Planning Board again hears Johnson rezoning request

The property known as the Johnson Farm is once again on the agenda of the Jamestown Planning Board at its Nov. 8 meeting. Once again, it is a rezoning request and will be presented in a public hearing. The current owner, D. R. Horton, Inc., has requested the four parcels encompassing approximately 466.7acres along Guilford College and Mackay roads be rezoned from Agricultural (AG) to Planned Unit Development (PUD). The application was received Oct. 4. Horton’s request notes, “This rezoning request is

being made to develop a quality, master planned community. The proposed plan includes numerous housing types, site features and uses not permitted in the Agricultural (AG) district. The proposed community would consist of primarily residential uses with supporting non-residential uses, both public and private. The scope of operations for potential commercial or non-residential uses has not yet been determined.” A preliminary schematic submitted to the Town, dated Sept. 29, shows 10 areas of potential development. Seven access points from Guilford College and Mackay roads are also indicated.

Only 305.6 acres of the total available acreage would be developed, including 47.1 acres allotted to public trails and 24.2 acres designated as neighborhood amenity and/or commercial. The remaining 234.3 acres would be apartments, townhouses and single-family homes. “PUD is a zoning tool which is used to create flexibility for both the Town and a potential developer in order to help achieve a more acceptable development outcome,” said Jamestown Planning Director Matthew Johnson in 2020. It is to be used to accommodate commercial, residential and mixed-use development on large-scale sites of 10 acres or more. It

There were slightly fewer rounds of golf played at Jamestown Park Golf Course in September this year, 3,452, compared to 3,504 in 2020, but revenues were 11 percent higher this year. Yearto-date, there were only about 1,000 fewer rounds played this year compared to 2020. Greens fees this year were up 14,42 percent in September and 1.33 percent for the fiscal year. Golf shop inventory sales were down 12.33 percent in September and 1.27 percent for the fiscal year. Total revenues for September 2021 were $128,283 and operating expenditures were $115,473, indicating a net operating loss of $12,810 for the month. Overall, total golf course revenue was up just 0.19 percent for the fiscal year. Total expenditures were up 6.63 percent. September food and beverage sales were up 14 percent compared to the previous year. This reflects the closing of not only the grill but the park as well several weeks last year due to Covid precautions. September 2021 profits were $12,033 and 2020 profits were $9,206. Expenses for September were $1,141 compared to $124 last year.

Golf Maintenance “As colder temperatures head our way, we are getting prepared for the first frost of the year,” said Jamey Claybrook, golf course superintendent. “We are preparing by raising turf heights of cut on our tees, fairways, and greens. This will help ensure that our players have something to hit off when our Bermuda grass goes dormant. “We will begin to remove covers from the storage building for the greens and stage them in their proper areas around the golf course. We are also applying pre-emerge weed control wall-to-wall so we will be clean of weeds for the fall and winter months to come.” Claybrook added work on the irrigation system leaks is a fulltime job. “Most of the time when leaks get fixed, we have more leaks that pop up on the same golf hole because of past connections.” Canada geese are making a mess on the golf course so Claybrook plans to bring in a dog that is trained to chase and harass the geese and scare them off. Several tree removal companies have donated wood chips to the Town and these have been spread as mulch in areas where there was only dirt and rocks. Removal of several dead and dying trees is in Claybrook’s plans. There will also be some work done to clean up the bunkers.

This is not the first time in recent months that the property has been in the news. In February 2020, at a neighborhood meeting at GTCC, Diamondback Investment Group announced a plan for the property, which would have included 312 apartments, 700 townhomes and 600 single-family homes. This plan, designated as Castleton Village, was not received well by those in attendance. Diamondback later amended their plans, reducing the number of apartments.

Before Diamondback could follow up on any plans, the Town Council needed to approve a new Planned Unit Development zoning district. The Planning Board had approved the PUD in November 2019, several months before Diamondback’s announcement. The Council approved PUD zoning June 16 of last year. Covid19 precautions slowed the process as in-person meetings were not possible for a time and the number of people allowed inside the Civic Center was greatly reduced once in-person meetings resumed. Not only is she currently working in an office without a handle to the glass door in the newly remodeled Medlin Center, she also has the responsibility of rebuilding the Lady Titans’ basketball program, which was discontinued in 2019. Handy comes to GTCC from North Carolina A&T, where she was an assistant coach in women’s basketball for five years. She was one of the coaches that brought a formerly struggling Aggies team to three NCAA Division I MEAC conference championships, and trips to the NIT and even NCAA tournaments. She wears the championship rings to prove the Aggies’ success. She doesn’t know why the GTCC program what went to the National Junior College Athletic Association (NJCAA) Division II Women’s National Basketball Tournament in 2017 was discontinued. “They really didn’t fill me in on those details,” Handy said of her hiring, but she didn’t have any worries because of her background at A&T.

Mission accomplished, as she has a roster of 15 players for the 2021-22 season, which began this past Monday night with a home game at the Ragsdale Family Y on GTCC’s campus. “I’ve had some experience rebuilding, not from scratch like here,” Handy said. “I have had some experience trying to get a team built to become a successful program.” With Covid, it was not possible to go to high school games as a recruiter to see potential players, but since many high school coaches knew her from

NC A&T and as a high school coach at Cornerstone Academy in Greensboro, high school and junior college coaches reached out to her. “I have players from different areas and we’re trying to build chemistry and [the players must] get used to the environment of being away from home,” she said. “We’re growing as a family day by day.” Three of the Lady Titans players are from the local area and Handy hopes others will come to GTCC. “I want to build a successful foundation so kids in this area will know about GTCC and want to go there,” she said. “Not see BaskeTBaLL, PAGe 2

2021 Christmas Parade Presented by the Jamestown rotary After a one-year hiatus, the 21st edition of the Jamestown Rotary Christmas Parade will be back on Main Street, Sunday, December 5th. Entries are now being accepted for this event, sponsored since 1999, by the Rotary Club of Jamestown. This year’s parade will feature floats, bands, scout troops, antique cars, dance units, martial arts displays and much more. Since 2017, the Christmas Parade has been cosponsored by the Mary Perry Ragsdale YMCA and the Jamestown Business Association. These sponsorships have provided a bigger and better parades each year. The

2019 parade marched down Jamestown’s Main Street for over an hour with a record number of 97 entries. New for the 2021 Christmas Parade will be a coloring contest for kids. A&T women’s basketball coach Patricia Cage-Bibbs saw her wearing a Michael Jordan UNC jersey and wanted to talk. After the meeting, Cage-Bibbs hired Handy as assistant coach. Prior to being hired at GTCC, she also coached semi-pro basketball for two years. This is Handy’s first head coaching position. But that is only a small percentage of her duties at GTCC. She is also a student success coach, or academic advisor, for the students. “When I took this job, I knew it was going to be a bit of a challenge, a dual role. But I like challenges and I’m very passionate about basketball. Also being a student success coach, I’m passionate about helping anyone. Being able to help students as well as student athletes, I thought, ‘That’s perfect. That’s me.’” GTCC Athletic Director Kirk Chandler believes Handy is a great fit for the program.

Zucchino said they are already a problem for the Taliban. “They’ve killed Taliban fighters at checkpoints. So, ISIS has become the insurgency and the Taliban, which was very successful as an insurgency” has yet to show that it can deal with other disrupters. “You would think,” Zucchino said, “they’d be successful at combatting an insurgency. They have not been. The security is just as bad as ever.”

“We’re really happy that Erica is joining us at GTCC,” Chandler said. “Her college coaching experience and overall knowledge of the game is going to be a big plus to the program.” A self-described military brat who moved around a lot, Handy considers Fayetteville home. She didn’t have to move from her current Greensboro home for her new job, however. She shares her home with sons Joshua, 13, and Noah, 9. Other family members also live in Greensboro. Handy is excited about the potential of the Lady Titans basketball team and hopes the community will come to the games and support them. “I want to build a program that has a collective spirit, goes out, fights and enjoys competing every day,” she said. “I enjoy the challenges and I enjoy the process of building a team. “I’m trying to build a Titans family.”

But once you get in charge, you’re responsible, for everything. I mean, they can’t keep the electricity

The Board delved into many subjects of the plan, filed with the Town in July, including density, types of housing and commercial development. Just over one year after the Council approved the new PUD zoning district, the Board rejected Diamondback’s plan for rezoning. In February of this year, the Town Council denied both the rezoning and annexation requests. Contrary to belief, Diamondback did not actually own the property they were planning to develop. According to the Guilford County Information Service, Diamondback only purchased the properties at 2207 and 2221 Guilford College Road and 5300 and 5303 Mackay Road from the Johnson family on June 30 for $14.5 million, then apparently turned around and sold to D.R. Horton the same day for a reported $18 million. A rezoning application often takes two-three months until a decision is finally made. The Town Council makes the final decision. Land Development Ordinance updates Also on the Planning Board’s Nov. 8 agenda is a public hearing on proposed

updates to the Land Development Ordinance. These updates relate to nuisance abatement, property management code, minimum housing codes and sign regulations. Town Planner Anna Hawryluk said the LDO updates for nuisance abatement, minimum housing and non-residential is needed, considering the condition of the Oakdale Mill and village properties as well as part of the nuisance abatement work done by Alliance Code Enforcement. “There are some General Statute 160D updates, but primarily we asked Brandon Emory with Alliance to update the codes so the Town can better enforce issues it has been seeing, primarily with a need to have minimum-housing standards and non-residential building code,” Hawryluk said.
