Lori Herron’s battle to keep her emotional support pigs is not over. Herron will appear before the Jamestown Board of Adjustment at 6:30 p.m. Jan. 13 to appeal the assessment of civil penalties levied against her for continuing to keep swine on her property at 2216 Guilford College Road. Herron pled her case to the
Jamestown Planning Board on July 8, asking for a text amendment to the town’s Land Development Ordinance to allow her to keep her pigs. The Planning Board unanimously denied her request and sent it to the Town Council, which passed its own unanimous decision against the amendment on Aug. 20. On Oct. 22, Jamestown Town Attorney Beth Koonce sent an email to Herron and her husband Michael Young stating, “The
Town of Jamestown is moving forward with enforcement of the code violation against you. The next steps will involve financial penalties and the seeking of an injunction from Superior Court enforcing the provisions of the Town’s Ordinance against keeping pigs in residentially-zoned areas.” The Board of Adjustment meeting is a quasi-judicial hearing. According to Wikipedia, “a quasijudicial body is a non-judicial
body which can interpret law. It is an entity such as an arbitrator or tribunal board, generally of a public administrative agency, which has powers and procedures resembling those of a court of law or judge, and which is obliged to objectively determine facts and draw conclusions from them so as to provide the basis of an official action. Such actions are able to remedy a situation or impose legal penalties, and they may affect the legal rights, duties or privileges
of specific parties. … Decisions of a quasi-judicial body are often legally enforceable under the laws of a jurisdiction. It did this year as the Cowgirls defeated Central Cabarrus 63-54 on Dec. 28 in the championship game. The Cowboys
placed fourth, losing to Wesleyan Christian 83-67. The girls beat Wesleyan Christian 56-20 on Dec. 26 and North Davidson 60-52 on Dec. 27. The boys won the first round, defeating Southern Guilford 84-43 on Dec. 26 before losing to High Point Christian 81-77 on Dec. 27.

For Kim Smith it’s a new chapter in her career as an EC (Exceptional Children) teacher and advocate for individuals with special needs. Smith has joined the staff at Jamestown Middle School and, with the help of her sister, spent Jan. 3 preparing her classroom for the beginning of the 2020 spring semester. Smith taught classes for students with special needs in Johnson County for six years and in Guilford County for six years. For the past two years, she has worked with the pre-school special needs population. Teaching was not a first career choice for Smith. After graduating with a major in psychology and minor in biological science, she worked in corporate America for a while. When her company closed, she held several part-time jobs before deciding to teach. “I participated in the Lateral Entry program to get my teaching certification and have been working with EC students ever since,” Smith said. “I feel like my whole life has been influenced in the direction of people with special needs. My parents pushed the idea that everyone is important and needs friendship and love. At First Baptist Church in Greensboro, I worked with Happy Hearts Sunday school, a class for people with special needs. I have also helped with Special Olympics.”

ragsdale girls place second in HaECO tourney Town council to go on retreat The Ragsdale girls’ basketball team was not able to repeat as HAECO champions this year, falling 30 to 52 to Northwest Guilford in the championship game Dec. 28. Ragsdale ended the season 10-2 and Northwest Guilford 11-1. In the first round of the tournament on Dec. 26, Ragsdale girls defeated Smith 82-29 and Beat Northern Guilford 56-44 in the second round on
Dec. 27 to advance to the championship round. Named to the women’s Alltournament team were Nyah Stallings and Diamond Monroe from Ragsdale, Ja’Bria Fullwood from Greensboro Day, and Northwest Guiford’s Megan Harkey, Reagan Kargo and Thalia Carter. Carter was named Most Valuable Player. The boys’ team did not fare as well, dropping all four of their games. On Dec. 26 they lost to eventual champ Greensboro Day 80-42. The Town’s Planning Board denied Herron’s initial request. Article 3, Definitions, of the town’s Land Development Ordinance currently defines “limited agriculture” as “the keeping of gardens and animals for non-commercial domestic use. Such agriculture generally refers to, but is not limited to, domestic fowl such as chickens, turkeys, ducks and geese, bees, and other small animals (ex: rabbits). Limited agriculture does not permit livestock such as horses, cows, llamas, sheep, swine or the like.” Herron claims her pot-belly pigs are pets and therapy animals, not livestock. She asked to amend the text to read, “Limited agriculture does not permit livestock, animals used for food or fiber, such as horses, cows, llamas, sheep, swine over 300 pounds, or the like, not to include miniature or pot-bellied pigs that are kept as and considered to be pets.” “Our purpose is to define pigs as pets,” Herron said at the July 8 Planning Board meeting. “’Livestock’ means [animals] for food and farming and destined for slaughter.” Planning Director Matthew Johnson disagreed, and said it would be difficult to define the word “pet.” He added that, if amended, the ordinance would apply to approximately 60 percent of the town in several zoning districts and allow for an unlimited number of the animals. At the Aug. 20 Town Council meeting, Herron was given 30 days to appeal the decision and after the meeting, Herron said she planned to appeal. The matter came to Johnson’s attention
when he received an anonymous phone call on Feb. 26 of last year complaining of “trash and odors” coming from Herron’s residence. Johnson investigated and found a large pile of plumbing rubbish in the yard. When he attempted to go to the front door to speak with the owner, a fence enclosing 10 pigs blocked his access. Johnson called Herron to request a meeting, which was set up and then canceled. Johnson then sent a notice on Feb. 27 outlining several violations and requesting the rubbish be removed within 10 days and the pigs within 30 days. The plumbing trash was removed but Herron requested an additional 60 days to find a new home for the pigs, thus moving the date of compliance to May 27. Herron attended the Town Council meeting May 21 and asked to be allowed to keep the pigs on her property. She said she had been told in the past by the Town that the pigs were not a problem and the family even checked with the Planning Department when they moved to Jamestown in 2000. They had become members of her family and she presented a letter from her doctor saying they were emotional support animals. Herron and her husband, Michael Young, moved to Jamestown in 2000. Young pointed to the 2009 Land Development ordinance that does not allow pigs in a residentially-zoned area. He zeroed-in on a grandfather clause in the ordinance that states, “Grandfathered. Not affected by a change in the Ordinance absent physical modification or abandonment. Buildings, land uses, and lots or parcels of property that do not meet the standards of this Ordinance but existed prior to the effective date of this Ordinance, and complied with prior ordinances, regulations, and or standards, shall not be affected by this ordinance absent physical modification or abandonment.” The couple feel their pigs should be allowed under the grandfather clause.

posted in the vicinity.” Johnson noted that motorists in the area will be impacted by the closing and the Town is notifying public safety organizations and local news media in an attempt to help notify motorists to plan ahead for delays or to find alternative routes. “The Town is looking forward to increased public safety for pedestrians and asks for your patience as we all work through the inconvenience of the road closure impacts,” Johnson added. The Town of Jamestown contracted with North State Environmental of Winston-Salem, to assist in completing a new pedestrian bridge and sidewalk linking existing sidewalks in Jamestown with the Bicentennial Greenway Trail along East Fork Road. The project is a third of a mile long at a cost of approximately $1.488 million and will expand safe pedestrian access between Jamestown and the Bicentennial Greenway Trail system. The pedestrian bridge will be on the north side of the existing bridge. The NCDOT assisted in funding the project. On Christmas Day, Councilmember John Capes posted a Facebook video of the sign stating the road would close Jan. 6. To his knowledge, the sign was cor-

However, the Town quickly posted a correction, stating the signs would be turned off and the road would close from the last driveway on the Guilford Road side of High Point City Lake to the entrance to Jamestown Park Golf Course. Even with the incorrect date, Capes’ video is still worth viewing on the Town’s Facebook page. “It’s important that everybody understands that we’re doing this with the best intentions and we’re going to get good results out of it,” Capes said in a new Facebook video available on the Town’s Facebook page. The pedestrian bridge project has been discussed for at least seven years as the Town worked out design details and submitted funding proposals. The final product will be a separate bridge over the lake parallel to the existing motor vehicle bridge. Another Jamestown sidewalk project is already under construction. Work on the East Main Street (Lydia) sidewalk began in November. The Town received funding in July from the NCDOT for $1,198,415. It provides bracelets for individuals with autism, Alzheimer’s or other cognitive disabilities, allowing the sheriff’s department to track those at-risk individuals who are prone to the life-threatening behavior of wandering. The absurd crusade against vaping by rich LoWry
Never before has a boon to public health been met with such hysteria and ingratitude. Vaping is almost all upside in comparison with traditional smoking, a wanton destroyer of health and lives, and yet the nation is in the grips of a panic about e-cigarettes. In a rarity for the Trump era, the anti-vaping sentiment jumps traditional geographic and political bounds, running from the Oval Office to San Francisco, from President Donald Trump to his most fervent enemies. Trump has announced a proposed Food and Drug Administration ban on flavored e-cigarettes, while the San Francisco Board of Supervisors banned the sale of vaping products at retail outlets. New York Gov. Andrew Cuomo imposed a ban on flavored e-cigarettes on an “emergency” basis. “Vaping is dangerous, period,” Cuomo pronounced, citing, like the president, teenage use in particular. Actually, there’s little evidence that vaping, as a general matter, is hazardous, especially when compared with traditional cigarettes, whose smokers inhale a witch’s brew of carcinogens and carbon monoxide. Smoking accounts for 30% of all cancer deaths, and 18% of all deaths. A credible estimate is that e-cigarettes, which involve inhaling a nicotine-infused vapor rather than smoke, are about 95% less harmful than cigarettes. The vaping-related illnesses that have recently garnered headlines and prompted the regulatory actions appear not to implicate standard vaping, but rather the use of black-market liquids containing THC, the active ingredient in cannabis. We could make the risky products involved illegal, if they weren’t already illegal. The problem with the flavor bans — and especially a San Francisco-style outright
ban — is its effect on adult e-cigarette users. About 11 million adults vape, and some percentage of them are former smokers or would be smoking in the absence of e-cigarettes. A robust study in the United Kingdom found that vaping is twice as effective as other common nicotine replacements in getting smokers to quit. The flavors, according to surveys of users, are a big draw for smokers quitting traditional cigarettes. It’s manifestly absurd to ban vaping products and leave cigarettes, including flavored cigarettes, on the market. Another source of the current panic is that teen vaping is way up, but there’s nothing to suggest that this increase in vaping is encouraging real teen smoking, which has fallen below 6%. Everyone would prefer that teens not develop a vaping habit, but this presents nothing close to the health issue presented by combustible cigarettes. By all means, let’s crack down on retailers who are selling products to minors. But exaggerating the harms of vaping and prohibiting the products is a formula for giving back some of the gains against traditional smoking. The libertarian publication Reason points to one study that, insanely, shows more people beginning to consider e-cigarettes as dangerous as regular cigarettes. The U.K. has adopted a much more sensible approach that welcomes e-cigarettes as an important harm-reduction measure. A couple of National Health Service hospitals have even allowed vape shops on their premises. That would cause a hue and cry in the United States, where we can’t agree on anything except, apparently, our irrational hostility to a product that is an alternative to a terrible scourge. Past research has shown that CBD causes eye pressure to spike in humans, and the same issue was noted in a study with rodents. Popular media has not noted this. CBD oil should be given to pets only with appropriate oversight from an animal specialist able to measure eye pressure. — Dr. Denise Valenti DEAR DR. VALENTI: Thank you for the update. I had not seen the research on this, and it is important for pet owners to know about this possible side effect of CBD (cannabidiol). A 2006 study at the University of Aberdeen of human glaucoma patients found that a fairly high dose, 40 mg of CBD oil, administered sublingually
(under the tongue) caused a temporary rise in intraocular pressure. (A lower dose, 20 mg, did not cause the same problem.) And a more recent study at Indiana University found that mice given CBD oil experienced a similar rise in interocular pressure. The study found that when THC and CBD were given together, the THC blocked CBD’s effects on eye pressure — but because THC also IS the component of marijuana that makes a person (or pet) high, it opens a whole other kettle of fish. If you’re currently giving your pet CBD oil, contact your veterinarian to ask about checking and monitoring your pet’s eye pressure. High interocular pressure can cause serious damage to the eyes. If your dog or cat has glaucoma, avoid administering CBD oil until you’ve talked to the vet about all possible side effects. Keeping family resolutions in 2020 by donna erickson donnA’S dAY: creAtiVe fAmiLY fun Last month’s holiday celebrations have passed, but perhaps one tradition hangs on. How many of us have put into practice the resolutions we shared with others before the stroke of midnight New Year’s Eve? Hmmm, not as easy to accomplish as hoped? With the flurry of family life, the days slip by, don’t they? But it’s still January, a fresh time to think about those resolutions, maybe reset them and talk with your kids about the possibilities that 2020 holds. Set realistic goals with action plans you can put in motion. Write them down, or encourage your kids to express them creatively in drawings. I recently was inspired by my cousin’s 6-year-old grandson Gavin’s artwork hanging on her kitchen wall. He didn’t just say what his resolutions for 2020 were, he drew them. The “selfie” sketch depicted him guarding the goal for his youth hockey
team with a background crowd cheering him on. He told me his “goalie goals” were to “be on time, skate well and do my best.” This positive athletic boy motivated me to look at possibilities big and small for 2020. How about you, especially when it comes to family time? Consider these ideas for setting family goals. Maybe you have others. Write down or draw them, and may they inspire and encourage you. EAT DINNER TOGETHER Designate evenings for your family to sit down at the table and share a meal. Get the kids involved with age-appropriate tasks, and get cooking. Did you get a gadget or appliance for a holiday gift? Don’t stash it away for another day. Use it together. For example, if you got a spiralizer, look for recipes using fresh vegetables you can transform into fun pasta-like noodles for a healthy start to the year. EXERCISE TOGETHER Get ready to hop, skip and
jump! Find common interests and commit time to movement — even spontaneously. Did it snow last night? Or is it raining today? Put on your boots and walk or snowshoe to your local store instead of driving when you need a few groceries. PLAY TOGETHER Make play a part of every day. Sounds easy and natural, and it is — especially when kids lead the way in finding playful moments. When you return from work and your child has a fun game for you to try, toss your to-do list aside for a bit, turn off your phone and take the opportunity to find silly or lighthearted ways to connect with your child. Doctors disagree on blood pressure target by keith roach, m.d. to Your Good HeALtH DEAR DR. ROACH: I am a 91-yearold male. When I switched primary care physicians, my new doctor shook his head because my previous doctor had never told me about my low GFR readings and being borderline diabetic. In the past I had assumed that if the doctor didn’t mention any low or high blood test results, everything must be OK. I no longer assume: I ask for a copy of the results and question them. The new doctor referred me to a nephrologist. My blood pressure at the time was usually in the 130-140/60-70 range. He told me that for a person of my age, that was too low. He gave me a target of 159/89. Then on my next visit to primary care, I was told that my blood pressure was too high; I was prescribed losartan. I am testing my blood pressure daily, and the past few days it has been in the 170s.

So, what is a good target for my blood pressure? Which doctor is correct? — A.L.
DEAR A.L.: There is no absolute right answer to your question. On the one hand, overaggressive treatment of blood pressure in a 91-year-old is unnecessary and may lead to symptoms of lightheadedness, especially upon standing. Other blood pressure drugs may have additional side effects. On the other hand, a 91-year-old has a higher risk for heart disease and stroke, and in someone with a low GFR reading (a measurement of kidney function) and borderline diabetes (which further increases the risk of heart attack and stroke), most experts would aim for a blood pressure goal that is closer to 120-130/80-85, as long as it isn’t causing annoying symptoms. I’m not clear why the doctor wasn’t
happy with your usual blood pressure, since a level of 130-140/60s seems very reasonable for a man your age if you aren’t having side effects. If 170 is the usual systolic pressure on your new regimen, I would ask about going back to the old one.
DEAR DR. ROACH: I always have had small breasts. Suddenly, in my mid70s, my breasts grew, and now at 80 I have outgrown most of my clothes. My doctor said that it is fat, but I have gained only a few pounds. Could this be hormonal? Have you addressed this issue before? — S.F. DEAR S.F.: I haven’t addressed this before. Breasts change size during a woman’s life for many reasons. Breast tissue is a mixture of fat and glandular tissue. For young women, there’s proportionally more glandular tissue, the amount of which

About 20% of women will notice significantly larger breasts after menopause; however, this usually occurs along with overall weight gain. Significant breast enlargement without much weight gain is not common in my experience. Hopefully, your doctor did a thorough examination. However, I think it is very unlikely that your breast size changes represent a tumor. Very rarely, there are estrogen-producing tumors, so if there were other reasons to be concerned, your doctor might check blood levels of hormones, including estrogen.

One of the downsides of college life is the dreaded “freshman 15” — the extra pounds that many students gain from poor eating habits. Establishing good eating habits as a college student may help form the basis for how and what you eat later in life. Eating fruits and vegetables boosts your immune system and helps ward off illness, calcium helps you build bones to avoid problems later in life and eating breakfast contributes to academic performance. But, don’t forget that food is to be enjoyed! Eating and preparing foods with others builds community and can help alleviate the stress of college life. There are quick, easy and healthy eating options if you’re faced with dining in your dorm room. Don’t have a stove or oven? Don’t despair! Here are some quick, easy and healthy ideas for dorm rooms with only a small refrigerator and a microwave: * Combine fresh or frozen fruit, yogurt and fruit juice for a breakfast smoothie. You don’t need a blender — just put ingredients in a jar and shake vigorously.
* Top a fresh salad with grilled or oven-roasted chicken strips, include fruits and milk to make this a quick meal. * A easy and filling meal could include low-sodium canned soup, whole-wheat crackers with a single serving of hummus and milk. * Another meal option is a mozzarella stick, canned three-bean salad and milk. * Tasty options include canned chili. Add a fresh salad or baby carrots with hummus, fruit and milk for a complete meal. If you don’t have time to make a fresh salad, add canned or frozen and thawed vegetables to the chili. * Wrap it up! Spread a whole-wheat tortilla with drained and mashed canned beans, salad greens, chopped red pepper and salsa. Serve with canned fruit and yogurt to make a complete meal. * Make a fresh salad with pre-packaged salad greens, canned beans, nuts and a low-fat dressing. For a complete meal, add tuna or salmon in one-serving pouches, whole-wheat crackers, canned or fresh fruit and milk to the menu. If you have access to a microwave, stove or oven, here are some more quick, easy and good-for-you meal ideas: * For breakfast, try a whole-wheat frozen waffle topped with yogurt or fruit, or have oatmeal topped with fruit.

You also can add dried fruit or nuts for a different flavor. Choose milk or juice for a beverage. * Leftovers from last night’s supper are quick and easy. Add fresh vegetables to leftover pizza and heat. Serve with a salad, fresh fruit and milk for a complete meal. * Stir-fry meals are quick and easy — and you control what goes into the dish. Include pasta, stirfry vegetables, beans, lean poultry or other meat. Serve with fruit and milk for a complete meal.
