During an emotional reading of a resolution, Mayor Montgomery said, “Georgia has devoted over a decade to our community during a period of time that numerous projects were initiated through her leadership, which will continue to have a revitalizing and growing impact on our community far beyond her terms of office. Growing up in the 50s and 60s, I always hung my stocking on the chimney on Christmas Eve, hoping to find it the next morning usually filled with an orange in the toe, candy canes and other candy, pecans, an apple and maybe a small toy. My mother made me a stocking with my name across the cuff. I still have that stocking. But, of course, opening presents was more important, saving the stocking for later. Central at 3 p.m. Pinecrest girls vs. Southern Guilford at 4:30 p.m. SW Guilford girls vs. Wesleyan Christian at 6 p.m. H.P. Christian boys vs. Andrews at 1:30 p.m. Panther Creek boys vs. W-S Christian at 3 p.m. H.P. Some came to enjoy the festive Christmas decorations, some to see the lovely houses. But whatever the reason people had for attending, the 6th Annual Holiday Tour of Homes in Sedgefield was an overwhelmingly successful event. “Each year, we have done better and better, said Jen Bates, president of the Sedgefield Colony Garden Club, which sponsors the tour. “It is a lot of work, but worth it to give back to the community.” Homes on the tour do not have to belong to club members. Anyone living in the Sedgefield community is welcome to participate. “Sedgefield is a very involved community,” Bates said. “We tell the homeowners they

CONTINUED FROM FRONT Prior to the swearingin, the previous council approved the contract for Benchmark CMR, Inc., for planning consultancy services for updating the town’s Comprehensive Plan. A portion of the service will be completed in this budget year and the rest in the next fiscal year. “The proposed fee for fiscal year 2019-20 is $75,000 and has been preaudited by Judy Gallman, finance director,” said Planning Director Matthew Johnson. “The remaining $75,250 will be included in the fiscal year 2020-21 budget.” The cost is higher than the original figure of $100,000 projected in the Capital Improvement Plan over the two years. “This contract will also include an overhaul of some portions of the Land Development ordinances once the Comprehensive Plan is complete,” Johnson explained. “This will be necessary for a couple of reasons: to ensure our ordinances are compliant with new planning laws; to ensure that recommendations determined in the Comprehensive Plan update are included in our ordinances; and to ensure compliance with a new law enacted by the North Carolina General Assembly which all municipalities are required to be compliant with no later than Jan. 1, 2021.” Each year, the Council considers whether some of the sealed minutes from closed sessions should be unsealed. In February 2017, the Council voted to review all sealed minutes in December but noted that some could stay sealed and be reviewed the following year and some would stay sealed forever – such as personnel records – to avoid frustrating the purpose of the closed session. That was the case in the minutes

The Council also honored Jeff Greeson who is retiring the first of the year as Public Services Superintendent for the Town. Greeson joined the department in 1988 as a Public Works Laborer. He was promoted to Public Services Superintendent in 2003. “[Greeson] was unique in his ability to handle difficult situations and was always able to put those that he encountered at ease,” Montgomery read from a resolution. “He braved the rain, sleet, wind and snow at all hours of the night to serve the citizens of Jamestown by repairing broken water and sewer lines and by clearing fallen trees, debris and snow from roads.” Town Manager Kenny Cole reported that discus-

sions are continuing with the owner of Oakdale Cotton Mill to clean up the property and look at the roof of the mill, which is in disrepair. He added that the East Main Street (Lydia) sidewalk project has begun and construction on the East Fork Road sidewalk and pedestrian bridge should begin sometime in January, forcing the close of East Fork Road for approximately four months. Alternate routes will be posted. The Oakdale Road Sidewalk project has been released for design work. The preliminary layout of the recreational maintenance facility has been presented to Ross Sanderlin, golf and recreation director, and Cole is waiting for comments back from the staff. Cole expects work to begin within the next few months on the new “Welcome to Jamestown” sign on West Main Street. The Town is in negotiation with Flowers Bakery for design and placement. The sign is part of a Downtown Revitalization Grant the Town received this year. The Council went into a 20-minute closed session following the regular agenda to discuss matters related to attorney-client privilege. No business was transacted when they returned to regular session. They then adjourned for the annual Christmas party with family and friends.

a fundraiser to benefit charitable organizations in the community. They wanted a different way to raise funds than what other groups were doing. Each year club members select two charities that will benefit from the tour. Representatives from the selected organizations attend a club meeting to explain how their group serves others. This year, proceeds will go to support the Adult Center of Enrichment and Sanctuary House. The Adult Center for Enrichment is a private non-profit agency that offers three adult day centers, four group respite programs and caregiver education. The day centers and respite sites engage participants in activities that provide fun and friendship. Educational programs provide caregivers information they need to better care for their loved ones. Sanctuary House is a nonprofit organization dedicated to the rehabilitation of adults living with mental illness. Members do not live there but use it as a base of community support. “My husband Steve and I have long been supporters of Sanctuary House,” said Amy Callaghan. “We thought participating in the tour of homes would be a good way to continue that support. Plus, my sister-in-law is a member of the garden club.” When the Callaghans purchased their home, they basically gutted the inside to create a new look. During the tour, they displayed lots of before and after photographs showing the process. “This house is so transformed, it is fun to see what has been done to it – to view it from a new perspective,” Bates said. For Kelley and Ken Carter it was the second time they have been part of the Holiday Tour of Homes. But the house is different. “We moved within the same community because we love it here so much,” Kelley said. “We had the house built new, but it has the classic look of other homes in the neighborhood.” Kelley is a member of the Sedgefield Colony Garden Club and felt participating in the holiday tour was a nice way to share her new home. “I also really like the charities we are supporting this year,” Kelley said. “I felt that was important. “It forced me to get the house ready for Christmas sooner,” she added with a smile. A third home on the tour belongs to George and Kim Boss. Club member Ann Flynn encouraged the Boss family

to participate in the tour, noting that their home was beautiful and different. “It is very modern,” Kim said. The design is something you would see by Frank Lloyd Wright. “Comments I kept hearing repeated were how much people loved the use of color in our home décor and how homey it seems. They felt they could just curl up and relax.” People also liked the outdoor addition the couple had built, which extends the living space of the smaller home. It includes a fireplace, television and several seating areas. There is a lighted terrace that overlooks the 18th green of the golf course. As people exited the tour, they passed a waterfall, which adds to the serenity of the home. “I am glad we choose to participate in the holiday tour,” said Kim, a member of the Sedgefield Colony Garden Club. “Both of my husband’s parents are dealing with dementia so it was nice knowing the fundraiser would help an organization that was related to an issue close to our hearts.” Look for the Holiday Tour of Homes in December of 2020 as Sedgefield Colony Garden Club members again provide a fun seasonal event that benefits others.

Homeless encampments and the Constitution BY RICH LOWRY

The Supreme Court just ensured that the nation’s homelessness crisis will continue. The court declined to take up an appeal of a ruling by the 9th Circuit Court of Appeals, covering the western United States, that homeless encampments are a de facto constitutional right. In the case, stemming from a Boise, Idaho, ordinance, the 9th Circuit maintained that enforcing a prohibition against camping in public places is a violation of the Eighth Amendment’s prohibition on cruel and unusual punishment. A quick reminder. The Eighth Amendment says, “Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishment inflicted.” It was adopted out of fear that Congress might, as Abraham Holmes put it, mimic the sorry experience of “that diabolical institution, the Inquisition,” or in the words of Patrick Henry, “introduce the practice of France, Spain, and Germany of torturing, to extort a confession of the crime.” It’s a long way down from these fears to the city of Boise trying to keep the homeless from creating public nuisances and dangers. What cruel and unusual punishments were the plaintiffs found guilty of violating Boise’s camping and disorderly conduct ordinances subjected to? Tarring and feathering? The rack? No, they were all sentenced to time served, with the exception of one of them who was twice sentenced to one additional day in jail. One of the plaintiffs who pled guilty paid a $25 fine. Nonetheless, the 9th Circuit somehow invented constitutional warrant to declare Boise guilty of a grievous violation of the Bill of Rights. According to the 9th Circuit, such encampment laws now can’t be enforced so long as there are more home-

less people than practically available shelter beds in any jurisdiction. The ruling was a body blow to localities in the West where homelessness has been exploding. It’s not as though these places are heartless. Cities have been devoting significant resources to shelter and trying other tacks, including regional cooperation to homeless outreach teams. Since the basis of the 9th Circuit’s decision is that sleeping is a basic human need, it puts at risk other commonsense statutes. It is also a basic human need to defecate and urinate. A drug addict feels a need to use drugs. When will the 9th Circuit, or some other adventurous court, find Eighth Amendment protection for these? There is an obvious public interest in tearing down encampments and keeping them from springing up. They are dens of public health risks, drug abuse and crime that significantly degrade the quality of life. When Orange County, Calif., cleared out a big encampment last year, it found more than 13,000 needles, 5,000 pounds of waste — including human waste — and 400 tons of debris. Resolve to better the lives of animals BY SAM MAZZOTTA PAW’S CORNER DEAR PAW’S CORNER: Every year, I make a resolution to care for my pets. At one time I had two dogs, Sadie and Shadow, a cat named Harley and a sassy budgie named Petey. They’ve each passed on as the years went by, and finally in September, Harley crossed the rainbow bridge, the last of my pets to go. It’s been a sad time, but I am looking forward to the new year nonetheless. I don’t plan to go out and get a new pet, not just yet. But I am going to make life better for other animals as best I can. To that end, my resolutions include: Spending one afternoon a week volunteering at the local animal shelter; donating money to organizations that help rehabilitate injured wildlife; and taking care of friends’ pets when they need help.

These may be pretty simple resolutions compared with others’, but it’s the best I can do right now. New Year’s Resolution has a healthy solution

For many people, those resolutions include a vow to eat healthy, exercise and/or lose weight. Before you start thinking about how to make your change and assure it happens, you have to figure out what changes you want to make. Be realistic. People who set a specific goal (I will walk 30 minutes most days) have a much better chance at being successful than people who set a more general goal (I’m going to get in shape). People who make one or two changes at a time also are more likely to be successful than those who try to change everything all at once. Here are some suggestions for habits that can make a positive impact on your health: * Eat breakfast. * Drink three cups of lowfat or fat-free milk every day. * Decrease sodium to no more than 2,400 milligrams per day. * Decrease fat to no more than 30% of your total calories (around 67 milligrams). * Drink 6-8 cups of water per day. * Eliminate or decrease soda. New Year’s resolutions can be beneficial because the name itself sets a date for you to make a change. It’s good to have a date in mind for changing a habit because that commitment helps you follow through. It takes at least 21 days to change a habit. Some things that will help you stay on target with making positive changes include writing

down your goal and listing reasons why you want to meet that goal. Encouragement from others also helps us to reach our goals. Tell relatives and close friends about your goals so they can offer encouragement. It may take as little as 21 days to establish a new habit, but it can take much longer to assure that you will sustain it. Prepare yourself now for that time in late January or mid-February when your motivation wanes. When that happens, have a reward in mind for establishing your goal. Knowing there is a reward in sight can get you through rough times. Think about how it will be when you establish your goal. If it’s walking 30 minutes per day, think about how much more energy you’ll have and how much better you’ll feel consistently because you have been active. There are very few people who can say making these types of changes is easy. One very important thing to remember is that if the day comes when you have been unable to sustain your new habit, don’t count it as a failure. Just know some days are better than others and vow

QUICK AND EASY EGG MUFFINS 1 tablespoon olive oil 1/4 cup onion, finely diced 2 cups fresh spinach 2 tablespoons poultry seasoning 1 teaspoon salt 1 teaspoon black pepper 1 garlic clove, minced 6 eggs 1 tablespoon mild or medium salsa 3/4 cup reduced fat cheddar or pepper jack cheese (or a combination of both), shredded 3 slices turkey bacon, cooked and chopped 1. Heat oven to 350 F. In a saute pan, heat olive oil. Add onion and cook for about 2 minutes. Add spinach, 1 tablespoon of the poultry seasoning, and the salt and pepper, and cook until wilted, about 2-3 more minutes. Add the minced garlic and cook for 30 seconds. Remove from the heat.

2. In a bowl, whisk together the eggs, remaining poultry seasoning, salsa and cheese. Add the spinach mixture and the bacon, and stir until well-combined. 3. Either use a silicone muffin pan or spray a muffin tin with non-stick spray. Evenly distribute the egg mixture about 3/4 of the way in each muffin cup. If using a 12-cup muffin tin, fill the empty areas about 1/4 of the way with water. Bake for about 20 minutes or until the muffins have turned a light golden brown around the edges. 4. Store leftover muffins in the refrigerator in an airtight container. To reheat, place in the microwave for about 20 seconds. Makes 6 muffins. DEAR DR. ROACH: Several years ago, I attended a presentation about insomnia. A registered nurse discussed how, in her career as a nursing home nurse, she had many residents with insomnia. She stated that she had amazing success with these residents. The snack they gave them was crackers and cheese or peanut butter crackers. I was skeptical at first, then one night at 2 a.m., on my fourth night of insomnia, I tried eating 2 teaspoons of peanut butter. Bingo! I slept. Whenever my insomnia occurs, I eat 2 teaspoons of peanut butter, and in less than 15 minutes I’m sleeping. I use a nothing-fancy store brand of peanut butter. Please pass this information on to other readers with an explanation. — B.J.T. DEAR B.J.T.: I appreciate your writing to give another option for this common problem. One reason that some people think this may work is that the protein content in peanut butter is a source of tryptophan, which increases serotonin levels to help one relax. I also have read that this effect is so small as to be clinically meaningless, and that any sleep effect is due to placebo. I suspect the truth is a combination. Two tablespoons of peanut butter is almost 200 calories, so this is not a good choice for someone struggling with too much weight. I’m also not one for “fancy,” but be sure to choose a peanut butter with no trans fats and no added sugars. DEAR DR. ROACH: I recently recovered from sigmoid colectomy surgery, and I would hate to repeat this, given that I am 75 years old. What are the possibilities of recurrence of diverticulitis for which the surgery was performed? It’s nothing I’d care to undergo again if it can be avoided! — C.K. DEAR C.K.: Surgery for diverticulitis is generally reserved for people with multiple recurrences. The sigmoid colon tends to be the portion of the colon with the most diverticula (small pouches in the wall of the colon that may get inflamed or bleed). Surgery usually is curative, with only 15% of people developing new diverticula and only 2% to 11% needing further surgery. It’s not proven, but most authorities believe that reducing pressure in the colon with a high-fiber diet reduces risk of developing diverticula, either recurrent after surgery or in the first place.
