P&R Committee to meet The Jamestown Parks and Recreation Advisory Committee will meet April 3 at 6 p.m. in the council chambers at Town Hall. Agenda items include consideration of approval for the design of the donation plaque for the new flagpole. Also under discussion will be recommendations to updates to the Jamestown Park Grill. The public is invited to attend this open session.
The council chambers at Jamestown Town Hall were packed on March 21 as local Cub Scouts and Boy Scouts attended in search of badges. The scouts were able to learn how the Town Council conducted the business of the town. As expected, the Council unanimously approved the initial town zoning of 4301 Millis Road to Conditional Zoning Bypass (CZ-B) owned by Koury Corporation and 4503 Merlin Drive to Single Family Residential (SFR) owned by William Pearson. This zoning was necessary after an undeveloped portion of Camelot Drive was closed and the land divided between Koury and Pearson. No one spoke in opposition to the zoning. Joy Cecil-Dyrkacz, director of the Jamestown Public Library, gave the midyear grant report. The library receives a grant of $60,000 from the town in addition to a $55,500 pass-through grant from Guilford County. Further funding comes from the Friends of the Library and other groups. Cecil-Dyrkacz noted that the library had a total circulation in 2016 of nearly 64,000, with 31,439 of that being from July-December. Library staff recorded a total of nearly 48,000 visitors, 21,997 coming from July-December. There are
currently 8,200 library cardholders, with 2,927 of those living in the Jamestown zip code area. “Circulation has grown considerably in the past 10 years,” Cecil-Dyrkacz said.” Her presentation included the following quote from American poet and writer Archibald MacLeish: “What is more important to a library than anything else – than everything else – is the fact that it exists.” A library is no longer just a place to find books. While Jamestown’s library does still have books, newspapers and magazines, it also offers 10 public-access computers, free WiFi and various programming during the year, the latter bringing in over 1,400 in attendance. Over 60 volunteers help staff the library, which also includes three trained staff members. Ben Robertson reported on the $5,000 awarded last year to the Jamestown Youth League by the town. The money is spent on rent at Jamestown Athletic Complex as well as uniforms. With 640 athletes in the spring, JYL also uses fields at Jamestown Elementary School and Gibson Park for activities. There were 400 participants in baseball and 185 in basketball.

Council sees preliminary budget for 2017-18 By CAROL BROOKS Editor The Jamestown Town Council got an earlier start on the preliminary 201718 budget this year. After meeting in early April last year, the group gathered at the Jamestown Park Clubhouse on March 20 to discuss not only the preliminary budget but also the Capital Improvement projects. Capital Improvement Projects With the golf course and clubhouse renovations complete, it looks like the long-awaited East Main Street and East Fork Road sidewalk projects are top priority and will begin soon. Both are listed on the CIP as “must do” items. An extension of the Oakdale Road sidewalk could also see light this year. These projects total $2,425,000. A portion of the cost has already been received through grant opportunities. The Council discussed the need for a new maintenance building for the golf course. The current building, between East Fork Road and the No. 1 hole, with smartphone

Preliminary plans call for moving the location to the north end of the soccer complex to the right as you enter the parking lot, closest to the Penny Road intersection. “This would include construction of the longplanned vehicle wash site,” said Interim Town Manager Cookie Billings. She noted that everything is still in the discussion stage and no plans have been formalized. Also on the “must do” CIP list is a new leaf truck for $180,000 and new sanitation truck for $200,000. As in previous years, not all items on the “must do” list are completed within the fiscal year. The sidewalk projects have been on the list since 2015-16 and on the “should do” list since at least 2011-12. From the Water/Sewer
Fund, “must do” items include Jamestown’s share of ownership in the Eastside Wastewater Treatment Plant and repairs, expansion of the Riverdale forcemain and pump station. These items total $281,850. Additionally, routine sewer system repairs/improvements and water system improvements total $725,000. Budget The overall preliminary budget is $9,910,602 compared to 2016-17’s $9,378,709 – an increase of 5.67 percent. The current tax rate would stay at 45.5¢ per $100 evaluation. There was good news regarding water/sewer rates. “We are not recommending an increase in water/ sewer rates,” said Finance Officer Judy Gallman. This
marks a change over the past four years when the rate has increased each year. Highlights from the preliminary budget include: • 2.5 percent cost-of-living raise for employees and a 0-3 percent merit raise; • a new vehicle for the Public Works Department; • a position pay study conducted by the Piedmont Triad Regional Council; • increase in the fire district tax of 2 cents; • non-profit grants held with the four agencies requesting grants receiving the same amount as previous years; • substantial increase in expenses for employee conferences, training, software and travel; • irrigation supplies for the recreation fields doubled over the previous; and • redesigned website for
Jamestown Park. Several items listed on the preliminary budget are significantly higher – or non-existent – on the 201617 budget. General Fund revenue for building lease increased nearly 33,000 percent. Since a new fire inspection fee will be implemented this year, Gallman said, the lease offsets the fire inspection fee and “is for the county keeping EMS vehicle in our fire station.” A 500 percent increase is allotted for vehicle maintenance. Councilmembers made suggestions and comments
during the presentation but offered little feedback at the end. Any figures or plans shown in this article are still in the preliminary stage. The draft budget will be presented to the Council in May with a vote at the June meeting. The final budget must be approved by the start of the 2017-18 fiscal year in July.

Local man, child sex suspect, faces more charges
Adrian Rodriguez, the Jamestown man arrested March 21 and charged with solicitation of a minor by computer, and dissemination of harmful material to a minor, now is charged also with 33 counts of third-degree sexual exploitation of a minor after the execution of a cellphone search warrant. According to the Alamance County Sheriff’s Office, Rodriguez, 31, of 403 Cloverbrook Drive, was found with numerous images and videos of children engaged in various sex acts. Sheriff’s detectives conducted an undercover online social media investigation and arrested Rodriguez in a parking lot in Saxapahaw, where he believed he would be meeting a minor. Rodriguez was then accused of disseminating a video by social media, and soliciting an undercover officer who he believed was a 13-year-old girl. He was held on $500,000 bond. • An employee of Walgreens, 407 W. Main St., Jamestown, reported the theft of merchandise on March 18 around 4:35 p.m. Items taken included CDs and denture cream. The items totaled $10.49. • Deputies found controlled white powder substances used for sale or manufacture in a vehicle seized following a traffic stop at 223 Misty Waters Lane, Jamestown, at 10:13 a.m. March 13. The suspect ran from the traffic stop and was later identified but had not been apprehended at the time of the report. • Deputies responded to a domestic argument on March 20 at 7:22 a.m. They returned at 12:34 the following day after a resident reported she was the victim of a domestic assault. The victim was advised to pursue a warrant.

Jamestown Lions complete six decades of service to the community By NORMA B. DENNIS Staff Writer March 23 was a special occasion for members of the Jamestown Lions Club. They gathered in the Jamestown United Methodist Church Fellowship Hall to celebrate 60 years of service to local, state, national and international communities. Even more impressive was that club members have a combined total of 422 years of service. Jack Garrard was recognized for 33 years participation in the Jamestown club. “A few have been Lions for a longer period, but not members of the same club,” noted David Osborne, president of the Jamestown Lions and past district governor. Guest speaker Loraine Dupree, district governor of District 31 O, congratulated the Jamestown club for their service. “Our motto is “We Serve,” she said. “Everything we do touches people’s lives and impacts them.” The Lions Club began as a vision of Melvin Jones, who wanted to start a club focused on helping others. The group held an organizational meeting in June 1917 in Chicago, Ill., and its first national convention in Dallas, Texas, in October. Within three years it had grown into an international organization. The North Carolina Lions began in 1922. The group is best known for its support of the visually impaired, which it began in 1925 at the suggestion of Helen Keller.
An old YesterYear in Motion sign greeted guests as they arrived at the Jamestown Lions Club 60th anniversary celebration. The Jamestown Lions Club has evolved from two local clubs. On March 7, 1957, the Union Hill Lions Club was chartered with 25 members. The group took its name from the school at which they met, and Willard Moore was the first president. A club in Jamestown was chartered close to that date. When membership began to dwindle in each, they combined to form the Jamestown Union Hill Lions Club. The club conducted various fundraisers to support its many projects, but in 1971 began a 40-year fundraising tradition called YesterYear in Motion. Moore, an enthusiast of old engines who had a collection of several, donated the use of his property on Dillon Road for the yearly event. It began with 25 exhibitors who displayed old engines used. It grew to include music, corn shucking, an apple cider press, horseshoeing, tractor pull, molasses making and other activities representing times past. Following
Moore’s death in 2011, the club held one final YesterYear in his memory. Although women played an important part in helping with YesterYear, they did not become official members of the club until 1987 when Lions International began to include both men and women. “Lions enjoy a meal at each meeting,” said Judy Faircloth, a member of the group for 19 years. Her husband Norman has been a member for 25 years. “Cooks have included Alean Moore, me, Dean Jordan and Janice Osborne.” The group was rechartered as the Jamestown Lions Club in 2002. Members currently meet the second and fourth Thursday at Parkwood Baptist Church on Penny Road. The focus of the local Lions continues to be the visually impaired, but the group has many projects to help children in the community. Members collect food to aid families

Jack Garrard, dressed in his Lions Club yellow vest and cap, is ready to serve. with food insecurities at Triangle Lake Montessori School and help provide Standard Mode of Dress clothing to those in need. They assist Jamestown Elementary on an as-need basis and provide snacks to children at Florence Elementary who may be hungry during the day. The club also has furnished school supplies and P.E. equipment to local schools. Jamestown Lions clean up East Fork Road four times a year as part of the Adopt a Highway program. They sponsored the Jamestown Fourth of July Parade for years and currently hold a Memorial Day Parade in cooperation with the Jamestown Veterans Committee. Members place flags in Wrenn Miller Park for Veterans Day, at the library for Constitution Week and line Jamestown’s Main Street with flags for July Fourth and Memorial Day. “The Rotary Club funded the purchase of some flags so we could extend the distance they were displayed,” Faircloth said. Special enrollment periods: Why they are important Enrolling into a Medicare Prescription Drug Plan or a Medicare Advantage plan can be done at multiple times during the year. Medicare beneficiaries have their Initial Enrollment Period when they first become Medicare eligible, but the only time that all Medicare recipients can change their plan after their Initial Enrollment Period is during the yearly Open Enrollment Period. This period is between Oct. 15 and Dec. 7 annually. This opportunity is very important because Prescription Drug Plans and Medicare Advantage plans can change each year. Consumers should take advantage of this time each year and compare plans to make sure their current plan still has the best coverage based upon their individual needs. What if you need to change your plan outside of the Initial Enrollment

Outside of the Initial Enrollment and the yearly Open Enrollment, beneficiaries cannot enroll into a new Prescription Drug Plan or Medicare Advantage plan without first qualifying for a Special Enrollment Period. A Special Enrollment Period is a situation in which a qualifying life event entitles a beneficiary an allotted amount of time to enroll in a new plan. There
are several ways to qualify for a Special Enrollment period such as changing where you live, losing your current coverage to no fault of your own, being released from jail, retiring and losing employer coverage or your plan changes its contract with Medicare. For example, if a beneficiary is enrolled in a Medicare Advantage plan and they move, their plan may not be offered in the new county of residence. In that situation, the beneficiary would have a threemonth Special Enrollment Period beginning the month before they move and lasting two months after they move. Another qualifying event would be if the beneficiary’s plan drops them or the company goes out of business. The key point in this situation is that it cannot be the beneficiary’s fault they are losing coverage to qualify. If a beneficiary loses their coverage
and it is due to the beneficiary personally cancelling the policy or not paying their premiums, they will not receive a Special Enrollment Period. A beneficiary could also qualify for an unlimited number of Special Enrollment Periods if they are part of Medicaid, the Medicare Savings Program or the Extra Help program. These are all programs through the Department of Social Services and the Social Security Administration that help lower medical and drug costs. Along with the cost savings, these programs would allow the beneficiary to change their plan an unlimited number of times during the year, but beneficiaries must financially qualify for these programs. Special Enrollment Periods are important safeguards that help make sure Medicare beneficiaries are not left without coverage
due to circumstances that are beyond their control. That is why being informed is crucial. Not knowing when a Special Enrollment Period is available could leave a beneficiary stuck without coverage and with the risk of accruing massive medical bills. doctrine and loyalties. Similarly, a small-town government can often do better if its elected leaders face challenges and work together without regard to political party affiliations. Of course, even in these days of ugly partisan division, both at the national and state level, our twoparty political system plays an important and constructive role in government. It fosters accountability, provides leadership pathways for potential public officials and gives the possibility of regular changes in leadership. But, imposing two-party partisan elections and divisions on small local governmental units can be counterproductive. For instance, in making a decision about whether to
run for local office, a moderate independent-minded pragmatist might be unwilling to align with either of the two major political parties to get on the ballot. While it is theoretically possible for a registered independent or unaffiliated voter to find a place on the ballot, the complicated petition requirements make it nearly impossible. Almost 30 percent of North Carolina voters are registered as independents. Whatever their talents and potential contributions, they are effectively disqualified from serving in any office selected in partisan elections. That is too bad for small local governments. It is now even worse for North Carolina’s courts thanks to our General
Assembly’s recent action that makes all judicial elections partisan. Rationalizing their action, legislative leaders explained that voters were entitled to know the political affiliations of candidates for the judiciary. True, the political registration of judicial candidates would always be a matter of public record and be reported to voters during an election. Most judges say they put aside their politics when they put on their judicial robes. They say their decisions are guided by the law, not by their political party affiliations or platforms. Good judgment, wisdom, experience and the law, not political party, should guide judges presiding over criminal cases, business
disputes, divorce and custody issues and the hundreds of other matters that make their way into our courts. Supporters of the legislature’s actions remind us that politics has always played some role in judicial selection. They are correct. But this history does not make expanding the political role a good thing, at least not for those who would like to keep politics out of the courtroom. If we want to encourage fair-minded, independent-thinking lawyers to consider seeking a judge’s position, why prevent good lawyers who are registered independents? If you, like me, do not have an answer to this question, ask your legislator.

Small towns, courts and independent thinkers “I have to vote to break a tie on town council’s votes all the time,” the mayor of a small North Carolina mountain town told a friend. “When they deadlock it is a 3-to-3 vote, with the same people always voting together.” When asked if it were a Democrat versus Republican situation, the mayor explained that political parties have nothing to do with it. “Three of them are Methodist, and the other three are Baptist. They just stick together no matter what the issue.” What denominational preference might have to do with where to put a stoplight, how much to pay the police chief, where to extend water lines, what streets to pave or the hundreds of small but important decisions his local government has to make, the mayor did not try to explain. Being a Methodist
by guest columnist D.G. Martin or a Baptist would not seem to matter much, but it did. The loyalty of these town board members to their religious colleagues robs the town of the benefit of the individual and collective experience and wisdom that council members could apply to working out pragmatic approaches to the town’s non-sectarian municipal challenges. Such local government decision-making should not be handicapped by religious

Here&There Little book wins big
By JANE WHITEHORNE Staff Writer Cindy W. Hollingsworth never expected to become a published author, let alone one who is an award winner. The Jamestown native’s destiny was to be a dancer and dance educator. She loved teaching children and made up rhymes to help them learn dance steps and routines. Eventually, the rhymes evolved into scenes and poems for dance recital programs and finally to children’s books. One of those books has received the Maxwell Medallion as the 2016 winner of the children’s books category from the Dog Writers Association of America. Westie Tails: Meet Two Little Westies is an educational picture book teaching the realities of owning and caring for a pet. It features a day in the life of Hollingsworth’s own West Highland White Terriers, Watson and Bill. Hollingsworth’s publisher, Paws and Claws Publishing of High Point, submitted the book for the competition.

Free waste disposal scheduled for April 8
Take advantage of this free, easy way to dispose of all that junk from your spring cleaning. Guilford County residents can dispose of their household hazardous waste, outdated electronics, tires, appliances and personal documents for free at the county’s annual Spring Cleanup April 8 from 8 a.m.-2 p.m. Staff from Guilford County and the City of Greensboro will be ready to collect these waste items at the Gate City Boulevard parking lot, located at 1730 W. Gate City Blvd. across from the Greensboro Coliseum. The event is open to all Guilford County residents. Business waste is not accepted through this program. Last year, 374 vehicles dropped off more than 9 tons of electronics and TVs, 5 tons of household hazardous waste, 38 tons of tires, 6 tons of appliances and scrap metal, and 3.5 tons of personal documents. This year, county staff are making preparations to collect more of these materials at this popular annual event. Guilford County Planning and Development is again partnering with the City of Greensboro to
offer this secure, free and environmentally-sound way for residents to dispose of many types of waste they have in their homes. The event is part of the county’s environmental awareness campaign: “For PETE’s sake RECYCLE!” By participating in the 2017 Spring Cleanup, residents keep valuable commodities and toxic materials out of our landfills, ensuring they will be reused or recycled safely instead. Document shredding will be provided onsite by ProShred Security, which specializes in providing secure records storage and onsite shredding services. Residents can drop off the following items: • Tires • White goods (appliances – stoves, refrigerators, washers, air conditioners, water heaters, microwaves) • Paint and supplies, farm and garden pesticides, antifreeze, motor oil and oil filters, cleaners, batteries, household and garden chemicals, fluorescent bulbs and other types of household hazardous waste • E-waste, including computers, televisions, electronic games and toys, cellphones, VHS and DVD
players, stereo equipment and any other household items with a microchip or a plug • Personal documents for shredding (maximum of three boxes per vehicle) Many of these services are available year-round to county residents. However, some like tire disposal and document shredding, are not always free of charge. Spring Cleanup 2017 will provide free services while helping raise public awareness about safe, responsible disposal of these materials. The event also is designed to assist the community in complying with the North Carolina landfill bans that apply to tires, large appliances, antifreeze, lead acid batteries, used oil filters, computer equipment and televisions. The annual Spring Cleanup is sponsored by Guilford County Planning and Development, Greensboro Field Operations, Greensboro Coliseum, N.C. 11:30 that night I was sure I hadn’t or I would have heard something. I was getting ready for bed when I got a text saying I had won. I was so excited I couldn’t sleep. It was too late to call anyone so I had to keep it to myself until morning. “I was really honored and excited. I had no idea they would find my book worthy of an award. To be doing what I’m doing and to be recognized for it is really amazing to me. It’s kind of like a little fairy tale.” Hollingsworth’s fairy tale begins as a child growing up in Jamestown. After graduating from Ragsdale High School, she attended the University of North Carolina at Greensboro where she studied dance performance. She met her husband, Ray, when he opened a dance studio in High Point and needed a ballet teacher. They also operated a studio in Jamestown. The pair moved to Martinsville, Va., where Hollingsworth continues to live today, and opened a dance studio there. For many years, they traveled between Martinsville and
the Triad teaching dance to generations of children. They also founded Dance Troupe, Inc., a national dance seminar and competition company. Through her travels with Dance Troupe, Hollingsworth realized she had a great opportunity to advocate for a cause close to her heart – animal welfare. She had met Donna Lawrence, founder of Susie’s Hope, a nonprofit to aid abused and neglected animals, and another Paws and Claws author, at a convention. When she decided to pursue having a book published, she reached out to Lawrence for guidance. Through Lawrence, Hollingsworth was introduced to Paws and Claws. The idea for her first published work, “Herman the Hermit Crab,” came when she saw a hermit crab without a shell while walk-

ing on the beach. Although she would revisit it from time to time, the rhyming story gathered dust on the shelf for almost 30 years. What sealed the publishing deal with Paws and Claws was finding an illustrator that depicted Herman the way Hollingsworth envisioned him. Hollingsworth now has three books published with another on the way. She is currently waiting for inspiration to strike again. “If I say I’m going to sit down to write a book, I can’t do it,” said Hollingsworth. “I’ll struggle and struggle. God sends me these little special things and I have to sit down in that moment and write it or it’s going to go away. “I’m very blessed to have gotten to this age – I’ll be 73 in April – and have all these doors open for me. That is such a gift from God and I truly appreciate it. I want to make the most and do the best I can with it.”

Red Cross calls for platelet and type O negative and AB blood donors The American Red Cross is issuing a call for platelet and type O negative and AB blood donors to make an appointment to give after severe winter weather in some parts of the country caused about 250 Red Cross blood drives to cancel in March, resulting in more than 8,500 uncollected blood and platelet donations. Platelets, type O negative blood and type AB plasma are three of the most in-demand blood products by hospitals. Those who give can help patients locally or across the country as the Red Cross has the ability to move blood products where and when they are needed most. “All blood types are needed to meet the constant need of patients, and there is a significant need now for platelet and type O negative and AB donations to help some of the most vulnerable patients,” said Denise Brookie, donor recruitment director for the Carolinas Blood Services Region. “We ask that you schedule an appointment to roll up a sleeve to help save a life in the coming days.” Platelets are tiny cells in blood that form clots and stop bleeding. Although they are needed for many reasons, cancer patients often rely on platelets during treatment. Platelets must be transfused within just five days after donation, making steady donations an important component of patient care. By giving platelets, donors can help patients kick cancer. Type O negative blood can be transfused to patients with any blood type
and is often needed in emergency situations when there isn’t time to determine a patient’s blood type. While less than 7 percent of the U.S. population has type O negative blood, hospitals depend on frequent O negative donations to ensure it’s always available for patients in need. Type O negative blood donors are an important part of the Red Cross trauma team. Type AB is the universal plasma type and can be transfused to patients of any blood type in an emergency. Plasma helps maintain blood pressure and supplies critical proteins for clotting and immunity. Plasma can be donated through a blood or platelet donation, or through a plasmaonly donation where available. How to help Eligible donors can learn more, find a donation opportunity and schedule an appointment by using the free Blood Donor App, visiting redcrossblood.org or calling 1-800-RED CROSS (1-800-7332767). A blood donor card or driver’s license or two other forms of identification are required at check-in. Blood donors can save time at their donation appointment by using RapidPass to complete their pre-donation reading and health history questionnaire online, on the day of their donation, prior to arriving at the blood drive. Saturday is April Fool’s Day, a day when grandparents call their little kids and tell them a hippopotamus is in the back yard. At least that’s what my grandfather did. When I tried it with my granddaughter, she said, “No there isn’t, Nani.” Author Carolyn Hart has written a murder mystery about this special day. Her main characters Annie and Max Darling run the Death on Demand bookstore. During a promotional scheme, a dead body turns up. Annie and Max seem to be the likely suspects and must solve the mystery before they are arrested or any more bodies are found. She called her book April Fool Dead. Children’s author Ron Roy writes a series of beginning chapter books for early readers. The School Skeleton takes place on April Fool’s Day, when the nurse’s human skeleton disappears. The whole school tries to hunt down Mr. Bones. Roy’s mysteries are fun and light, perfect for early independent readers. Saturday is also One Cent Day, which is a national day to celebrate the penny. In 1909, Abe Lincoln’s image replaced the Native American in tra-
ditional headdress. It was the first time an actual person was represented on our currency. People lined up all day to get the new coins. The Treasury facilities had to ration the coins as the day wore on. President Teddy Roosevelt had kept the design a secret until the day of the new penny’s release. Pennies can’t buy much now, but the official sight suggests we celebrate by purchasing things with only pennies. Won’t store keepers like that? Many of our money books are really about economics. Jamestown Public Library has two children’s books. Mary Firestone’s nonfiction books are Earning Money and Spending Money. Both books are aimed at second and third graders, and include bibliographies, history and advice. Children’s fiction abounds with moneymaking schemes. James Patterson’s Dog’s Best Friend is about a boy who walks dogs to earn money to help out his family. Gary Paulsen’s Lawn Boy tells about a kid’s lawn mowing business that escalates until it is completely out of control. The Lemonade War by Jacqueline Davies, tells a good story as siblings battle it out to earn $100. This is fiction but includes eco-

GTCC wins Regional Culinary Knowledge Bowl
Guilford Technical Community College’s Culinary Knowledge Bowl Team claimed first place at the 2017 American Culinary Federation (ACF) Southeast Region Baron H. Galand Knowledge Bowl Championship Feb. 2628 in New York City. The team will go on to compete at the national level July 9-13 in Orlando, Fla. Student participants for this year’s Knowledge Bowl include Sydney Hester (team captain), Brisa Clark, Danietta Lucas, Katie Runyan and Haley Bird (alternate). The Baron H. Galand Culinary Knowledge Bowl is a “Jeopardy”-style culinary competition in which teams from different schools compete against one another as they are tested on their knowledge of nutrition, safety and sanitation and the art of modern cooking. Champions of each regional Knowledge Bowl move on to compete in a double-elimination chammation clearly. Form may be mailed or pionship at the ACF National Convention. Even though this year’s team members were first-time competitors, they won gold medals for scoring 500 points. “I have never had a first-year team achieve this level so quickly,” Sanecki said. “This is a team of all women, being mothers, wives, students and many working jobs. It has been an amazing accomplishment to achieve.” GTCC’s Culinary Knowledge Bowl team is already training for the 2017 ACF National Convention, where they will compete against other regional champions, Kendall College, Eastern Long Island, and defending national champions, Utah Valley University Culinary Arts Institute. GTCC won the national competition in 2014, and hopes to repeat that again this year.

“This will ensure that the greatest needs of our public schools are being met by highly qualified teachers,” said Barefoot. “North Carolina Teaching Fellows establishes a distinguished forgivable loan program for students who demonstrate a desired commitment to teach in STEM or special education subject areas in North Carolina’s Public Schools.” The purpose of the North Carolina Teaching Fellows Program is to recruit, prepare and support students attending North Carolina’s top education programs for preparation as highly effective STEM or special education teachers in the State’s public schools. Students participating in the North Carolina Teaching Fellows Program will receive up to $8,250 per year in forgivable loans if they commit to teach in a STEM or a special needs area. The bill also allows
teaching fellows recipients that go on to teach in a low-performing school to have their loans forgiven faster. The 2015-2016 North Carolina State of the Teaching Profession report shows that since 2013, the top five most difficult to staff subject areas, as reported by the local school districts, are math, science and special education across different grade levels. In 2015, 90 school districts reported having difficulty staffing high school math teachers. “North Carolina has a rich and proud heritage of quality education,” said Horn. “We believe that the North Carolina Teaching Fellows will play a substantial role in raising the bar even further by supporting strong educator preparation programs that develop strong educators in our classrooms.”

Art winners recognized at Haynes-Inman
Representatives of Sedgefield Woman’s Club visited Haynes-Inman Education Center March 23 to recognize that
school’s winners in the Sedgefield Women’s Club Art Festival. Certificates were awarded to eight individual winners in the
following classes: Blue 3, Red 3, Red 5, Red 7, Purple 2, Purple 3, Purple 4 and Purple 8. Club members also pro-
vided refreshments to the classrooms. This is Haynes-Inman Education Center’s fifth year to participate in the
art festival. The event ended with Vicki Simmons, adapted physical education teacher, providing a pre-
sentation of an adapted P.E. class. Each club member got a turn at the activities the students are taught.

to review all minutes that had been sealed to see if making them available to the public would no longer be detrimental to the purpose of the closed session. (N.C.G.S. 143-318.11) Frederick said that waiting until December, especially in an election year like this one, would keep voters from reviewing minutes that could influence the choice of a councilmember. Following the Council meeting, he was told that this resolution was just to clear the backlog of sealed minutes and that others could be unsealed at any time of the year. Following the regular session, the council went in to closed session for eight minutes to discuss matters relating to real estate and attorney-client privilege.

Murphey Traditional Academy students read more than 1,000 minutes last month on average. Students at this school of about 300 recorded 311,681 minutes of reading in February, qualifying them as a GCS Reads 30 school of the Month. Media specialist Angela Mayberry says the school’s strategy is to get books in front of students as much as possible and to reward them for making reading a priority. One recent evening, students and families played Bingo for Books, with winners getting the chance to take home books purchased by the school.

March for Meals with Meals on Wheels By NORMA B. DENNIS Staff Writer Name recognition is often used to sell products. During Mobile Meals Month in March, Senior Resources of Guilford uses the same idea to promote its meal program for the homebound. Prominent people are asked to help deliver mobile meals throughout the community. “We call them Community Champions,” said James Joyce, volunteer coordinator for Senior Resources of Guilford. “Their participation is a way to raise the profile of the program and its impact on the community.” For Larry Flotkoetter of Jamestown, however, delivering mobile meals
is not a one time thing but a weekly event. With the exception of a few months in 2012 when health problems prohibited it, Flotkoetter has faithfully delivered meals for about 10 years. “My mother got Meals on Wheels and seeing her enjoy that is probably the reason I decided to deliver them after I retired,” he said. “She thought it was the greatest thing in the world for people to come by.” Using the names on his checklist, Flotkoetter has developed his own route to make the deliveries. He greets each person with a smile and does not leave until he is sure the individual is doing well. If no one comes to the door, he calls the house
number. If he gets no answer, he notifies the Mobile Meals coordinator. “Most of the time, a person has a doctor’s appointment and forgot to tell us,” Flotkoeteer said. “The only incident I have encountered was a man who fell on his way to answer the door. He was not hurt and I helped him up.” The Mobile Meals program began in Guilford County in 1969. It currently serves about 400 people each weekday in High Point, Jamestown, Greensboro, McLeansville and Pleasant Garden. “The average route has about 13 people,” Joyce said. “There are 50 people on our waiting list,” Participates are assessed by a caseworker before getting meals and reassessed

every six months. The cost for one client per year is $1,300. Federal, state and local grants, United Way, private contributions and some fundraisers help pay for the program. Donations from the clients also are accepted. “It is more than just a food program,” Joyce said. “It is also socialization for the clients and a wellness check. The clients are
always very grateful.” Flotkoeteer sees that at each home to which he delivers. “Thank you so much,” one lady said as he passed her the meal. “It looks good.” After a few comments, a wave and a smile, Flotkoetter is on his way to the next house. He has no plans to stop his weekly meal deliveries.

Having athletic trainers could benefit youth football organizations Youth football organizations can benefit from the presence of a certified athletic trainer at their practices and games, according to an anecdotal report by researchers at Wake Forest Baptist Medical Center. The report, published in the journal Athletic Training & Sports Health Care, is based on the researchers’ experience in having a trainer at most
practice sessions and games of a youth football organization with more than 170 players ages 6 to 13 during two consecutive seasons. “While expense is an issue that has to be addressed, having an athletic trainer is feasible for youth football organizations, is appreciated by parents, and may enhance player safety
through improved injury awareness, prevention and assessment,” said the report’s lead author, Jillian E. Urban, Ph.D., assistant professor of biomedical engineering at Wake Forest School of Medicine, a part of Wake Forest Baptist. In addition to assessing injuries – which ranged from minor contusions and sprains to fractures and
concussions – the trainer suggested steps to make the playing environment safer, such as creating an emergency action plan and assisting individual players with conditioning, stretching and other practices. The trainer also served as an injury prevention and safety resource to coaches, players and parents, and was available for one-on-one advisement,
demonstration and education when deemed appropriate. The number of injuries incurred by the organization’s players during practices and games fell from 25 in the first season to 14 in the second, though factors other than the trainer’s presence may have contributed to that decline, the report says. “The organization’s
board members believed that providing an athletic trainer made a clear statement about their organization’s commitment to player health and safety,” Urban said. “The board identified cost as major challenge, but otherwise enthusiastically supported continuing their association with the athletic trainer.”

Grandover set to replace greens on east course Southwest Guilford Upcoming Athletics Schedule
Grandover Resort’s East Course will be converted to TifEagle Bermuda grass this spring. The course will close within the next 30 days and should reopen by mid-August. According to the Triad Business Journal, the change is part of Koury Corporation’s overall renovation of the resort, which began last summer on the hotel’s exterior. Koury plans to keep bent grass on the easier West Course to give golfers a choice. Bent grass is less heattolerant than Bermuda.
