Public invited to Comp Plan committee meeting By Carol Brooks freelance Writer cab1hp@gmail.com The Town of Jamestown will hold a Comprehensive Plan Steering Committee meeting Jan. 27 at 4 p.m. in the Civic Center at Town Hall. the extraterritorial jurisdiction area, Sherrie Richmond and Steve Monroe. Council delays zoning district vote By Carol Brooks freelance Writer cab1hp@gmail.com The proposed Land Development Ordinance text amendment regarding the creation of a new PUD zoning district is still up in the air. On Jan. 21, the Jamestown Town Council tabled the request until its Feb. 18 meeting. At one time, Jamestown had a Planned Used Development zone but it was removed in the 2009 LDO update. Planning Director Matthew Johnson couldn’t offer a reason why it was removed but believes now is the time to add it back.

“We are seeing renewed interest in our jurisdiction,” Johnson said. “We want to get our ducks in a row. “As proposed, the PUD district would be highly flexible for future development, but will require the strict review of both Planning Board and Town Council prior to implementation,” Johnson added. “PUDs are generally used to regulate larger scale developments using unified land development practices which encourage a mixture of various types of land uses while maximizing open spaces and see zone, PaGe 2

Pig battle goes before Board of adjustment By Carol Brooks freelance Writer cab1hp@gmail.com With the Jan. 13 Board of Adjustment continued until Feb. 4, the attorney representing Lori Herron in her appeal of the assessment of civil penalties levied against her for continuing to keep swine on her property at 2216 Guilford College Road will have time to study the case. Herron pled her case to the Jamestown Planning Board on July 8, asking for a text amendment to the town’s Land Development

Ordinance to allow her to keep her pigs. The Planning Board unanimously denied her request and sent it to the Town Council, which passed its own unanimous decision against the amendment on Aug. 20. Article 3, Definitions, of the town’s Land Development Ordinance currently defines “limited agriculture” as “the keeping of gardens and animals for noncommercial domestic use. Such agriculture generally refers to, but is not limited to, domestic fowl such as see pig, PaGe 2

Jamestown has jurisdiction over neighboring areas such as Cedarwood that are not within the town limits. The town provides some services to these areas. Steering Committee members will be charged with identifying issues and concerns of the town and residents, with developing a vision for the plan and setting new goals and objectives. They will also have input on vetting the consulting firm hired to assist with the process.

Members will be speaking to residents of their neighborhoods to get them involved in the planning of the Comprehensive Plan, providing input and attending several public meetings. In order for a municipality to function and grow, there must be a plan. A comprehensive plan is a local government’s guide to the physical, social and economic development of the town. It is a reflection of the values, dreams and ideas of the community. The

plan also collects town demographics. Jamestown’s first comprehensive plan, then called the Land Development Plan, was published in 1964. It must have worked fine for the town, because there wasn’t an update until December 2007, 43 years after the original. Local flag football team ready for new season By norMa B. dennis freelance Writer ndworddesign@gmail.com If there were a debate as to which is more difficult, flag or tackle football, Malcolm Smith would say it is flag football. “The skills are the same,” Smith said. “But flag is harder to play defensively. It is more physically demanding to grab a small flag than a person.” Smith certainly knows something about the game. He has coached flag football for five years. When his son Gavin began playing the sport at age 5 through the Bryant YMCA in Greensboro, it was not Smith’s intention to coach. But after a few games, the Y asked him to take over the team and Smith has never looked back. “I grew up in the inner city and volunteering was a way to give back to the community,” Smith said. “It was also a way to spend more time with my son and help mold other young men. The game teaches teamwork, discipline and brotherhood. East Fork road to close Feb. 3 during pedestrian bridge and sidewalk project Contractors have been working in the East Fork Road vicinity for a couple of weeks with temporary lane closures. Beginning Monday, Feb. 3, the contractor will completely close East Fork Road for approximately four months while retaining walls, pilings and the pedestrian bridge are constructed. Detour signs and

notices will be displayed in the coming days, with the western side of the road closed at the entrance to Jamestown Park. This will undoubtedly impact motorists in this area. The Town of Jamestown is alerting motorists to plan ahead for delays or to find alternative routes. The Town has contracted with North State Environmental of Winston-Salem

for assistance in completing a new pedestrian bridge and sidewalk linking existing sidewalks in Jamestown with the Bicentennial Greenway Trail along East Fork Road. The project represents an approximate $1.488 million investment in expanding safe pedestrian access between the Town of Jamestown and the Bicentennial Greenway Trail system. “The Town is grateful to

A Downtown Marketing Study was done in 2008 and the major point of that study was that the town needed more restaurants and bars. This obviously has been accomplished. Planning departments know 43 years is too long to go between updates and Johnson says now it is time to look at the 2007 Land Development Plan. This time, he’s calling it a comprehensive plan. “The economy has changed, the business mix has changed and residential needs have changed,” Johnson said. “The plan will set short-term, medium-term, and long-range goals.” Johnson also pointed to the areas annexed by Jamestown since the last plan, namely, the Jamestown Parkway/Guilford College Road/Gate City Boulevard area. He noted that the bypass currently under construction would bring development opportunities for retail and residential. These are things to consider in a comprehensive plan. The plan will look at the capability of the town’s water, wastewater and transportation system to service new areas of town as well as environmental concerns. These plans will be studied and used for the town’s Capital Improvement Plan, which lists must-do, shoulddo and could-do items and is submitted with each year’s budget. A 2014 plan to update the Comprehensive Plan, or LDO, included 10 top issues facing the town: improving downtown retail in appearance, quality and variety, amenities including the public library and YMCA, golf course, parking, expanding sidewalks, open space including parks and recreation, historic preservation and resources, relief of traffic congestion, planned growth and development, and promoting Jamestown with a vision and marketing. These will be addressed in the new plan. Once a comprehensive plan is established, the land development ordinances, first created in 2009, must be looked at to establish compatibility. Johnson said the ordinances are continually being updated, the last being in May 2018. The ordinances address building sizes, sidewalk changes and limited agriculture, to name a few. “The Comprehensive Plan is the guiding document that community leaders refer to when making decisions about zoning and other laws that guide how our town will develop in the future,” Johnson said. “The Land Development Ordinances are the rules.” When completed, the Comprehensive Plan will combine information from other plans like the Deep River paddle trail plan, pedestrian transportation plan, and the 1996 North Carolina Urban Design Assistance Team plan, among others.

Planning Director Matthew Johnson disagreed, and said it would be difficult to define the word “pet.” The Board of Adjustment meeting is a quasi-judicial hearing. According to Wikipedia, “a quasi-judicial body is a non-judicial body which can interpret law. It is an entity such as an arbitrator or tribunal board, generally of a public administrative agency, which has powers and procedures resembling those of a court of law or judge, and which is obliged to objectively determine facts and draw conclusions from them so as to provide the basis of an official action. Such actions are able to remedy a situation or impose legal penalties, and they may affect the legal rights, duties or privileges of specific parties. … Decisions of a quasi-judicial body are often legally enforceable under the laws of a jurisdiction. They can be challenged in a court of law, which is the final decisive authority.” The public is invited to attend the meeting on Feb. 4 at 6:30 in the Council Chambers at Town Hall.

Fun indoor play chases bad weather away By donna erickson donna’s day: creative family fun

It was a very cold day. How cold was it? When I tossed a pitcher of water up into the air from our Minneapolis front door a couple of weeks ago, fireworks of ice crystals instantly appeared and exploded in all directions. I braved opening the door again because I couldn’t resist blowing multitudes of soap bubbles to observe flash-frozen icy spheres dance as they descended and bounced on the ground. We were frozen in our tracks as the polar vortex shut us down, giving our loyal mail carrier a day off and closing schools. “No outdoor play” recommendations because of dangerous wind chill had parents scrambling for indoor ideas. Letting children create on a free day was the mantra of a friend who cared for two school-age girls. While one did an “alphabet search,” hunting for objects around the house beginning with letters A-Z and photographing them with grandma’s cellphone, the other went online to Target’s website to pretend shop by jotting “purchases” on a sheet of paper, the challenge to “spend” less than $50.

Supervised by his mom, Leo Anduri, 4, creates an original exercise “routine” on a rainy day in Fairplay, Colorado. A preschool teacher said her grandkids enjoyed creative thinking by making up clever activities based on nursery rhymes. For example, before preparing hard-boiled eggs for lunch, they recited “Humpty Dumpty” and came up with ways to protect him (bubble wrap!) from cracking on a “fall” from a shelf. While you’re not likely to get the brutally cold slap in the face we experienced, there are still stormy and rainy days that will keep your kids inside in the weeks ahead. Here are three more fun indoor activities: Be weather watchers. Check the

weather online and in this newspaper. What are the conditions in another state or country where your friends and relatives live? Older kids can be reporters in a pretend weather center. One can be on location (by a window) while the other is in a mock “studio.” What’s the weekend prediction? Get moving! Physical activity is a fun and natural part of life. Challenge kids to come up with an exercise routine to their favorite music. Be their student and let them teach the moves to you. Tell stories. Cut out a picture from this paper, or use a printed photo from your last vacation. Encourage your child to tell a story, real or imagined, about it. Start by saying where it occurred, when it happened and what the character was doing. If your child gets stuck, encourage her by asking “And then what happened?

continued from front vate high school that did not have a football team, but I played on a league,” Smith added. “When I started coaching, I found I really enjoyed it and took the job seriously. It was good coming up with plays and seeing the boys grow in the sport.” Smith’s All-Star team, the 336 Raiders, recently returned from a trip to Tampa, Fla., where they participated in the National Flag Football Championship games, which include teams for players ages 5-17. Players on Smith’s team were 9-year-olds and came from several schools in Guilford County including Southwest, Jamestown, Cornerstone, Triad Math and Science, Sedalia, Shadybrook and Parkview elementary. There were nine players on the 336 Raiders team. Flag football plays five-on-five so each team is small to provide players the opportunity to participate often during a game. Smith also coaches a team from the High Point Flag Football League. That team won a regional tournament in Charlotte in June that qualified Smith to take an All-Star team to Nationals. “I was able to recruit local players that I saw play well in Charlotte to participate on the All-Star team,”

Smith explained. “Four players were from my original team, but the national tournament was the first time the entire team had played together. “Some of the boys who were used to being the best on their team found they were on the same level with the other players. It helped make them better players.” Smith had two assistant coaches, Ashley Harris and Francisco Serrano. It was also the first time the three had coached together. The 336 Raiders finished the tournament 15th out of 28 teams, ending their last game in double overtime. “We were able to be competitive,” Smith said. “But to lose two games in two hours was humbling to me. In the past five years my team has lost only two games and won over 100. What we had been doing for the past five years to win did not work in Florida. “The boys played their hearts out at Nationals. They were focused and invested in the game. But I think we could have done a better job as coaches. It was a learning experience for me. Now I know what to expect and can prepare the boys better so they know where they need to be at all times.” Smith says losses can be a learn-

ing experience but also can bring a player down. He told his team to use their emotions to motivate them to be better. “That can carry over into life as well,” he said. The traveling team practices twice a week rotating between locations in Greensboro and High Point. Smith noted that parental support is great with parents getting the boys to practices and games. The team is beginning a new season with the first tournament in March in Delaware. Smith’s goal is to do one tournament every two months, keeping games on the East Coast to lower costs. “Travel flag football can be expensive, so we are looking into fundraisers and sponsorships so boys can continue to play as they age up and others could have the opportunity to participate,” Smith said. “I have started an Instagram page for the team so people can learn more about us. “I would like to expand the league. GUILFORD MEMORIAL PARK

At its Nov. 18 meeting, the Jamestown Planning Board unanimously approved adding the PUD district to the Land Development Ordinance. With Councilmember John Capes absent from the Jan. 21 meeting, other councilmembers did not feel comfortable making a decision on adding a new zoning district and mentioned that perhaps this should wait until the new Comprehensive Plan – which would replace the current LDO – is completed in a few months. Therefore, the public hear-

ing on the matter was tabled until the Feb. 18 Town Council meeting. Construction has begun on the East Fork Bridge pedestrian bridge and sidewalk project. Those using the road should expect lane closures for several weeks. The road eventually will close for several months as the bridge is installed but a date has not been determined. Public Services Director Paul Blanchard said work is continuing on the East Main Street/Lydia sidewalk project and motorists should expect some lane closures

for storm drain installation and fence removal. He added that some pipes need to be replaced alongside the railroad near the underpass due to damage when the second track was added in 2008. He believes NCDOT will help cover the cost. In other business, the Town Council: • unanimously approved a rules of procedure guideline for itself. The UNC School of Government recommends the procedure for small municipalities, reflecting the influence of parliamentary law, statutory procedure requirements, Robert’s Rules of Order and other manuals. The rules will go into effect at the February Council meeting, and • tentatively scheduled a budget retreat for March 20. For the fourth month in a row, the Council went into a closed session following the regular agenda to discuss matters related to attorneyclient privilege. The session lasted approximately 20 minutes and no business was transacted when they returned to regular session and adjourned.

Mitch McConnell is master of the Senate By riCH loWry

Every hostile nickname that Mitch McConnell gets is further confirmation of his effectiveness. The latest is “Midnight Mitch,” a reaction to his resolution setting out the road map for the Senate impeachment trial. The measure stipulated that House impeachment managers could make their case over two days of 12-hour sessions, possibly pushing the presentations into the wee hours. Hence, the latest alliterative moniker for McConnell, also known to his enemies as “Moscow Mitch.” McConnell relented slightly on the resolution, giving the managers — and the president’s team — three days, instead of two, for opening arguments. But he still got his way on the broader question of how to run the trial — unsurprisingly, because McConnell is a master at what he does. When all is said and done, he’ll be remembered as one of the most effective Senate majority leaders in the modern era. A portion of an early Democratic presidential debate was devoted to asking candidates how they’d get around McConnell as president — and none of them had a good answer. He now looms as a hate figure for the left at the same time he’s won the grudging admiration of conservatives who once scorned him as too establishmentarian. Nancy Pelosi has gotten more than her share of good press as a powerful and shrewd speaker of the House. Yet her one false move in the impeachment saga was to believe, on the basis of sheer wishfulness, that she could somehow force McConnell into shaping the Senate trial to her liking by withholding the articles of impeachment. Since McConnell never panics, knows his caucus better than anyone and understands who has leverage in any negotiation, the

contest with Pelosi was a mismatch from the start. McConnell held his Republican senators together and waited Pelosi out, giving her no choice but to transmit the articles to the Senate after getting exactly nothing. The majority leader returned to the Senate’s rules for the Clinton impeachment. They had passed unanimously in 1999, so they had legitimacy as precedent while still serving McConnell’s purposes. They created the predicate for an expeditious trail, with the potentially divisive question of witnesses put off until later. McConnell is so sure-footed because he is truly a creature of the Senate. He’s an institutionalist in the best sense. He loves the Senate, and serving in it has always been his ambition. He has absorbed the rules, the tempo and the role of the institution. In the main, McConnell doesn’t care about what the media says about him. He’s been called Darth Vader and worse for a long time, at least since his days killing off ill-advised campaign finance legislation earlier in his Senate career. He’s not afraid to wield his power, and proved it with his opposition to President Barack Obama’s legislative agenda, his block of the Merrick Garland nomination and his historic bout of judicial confirmations over the past three years. If McConnell is careful and calculating, he’s not a cynic. Operating within the realm of the politically possible, as a Senate leader with a narrow majority must, he seeks the public good as he understands it within those constraints. Reconnecting with your senior dog By saM MazzoTTa PaW’s corner DEAR PAW’S CORNER: My large mixed-breed dog “Hatchet” is 12 years old, and his discipline has slipped quite a bit in the past couple of years. That’s probably my fault, because I’ve been consumed with running a new business and barely have time to walk him. But this year I’ve resolved to get back on track with our daily walks. Trouble is, Hatchet will not listen or come when I call him, especially at the park. Can he be retrained? — Doug L., Austin, Texas DEAR DOUG: Giving Hatchet refresher training in basic obedience is a great idea! Once you start working with him daily, he should pick those skills right back up — especially if you use positive reinforcement methods. Committing to that daily walk with him is the best thing you can do to

improve his behavior and response to commands. Because Hatchet is a senior dog, he may tire more easily on your walks and may not respond to commands as snappily as he did when he was a puppy. Be a little patient with him. If he isn’t responding well to the “come” command at the park, keep him on his leash during walks and work with him on that command while in the park. If Hatchet doesn’t improve, if he seems lethargic or perhaps a little snappy with other dogs, or if he just seems off, take him to the veterinarian for a checkup. Senior dogs can develop physical issues that distract them from training — things like arthritis pain or endocrine problems. Make sure those aren’t getting in the way of his outdoor time. Since they live an hour away, I like to take along snacks that are simple to make, travel well, and best of all, are easy for guests to serve themselves. The cheering, jeering and excitement can create a hearty appetite, and no one wants to miss a minute of the game while grabbing something to eat. These easy appetizers will satisfy the biggest football fans without taking the host or hostess away from the game. My game day goodies can be prepared ahead of time. The Mexican Shredded Beef can be prepared and kept warm in a slow cooker set on low. Complete your football buffet table with a platter of raw veggies and bottles of salad dressing that can also serve as a dip. You’ll be voted MVC (Most Valuable Chef) at your Super Bowl party with these delicious dishes! SLOW-COOKER MEXICAN SHREDDED BEEF This flavorful shredded beef can be used for sliders, nachos or taco filling and is an easy way to provide an appetizer that guests can customize to their taste and serve themselves! Prepare this roast in a slow cooker the day before, refrigerate it in its juices and then reheat it before the big game! 1 (3-pound) boneless beef chuck or rump roast 1 1/2 teaspoons salt 1 1/2 teaspoons black pepper 2 tablespoons cumin 2 tablespoons chili powder 1/4 teaspoon cayenne pepper 1 cup all-purpose flour 2 tablespoons vegetable oil 2 tablespoons steak sauce 2 tablespoons Worcestershire sauce 1 large yellow onion, sliced 1 (12-ounce) jar mild banana pepper rings 1 (15-ounce) can beef broth
