New captain leads local Sheriff’s Office When people start their first job out of high school or college, many try several professions before they hit on the one they’ll stay with for the rest of their career. That was not the case with the new captain at District 3 of the Guilford County Sheriff’s Office in Jamestown. Capt. Brian Hall has spent his entire career, approximately 24 years, with the Sheriff’s Office, moving around to most of its departments. The last two years

he served as a school resource officer, a position he continues as captain of 14 SROs. He wishes SROs were not needed but acknowledges the reality that people do bad things. “It’s been a lot to juggle but so far, so good,” he said. “I’m happy to be here and look forward to working with all the people in Jamestown.” Hall replaced Capt. Matthew Holder in Jamestown around the first of September but this isn’t his first stint in the town. He was a detective sergeant here in 2008 and stated he began his career wanting to be a detective.

Council to consider LDO updates, rezoning and annexation By CAROL BROOKS freelance writer cab1hp@gmail.com In the past, the December Jamestown Town Council meetings have been brief, as members look to gather afterwards for a holiday get-together. This year, however, the Dec. 21 agenda is full of items – including a closed session – that is certain to make the meeting run longer than in the past. Two public hearings continued from the Nov. 16 meeting lead the old business. One is for several updates to the Land Development Ordinance. The other is more controversial – annexation of property locally known as the Johnson farm at 2207 and 2221 Guilford College Road and 5300 and 5303 Mackay Road. LDO updates The updates to the Land Development Ordinance relate to nuisance abatement, property management code, minimum housing codes and sign regulations. Town Planner Anna Hawryluk said the LDO updates for nuisance abatement, minimum housing and non-residential is needed, considering the condition of the Oakdale Mill and village properties as well as part of the nuisance abatement work done by Alliance Code Enforcement. “There are some General Statute 160D updates, but primarily we asked Brandon Emory with Alliance to update the codes so the Town can better enforce issues it has been seeing, primarily with a need to have minimum-housing standards and non-residential building code,” Hawryluk said. The Council found some questionable passages in the updates to the Land Development Ordinance in November, and asked the matter be continued to the December meeting. Rezoning The Planning Board approved a rezoning

request for the property along Guilford College and Mackay roads on Nov. 8. The request was for it to be rezoned from Agricultural (AG) to Planned Unit Development (PUD). Owner D.R. Horton, Inc., asked for a development agreement before any work begins, including annexation. In November, Planning Director Matthew Johnson said crafting a development agreement is a tremendous amount of work, involving not only the Town of Jamestown staff, but also D.R. Horton representatives, Jamestown’s Land Use Attorney Tom Terrell, Town Attorney Beth Koonce and others. It could take several months. At that time, Johnson said he did not believe the matter would be heard in December, rather postponing it until January at the latest. The Council agenda shows it will consider scheduling a public hearing on the matter in January for a rezoning request for these properties. Annexation D.H. Horton, Inc., has submitted a plan for development of 305.6 acres of the total available 466.7acre site along Guilford College and Mackay roads, including 47.1 acres allotted to public trails and 24.2 acres designated as neighborhood amenity and/or commercial. The remaining 234.3 acres would be apartments, townhouses and single-family homes. The number of dwellings was not available. It is the second time this year annexation for this property has been requested. In January and February 2021, the Council heard a rezoning request from the previous developer of the Johnson property, Diamondback Investment Group. The Council denied the rezoning in February. Diamondback had also requested annexation for the same property but withdrew that application following the February rezoning vote. see rezoning, page 2

“I never grew up having any interest in law enforcement. I fell into it almost by accident,” he said. At N.C. State he said he tried every program he could major in but couldn’t find a good fit. “At that time, I had a few friends that got into law enforcement and I would talk with them. It sounded exciting. SWC hosts successful Christmas fundraiser

Bids continued to climb during the silent and live auctions as those who attended the Sedgefield Woman’s Club Tinsel & Tini Christmas fundraiser Dec. 3 vied to have the top bid on the item(s) they prized most. Sometimes it appeared the excitement was not in what they won, but that they won. Knowing the money earned by the club would be used to aid the community only sweetened the experience. Each year, members donate seasonal items or money to purchase more, and then they and their guests join in the fun of bidding on what Photos by Norma B. Dennis attracts their attention. Conway is latest high school representative to Town Council By CAROL BROOKS freelance writer cab1hp@gmail.com Marlane Conway learned about the possibility of being Ragsdale High School’s representative to the Jamestown Town Council from a very reliable source. “Coach Lynn,” Conway said, referring to Jamestown Mayor Lynn Montgomery, who Conway met through the GO FAR running program. It impressed her that the mayor thought she would be good for the position. She also talked to Mark Scott, Ragsdale’s previous representative. November’s Council meeting was the first one Conway had ever attended – except as a Girl Scout – but she found it very interesting.

“It was like a different experience,” she said. “I liked hearing the concerns and opinions as they came up. People spoke their mind. “I knew everyone on the Council and everyone was very friendly to me.” Conway hopes to learn more about the rezoning and annexation issue for the property along Guilford College and Mackay roads. ers fan, Eden native Hall and his wife married two months after he joined the Sheriff’s Office and they have a son and a daughter. He believes his son might make the military a career. At one time, Hall considered looking into a federal law enforcement position but fell in love with the Sheriff’s Office and stayed. He focuses his time on building up the younger officers, wanting to leave the department better than he found it, like a good leader should. “We’re deeply committed to the safety and security of all the citizens of Jamestown and Guilford County as a whole, but none of us can do it by ourselves. We are here for the citizens and also want to lean on them. It takes all of us working together. A lot of the success we have would not be possible without the community’s help. We need that and are greatly appreciative when we receive it. “If you have any concerns, don’t hesitate to

reach out to us. We’ll do the same.” About Guilford County Sheriff’s Office District 3 The District 3 Sheriff’s Office is located at 211 Hillstone Dr. in Jamestown. It is staffed by a captain, lieutenant, five sergeants, four detectives, 24 patrol deputies and an office manager. District 3 services the incorporated towns of Jamestown, Pleasant Garden and the unincorporated areas of Climax and those neighborhoods outside the city limits of Archdale, High Point and Greensboro within its District boundaries. The primary function of District 3 is uniformed patrol and the criminal investigations of crimes related to assaults, burglary, theft, fraud, forgery, vehicle theft, possession or receiving stolen property and juvenile criminal offenses. rezoning continued from front The annexation vote was postponed from the November Council meeting because the rezoning request had not come before the Council. Since it is believe the Council will not vote on the rezoning request in December, the vote may come at the January 2022 meeting, thus postponing any annexation vote as well. In other business Representative Jon Hardister, chairman of the Guilford County Legislative Delegation and N.C. Majority Whip, will present a legislative briefing. The Council will receive information on the Annual Comprehensive Financial Report. Recently elected coun-

cilmembers and mayor will be sworn in by North Carolina Chief Justice Paul Newby, a graduate of Ragsdale High School. A mayor pro tem then will be appointed. The Council will consider appointing Faith Wilson as deputy finance officer for pre-audit and disbursement signatory duties. Town attorney Beth Koonce will recommend which, if any, of the closed session minutes for 2021 can be unsealed. The Council will also consider rescheduling the Jan. 18, 2022, meeting to Jan. 25. The reason was not available at press time. Following the regular meeting, the Council will go into closed session to discuss a personnel matter.

John Rick Turner John Rick Turner, 64, fondly known as Rod or Rick, passed away at his home in Panama City Beach, Florida, on Saturday, October 30, 2021. He was born in Stourbridge, England (UK) on July 12, 1957 to Margaret Astbury Turner and the late Joseph Raymond Turner. In addition to his father, he was preceded in death by his uncle Mike and aunt Janet Astbury and his mother-in-law Kathleen Harrison Thompson. Rick is survived by his beloved wife Karen Harrison Turner and his mother Margaret Astbury Turner and many cousins in the UK with whom he kept in regular contact, his brother-in-law Roger Harrison and wife Dianna and their son Brandon and many friends and colleagues. He will be dearly missed by all who knew him. He enjoyed several generations of pampered cats which added immense joy and inspiration to his life. Rick graduated with a BSc (Honours) in Psychology in 1979 from University of Sheffield (UK), earned a Postgraduate Certificate in Education (PGCE) from Sheffield Hallam University (UK) in 1980, obtained a Doctor of Philosophy (PhD) from University of Birmingham (UK) in 1984 based on his dissertation entitled “Heart Rate Responses to Psychological Stress”. In 2016, he was awarded the higher doctoral degree of Doctor of Science (DSc) in Cardiovascular Pharmaceutical Medicine from University of Sheffield (UK) based on his application dossier detailing his scholarly activities from 1985-2015. Rick held an academic position at University of Birmingham (UK) - postdoctoral Fellowship-Psychology. Inspired by academic opportunities in the US, he emigrated in 1987 to hold positions at the University of North Carolina at Chapel Hill as postdoctoral Fellowship & Research Assistant Professor in Psychiatry, University of California, Berkley as Research Scholar, School of Public Health, University of Tennessee, Memphis as Associate Professor of Pediatrics and Preventative Medicine and Medical College of Georgia as Associate Professor of Pediatrics until 1996. In 2005 he returned to academia at Campbell University (NC) as Associate Professor of Clinical Research, Drug Safety Scholar, and Chairman, Department of Clinical Research until 2009 and held the position of Adjunct Professor of Pharmacy Practice at Campbell University College of Pharmacy & Health Sciences since 2015. He was employed at GlaxoSmithKline from 2003-2005 as a Clinical Submission Scientist, at Quintiles (now IQVIA) from 2009-2018 as a Senior Scientific Director, Translational Cardiovascular Safety, Scientific Director, Clinical Communications (Corporate Communications division) and Chief

Scientific Advisor, Cardiac Safety Services and at DRT Strategies Inc. from 2018-2020 as an Expert Consultant/Federal Contractor assigned to the FDA. Rick was President of his Turner Consulting & Communications company since 1991 in which he wrote and edited scientific/ medical publications. Most recently he started working with Chenega Corporation as a Federal Contractor assigned to the FDA. J. Rick Turner, PhD, DSc was an experimental research scientist, clinical trialist, author, editor, educator, and communicator. He spent the first part of his professional career in the field of cardiovascular behavioral medicine, detailing the individual differences apparent in cardiovascular responses to behavioral and psychological stressors, including genetic influences upon them. He received two international awards for his research and was coeditor of the 2013 Springer volume Encyclopedia of Behavioral Medicine, the definitive work in this area at that time. Over many years he enjoyed collaborating on various Cardiac Safety Research Consortium projects aimed at improving global patient safety and was a former Editor-in-Chief of the DIA’s peer-reviewed Drug Information Journal. His vast experience spanned twenty years in academia, eleven years in the pharmaceutical industry, and over thirty years of scientific/medical writing and publications. He was the author and coauthor of over 150 publications in peer-reviewed journals, as well as articles in professional journals and author, coauthor and editor of over 15 books. Awards and honors include the British Medical Research Council Doctoral Scholarship (1981-1984), Distinguished Scientific Award for an Early Career Contribution to Psychophysiology from the Society for Psychophysiological Research (1988), Early Career Award for Contributions to Psychosomatic Medicine from the American Psychosomatic Society (1993) and conferred the Honor of Fellow by the Society of Behavioral Medicine (1999), American Society of Hypertension (2016), now American Heart Association, American College of Cardiology (2016), European Society of Cardiology (2017) and American College of Clinical Pharmacology (2017). A Celebration of Life Memorial service will be scheduled in the US and UK at a later date. Attendees used their phones to bid, and those who could not come to the luncheon in person could also bid from pictures found online. “It was good to be able to hold the auction this way, but most of the bidding was done by those at the event,” said Leslie Scher, who along with Dot Herron and Nancy Williams, chaired this year’s fundraiser. “I think you lose something by walking around looking at your phone instead of connecting with friends as you browse. “Everyone has been very generous with their silent auction and monetary donations – better than in years past. We also sold out of seats within 48 hours of putting them on sale. I think people are just ready to get out and be social.” Scher conducted the live auction, stating it was her first time to do so and hopefully her last. Her efforts did not go unnoticed, however, as friendly competition upped the bids on each of four donated items. The last one, a dinner for eight prepared in the winner’s home by the new Sedgefield County Club chef Ron Gordils, earned $2,700 for the Woman’s Club coffers. A 50-50 raffle and raffle of items donated by community businesses also added to funds now available to support non-profits and other groups throughout the area. As in the past, table centerpieces could be purchased following the event and ladies who found a tree taped to the bottom of their butter plate won prizes. Scher noted that the club’s fundraisers

usually take seven months to plan but this one was organized in just two. “We were not sure if we could have one in person, and once we decided to do it, we did not have long to plan,” she said. “It could not have happened without the help of so many who served on the various committees.” Committee chairs included Celia Hunter, Donna Church. Amy Lewis, Melissa Kleinke, Ann Williams, Susan Gregory, Jude Fiorello, Sara Collins, Jennifer Sparks, Caren Standen, Shannon Cappucchio, Beth Berry, Katie Dyson, President Cindy Baggett and President Elect Tara Daniel. Scher also gave a special thank you to all committee members who went above and beyond to make the 2021 Christmas fundraiser a success.

cONtiNUeD frOM frONt East Main Street is almost finished. “My brother and I used to ride our bikes on Main Street and it was really dangerous.” One thing she would like to see done to improve Jamestown is fixing up the two empty buildings on Main Street where Oakdale Road intersects. A diner serving breakfast would be her suggestion. This is not Conway’s only job in Jamestown. Her family is friends with the Murphys who started Cakes by B’s Blue House Bakery and Conway helped out when the bakery opened. She now works at Black Powder Smokehouse, lifeguards at the Cedarwood Pool in the summer and helps with childcare at Westover Church in Greensboro. She is also the Campus Life Leader at Jamestown Middle School

and on her church Leadership team. Conway has been active in Girl Scouts for a long time, achieving the Bronze and Silver awards. “I hope to do Gold this summer,” she said, after the pandemic interrupted her plans last year. While at Ragsdale, she has participated in swimming, lacrosse and indoor track and is a member of Key Club, National Honor Society and the Coloring Club, a stress-relieving hour of coloring. When not involved in all of the above activities, Conway has one hobby – shopping, specifically thrifting, or shopping at thrift shores, garage sales, etc. Conway has attended honors classes since the ninth grade and is in the AP Studies program at Ragsdale. She has taken dual-enrollment courses,

which are college classes that allow students to earn college credit. Her favorite courses are science-related. Although she will graduate in the spring, Conway has not settled on a college yet, but has applied to UNC Wilmington, UNC Charlotte and East Carolina, all of which have good nursing programs, a career she would like to pursue. Then again, it might be criminal justice or forensics. “I’m just going to go in my first year undecided and take some classes to see. I honestly have no idea right now.” The Conway family consists of her parents Karen and Guy and two younger brothers, Reid and Daniel. The entire family has participated in several Jamestown Litter Sweep cleanup projects.
