Lending heart and hands
Alumnus leaves legacy to community . . . Those gentle hands took on tasks of courage, powered by dreams. . . . Those hands worked to save his old school and keep it thriving— a library now, and a fine one because of Alan’s heart and gentle hands. . . (Excerpts from Alan’s Hands by Julia Ebel) Memories are unique manifestations of the mind. They can be both good and bad — sometimes simultaneously, so it seems. But there were only good memories when friends and family gathered at the top of the hill on the east side of the Jamestown Public Library on Oct. 3. They were there to remember Alan Johnson and
dedicate a bench in his memory. Donated by members of the Old Jamestown School Association, Friends of the Library and Jamestown School Alumni Association, the bench, along with the heartfelt tributes shared by people who remembered his involvement with the library, told a story of caring and commitment to its cause. Nestled under the shade of a large tree, the bench sits almost directly across from the road so often traveled by Johnson in his daily treks to the old school from which he graduated and the town library it had become. “It is not possible to overstate the depth of influence he had in the library and all it represents,” said Julia Ebel. A 1951 graduate of Jamestown High School, Johnson knew every inch of the building. He was one of five representatives who petitioned Guilford County not to

The Oct. 5 mayoral primary in Jamestown wasn’t even close, with incumbent Lynn Montgomery receiving 218 votes, or 76 percent of the total ballots cast. Challenger Robert Frederick received 66 votes, or 23 percent and the final challenger, Michael Young, received three votes, or 1 percent. All results are unofficial returns from the Guilford County Board of Elections. Montgomery and Frederick will square off in the general election Nov. 2, at which time the Town Council race will also be decided. According to North Carolina General Statute 163294, if more than two candidates file for an elected position, there must be a primary to narrow the field of candidates to two candi-
dates for each position. This is the first time in Jamestown’s history that the candidate winning the mayoral position will serve a four-year term, rather than a two-year term. The Town Council adopted an amendment to the town’s charter on May 21, 2019. But since the ordinance was an amendment that also allowed staggered terms of councilmembers, voters had to approve it, which they did in November 2019 by a vote of 59.67 percent to 40.33 percent. Montgomery has been mayor for two consecutive terms and this is the third time Frederick has attempted to unseat the incumbent mayor, including the 2019 election when he also ran against Montgomery. Results of that race gave Montgomery a 70.77 percent victory to Frederick’s 28.28 percent. It was Young’s first attempt at public office.

Johnson served as one of 18 charter members of the OJSA. When the renovated building opened as a library in 1988, he also served as chair of the library board until it merged with the OJSA in 2011. “Alan’s expertise in financial matters helped see us through those early years,” said Gary Haynes, OJSA president. “He never turned down an opportunity to help. Fiber Arts Day coming to Mendenhall Homeplace By CAROL BROOKS freelance writer cab1hp@gmail.com After the success of the Quilt Show in June, the Historic Jamestown Society is presenting Fiber Arts Day Oct. 23 from 10 a.m.-4 p.m. Join local artisans on the grounds of the historic Mendenhall Homeplace as they demonstrate spinning, weaving, quilting, knitting, crocheting, chair caning, embroidery and more. The event will be held outside, on the grounds, porches and inside the bank barn to observe Covid social distancing precautions. “This will be a chance to look at how fiber arts were — and still are — created in our community,” said Sandra McGee, one of the organizers. She added that in the early days of Jamestown, girls were taught how to do handwork, but that these days, men often join in doing fiber arts creations. “Historic fiber arts include spinning, weaving, carding, needlework,

Council to consider annexation
Oakdale Mill Village fire destroys a house and a home By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com As you walk around the house, the acrid smell of burnt wood fills the senses, and the odor becomes even more pungent as you approach the door and peer inside. A glance reveals the smoky remains of a house, totally lost on Oct. 5 to the residents who called it home just hours before. Mary McClure lived in the house near the entrance to Oakdale Mill Village with her daughter Joanie Lambert and her two granddaughters ages 11 and 14. She was siting on the porch with a visitor when she heard a popping, cracking noise and ran to the front door to see what was happening. “The house was already filled with smoke,” McClure said. “I ran around
the house and grabbed the water hose while the man called 911, but flames were already coming out the back door.” While trying to put out the fire, McClure’s hair and eyebrows were singed and she received blisters to her hands. She was treated by EMS on the scene and transported to High Point Hospital, where she was released late in the afternoon. “The EMS people were afraid the smoke might have affected my lungs,” McClure said. “If I had been inside the house I would probably have been asleep and be dead now.” Twenty-five firefighters from seven fire units extinguished the fire in about 20 minutes. “There is nothing to indicate that the fire was anyPhoto by Norma B. At its September meeting, the Jamestown Town Council directed the town clerk to investigate the former Johnson farm property for possible annexation. D.R. Horton, Inc., the new owner, filed an annexation petition Sept. 2. At the Oct. 19 meeting, the Council will set a date for a public hearing on the matter. The former owner, Diamondback Investment Group, had applied for annexation, but withdrew their petition earlier this year after the Town Council rejected plans submitted for development of that property. Town Clerk Katie Weiner found the property to conform to annexation criteria at that time, the process must

Under new business, Town Planner Anna Hawryluk will present an overview of the Bicycle and Pedestrian Planning Initiative Grant Award. The Council also will hear an update on code enforcement violations in the town as well as an update on ongoing NCDOT projects in the town. Following the open session, the Council will go into closed session to discuss personnel matters. The Town Council will meet at 6 p.m. in the Civic Center at Town Hall in Jamestown. The public is invited to attend.

Manager proposes changes to public request policy By CAROL BROOKS freelance writer cab1hp@gmail.com The Freedom of Information Act (FOIA) is often called the “law that keeps citizens in the know about their government.” The website www.foia.gov states, “Since 1967, the FOIA has provided the public the right to request access to records from any federal agency. Federal agencies are required to disclose any information requested under the FOIA unless it falls under one of nine exemptions which protect interests such as personal privacy, national security and law enforcement.” FOIA not only applies to federal agencies, but to local municipalities as well, like Jamestown, where citizens can request public records. Town staff must address requests in a reasonable amount of time. This is in the interest of government transparency. But in Jamestown’s case, a recent onslaught of requests have taxed staff and prompted a proposed update to the Town’s public records policy. “There used to be 5-10 requests a year,” said Interim Town Manager Dave Treme, “but we have received 36 since June 2020 – 30 of those from the same person who has a High Point address.” These records apparently relate to development on the Johnson farm property. With many of the requests being of the “any and all” type, Treme believes there could be over 10,000 emails to the Town involved in just one request and involves hours of staff time to find the information. The emails are stored off-site and the

computer company managing storage must use a keyword search to find documents. Treme said Weiner and others have amassed approximately $20,000 of staff time working in the requests since June 2020 and as of two weeks ago, all but five requests have been filled. “The Town does not have enough staff or other resources to honor those requests, which have created a backlog,” Treme said. When a public record is requested, it can be made anonymously, so the fact that the recent number of requests was from a High Point address should not be a factor. Once Town Clerk Katie Weiner fills the requests, they must be approved by Treme and sometimes a department head or Town Attorney Beth Koonce, to determine if any parts are confidential and should be redacted. N.C. General Statute Chapter 132 outlines requirements for public records. It adds up to many hours of staff time. However, Weiner can handle some requests very quickly. “I take pride in getting these things to people as quickly as I can,” she said. “We want to be as transparent as possible.” Assistant Town Manager/ Planning Director Matthew Johnson added that a reasonable amount of time for some any-and-all requests could be as much as six months. Treme noted that everyone has other duties to perform. “It’s not like we’re trying to withhold it, but its compound, complex and voluminous,” he said. “We’re all working on it but I can’t

stop being the town manager and try to pound that out.” He doesn’t mind spending four hours researching a request, but for more than that, the Town of Jamestown might charge $31 per hour for additional time spent. This is covered in the proposed policy under “IV. Special Service Charge for Extraordinary Public Records Requests.” It will be included in the Oct. 19 Town Council packet which should now be available on the Town’s website. Johnson said a specific date range or request narrows the search down quite a bit. Treme submitted his new public records policy to the Town Council in September for review, with discussion scheduled for the Oct. 19 meeting, although it will not be on the agenda until November. Both the new policy and the current one, which went into effect May 15, 2012, note that if a request requires extensive use of information technology clerical or supervisory assistance by Town staff, then a special service charge may be assessed, in accordance with NCGS 132-6.2 The 2012 policy states, “A request is deemed extraordinary when, in the Town Manager’s opinion, a request would unreasonably interfere with a staff members primary duties or requires the assistance of more than two hours from a contractor engaged by the Town.” The proposed policy changes the time limit to “more than four hours.” Copies of the current public records policy and request forms are available on the Town’s website, www.jamestown-nc.gov under downloads.

It was an important activity in the daily lives of the Mendenhall family. In fact, an old ad has been found indicating the family offered classes in needle arts for girls. The Mendenhall family raised silkworms in an upstairs room as a means of getting silk fibers for clothing. There will be a live exhibit explaining how the Mendenhalls raised silkworms as well as examples of clothing worn by the family. Fiber art refers to the art form that consists of material made from natural or synthetic fabric using such items as fabric or yarn. We are all familiar with macramé, which became very popular in the 1970s when associated with the hippie movement. Decorative macramé wall hangings are still being made. Jamestown’s own Oakdale Cotton Mill is considered a fiber-arts producer as it made cotton yarn. Many products are included in fiber arts such as flower sacks, silkworms, sheep and alpacas. Two alpacas from Purple Alpaca Farms in Boonville are expected to be on site. But be aware, like their cousins the llamas, alpacas can spit. The company will also be weaving and selling their yarn. Several of the quilters who displayed in June return as quilt-making is also considered a fiber art. Spinners will be on hand, creating yarn from fiber and there will be a display of the steps in processing the fiber. Demonstrations and interactive events include embroidery, weaving, rug hooking and fiber art crafts.

Handcrafted items and craft supplies will be available for sale. Friends of the Jamestown Library will have gift baskets for sale. There will be raffles for a beautiful handmade quilt by local artist Bobbie Huggins and one by the Piedmont Quilters as well as a gift basket from Mendenhall Homeplace. Children will enjoy crafting their own Eye of God ornament, weaving yarn around and around crossed sticks to create a square or hexagon. “Besides this unique look at an aspect of local history, the event provides an introduction to utilizing an historical collection for inspiration for handcraft today,” McGee said. Admission is free but donations are greatly appreciated to continue the work of the Historic Jamestown Society. Mendenhall Homeplace is located at 603 W. Main St., Jamestown, across from City Lake Park. Handicapped parking is available on the grounds, with public parking in the Park.

My three daughters were raised in the Mill Village too. “My main concern is finding some place to live,” McClure added. “I have lived (in this neighborhood) almost all my life and would like to stay in this
area. I also hope my granddaughters can continue to attend their same school with their friends.” What remains of life as the family knew it are only memories. But the Red Cross and members of the community have already stepped up to start helping them replace needed items. Everyone concerned, however, expressed thankfulness that no lives were lost.
Postscript McClure and her family have found a place to live in the same neighborhood. Family, friends and community members have worked hard getting it ready for their move.

emergency contact when the fire alarm sounded, assisting with alumni letters and much more, Johnson’s legacy of helping to establish and maintain the library was unprecedented. “Alan was all about public relations,” said archivist Linda Kenner. “We knew if we asked him questions he could answered them definitely and with passion. His gentle and caring dedication to the library was matched only by his sense of humor as he told of tales of the old school when he was a student. He smiled when he said he always wondered what went on in the home ec
building behind the school.” Perhaps Jim McGaha, the current library director, knew Johnson for the least amount of time, but it was long enough to realize what a special person he was. “(The dedication of) that generation is hard to find anymore,” McGaha said. “I cannot help but wonder who will step up to keep the library going. I challenge (the community) to make it happen.” The bench is the second one at the library dedicated to Johnson’s memory. “One was just not enough,” Ebel said. Celebrating this aspect
of Johnson’s life was special for his family, some who had traveled as much as four hours to attend the dedication. After the brief ceremony, many lingered and explored the library. “The ceremony was lovely and meaningful,” said Johnson’s son Alan. “Everyone’s words were so kind and heartfelt and very honoring to our Dad. Our family is thankful for the thoughtful gift of placing the bench at the library, and for the many years of great teamwork and fellowship that was shared between Dad and everyone involved.”
