Another piece of Pilot property sold By CAROL BROOKS freelance writer cab1hp@gmail.com Only one Tract remains of the property that once was the headquarters of Pilot Life Insurance. Sedgefield NC LP purchased 43 acres on Tracts 1 and 5 from is KSL Sedgefield Pilot LLC, a subsidiary of Kisco Senior Living of Carlsbad, Calif., for $5.55 million. The property is at 5300 High Point Road in Greensboro. The file date with the Registrar of Deeds was Dec. 22. Tract 1, approximately 18.91 acres along West Gate City Boulevard, is zoned mixed use/ medical office/retail. Tract 5, approximately 24.08 acres which abuts High Point Road across from Sedgefield, is zoned Single Family Residential. The

two tracts are adjoining. Sedgefield NC LP, a major homebuilder, is a Virginia limited partnership with offices in Virginia Beach, Va. No plans for the property have been made available. Berkley Hall, of Greensboro, is currently constructing the 248-unit, two-story retirement apartment complex, the Retreat at Sedgefield, on 16.8 acres of the campus on Tract 2. The site is on the backside of the property and can be seen from West Gate City Boulevard. It is also at the dead end of Alamance Road, off High Point Road. Resort Lifestyle Communities plans a 140-unit senior living community on what is known as Tract 4 at the corner of High Point and Alamance roads, across from Sedgefield.

Tract 3-A containing the Pilot Life headquarters building is also under contract but KSL representatives have not announced who is interested. It is believed that the building will be saved using historic tax credits. It is not known for what purpose the building will be used. The Guilford County Historic Preservation Commission approved the landmark designation earlier this year. It is believed that Sedgefield NC LP is waiting until the National Register nomination is approved by the National Park Service before the company goes before the Greensboro City Council for approval. New accounting specialist fills need

Faith Wilson has been hired as an accounting specialist under Finance Officer Judy Gallman. “Faith has been a finance officer so she knows so much already,” Gallman said. “She is a godsend for me right now. “I feel like Faith has everything under control and yet if she runs into something she isn’t sure about she will contact me.” As with many positions with the Town, Wilson will wear a lot of hats. Her official duties include preauditing, balancing bank deposits, accounts payable, payroll, help with year-end reports, operational needs, budget assistance and assisting Gallman with all financial needs. In addition, Wilson was recently appointed a deputy finance officer for the purpose of pre-auditing expenditures and as an authorized signer of checks. “Jamestown is a good little town, with a lot of nice people, and I feel there’s a lot of opportunity [for me],” she said. “The town is in a great location for growth and I’ve heard a lot of good

You learn a little bit of everything because you have to wear many hats and it broadens your knowledge. That’s the beauty of it. “I’m excited to be here. Excited to work with Judy and the whole finance team and the town. Everyone here is really nice.” A native of Trinity, Wilson, 42, has had 18 years of banking experience, 12 of those in accounting. She has also worked almost six years in school and municipal accounting. A graduate of High Point University

with a degree in business administration and a minor in religion, she joined the Town Nov. 29. Working with a municipality seems to be a family business. Wilson’s husband Lloyd is the public works director of Archdale. The couple has a 15-year-old daughter, Micah. Wilson’s hiring is part of Interim Town Manager Dave Treme’s Strategic Plan for Jamestown. One of the points in the plan is to recruit and retain a team of excellent employees. “Judy is not able do financial management in everything we do with the budget we have,” Treme said. “As I evaluated her

duties, I found that she was doing a lot more of the detail than I knew. We needed someone to help her with some of the financial management things we weren’t able to do to fully utilize her skills.” He noted that in a town the size of Jamestown and with a staff the size it has, he found himself doing things, like signing checks, that he would not normally do. “We needed someone to help with the day-to-day so Judy could help me do more with financial management and planning.” With the potential of see new, page 2

The Town of Jamestown received a clean report for its Annual Comprehensive Financial Report for fiscal year 2020-2021, meaning there were no issues noted. The audit was conducted by Dixon, Hughes, Goodman LLP, the firm that has handled the audit for several years. “We did not identify any material weaknesses or findings over internal controls,” said John Frank, of DHG. “Cash investments are up over $1.1 million for the [fiscal] year. The General Fund is up, primarily due to reimbursements from the Department of Transportation related to the [East Main Street] sidewalk capital projects.” However, due to large payments made to the City of High Point for the Eastside Wastewater Treatment Plant and repairs and improvements to the Riverdale Pump Station, the Water and Sewer Fund is down by about $883,000, a decrease of 8.2 percent. Available General Funds are up this year by $1.2 million, or 43.2 percent. These funds are legally available for appropriations. Remaining Fund Balance after restrictions and the Town’s fund balance policy is $372,000, following a

deficit last year of $797,000. This is an increase of 145.6 percent. General Fund revenues were up $442,671, which includes sales tax revenue and property taxes. This is an increase of 9.2 percent. Services and Fees revenue was up 34.8 percent due in part to increase revenue from the golf course. General fund expenditures were up slightly more than $1 million, an increase of 23.6 percent. Public Service expenditures were up $218,000 due to increased street resurfacing expenses. Recreation expenses were up 22.6 percent due to more activity at the golf course. “The percentage of available fund balance to expenditures was 66 percent, an improvement over the prior year,” Frank said. “Compared to the state average of municipalities your size, it is about 11 percentage points below the state average but well above the recommended minimum base of 50 percent.” “Virtually 100 percent of [property] taxes were collected this year and the outstanding balancing at the end of the fiscal year was very low.” Finance Director Judy Gallman again received the Certificate of Achievement for Excellence in Financial Reporting. Gallman has received the certificate 15 years in a row.

Resolutions vs. goal setting For many people the beginning of a brand new year is the perfect time to start “doing better and being better.” Their good intentions may include dieting, exercising, smoking cessation, limiting fast food, dealing with financial problems, learning a new skill, or simply spending more time with family. Some have grand ideas to wipe the slate clean and change everything wrong in their lives. Unfortunately, they are no better equipped to tackle problem areas in January any more than they were in December. Too often the resolutions they make are difficult or impossible to achieve, leading to the belief of multitudes that New Year’s resolutions are made to be broken.

New Year’s resolutions are indeed easy to make, but can be hard to keep. The road to success may be in a change of mindset. Instead of making resolutions that carry the connotation of easily broken, instead set goals, which by following a few simple rules can be obtained. Pick only one goal and put all your efforts into it. After you achieve that one, you can always set another. Success breeds confidence and a greater likelihood of persistence. Although small changes may seem insignificant, some change is better than none and could lead to larger accomplishments. A few guidelines for setting goals and obtaining them: • Write down specifically what you want to achieve and why you want to achieve it. For example, it is not enough to intend to lose weight. To say you desire to live a

more healthy, active lifestyle is much more motivating. • Dream big, but think tiny. Break your goals down into manageable parts. • Share your goals with others. Tell your family, your best friend or post it on social media. Update your progress. We are more likely to keep working toward our goals when we know we are accountable. • Use the buddy system. Find someone with the same goal you have and work together to accomplish it. • Avoid temptation. Someone with a drinking problem should not go to a bar. Those cutting back on sugar should stay out of the ice cream parlor. Trying to save money, stop perusing ads or making unnec-

essary trips to your favorite store. • Reward yourself often. Don’t let striving for your goal become drudgery. Your rewards, however, should be outside the planned goal, i.e. weight loss should not be rewarded with a piece of cake. Rewards do not have to be large. The famous man from Tally Ho

Who is the most famous North Carolinian today? If you check the latest edition of the World Almanac as I do this time every year, you will find a list of “Famous North Carolinians.” That list includes the following people but not today’s most famous person from our state. Read over the names on the World Almanac list and then I will tell you today’s most famous person: David Brinkley, Shirley Caesar, John Coltrane, Stephen Curry, Rick Dees, Elizabeth Hanford Dole, Dale Earnhardt Sr., John Edwards, Ava Gardner, Richard Jordan Gatling, Billy Graham, Andy Griffith, O. Henry, Andrew Jackson, Andrew Johnson, Michael Jordan, William Rufus King, Charles Kuralt, Meadowlark Lemon, Dolley Madison, Thelonious Monk, Edward R. Murrow, Richard Petty, James K. Polk, Charlie Rose, Carl Sandburg, Enos Slaughter, Dean Smith, James Taylor, Thomas Wolfe. But that list does not include the North Carolinian most talked about across the world these past few days: a man who grew up in the Tally Ho community of Granville County. On Christmas Day a $10 billion giant telescope to replace the aging Hubble scope was launched from French Guiana. So far, the launch has been successful. The device is already preparing to begin its observations by unfolding its antenna, mirror, and tennis-court-sized sunshield, as it moves toward a final orbit. The Hubble, at work for more than 30 years, was named for Edwin Powell Hubble, an American astronomer who died in 1953. He was an important astronomer whose work

provided evidence that the universe is expanding. The new observatory-telescope will be about 100 times more sensitive than the Hubble. As described by Dennis Overbye in the Oct. 20, 2021, edition of The New York Times, “Orbiting the sun a million miles from Earth, it will be capable of bringing into focus the earliest stars and galaxies in the universe and closely inspecting the atmospheres of nearby exoplanets for signs of life or habitability.” So, what does all this have to do with Granville County and the most talked-about North Carolinian? The new telescope is named the James Webb Space Telescope. Like the Hubble, the James Webb Space Telescope, or JWST, or Webb Telescope, or simply the Webb, will be in almost every news story about space exploration for many years. Every young person studying astronomy or reading about space will see his name. It will be everywhere. Why is this critical device named for Webb? Lewis Bowling, who, like Webb grew up working in the tobacco fields and barns of Granville County, explained in his column in the

December 30, 2021, edition of the Oxford Public Ledger, Granville County’s twice-weekly newspaper. “James Webb, who grew up in the sticks like me, surrounded by great big fields of tobacco was the man most responsible for leading us to the moon. Let me clarify something: James Webb was born in Tally Ho near Stem, so he was a country boy like me, but obviously a lot smarter. Webb knew and worked for several presidents and was the National Aeronautics and Space Administration director under Presidents Kennedy and Johnson. As North Carolina Congressman L. H. Fountain once said, ‘for the first time since the beginning of the world there are now footprints on the moon, and the major share of credit goes to a distinguished son of Granville County, James E. Webb.’” I would make a bet that there will be a new entry in the 2023 World Almanac’s list of “Famous North Carolinians.” James Webb from Tally Ho. D.G. Background Kisco Senior Living of Carlsbad, Cal., purchased the Pilot Life Insurance property in 2008 with the plan to construct a senior living facility. Plans changed after the recession, however, and the company decided to subdivide the land and sell tracts to other interested parties. The company received zoning from Greensboro for a Planned Unit Devel-

opment (PUD), mixeduse category that sets conditions such as limits on building heights that will ensure future development complements the Sedgefield area’s attractive design. Many residents of Sedgefield were not happy when they learned of the plans in 2018 for development and attended the Oct. 12 Greensboro Zoning Commission meeting that year to voice their disapproval. However, the Zoning Commission granted Kisco and Cameron General Contractor’s request to rezone Tract 4 at the corner of High Point and Alamance roads, but added several conditions requested by the Sedgefield group, namely that a senior-living community for people 55 and older be constructed on the site, along with some architectural conditions. While the Sedgefield residents could live with that verdict, they were not happy with the height of the buildings on the site and were still concerned about the overall planned development for the Pilot Life property. The residents were concerned the development would impact the environment, traffic and schools, which are already at- or overcapacity.

Unlike New Year’s resolutions, goals can be set any time of the year. The important thing to consider is keeping your eye on what you hope to accomplish and continuing to move in that direction. Wayne Gretzky of hockey fame once said, “You miss 100 percent of the shots you don’t take.” This fits perfectly with the old adage, “If first you don’t succeed, try, try again.”

historic buildings that were the home of Pilot Life Insurance. The company was begun in 1924 by Alexander W. McAlister, a principal in the original Sedgefield Country Club development. The main building’s cornerstone bears the date of 1927. Pilot Life merged with Jefferson Standard Life Insurance in 1987 to become Jefferson-Pilot Life and moved to downtown Greensboro in 1990. Jefferson-Pilot became Lincoln Financial Group after a merger in 2006. Kisco started the process in 2008 of placing the buildings on the National Register of Historic Places. It was put on a study list at the time, but a recent search did not indicate the buildings had made the list. The remaining unsold tract not under contract, 3-B, is 22.7 acres and runs along Alamance Road.

development along Guilford College and Mackay roads and the bypass, Treme envisions the duties of not only the Finance Department but all town departments to grow even more. “Development will increase the service we do, with additional businesses and homes, apartments, senior housing, neighborhood commercial, more water and sewer lines to maintain, additional garbage and recycling pickup,” Treme said. “We are also taking in some large grant funds from the Congress in terms of the American Rescue Plan (ARP) and other

funds, so we have additional revenue sources. “So the first job we thought we needed to add was the accounting specialist – and we needed it now. We know we will be growing financially and one person could not do it all.” Treme mentioned the Town is also looking at succession planning, making certain there are key people in every department to take on additional responsibilities. “I believe she will be a valuable member of our Finance Department for a long time to come,” Gallman said.

Add some pizzazz to latex rubber gloves

(I placed the 4-inch-long seam above the thumb side of the glove.) If the pleated cuff is too large, add another pleat. Remove pins as you sew 1/2-inch from the edge. Turn cuff over the seam and fluff the pleats. Repeat with second glove. For extra pizzazz, use your imagination and items in your craft box to decorate the gloves with add-ons. A glue gun works quickly.
