Draft development agreement available Jamestown officials are in possession of a draft Development Agreement between the Town and D.R. Horton, Inc. for future development of the property along Guilford College and Mackay roads formerly known as the Johnson farm. Tom Terrell, the Town’s land use attorney, assisted in the preparation of the 14-page document. At the November 2021 Planning Board meeting, the company requested an agreement for them to follow before any work began, including annexation. (See Jamestown News, Nov. 17,

2021, “Board approves rezoning to PUD”.) A development agreement gives rights to develop a specific project for an extended period of time, subject to terms and conditions specified in the agreement for the mutual benefit of the landowner and public. A request for annexation of the property was to be heard by the Town Council in November 2021 but continued until the December meeting, then January when the Planning Department was expected to ask for another month’s continuance as the development agreement is completed. TOWN IMPLEMENTS EMERGENCY NOTIFICATION With the necessary changes recently in garbage and recycling pick-ups, the Town of Jamestown started a new service — to automatically call residents with a message about changes. There were some “new user” pains and town employees hope it will work better next time. However, it was discovered that nearly 200 customers do not have valid phone numbers on record with the Town. It is often critical to reach customers, particularly if there is a water leak, so a correct phone number is vital. Contact Town Hall at 336-454-1138 and verify your correct number. You may also visit Town Hall at 301 E. Main St. There soon will be a link on the Town’s website to verify or submit numbers.
Council, staff meet in retreat The Town of Jamestown staff did not wait for the Town Council to approve a Strategic Plan in July of last year. Instead, officials began working on goals as early as April of that year and many have already been accomplished. A six-month update to the plan, initiated by Interim Town Manager Dave Treme, was presented to the Council and town staff at a retreat on Jan. 21. Treme described the plan by paraphrasing Proverbs 29:18, saying, “People perish without a vision.” The Strategic Plan is a plan for the future, with both short- and longterm goals along with three-to-five-year goals. “We are always planning for the future,” Treme added. The plan is organized around five focus areas: Staff Excellence, Outreach and Involvement, Infrastructure and Facilities, Public Safety and Planning and Development. • Staff Excellence is defined in two parts. The first is attracting, developing and retaining Town staff in order to support
Board in November 2020 and by the Town Council in February 2021. The Town Council agenda indicates a public hearing for Jan. 25 for consideration of the development agreement. However, the agenda also notes this item will probably be continued until the Feb. 15 Town Council meeting. This is due to the fact the agreement has not been finalized. This agreement must be in place before the Council can decide if the approximately 467-acre property can be rezoned from agricultural (AG) to planned use development (PUD). The Planning Board approved the rezoning in November 2021. The agreement begins by restat-
ing that it is “a working and uncompleted document that has not been reviewed by D.R. Horton or Town staff. It is both an expression of potential categories for regulation as well as an early statement by the Town of matters that the Town will require.” It states D.R. Horton plans to develop “a multi-phased and multi-use residential subdivision with limited commercial uses in a PUD zoning district. “The Town Council also has determined that this Agreement and the principles and conditions incorporated into the PUD zoning district will better secure quality planning and growth, strengthen see dRaFT, PAGe 2

ment is a tremendous amount of work, involving not only the Town of Jamestown staff, but also D.R. Horton representatives, Terrell, Town Attorney Beth Koonce and others. It could take several months. “We will work together to make sure Jamestown gets the best we can,” Johnson said. Interim Town Manager Dave Treme told the Planning Board, “We tell the developer what we want.” There was no development agreement between the Town and the previous developer, Diamondback Investment Group. This led to ill feelings about the development and ultimate denial of a rezoning request by the Planning

Of the 12 goals in the two sections, four have been achieved or are nearing completion: evaluating benefits and insurance for employees; updating the Town’s mission, vision and core values; preparation of the Strategic Plan; and holding a candidate information session. Treme mentioned the high turnover of employees at the golf course this past year and noted many positions, not only at the course but within other departments, have been filled by upgrading classifications and promoting existing employees. Succession planning is important. “Planning for human resources is more important than your operations,” Treme said. “We can’t afford to make mistakes. Three local needs have led to one special outcome. The mission committee at Jamestown United Methodist Church needed help completing an idea. Josiah (Sy) Lester needed an Eagle project. Many in the community needed — and still need — access to food they cannot always afford. The end result is a Blessing Box located beside the first Teague Drive entrance to the church parking lot and clearly visible from East Main Street. The box was erected before the holidays, but will be formally dedicated during the 11 a.m. church service on Jan. 30. Members of the church as well as the community are asked to help keep the box stocked with non-perishable food items for those in need. see BLessIng, PAGe 6

You can expect to see that around May.” • The Town is making progress on Outreach and Involvement goals, which include the Music in the Park events, marketing strategies, social media and more. One standout accomplishment is the establishment of an AARP Livable Communities initiative. The Town was designated as a member of AARP’s Network of Age-Friendly States and Communities in October. Restrooms are being planned for Wrenn Miller Park and should be in place by early summer. The current kiosk will be removed with electrical boxes moved to the new structure. • Every goal under Public Safety has made significant progress since July, including having joint staff meetings with both the Pinecroft-Sedgefield Fire Department and the Guilford County Sheriff’s Office to discuss their service. Both departments will

Another goal making progress is upgraded security at Town facilities. • The Planning and Development focus area has completed an update of the Comprehensive Plan and hired Alliance Code Enforcement in 2021. “We have had a lot of good compliments on the code enforcement,” said Assistant Town Manager/ Planning Director Matthew Johnson. “We’re very pleased with them.” “We never had someone call and thank us for help with their code violation,” added Hawryluk with a smile. Upcoming is an update of the Comprehensive Pedestrian Transportation plan and establishing and redefining ordinances related to commercial maintenance codes. The Town is looking for grant funding for pedestrian and parks and recreation facilities. • The largest focus area is Infrastructure and Facilities. Several goals in the Infrastructure and Facilities focus area have made significant progress since the Strategic Plan began, with one item, the adoption of a Parks and Recreation Master Plan, completed. This plan is needed to seek grantfunding opportunities. A priority goal is to prepare a strategic growth plan for Jamestown and the surrounding extra-territorial jurisdiction areas. Benchmark Planning, which worked with the Town on the recent Comprehensive Plan update, is again working with the Town on the growth plan, which includes a solid waste and recycling study, water and sewer capacity study and

continued from front fire and police availability. These studies are necessary prior to any new development in the town or ETJ. Another priority is to complete plans for a new Recreation Maintenance Facility. Public Services Director Paul Blanchard said that the bidding process for the facility is open but that groundbreaking would probably not occur until the fall. The focus goals also include updating the street pavement condition study. The leaking irrigation system is part of the need for a strategic plan for the golf course. Other parts of the plan would include a review of other municipal golf courses, setting priorities and establishing funding for maintenance, staffing and marketing. There are also plans to update or rebuild restrooms and shelters at the golf course. Upgrades are needed at Town Hall to accommodate new staff members, necessary as the Town looks to grow. Freeman Kennett Architects have submitted a proposal that moves some current offices and conference spaces while creating new ones. Several councilmembers voiced opposition to some of the design, which is still in the planning stage. Some of the funding for these projects is available through the American Rescue Plan. The town was awarded approximately $1,430,000 and received half of that amount in July 2021. The remaining amount is expected in July 2022. the tax base, coordinate the delivery of public services and construction of infrastructure, and be in general conformity with the Town’s Comprehensive Plan. “Accordingly, DRH and the Town desire to enter into this Agreement (a) to clarify the roles and duties of each party in the provision of public services; (b) to ensure coordination of communications between the Parties; (c) to create clear understandings of the quality and principles of design that regulate development of the Project; and (d) to provide assurances to DRH that it may proceed to develop the project under the approvals of this Agreement without encountering future changes in ordinances, regulations, or policies that would affect DRH’s ability to develop the Project under the terms of this Agreement.” The agreement looks at the availability for the development to be adequately serviced by water and sewer by the Town. Additionally, the Town hired Hazen and Sawyer, an engineering consultant company, to study the Town’s capacity of the Wastewater Treatment Plant. That study
showed both the current water and sewer lines to be compatible with the planned development with a few improvements. Other aspects of the draft agreement indicate the Town will provide solid waste and recycling to the new development. D.R. Horton has requested the Town switch from bag to containers for pickup. If the Town agrees to this, D.R. Horton will pay for upgrades to the three existing trucks to add automated lifts for the containers. Several sections of the agreement have yet to be completed. One section of the agreement concerns architecture and design and will be completed after consultation with Seth Harry, the Town’s consultant on community and architectural design. Harry conducted a series of property visioning workshops in September of last year for community input. Representatives from D.R. Horton attended. A draft of the full development agreement is available as part of the Town Council agenda packet for Jan. 25. Items are open to addition or subtraction as the process proceeds.

continued from front He had always enjoyed sculpting busts of students and his friends. His bust of my father so beautifully captured my dad’s warmth and gentility that we will always treasure it. This hobby of sculpting busts led, indirectly, to his very successful business venture with gnomes. One day in 1978, while waiting for a student to sit for a bust, Clark saw a picture of a gnome and began a sculpture of it. Joe Poteat, who became Clark’s business partner and best friend, saw the potential and organized an operation to reproduce the figures and manage their sale and distribution. To reproduce the gnome figures and make them look like wooden carvings was a challenge. Clark told me in 2009, “I was very fortunate to have grown up in North Carolina because the furniture industry here had developed a method of reproducing furniture that looks like wood. It looks like wood, but it is a resin mixed with a flour.” Clark’s former student, furniture man Alex Bernhardt, helped make the contacts to learn how to manufacture the artwork. Soon Clark was turning out gnomes at the rate of about one a week, and each one was then made into thousands of copies that were sent to outlets across the world. Clark’s business, Cairn Studios, referred to him as an artist. He certainly viewed himself as an artist. But in his hometown of Davidson some people turned up their noses and said his work
was, while popular and commercially successful, something less than real art. I disagree. When I see the expressions he captured on my father’s bust and on the varied and joyful faces of his gnomes, I experience Clark’s artistry. But I admit that I am also captivated by Norman Rockwell and Charles Dickens whose critics denied their greatness. In my mind Tom Clark was one of the world’s great artists. Now, how did Clark make me famous? Back in 1984 I was running for the U.S. Congress and Clark had become a national celebrity as the creator of the popular gnomes. My campaign persuaded him to create a “DG” gnome to use as gifts for people who made contributions to the campaign. Clark sculptured a likeness, put an Army uniform and green beret on it, and added a Susan B. Anthony coin and other symbols for our campaign themes. I didn’t win the election, but as one of the few actual humans made into a gnome figure, I have been set apart. Famous, if only briefly. Thanks to Tom Clark whose fame will endure. D.G. Buffalo chicken meets pizza in tasty tailgate-inspired mash-up By patti diamond divas on a dime NFL playoffs have got me in a tailgate kind of mood. This week, as I was making my menu, I was anticipating the scrumptious foods of Super Bowl Sunday, but I couldn’t decide between buffalo chicken wings or pizza. They both sound delicious. I decided to mash them together and make a Buffalo Chicken Pizza. It’s got all the flavors and textures of buffalo chicken wings, but on a warm crusty pizza. What’s not to love? The base for this gridiron gem is a rich and creamy, ranchinfused white sauce. That’s topped with buffalo chicken that’s spicy and hot. And then the cheese — there has to be lots of gooey mozzarella and piquant blue cheeses. After the pizza bakes, we sprinkle it with green onion and diced celery for crunch. Then we finish with diced avocado that’s creamy, refreshing and cool. This is ridiculously good! I’m all about finding frugal substitutions for expensive ingredients, hence the cottage cheese in this recipe. Cottage cheese makes a great low-cost
substitute for ricotta cheese. Once its pureed, it’s creamy and fluffy with a texture very much like ricotta. I promise no one will suspect you’re sneaking cottage cheese into the recipe. Side note: This cottage cheese and ranch mixture makes a wonderful dip for veggies and chips, so you might want to make extra. BUFFALO CHICKEN PIZZA Yield: 12 slices Time: 1 hour What You’ll Need: 16 ounces pizza dough, purchased or homemade 2 tablespoons butter 3/4 cup buffalo hot sauce (like Frank’s Red Hot) 2 to 3 cups diced, cooked chicken 1 1/2 cups cottage cheese 3/4 cup ranch dressing 1/2 teaspoon salt 2 cups shredded mozzarella cheese, divided 1 tablespoon olive oil 1/2 small purple onion, cut in rounds 1/3 cup blue cheese - crumbled 1/4 cup celery with leaves, chopped 1/4 cup green onion, sliced 1/4 cup avocado, diced
Here’s How: Preheat oven to 425 F. Allow the pizza dough to come to room temperature. Melt butter and place in a medium bowl, add hot sauce and stir. Set about 2 tablespoons aside to drizzle over the pizza when it’s cooked. Toss the chicken in the sauce, set aside. (You can sneak a bite, I won’t tell.) In a food processor or blender, puree the cottage cheese with the ranch dressing, salt and 1/2 cup of the mozzarella until smooth. Get a spoon and taste this! It’s so yummy. Brush a 10-inch-by-15-inch sheet pan with olive oil to help brown the bottom crust. Stretch the pizza dough to fit the pan. It doesn’t need to be perfect, but try to get it uniformly thin, so it’ll bake evenly. Spread the cottage cheese mixture evenly over the dough leaving a 1-inch border around the edges. Distribute the chicken, making sure each slice gets an equal amount. Add the onion rounds artistically, and sprinkle with the rest of the mozzarella. Finally, dot the whole thing with blue cheese crumbles. Bake for 15 to 18 minutes, until the crust is golden brown. Let the pizza cool for a few minutes

At this time, however, JUMC does not have room to create a pantry. Having seen a Blessing Box in front of First Baptist Church in High Point, they decided to use the same idea for community outreach. With the idea for the box firmly in mind, they approached the leaders of the Boy Scouts that meet at the church to see if any Scout would like to build the Blessing Box for his Eagle project. Lester readily agreed. “When I was considering a project, I knew I wanted it to be something to benefit the entire community,” Lester said. “I had been researching food insecurity and found out Guilford County had one of the largest food desserts in the country. When I learned about the idea the church wanted to do, it fit right into my plans.” Lester’s main focus in building the box was durability. He also had to consid-
er the placement of shelves to accommodate food items and how best to open the door for safety as food was being placed in or removed from the box. “I visited the box that the mission committee members had seen in High Point and made my own little changes to it,” Lester said. Shannon Kreuser, who had coached Lester’s brother in soccer and whose wife works with Lester’s mother, agreed to help him construct the box. “He provided tools I needed and gave me guidance about such things as the type of wood to use and measurements,” Lester said. “He taught me a lot about building.” Financing the project was also a responsibility that Lester had to consider. Beeson Hardware in High Point provided a grant to help with materials. That, along with donations from family and friends and money saved in his Scout account from participating in previous troop sales, allowed Lester to get the needed supplies for the job. “I found that planning and organizing the project took longer than I had projected,” Lester said. “I had lots of leadership opportunities.”
Lester, the son of Eugene and Shani Lester, has been a Scout since first grade. He has served as senior patrol leader and is a member of the Order of the Arrow. He is currently a junior at Ragsdale High School where, among other things, he is an honor roll student, junior class treasurer, in the RHS honors wind ensemble, and co-captain of the indoor track team. He is involved in the Campus Life ministry and serves as a middle school leader. “When I graduate from high school, I plan to attend college and become an optometrist,” Lester said. “I think my Eagle project will not only benefit the community, but has helped me develop life skills I can used in the future.” The mission committee is more than pleased with the box Lester created. “We are thrilled with the work Sy did on the Blessing Box,” Seymour said, “and on the fact that the box will provide food for those who need it.” Even though the box is scheduled to be officially dedicated on Jan. 30, food has already been put in and taken out of the Blessing Box, emphasizing the need for such a project.
JUMC participates in variety of food-related projects Members of Jamestown United Methodist Church help with the Helping Hands Food Pantry in High Point. They cook meals onsite to deliver to shut-ins and people recently home from a hospital stay. They provide food backpacks for students at Jamestown Elementary School and meals and backpacks for the Agape Kids venture. Every other month many participate in the Simple Gestures food drive by leaving bags of food on their porch for pick up. One day a year they join the Rise Against Hunger, where they prepare 10,000 freeze-dried meals, which are boxed and shipped internationally. Tricia Seymour, co-chair of the mission committee at JUMC noted that members are pleased to add the Blessing Box to its many foodrelated ministries.
