Council to hear annexation request A public hearing on an annexation request by D.H. Horton, Inc., is on the agenda for the Jamestown Town Council’s Nov. 16 meeting. The request is for several properties along Guilford College and Mackay roads totaling 466.7 acres and known locally as the Johnson property. Horton has submitted a plan for development of 305.6 acres of the total available acreage, including 47.1 acres allotted to public trails and 24.2 acres designated as neighborhood amenity and/or commercial. The remaining 234.3 acres would be apartments, townhouses and singlefamily homes. The number of dwellings was not available. The Planning Board heard a rezoning request for the property Nov. 8. The request was for it to be rezoned from Agricultural (AG) to Planned Unit Development (PUD). The application was

received Oct. 4. The outcome of that vote was not available at press time. It is the second time this year annexation for this property has been requested. In January and February 2021, the Council heard a rezoning request from the previous developer of the Johnson property, Diamondback Investment Group. The Council denied the rezoning in February. Diamondback had also requested annexation for the same property but withdrew that application following the February rezoning vote. LDO updates A public hearing is also scheduled for several updates to the Land Development Ordinance. These updates relate to nuisance abatement, property management code, minimum housing codes and sign regulations. Town Planner Anna Hawryluk said the LDO updates for nuisance abatement, minimum housing and non-residential is needed,

All Jamestown incumbents re-elected By CaROL BROOks FreeLANCe WrIter cab1hp@gmail.com Despite opposition by many who believe the current mayor and Town Council are not doing their jobs properly, all the incumbent candidates secured a hold on their positions in the Nov. 2 general election. If posts on social media can be trusted, turnout was low on Election Day. However, results shown by voting method indicated many people voted early. A total of 298 of the 722 votes for mayor were from early voting. A total of 1,045 of the 2,522 votes for Town Council were from early voting or absentee by-mail. Mayor Mayor Lynn Montgomery garnered 73.17 percent, or 529 of the votes cast. Her opponent, Robert Frederick, received 26.69 percent, of 193 votes. The percentages are similar to the October primary as well as the 2019

vote in which Frederick previously opposed Montgomery. A write-in candidate received one vote, or 0.14 percent. Montgomery received 304 votes on Election Day and 225 via early voting. Frederick received 120 votes on Election Day, 70 via early voting and 3 via absentee by-mail. The write-in vote was on Election Day. Town Council For Town Council, incumbents Martha Stafford Wolfe received 554 votes (21.97 percent); Rebecca Mann Rayborn, 501 votes (19.87 percent); Lawrence Straughn, 463 votes (18.36 percent); and John Capes, 415 votes (16.46 percent). Tales of ‘my Hometown’ By nORMa B. dennIs FreeLANCe WrIter ndworddesign@gmail.com A few years ago, Trish Simpson published several articles in the Jamestown News under the byline Tricia Small. The articles shared vignettes of Jamestown as Simpson remembered the town when she was growing up. Recently, she turned some of those articles and other memories into audio stories, complete with music and sound effects, called “My Hometown.” Simpson reads the content in a soothing, descriptive style that depicts the challenges and charm of growing up in a small town. “With so much unrest these days, I wanted to put some peaceful, relaxing

considering the condition of the Oakdale Mill and village properties as well as part of the nuisance abatement work done by Alliance Code Enforcement. “There are some General Statute 160D updates, but primarily we asked Brandon Emory with Alliance to update the codes so the Town can better enforce issues it has been seeing, primarily with a need to have minimumhousing standards and non-residential building code,” Hawryluk said. Public Records In September, Interim Town Manager Dave Treme presented proposed changes to the Town’s public request policy. A recent onslaught of requests have taxed staff, taking time away from other duties. “There used to be 5-10 requests a year,” said Treme, “but we have received 36 since June 2020 – 30 of those from the same person.” These records apparently relate to development on the Johnson

farm property. With many of the requests being of the “any and all” type, Treme believes there could be over 10,000 emails to the Town involved in just one request and involves hours of staff time to find the information. The emails are stored off-site and the computer company managing storage must use a keyword search to find documents. Most of these requests have been filled. “The Town does not have enough staff or other resources to honor those requests, which have created a backlog,” Treme said. The requests were filed as part of the Freedom of Information Act (FOIA) which is often called the “law that keeps citizens in the know about their government.” The website www.foia. gov states, “Since 1967, the FOIA has provided the public the right to request access to records from any federal agency. Federal agencies are required to disclose any information requested under the FOIA unless it falls under one

of nine exemptions which protect interests such as personal privacy, national security and law enforcement.” FOIA not only applies to federal agencies, but to local municipalities as well, like Jamestown, where citizens can request public records. Town staff must address requests in a reasonable amount of time. This is in the interest of government transparency. Treme doesn’t mind spending four hours researching a request, but for more time than that, the Town of Jamestown might charge $31 per hour for additional time spent. This is covered in the proposed policy under “IV. Special Service Charge for Extraordinary Public Records Requests.” The current public records request policy was enacted in May 2012. The Council will meet Nov. 16 at 6 p.m. in the Civic Center at Town Hall. The public is invited to attend. It will also be streamed at www.youtube.com/c/TownofJamestownNC.

New app highlights recreational activities By CaROL BROOks FreeLANCe WrIter cab1hp@gmail.com Have you ever wanted to try out a new trail in a different city or have a family picnic in a new park? If so, the Piedmont Discovery App is for you. The app, a joint venture between High Point, Greensboro and Guilford County Parks and Recreation departments, launched in 2019 but got bigger this year with Jamestown, Gibsonville, Oak Ridge, Pleasant Garden, Stokesdale and Summerfield joining the group. All parks, trails and recreation opportunities in these municipalities are included in the app. This is a soft opening, with the big kickoff for the app coming in January. The big news, however, is a yearlong scavenger hunt in the parks and trails, with local merchants providing “outdoorsy” prizes as an encouragement to download the app and participate in the scavenger hunt. Each month three-four different parks will be featured along with a new prize package worth up to $2,000. The prizes include rounds of golf, fall leaf

Some of the parks featured in October is also featured in November, due to technical difficulties with the app. On the Piedmont Discovery App, users can search for parks or trails nearest to them, find directions and connect with local parks department websites for more details about each location. The app also lets users explore trails based on their difficulty and terrain. Options on the app are name, amenities and near me. “People love the great outdoors. They enjoy our parks but don’t pay attention to things like who owns this park,” said Amanda Lehmert, senior communications specialist, communications and marketing for the City of Greensboro. “They learn by discovering new things from their friends. New Girl scout troop features diverse ages By nORMa B. dennIs FreeLANCe WrIter ndworddesign@gmail.com Since 1912, girls from across the county and around the world have been part of a movement known as Girl Scouts, which unites them to explore their environment and develop individually and as a group to make the world a better place. Juliette Gordon Low began Girl Scouting in Savannah, Ga. The original small circle of girls has grown to include nearly 2 million girl members and more than 50 million Girl Scout alums. When Rebecca Mann Rayborn began looking for a Scout troop for her daughter, however, she found there was not a local group available. “I have been interested in Girl Scouts for a while and there were not many options in our area,” Rayborn said. “I felt it was important to have a local troop.” The result of Rayborn’s interest was the formation of Troop 30066,

which will include the opportunity for girls in grades K-5 to participate. “It has become more common to have girls of different ages in the same troop,” Rayborn said. “We will all meet together, but the badges they work on can be scaled up or down depending on the ages of the girls working on them. Parents or guardians also are being asked to be more involved with the meetings.” The new troop is part of Girl Scouts Carolinas Peaks to Piedmont (GSCP2P), serving nearly 7,000 girls in central and western North Carolina. GSCP2P serves 40 counties, with service centers and shops located in Asheville, Gastonia, Hickory and the Triad area. Edgerton’s first book, “Raney,” was published in 1985. He will talk about that groundbreaking book, the rich career that followed, and some of the projects that keep him busy today. On Sunday, December 5, Bland Simpson, longtime member of the Red Clay Ramblers, and an environmentalist, will talk about his latest book, “North Carolina: Land of Water, Land of Sky.” It is full of color photographs of North Carolina sights taken by Simpson’s wife, Ann Cary Simpson,

professional photographer Scott Taylor, and naturalist Tom Earnhardt. The lovely photos supplement the book’s main attraction, a trip across North Carolina led by a master communicator thoroughly familiar with and deeply in love with his subject. After a short conversation about his book, Simpson will lead a discussion with me about the history of North Carolina Bookwatch, its successes, failures, and why it had to come to an end.

The Council adopted an ordinance May 21, 2019, approving the mayoral switch from two to four years. Additionally, the top two vote-getters in the Town Council race, Wolfe and Rayborn, also will serve for four years and the next two vote-getters, Straughn and Capes, will serve for two years each. At the municipal election in 2023, and every four years thereafter, two members of the Council will be elected to serve four-year terms, therefore nullifying the chance that an entirely new Council could be elected at one time. And it gives all types of trail ratings.” Lehmert added that users can learn things they didn’t know about, like water trails, including kayaking areas. “There are all kinds of

really cool things in this app.” Almost 200 parks are owned by municipalities in the county, from large-acreage parks down to a small neighborhood park like Wrenn Miller in Jamestown. The app includes nature preserves, but does not include parks owned by a homeowners association or within a development. No golf courses are included, just the surrounding park area. “You are looking for a sign that says ‘Found It,’ not the prize itself,” said Anna Hawryluk, Jamestown planner. “You have to go into

a park to find it, but it’s not really hidden. It’s out in plain sight. “One of the best things, I think, is amenities, because not every park can have everything,” Hawryluk said of the app, noting amenities like tent or RV camping, urban orchards, historic structures, skate parks, etc. are listed. “If a park in Guilford County has it, it’s listed here. It’s not a scavenger hunt [to find an item]. It’s more of a ‘find this park.’” The app provides economic benefits to municipalities, introducing users to shop-

ping dining and other recreational opportunities in places they may not have visited before. Anyone can play. It is not limited to Guilford County or specific municipality residents. People from out of state have already participated. “I truly believe the app will increase the visibility of Jamestown’s parks and amenities we have to offer. It also will increase local business traffic. It’s a winwin for our town,” said Lawrence Straughn, Jamestown councilmember and the town’s representative to the Guilford County Parks &

Recreation Commission. “From the day that the app was introduced to us on the County Parks & Recreation Commission, I knew it was going to be a hit. I asked them at that point to please include Jamestown in its searches,” he added. “The app’s flexibility in searching is a testament to the developers in Greensboro, High Point and Guilford County. They have all worked hard at getting the information into the system. I’m thankful they included Jamestown.” Introduction of the app has not been smooth, however, with several glitches,

including not working on all phones. Technicians are working on that problem. “We’re interested in getting people exploring their community,” Lehmert said. “We have so many natural assets to offer. Go out there with your friend or your kids or by yourself. Move over turkey, stuffing steals the show By patti diamond divas on a dime For Thanksgiving, the turkey may be the star of the feast, but it’s the supporting players that steal the show. Every year we have the same conversation, “Why don’t we do this more often?” ... not about the whole meal, but the sides. Particularly the stuffing. It’s always a favorite and so versatile, it can accompany virtually everything. Boxed stuffing has its place, but instead, let’s make it from scratch. If you’ve been getting your stuffing from a box, prepare to be amazed (as will everyone else at the table). You can improve your stuffing game by drying your own bread. In the week leading up to Thanksgiving, check the day-old bakery rack looking for loaves of sourdough, ciabatta, artisan breads (like rosemary or olive) or cornbread. Whatever bread you choose, tear into 1-inch pieces and let dry overnight on a baking sheet. Unless you’re vegetarian, stuffing always benefits from the savory salt and fat provided by sausage or bacon. Be sure to always brown the meat before adding. While no stuffing is complete without a hearty dose of onion and celery, it’s the combination of butter, eggs and broth that gives it the rich, custardy quality we love and helps ensure a crunchy top. But it’s the extra ingredients that give stuffing personality. Feel free to experiment. For example, to the recipe below add: Apple Cranberry Pecan (pictured) — Use 12 ounces maple sausage, add 1 cup apple, chopped; 1/2 cup pecans, chopped; 1/2 cup dried cranberries.

Bacon Parmesan — Use 12 ounces thick-cut bacon, chopped. As you mix the stuffing, add 1 cup grated Parmesan cheese, 1/2 teaspoon freshly ground black pepper and 1 tablespoon chopped fresh rosemary. Vegetarian or Vegan — Substitute 1 pound mushrooms, coarsely chopped, for the meat. Saute with aromatics until they’re lovely and caramelized. To make it vegan, substitute olive or coconut oil for butter, swap vegetable broth for the chicken stock, and omit the eggs. CLASSIC THANKSGIVING STUFFING Yield: 8 servings Prep: 30 minutes Cook: 50 minutes 1 (16-ounce) loaf bread, cut into 1-inch pieces and dried 2 tablespoons olive oil 12 to 16 ounces sausage, bacon or mushrooms 1 1/2 cups onion, diced 1 1/2 cups celery, diced 2 cups add-ins, optional (see suggestions above) 2 teaspoons poultry seasoning 3/4 cup butter, divided 2 eggs 2 to 4 cups chicken or turkey broth 1. Preheat oven to 350 F. Butter a 9- by 13-inch baking dish. Place dried bread in a large bowl. 2. In a skillet over medium heat, warm olive oil. Cook selected meat, breaking into crumbles, until well-browned. Using a slotted spoon, transfer to bowl with bread mixture.

Stuffing with apples, cranberries and pecans. 3. Into the same skillet, add onions, celery and any additional aromatics. Season with salt, pepper and poultry seasoning. Cook, stirring often, until onions are translucent. Add any extras, like apple or peppers, cooking until soft. Add 1/2 cup butter, letting it melt. (This infuses the butter with all that aromatic flavor.) 4. Scrape aromatics and butter into the bread mixture. In a bowl, whisk together eggs and 2 cups broth, and add to bread mixture. Season with salt and pepper, and toss until combined, adding more stock 1/2 cup at a time to ensure bread is fully moistened. 5. Transfer stuffing to prepared baking dish. Cut remaining butter into small pieces

and dot the top. Cover with foil. Bake 30 minutes, then uncover and bake until golden, 20 more minutes. Stuffing is a most frugal way to give any meal some pizazz. Essentially, you’re serving zhuzhed up stale bread with some veggies. Remember this when you need a side dish everyone loves. Now you have a reason to eat stuffing all year.

figure out the best symbol for whatever your child holds dear. For example, a saddle for a horse or a king piece for a chess set. 4. Draw the outline for the shape you want to create on another piece of

craft foam and cut it out. Then think fun details. If it’s in-line skates, use buttons for the wheels. Draw lines on the basketball, or glue yarn on the saddle for reins. 5. Once everything is drawn in and glued on, let it dry. Cut some horizontal slits along the straight vertical side of the pennant about an inch and a half apart. Weave the dowel through the slits until the pennant is flying straight up and down and out. 6. Finally, grab a few medium-length pieces of ribbon and secure them in a small knot onto the dowel so that the ribbons cascade downward. And there you have it — a birthday pennant! Wave

it around and display it on your front porch so neighbors know there is a birthday child in your house. Or, fly it indoors propped between mounds of fruit in a large bowl or in a planter next to the dieffenbachia. TIP: You need not limit the pennant’s use to birthdays. Wave it if your child has had a special day in school, won a big game or comes home with a good report card. You may even want to wave it when things aren’t going well, just to show that the family cares.
