Short-term rental complaint could change ordinances BY CAROL BROOKS NEWS FREELANCER cab1hp@gmail.com A complaint between neighbors of the Yorkshire subdivision has led Jamestown Planning Board members to consider a new town ordinance, which they discussed at the Oct. 9 meeting. Marty Jones owns a house at 608 Havershire Drive. When he and his family moved in, they realized the dwelling was too small and purchased another, larger, house – but kept the Havershire house. The family now rents that house for shortterm occupancy, similar to a bed and breakfast. The property is located on a cul-desac and is surrounded on two sides by undeveloped land. “The zoning laws are being violated,” said neighbor Ronnie Hancock, of 605 Havershire. “They’re running a business in a residential neighborhood.” Hancock presented a document signed by 28 Yorkshire neighbors opposed to Jones’ house being used as a bed and breakfast-type business. He cited street safety with children playing in the street, security, horror stories and declining property values as issues with this type of rental activity. He did not offer any examples of disturbances from 608 Havershire, just pointed out that it was a zoning violation. Jones stated that he wasn’t doing anything other than what many people do during events like the High Point

He mentioned PGA Tour pros coming to the Wyndham Championship; High Point Furniture Market; High Point University and UNCG families for graduation, homecoming or sporting events; those looking to purchase a home in the area; business executives and others. Jones said he does use online booking services like Airbnb but that is not his only source of finding renters. He added that family members often stay in the home as well as his business associates and none of them pay for the privilege. “The neighbors don’t know who are my relatives or who comes from (an Airbnbtype business),” Jones said. “To me, we’re not harming anyone by doing what we’re doing by allowing our friends and family to come and to stay in the home. “I don’t feel the need for regulation is there,” he said, adding that the home is not rented every day of the year. Sherrie Richmond, an ETJ representative on the Planning Board, pointed out that if she rents a room during the Furniture Market, she knows who she is renting to, rather than a business like Airbnb, which would bring unknowns into her home. Hancock feels this is a different issue from renting to Furniture Market visitors. “We can’t regulate who occupies a structure,” said SEE RENTAL, PAGE 2

Students and staff at CJ Greene Special Education Center were treated recently to a harvest party. It was not a traditional party with ice cream and cake. Rather it was an opportunity for students in every classroom to experience the gathering of sweet potatoes planted by those in Class 104. Anyone who wanted to help could dig the potatoes, and others could observe as the long, tuberous root vegetables were pulled from the dirt. “We hoped that by having other

classes participate, they would join the project,” said Constance Turrentine, the teacher in charge of Greene’s Giving Garden. Teacher assistants Maurice Moore and Kelley Carlton are also important members of the team that oversees the garden. Karla Ewald, career technical education lead specialist, along with students and staff, constructed raised plant beds behind the school two years ago. The garden, which is a curriculum based science project, has yielded a variety of vegetables including peppers, tomatoes, cucumbers, honeydew melons and butternut squash; herbs such as basil and peppermint; and

even the sweet-tasting stevia plant. Butternut fries and spaghetti squash take the students beyond traditional familiar vegetables and teach them to be artistic with their food. “We have tasting parties in the classroom and share food with families in the school who can use what we grow,” Turrentine said. “A few staff members brought students during the summer to water, weed and harvest our summer vegetables. We shared our bounty with friends who worked at Ragsdale High School.” Students have learned that in SEE GREEN, PAGE 3

Guests at Literary League luncheon thrilled by author North Carolina author John Hart not only lives in the state, he has used it as the location for all five of his novels. “I cannot imagine setting a novel any place else,” he said. Hart has won two Edgar Allan Poe Awards for Best Novel, one in 2008 for Down River, and the second in 2010 for The Last Child. He is the only author in history to win that award for consecutive novels. He also won the Barry Award in 2010 for The Last Child, the SIBA

Book Award in 2012 for Iron House, and the Ian Fleming Steel Dagger in 2009 for The Last Child. When speaking at the 2017 fall High Point Literary Luncheon at High Point County Club on Oct. 4, Hart acknowledged that his first two novels were far from award-winning tales. In fact, they were never published. “I decided to write in a different style,” he said, “to make the stories character-driven instead of plot-driven. I learned to take deep meaningful characters and put them into exiting situations. I want the characters to be real enough that readers remember them after they put a book down.

“I also wanted to write books my wife would respect. I like an adrenaline rush from a story and she likes the emotional side of characters. My books appeal to us both – the fast pace I enjoy and depth of characters she enjoys.” Accountant. Lawyer. Author. Hart’s career as a writer has been a progression. He calls it a 15-year success story. He became a lawyer for lack of another career path he felt was better. He wrote his first and second “failed” novels while in law school. Magic Week By Carol reed JAMESTOWN LIBRARY

I have always believed in magic. I know, naïve, but maybe some magic is true. I still believe in fairies, mermaids, and UFOs too. National Magic Week is proclaimed to be October 25-31 this year. “Richard Bowman, National President of The Society of American Magicians, proclaimed the week of October 25 to October 31 2017 as National Magic Week throughout the United States and Canada. For more than forty years, the Society has recognized the anniversary of the death of Harry Houdini with a special “week” of events to highlight the charitable work of the Society throughout the year. During the year, the members of the Society donate performances for senior citizens in nursing homes, in VA Hospitals, for schools and libraries, and for children who cannot afford the luxury of live entertainment. The free shows are part of service programs sponsored by the S.A.M. and follow the example set by Harry Houdini, a past National President of the Society.

JAMESTOWN Magic Week is when the magicians celebrate this service. Public magic events and exhibits will be taking place all over the country. Each year governors, mayors and other governing bodies throughout North America are requested to issue proclamations declaring the last week in October as National Magic Week, encouraging magicians to participate in the activities.” From the Society of American Magicians Jamestown Library can’t turn you into magicians, but we can offer some fun audio books, DVDs and books for checkout. All the Magic Tree House books for young readers take children to other times and other places magically. Jack and Annie explore other countries, states, and times. They swim with dolphins, fight dragons, and surf waves. So far, author Mary Pope Osborne has always gotten Jack and Annie home safely in time for dinner.

Just Reminiscing

Another educational series in print and DVD is The Magic School Bus series. Joanna Cole began writing these books for children years ago. The project turned in to an animated television show. The books and cartoons teach parts of the body, insect invaders, the water cycle, volcanoes, electricity, and so on. This magic school bus can travel through space or water, go inside electrical systems or digestive systems, and cross deserts. It can fly like a bee, hop like a frog, or escape sharks. The DVD Penn & Teller’s Magic and Mystery Tour may teach some tricks. 101 Cool Magic Tricks (Whiter), The Klutz Book of Magic (Cassidy), and The Magic Show (Friedhofer) are all books to help children learn a few tricks to dazzle their peers and parents. Give magic a chance. Now showing: Frankenweenie on Saturday morning at 10:15 for families. Then on Tuesday next week, at 7 pm, historian Mary Browning will speak about our historical markers in Jamestown. Visit Jamestown Library for both magical events.

The sweet potato, as North Carolina’s official vegetable, was a natural choice to grow. Slips from the potatoes were placed in water. The resulting plants were transplanted into a waist-high bed and cared for until ready to harvest. Winter vegetables scheduled to be planted include cabbage, spinach and Brussels sprouts. Another lesson gleaned from the garden project was recycling the gel in clean diapers and mixing it with soil to help maintain moisture for the plants. This year, students also are going to discuss composting. “The garden is bringing a real world experience to the students,” Turrentine said. “It encourages them to make healthy choices in the food they eat. Although many of the gardening activities have to be

adapted in order to work with the students’ abilities, what they are learning could possibly translate into vocational skills for future jobs.” The garden is serving as more than a science lesson. It is bringing students together socially, helping them to make friends as they work side-by-side. “I see them greet each other more,” Turrentine said. “The garden is a start. It is a labor of love. I hope to begin a garden club for students who are interested. “We are educators, but also a family and want to be inclusive in the community,” Turrentine added. “We want to partner with the community in order to sustain the project. The Trees of Jamestown and Home

There is something about fall that brings the trees around us back into focus. Perhaps it is the crunch and crackle of their fallen leaves beneath our feet or the riot of color that wakens us from our mental summer slumber. A few days ago, I was noticing the trees that surround our old home place on Bales Chapel road and a flood of memories came back. More than once I heard my father say about the giant hickory nut tree that stands by the barn, “That’s one of the tallest trees in Jamestown. I can stand on Main Street a mile away and see it.” He hung our chain swing from its lowest limb where as a small child I swung and thought about the new big world around me. There is the old pecan tree by the kitchen window that despite its million woodpecker holes produced more pecans last year than all of its young surrounding upstarts. The massive maple tree that towers over the living room window. In 2005, I was so distraught by a dream that it was destroyed by a tornado that I recorded it in my journal. I was stunned when in 2007, according to the eye witness of a neighbor, a small tornado took out almost half of it during a summer thunderstorm. Fortunately, it fell parallel to the house and caused no damage. The tree provided shade for my elderly mother in a downstairs bedroom during the last years of her life. She did not want air conditioning installed so even during the heat waves of the 1990’s the shade of this massive tree and a floor fan kept her cool. It still stands, lopsided, but providing shade and shelter. The maple tree that shaded our play area. It was a jungle gym in itself as we climbed and swung on its branches. I can see myself at age 12 sitting in the smaller maple tree by the mailbox, hidden by its thick green leaves reading “Treasure Island.” Jamestown is truly blessed with beautiful hardwoods. I still see trees that I can remember from my childhood. While walking a month or so ago I was caught in a heavy downpour. I ran to one of the large cherry trees that stand between the street and City Lake pool. I had to wonder if it was one of the same trees that my mother sat beneath fifty years ago as she sat and watched us swim. There is the old black walnut tree that bends over Dillon Road at the bridge, the tree by the Mendenhall store we’d pass every Friday night as we would go to McDonalds for a hamburger. As a young woman, tired and sleepy, returning late at night from Greensboro, I would travel Guilford College road. It was dark and narrow back then with a dangerous hair pin curve. When I would see the silhouette of the huge oak tree that once stood in front of Jamestown Friends Meeting, something inside of me would say, “You made it, you’re safe, you’re almost home.” Our trees surround us, seemingly cradle us, watching generations as they come and go. I appreciate Town Hall allowing the mammoth maples despite their age to remain in front. There can be such beauty in old things, especially in trees. When I would see the new construction in and around town, I would feel something unsettling in my soul. A barrenness, a foreign feeling that reminded me of Dorothy’s words to Toto, “We’re not in Kansas anymore.” In writing this, I realize what was upsetting me. The absence of green, of shade, of strong trunks and limbs reaching heavenward. My hope and prayer is that some of the trees will be replaced and not forgotten.

This type of establishment is permitted in zoning districts Single Family Residential, Agricultural, Residential Main Street Transitional, Main Street Periphery, Commercial Main Street Transitional, Commercial, Bypass and Traditional Neighborhood Development. The Town Council amended the ordinance in 2011 to permit bed and breakfasts in SFR districts with a Conditional Use Permit, which the owner must request from the Council. At that time, no requests had been made for a bed and breakfast allowance. “Mr. Jones’ property does not meet the definition of a bed and breakfast, per the current ordinance,” Johnson said. It was noted that according to the Internal

Revenue Service, if a property is rented for no more than 14 days a year, the owner does not have to pay tax on the income. No decision was made regarding a new ordinance. Johnson put forth the possibility of a joint informational workshop between the Planning Board and Town Council to decide if the Town should go forward with a new ordinance. He suggested waiting until after the November elections and suggested a January date after the new Town Council is seated. He added that at the December Planning Board meeting, other people in the area who either book such rentals thru a business or through the High Point Furniture Market could be invited to speak.

Jamestown currently has an ordinance regarding bed and breakfast establishments (Land Development Ordinance Article 10.1-8. A bed-and-breakfast inn is described in the Land Development Ordinance as a private residence that offers sleeping accommodations to lodgers in eight or fewer rooms for rent, is the innkeeper’s (owner or operator) principal residence while renting rooms to lodgers, and serves breakfasts at no extra cost to its lodgers. For the purpose of this definition, a lodger means a person who rents a room in a bed-and-breakfast inn

I attended Jamestown schools. I have one son, Gray Wolfe, who was raised in Jamestown and attended Jamestown schools. I worked for my father, Bow Stafford, in the family real estate business for 14 years prior to employment with the Town of Jamestown. I earned my real estate brokers license in the mid 1980s and continue to maintain an active license. I began working for the Town of Jamestown in 1995 as an administrative assistant. I was promoted to Deputy Clerk and then Town Clerk. I earned the Certified Municipal Clerk Designation from the International and the North Carolina Association of Municipal Clerks. I worked for the Town for 21 years. During this time, I was the Clerk to the Town Council, the Planning Board and the Parks & Recreation Committee. I am very familiar with Town Council meetings, agendas, public hearings, ordinances, resolutions, policies, proclamations, voting responsibility, open meetings law and close session law. Hart added a supernatural element, which he has not done previously. “It is important to take risks in writing and not write the same thing over and over,” he said. “I write what I feel. Otherwise it rings false. I like to push the envelope a bit. “I go to bed every night afraid I will not have an idea for the next book,” Hart said. “It is important to be hopeful in this career.” Judging by the success of his books to date, it seems reasonable to think Hart’s readers also hope his thriller novels continue.

After graduating from Ragsdale High School in 1996, I attended NC State University and went on to live in the Triangle, then High Point, for several years. My husband Cory – a thirdgeneration Jamestown resident – and I moved back to town in 2010 and have enjoyed living across the street from my parents (now just Dad) and a few blocks from his parents ever since. I returned to school in 2008 for a Master’s Degree from UNCGreensboro and now own my own business. Through Engage North Carolina, I work with local nonprofit organizations to help them raise funds for their programs and to get the word out to community members and decision-makers about the work that they do. Most of my career has been in the nonprofit world doing communications and advocacy work. My passion lies in empowering citizens to connect with elected officials in order to make positive change. This is my first run for public office. I am also a volunteer Guardian ad Litem, or advocate for children in foster care. Cory and I have one daughter, Katherine, and two cats, Edgar and Myrtle.

As an author of thriller novels, Hart is sometimes accused of being a dark writer, a term with which he disagrees. “I search for light in dark places,” he said. “I write about people overcoming terrible circumstances.” When writing, Hart only allows himself to read nonfiction. If he reads fiction, he tends to revert to that author’s voice. Hart’s sixth book The Hush is scheduled for

Straughn: Connectivity via walkways and pedestrian bridge on East Fork. Wolfe: In the CIP General Fund, I feel the sidewalk projects of East Main Street, Oakdale Road and the sidewalk and pedestrian bridge for East Fork Road are top priority. In the CIP Water/Sewer Fund, I feel the maintenance of the Town’s infrastructure is top priority. Rayborn: Overall, I believe that projects benefitting the greatest number of Jamestown residents and those that promote resident safety should be prioritized in the CIP. These include projects concerning the creation and upkeep of sidewalks, walkways and restrooms – including making public facilities accessible to residents of all ages and abilities. Setting Town Council term limits has come up several times in recent years as well as a staggered system where all council seats are not open for election at the same time. What are your thoughts on these questions? Nixon: I have always been in favor of staggered terms. The first term I was elected to in 2007, three out of the four elected officials plus the mayor were new in that position. The Council member that was not new had one-term experience. Staggering the terms would help alleviate the possibility of an all inexperienced council. I am not in favor of term limits. I have been part of elections where so many candidates were running that we needed a primary and other times where only four candidates ran for the four positions. It takes some time to understand the process and continuity is paramount to executing long-term goals. Capes: I believe in term limits in all levels of government. At the very least there should be a requirement that after two to four terms (or at most an 8-year span) you would be required to sit out at least one term for that specific office before being permitted to run for it again. Straughn: When I asked the same question of us

In a few weeks the students will meet at Page High School to participate in the all county orchestra clinic. They will work with a guest conductor for two days and do a concert the afternoon of the second day. JMS orchestra students are under the direction of Christopher Henry. during a meeting there was a faint interest. My opinion is that we can lose some experience and wisdom during elections. I also believe that elections keep the ones seeking reelection and Council status on our toes in keeping in touch with our neighbors and town citizens wants and needs. Wolfe: While serving as the Town Clerk, the Town Attorney and I researched the idea of staggered terms for the Town Council. The Council discussed this but no action was taken at the time. The Council terms are established in the Town’s Charter. In order to amend the Charter, it would require the Town petition the State Assembly to vote on amending the Council terms. I believe staggered terms would be a good idea. This would ensure not all the Council members would be up for election at the same time. This would allow there to be an experienced Council member on the Governing Body each term. It is a doable process. If elected as a Council member, I would be in favor of bringing this before the Council for discussion and implementation. Rayborn: I believe that the change to staggered terms could benefit the town, in that there would be continuation of leadership from election to election. Staggered terms could also encourage more candidates to run for seats, potentially eliminating the need for discussions around term limits. The Town Council looked into implementing staggered terms in 2010 and, after hearing a report on prepared by the town attorney, elected to let the issue lay dormant. I support Jamestown voters’ right to have a say on both staggered terms and term limits. Please comment on the fiscal status of the town. Nixon: The town is in excellent financial condition and has repeatedly won awards for the accounting and fiscal responsibility. Capes: We are lucky to have a significant cash reserve thanks in no small part to staying under the watchful eye of Judy Gall-

man, the town’s finance director. In her workings with the town’s leadership over the years and acting frugally, our town remains in a very good position. Straughn: It is my opinion we are in great condition, better than most towns our size in our state. Our staff and finance officer excel at trimming the fat. Wolfe: The Town is financially sound with a healthy fund balance. Currently, the Town has 79.33 percent available fund balance, pending the final audit report due to be completed the end of October 2017. The Town is fortunate to have a finance director that is experienced and keeps the Council informed on the financial status of the Town. Rayborn: Jamestown’s fiscal status is sound.

Football is struggling to figure out how to protect its players, but the NBA’s plexiglass backboards have worked pretty well insofar as not obstructing a fan’s view or sending a splinter into someone’s arm. But we have a problem in Major League Baseball. Times have changed, and the danger that modern athletes wielding supercharged bats at superfast balls is literally ruining lives. A Cubs fan is suing because he took a foul off his eyeball, blinding him and subjecting him to a life of migraines. A little girl was smashed in the face at a Yankees game during the pennant race. baseball, this has got to stop. The game has fundamentally changed. Baseball is now a power game where seemingly everybody is swinging maple bats and pitchers are blowing 100 mph-plus fastballs with astonishing regularity. This was never the case before. Fans used to cheer bunts. Slow balls covered in tobacco spit were splattering off of catcher’s gloves. There wasn’t even a net behind home plate. It was, literally a different ballgame. Then in the 1980s, strikeout king Nolan Ryan was clocked throwing faster than anyone ever before by judges at the Guinness Book of World Records. By the ‘90s, he was still throwing 100 mph on the mound as pitchers like Greg Maddux posted ERAs that rivaled Cy Young’s. An anomaly would be a guy like Mark Wohlers, Kyle Farnsworth and Neftali Perez ... guys who could throw 100 mph with regularity but had a hard time keeping the ball over the plate and in the park. Today, that’s not the case. Seemingly everyone and their little brother throws 100-plus mph. Take Luis Severino for the Yankees, throwing 103-mph

Letter to the Editor Tax & Spend Politicians Our Tax and Spend politicians haven’t helped Jamestown, but neither do comments being spread by some of our neighbors. First, let me correct something that’s being said about one of folks that gives up their time, money, and efforts to make Jamestown a better place for our children and grandchildren. Mr. Frederick ‘IS NOT’ wanting to cut nine (9) holes from our golf course. This is petty gossip! He plays eighteen (18) holes theredo you? In 2016 Jamestown spent $825,750.00 of taxpayers’ money on maintaining the golf course for which ONLY $649,350.00 had been budgeted. Far from being responsible and reliable, don’t you think? Folks, this is your Tax money! Truth - Jamestown has budgeted $230,000.00 for tee- boxes (10) so the women (and possibly some men) can tee-off closer to all eighteen (18) holes. This should tell you something about responsible and reliable leadership that’s been ‘running’ Jamestown into the ground. Since 2011 Property Taxes are up 20% and general fund spending is up 36%. Tax values were only raised on a few properties..The other properties tax values were decreased. Town forgot to mention this, didn’t they?

MAKE HALF YOUR GRAINS WHOLE GRAINS * Choose whole-grain foods more often than refined grains. Make at least half the amount of grains you eat each day whole grains. * Find high-fiber, wholegrain foods by reading the nutrition facts label and ingredients list. * Some common whole grains include oatmeal, wholewheat flour and popcorn.

When it comes to our daily meal routine, change sometimes can be challenging. Studies have shown that it takes between two to eight months to form a new habit. You can create an eating style “habit” that can improve your health now and in the future by making small changes over time, such as eliminating sugary drinks and high-sodium foods. MIXED VEGGIE RICE If using leftover, already cooked vegetables, add them to the hot, cooked rice immediately, cover and let them come up to temperature for 3 to 5 minutes before serving. 1 tablespoon olive oil 1 cup uncooked long-grain rice 1/2 onion, diced 2 cloves garlic, minced 2 teaspoons dried oregano 1 teaspoon salt

1 teaspoon ground black pepper 2 cups water (or 1 cup water and 1 cup low-sodium chicken or vegetable broth) 2 cups frozen mixed vegetables or 2 cups fresh, diced vegetables 1. In a large saucepan over medium-high heat, add the oil. Add in the rice, onion, garlic, oregano, salt and pepper. Cook, stirring, for 2 minutes to toast the rice. 2. Pour in the water and/or the broth. Stir and bring the rice to a boil. Add the vegetables; return to a boil. Reduce the heat to low and cover pot with tightfitting lid. Do not remove the lid during the cooking process! 3. After 15 minutes, turn off the heat and let the rice sit, covered, for another 5 minutes to steam. 1. Heat oil in a large skillet over medium heat and cook onions and peppers 10 minutes, or until tender. Add sopressata and cook 1 minute longer. Remove from heat; stir in basil. Keep warm. 2. In large bowl, whisk eggs, mascarpone cheese, salt and pepper until yolks and whites are completely blended. Melt butter in a large nonstick skillet over medium heat. When butter begins to foam, add egg mixture. Reduce heat to medium. Push eggs gently with heatresistant rubber spatula in a figure-8 motion as they begin to set and form soft curds; cook until just set but still creamy and moist, about 7 minutes. 3. Transfer eggs to bottoms of bread; top with a slice of cheese. Spoon the pepper mixture over cheese; top with remaining bread. Serve immediately. Serves 4. Sicilian Pasta Salad This recipe brings Sicily right to your kitchen — with only six ingredients! 1 pound dried penne, orecchiette or shell pasta 3 tablespoons white balsamic vinegar 1 pint mixed cherry tomatoes 1 medium head radicchio 1 cup mixed pitted olives 1 cup crumbled Ricotta Salata cheese 1. Bring a large pot of salted water to a boil. Add penne and cook according to package directions until al dente, about 10 minutes. 2. While pasta is cooking, whisk 1/3 cup extra-virgin olive oil and vinegar in a large serving bowl. Add remaining ingredients and toss until coated. 3. Drain pasta and add to serving bowl. Season with 1/2 teaspoon kosher salt and freshly ground black pepper to taste. Toss to combine. Serves 4.
