competing location through the last Local Development Plan for release. Working with a proactive client and multi-discipline project team Iceni Projects managed to convince the planning authority and DPEA appointed Reporter that this was the best site for greenfield release in Killearn at the time. Part of this was through progressive consultation and a significant amount of up front supporting information being prepared for the Local Development promotion period.

Iceni Projects presently advising on one of the largest land releases in West Edinburgh for the land owner West Craigs Ltd (up to 2000 units initially).
This was a greenbelt release site that we had been promoting for a number of years. Planning Permission in Principle was granted at appeal in September 2019, we are now running a number of AMSIC applications on the site. We are continuing to promote other land holdings in the area for this client.
This has been a long-term strategic promotion of one of the most connected sites in West Edinburgh. Iceni has been supporting Mulberry Homes to co-ordinate and submit a reserved matters submission for 364 dwellings and supporting neighbourhood facilities as part of the wider redevelopment of Waterbrook which includes a new international truck stop and commercial business park. The site is a strategic allocation with the Ashford Borough Local Plan 2030.
The application is currently awaiting determination as issues around nutrient neutrality are addressed with Natural England. This includes a strategy to offset through taking the existing truck stop out of use and the provision of an on-site wetland. It is anticipated that planning permission will be granted and works will start on site in 2023.

Iceni are providing planning consultancy services to assist Cala Homes to deliver a new residential-led development at Maidenhead Golf Course in the Royal Borough of Windsor and Maidenhead (RBWM). This site was released from the Green Belt and allocated as part of the wider South West Maidenhead allocation (AL13) in the Borough Local Plan (2022) and is anticipated to deliver up to 1,800 new homes (of the wider 2,600 home allocation), a local centre, primary and secondary school as well as a range of open space and landscaping.
The site is being delivered as part of a joint venture with RBWM (as freeholders of the site) through their property arm (RBWM Property Company). A Planning Performance Agreement (PPA) was agreed with the Council, under which monthly pre-application meetings have been undertaken alongside workshops with key consultees. Two rounds of public consultation, engagement with local stakeholder groups and two Design Review Panels with Design South East have also been attended as part of the application preparation. An outline application, with all matters reserved except access will shortly be submitted to the LPA.

Iceni’s Design and Landscape team have been leading the project at North East Stevenage, which comprises a settlement extension on allocated land, for around 600 dwellings, a primary school, a community centre, allotments, and associated open space and infrastructure.
The site is heavily constrained, and Iceni have been working with the various consultants to achieve the placemaking visions, whilst accommodating the various land uses, and limiting and mitigating landscape, heritage, and ecological effects.

Iceni is promoting a strategic new settlement around Ashwell & Morden Station in Cambridgeshire. The project is currently at the Development Plan Promotion stage, with the opportunity having been identified by Iceni.
The land possesses all of the necessary characteristics to support a high quality strategic-scale development, with the opportunity to correlate infrastructure, homes and jobs in a high integrated way, with the opportunity to create an exemplar place. Lorna utilises an analytical approach and attention to detail to deliver positive results for clients.
Lorna joined Iceni Projects having worked within the Economics and Regeneration Team at a leading London based planning consultancy.
The focus of her work is producing and advising on socio-economic impact assessments for a wide range of development projects including residential, commercial, mixed-use and transport uses to support planning applications and to form part of Environmental Impact Assessments. She also has experience in preparing health impact and equality impact assessments for major projects.
Lorna has also led on the preparation and submission of planning applications – co-ordinating multi-disciplinary project teams and successfully negotiating with local planning authorities.
She also has experience promoting strategic housing and employment sites through the local plan process and has undertaken employment land, local economic assessments and growth option studies for both public and private sector clients, drawing on her aptitude to decipher technical evidence.

Whilst James has successfully promoted substantial greenfield and brownfield development proposals throughout an ever lengthening career, he is equally as excited to work on smaller-scale development proposals, which have a tendency to raise planning issues that often prove equally as complex and intricate to resolve.
James leads Iceni’s Strategic Planning team, who specialise in understanding and explaining the environmental, economic and social effects of development proposals and strategies. The team produces an array of studies that measure and profile the benefits that development can bring to communities and the valuable contribution it will increasingly make to creating a more sustainable world.
Irrespective of the scale, complexity or societal benefits of a development proposal, it will always attract local opposition, which makes decision taking harder.
