Council approves Comp Plan Work began on an update to the Townβs Comprehensive Plan Jan. 27, 2020. Then Covid-19 virtually shut down everything. The pandemic changed the original timeline, but the Steering Committee still managed to have listening sessions, community conversations, a community survey, downtown walking tours and growth management workshops. Back on track to have a draft plan by September or October of this year, the Jamestown Town Council unanimously approved the plan at its October 19 meeting, echoing the sentiment of the Planning Board,
which approved the plan in September. One slight correction was made from the version approved by the Planning Board regarding extraterritorial jurisdiction residents representation on all boards. A comprehensive plan is the primary policy guide for future development, capital investment and growth manage decisions over a 10-year period. It sets forth the path the Town must follow and provides a velar vision and guiding principles. βA quality comprehensive plan, or land-use plan, seeks to answer the big questions facing a community: Where should we look to invest in infrastructure? Where will we grow? What types of housing are appropriate? Where are our

The Jamestown News reported last week that Al Stewart had dropped out of the race for Town Council. The information came from Town officials who were informed by the Guilford County Board of Elections. Stewart withdrew after the deadline, so his name remained on the ballot. Ever since Ned McMillan created the elementary afterschool clown club, he has recognized the value professional entertainers could add in helping teach the young people performing skills. Fun at the fair
There are certain sensations that seem to shout βfunβ as you stroll the grounds at the North Carolina State Fair. Of NORMA B. The sound of music from the rides and shouts of the hawkers as they try to draw visitors to their booths can be heard above the buzzing noise of the crowd. Bright lights on the midway attract your eyes, but the eyes also encounter a variety of colors, shapes and textures from the many displays clustered from one end of the fair to the other. All this made it hard for my tired body, which had made the trek from Jamestown to Raleigh, not to come alive once I walked through Gate 10 into the wonder known as the N.C. State Fair. To be honest, walking through the gate was about as far as my legs carried me. I choose to rent a scooter that could take me to every corner of the fair with ease and kept me going for the next six and a half into the beautiful inlaid wood designs she now creates. The theme for this yearβs fair was βWorth the Waitβ alluding to the fact the fair was not held in 2020 due to the Covid 19 pandemic. Pamela Earp said that as people stopped by her booth in the Village to chat they were much more reflective of fair years past. Although crowds at this yearβs event were smaller, many still came. Unfortunately, the fun-filled days at the fair have ended for now. Hopefully the wait until 2022 will be filled with anticipation of good things to come.

Even though Lydia never lived in Jamestown, her spirit seems to have remained after her death near the old railroad underpass around 1924. been made about the interests and intelligence of ghosts. One would suspect they have a lot of time on their hands. There is at least one that hangs around our local library. Former library manager Cathy Durbin heard footsteps in the library on at least two occasions, and one time she heard the front door slam shut, but there was no one around. βI donβt believe in ghosts, but I heard what I heard,β she once said. βThey had to be fast people to get away.β A cookbook went missing from the shelves for several weeks, Durbin also remembered. Staff scoured the library and couldnβt
find it. Then, it reappeared on the shelf, right where it should be. When restoration was being done on the building in the late1980s to prepare it for library use, contractor Burley Dennis told the Jamestown News in 2008 he couldnβt say if itβs haunted or not, but appears to lean toward the spooky. βI was down in the basement and heard footsteps,β he once recalled of the time he was working on the building. βI went upstairs real fast and didnβt see anyone. CONTINUED FROM FRONT Main Street, Business Park, Industrial, Mill District, Campus, Mixed Use, Town Residential, Suburban Residential, Deep River Residential, Estate Residential, Parks and Open Space and Mackay-Guilford, which is the former Johnson farm property. These divisions will help make land use and development decisions. All zoning changes and zoning ordinance amendments must comply with the Comprehensive Plan. Included in the new Plan are 13 guiding principles that the Town should follow while considering future land use. The Town had planned to update the Comprehensive plan for several years, but North Carolina planning laws have changed and Jamestown must comply by July 1, 2022. The Townβs previous Comprehensive, or Land Development Plan, was adopted in 2007. Interim Town Manager Dave Treme believes Alliance Code Enforcement has done such a good job that he requested, and received, approval of a budget amendment for $20,000 to extend the contract with ACE through the end of the fiscal year. Brandon Emory, of ACE, reported that 33 of the 63 code violations have been abated, or reduced, and several more are in the process. There have been 14 hearings with more scheduled. Treme said he has received good feedback from residents on the code enforcement project, citing one instance where rather than tow a car that wouldnβt start, ACE employees jumpstarted it and moved it into the driveway. Another time they helped find a storage lot for a boat that the owner could not fit in the driveway. Allianceβs original contract was for three months and two days per week. During Emoryβs presentation, the Council voiced

concern about the state of Oakdale Mill and the mill village, especially after the recent fire at an occupied home. Emory has met with the property manager for the mill and several of the violations have been resolved. Emory and his team ride through every street in Jamestownβs residential and extra-territorial jurisdiction areas looking for nuisance abatement and property maintenance code violations such as overgrown lots, junk vehicles, junk piles, minimum housing (abandoned, damaged, etc.). In other business, β’ Town Planner Anna Hawryluk announced the Town was the recipient of a $50,000 Bicycle and Pedestrian Planning Initiative Grant. The Town must provide a $5,000 match. Planning should begin in January. β’ The Council unanimously approved the addition of a Deputy Finance Officer who will report to and assist Finance Director Judy Gallman. β’ The Council learned NCDOT would not close Oakdale Road for bypass construction as previously announced, but will construct an on-site detour. β’ Set Nov. 16 for a public hearing on the annexation of what is known as the Johnson property along Guilford College and Mackay roads. D.R. Horton, Inc., the new owner, filed an annexation petition with the Town Sept. 2 but no development plans have been submitted at this time. Following the regular open session, the Council went into closed session to discuss personnel matters. No action was taken when Council resumed the open session. Light had seen his father change career paths from construction worker to entertainer. He began performing with his dad, Captain Jim, the peg-leg pirate magician, at the age of 8, entertaining at events such as school talent shows and birthday parties. By the time he graduated from high school in 2014, Light had already established himself as an entertainer, working jobs part time while attending school. Following high school, Light attended Guilford Technical Community College and received an associateβs degree in science with a focus on anatomy, physiology, biology, and chemistry. He transferred to the University of North Carolina at Greensboro where his plans were to get a bachelor of science in human nutrition and dietetics. Like his dad, however, he also chose a change in career plans. βMy senior year, I decided to go into entertainment fulltime,β Light said. βI put my feet on the ground and started running. It is all I
have really done.β Since 2015, Light has performed all over North Carolina and surrounding states. Today he operates his own business as an entertainer and event planner. βI am self-taught,β he said. βI learned from watching others and practicing my craft.β Perhaps that is why he was intrigued at the idea of teaching young people to increase their skills in the performing arts and says the kids are what keep him volunteering with the ongoing ministry of Flaco and Ze Clownettes. βNed is a rock star in his own right,β Light said. βHe is interested in helping the young people experience their inner creativity. He pushes them to be more extraverted. βI like having the opportunity to work with them one-on-one and to show the kids it is all about how you make people feel.β Light is a multi-talented performer whose routines can be adapted to entertain children, teens or adults. As Sky High Skyler, a 9-foot tall stilt walker, he dons a variety of costumes to create theme characters. His skills with juggling, balloon twisting and magic, along with his humor and animat-

In addition to his individual shows, Light can arrange events featuring other entertainers including fire acts, mime, magicians, stage shows, strolling magic, belly dancing, fortune telling, roving pirate characters, face painting and balloon twisting. βI tell people if they bring the guests, I will bring the fun,β Light said. He has performed at festivals, entertainment parks, sporting events, colleges and restaurants along the east coast. Most recently

Veteran Law Enforcement Officer named new Chief Of Police and Director Of Campus Safety For GTCC PRESS RELEASE JAMESTOWN, N.C. (Oct. 20, 2021) β Gene Sapino, who has more than 25 years of law enforcement and leadership experience, has been named the chief of police and director of campus safety for Guilford Technical Community College. Sapino will oversee a full-service police department with 28 employees and manage a $2.7 million budget. In his new role, Sapino will organize, direct, and supervise the day-to-day activities of the ongoing comprehensive campus police and public safety programs at GTCCβs main campus and four satellite campuses. βI am honored to be selected
as the chief of police for GTCC,β Sapino said. βI look forward to working with the students, the faculty and staff to ensure campus safety. The GTCC Campus Police Department will strive to demonstrate the values of collaboration, accessibility, excellence, integrity, and inclusion. The department will also work diligently to foster relationships and garner community legitimacy.β βWe are looking forward to working with Chief Sapino and helping him implement his vision of excellence for the GTCC Campus Police Department,β said Mitchell Johnson, GTCC vice president of operations and facilities. βHe is fortunate to have a great team of officers to lead, and

He also assisted in the preparation, distribution and monitoring of the departmentβs annual operations budget of $26 million. He served with the Delray Beach Police Department since he was hired as a patrolman in 1995 and worked his way up through the department, most recently being named assistant chief in April 2019.

Undoubtedly, there are ghost stories connected to the mine, but only two have come to light. The story is told of an angry foreman pushing a young slave from a window. The boy landed on a rock in the creek and was killed. Although his spirit has not been seen, apparently reddish stains from his blood could still be seen on the rock years later. Another tale is of two arguing miners. As one was starting to climb down a mine shaft, the other cut the rope. Screams and thuds can still be heard. Coffin-Tilden House Itβs possible that Shubal Coffinβs first house on Main Street next to the Mendenhall Homeplace houses another phantom. Generations of residents have reported hearing steps softly climbing the stairs, but no one ever appears on the next floor. Mendenhall Homeplace Perhaps an apparition at Mendenhall Homeplace is the second most famous specter in Jamestown, after Lydia at the bridge. Minerva Mendenhall, the oldest child of Richard and Mary Pegg Mendenhall, was the last family member to live in the house, dying in 1900. It is Minerva that is claimed to still inhabit the Mendenhall house. The story is told that at the turn of the century, a new tenant came home after a hard dayβs plowing. As he waited in the yard for his wife, he saw a woman come down the stairs, cross the porch into the kitchen, then move through the dining room and back onto the porch. Disturbed, the man went for his rifle. He saw the woman again and fired several times at her with no results. When his wife came home, they packed up their

More recently, during the Bicentennial, several women saw a lady in Quaker dress and bonnet walk past them in the yard, going from the house to the barn. At the barn, the lady stepped onto a stone step, opened the door, and went inside. The women, thinking she was a docent, followed, only to find no stone step and the door nailed shut.
A variation of the story has the woman walking through the door. A woman has been seen sitting in the kitchen. She told a young girl to get out of her house. Lee Woods, of Carolina Ghostly Investigations, visited the Homeplace in 2006. He asked if anyone wanted to speak or show herself and thought he heard a faint womanβs voice saying, βI canβt do that.β The Historic Jamestown
Society doesnβt really want a lot of publicity about a ghost for the plantation, feeling it detracts from the mission, which is educating people about Quakers, the anti-slavery movement, and life in the 19th century.
