Pedestrian bridge nominated for award By CAROL BROOKS freelance writer cab1hp@gmail.com What do you think of the pedestrian bridge alongside East Fork Road over the City Lake? The bridge, completed in 2020, has been nominated for a North Carolina Department of Transportation Mobi Award. The award recognizes multimodal projects that play an important role in creating vibrant communities in the state. Multimodal projects

serve at least two modes of transportation such as rail, aviation, bicycle, pedestrian, highways, public transportation and ferries. Examples include greenways, streetscape projects and bridges with walking paths. Previous winners have included the Granite City Greenway in Surry County, REACH Transit in Shelby, Surf City-Topsail Island Bridge Connector. LYNX Blue Line Extension Light Rail Project in Charlotte, Downtown Streetscape Project in Sanford and Corolla

Village Road Sidewalk in Currituck County. The bridge was put into place by cranes on April 8, 2020, and dedicated Nov. 13 of that year. Without the concrete walking deck, the bridge weighs approximately 11,000 lbs. The approximately $1.8 million bridge project is funded by grants received by the Town of Jamestown and any money paid out by the Town will be 100 percent reimbursed.

Christmas parade winners recognized at Rotary meeting By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com Sometimes looking back is often a good way to improve the future. Members of the Jamestown Rotary Club took time to reflect on the past at their Feb. 8 weekly meeting as they talked about yearly activities, recognizing the successes, while considering how they could be improved to better serve the community. Two events under discussion were the Bow Stafford Golf Tournament and the Jamestown Christmas Parade. The golf tournament will be held for its fourth year on June. 24. “We would like to increase the number of players this year,” said

2022 tournament chair Richard Newbill. “Anyone who is interested may contact me at richardenewbill@ yahoo.com.” The tournament, along with money raised from the annual fall Rotary Club Horse Show help fund club projects. Proceeds from the golf tournament have been awarded to Feeding Lisa’s Kids. The horse show provides funds for several other community projects. But activities are not just about raising funds to support community projects. Members plan to attend a High Point University basketball game together. The annual Christmas parade is also an example of fun that involves the greater Jamestown area – either

by participating in it or experiencing the fun of watching the longstanding holiday tradition. The Ragsdale Family YMCA and Jamestown Business Association joined the Rotary Club in organizing the 2021 parade. The highlight of the recent Jamestown Rotary meeting was presentation of awards for entries in the parade. Recognition was given for the Best Float and Best Vehicle. Mayor Lynn Montgomery and council representatives selected the winners. Cliff Paddock, co-chair of the parade, introduced Mayor Montgomery who in turn presented plaques to the winners. Dennis Women in Motion organization to host Women’s Summit The Women in Motion organization will host a Women’s Summit focused on “Women in Wellness” on March 3, from 8:30 a.m.-3:30 p.m. at Furnitureland South in Jamestown. Registration is currently open on the website https://www.womeninmotionhp.org/womenssummit and will end Feb. 24. The cost is $95 for Women in Motion members, $150 for non-members, or a group rate of $600 for six tickets. Women from all fields and at all stages of their careers are invited to participate in the event. Participants will learn from experts and each other about creating positive organizational cultures, advocating for physical health, protecting mental health, and staying productive in an increasingly demanding world. The summit will feature nationally recognized productivity expert Tanya Dalton and include breakout sessions aimed to help women to advocate for themselves personally and professionally. The event is presented by Women in Motion of High Point and sponsored by Bethany Medical and Lenny Peters Foundation. Town Council members discussed Capital Improvement Program needs at their Jan. 21 budget retreat. Many of these items have been seen before as they are multi-year projects. Others have risen to “must-do” status in recent years. Reviewing the fiscal year 2021-22 CIP, work on priority items such as the continuing sidewalk project on Oakdale Road (phases 2 and 3) are still in the design stage. A new project to construct a sidewalk on Penny Road from West Main Street to the Greenway is a must-do that is in the design phase and is scheduled for the 2022-23 and 2023-24 fiscal years. The final priority is con-

struction of the Recreation Maintenance Building, a project that began several years ago. It is scheduled for the 2021-22 fiscal year. Design work has begun on this project. These are all capital projects in the Town’s General Fund and total $1,282,500 for the 2021-22 fiscal year. Other items in the mustdo category of lower priority include replacing or upgrading the restrooms on the golf course, upgrades to the sound system in the Civic Center, and a new sanitation truck. Should-do items in the Public Service-Streets Department include storm drainage and street improvements to the Forestdale East development. Included with this are a stormwater mapping project and stormwater audit prep and inspection.

There is also the possibility of a solid waste/recycling study. The Recreation Department’s should-do list contains construction of restrooms at Wrenn Miller Park. This would relieve the necessity of crossing Guilford Road to use the facilities at Town Hall. The department is also looking at replacing shelter No. 3 at Jamestown Park. Included in the CIP are improvements to the library building, including painting and repointing some of the bricks as well as HVAC system replacements. Department heads had the opportunity to present ideas they saw as needed in upcoming years. Matthew Johnson, who at the time was assistant town manager/planning director and is now town manag-

er, suggested delaying the Main Street Corridor Study between Town Hall and the library until the West Main Street water line is replaced and the bypass is opened. The study would suggest improvements along Main Street to make it more pedestrian-friendly. “The crosswalk at Mendenhall Homeplace probably will move out into the next year (2022-23),” Johnson said, adding the Town wants to get the Pedestrian Master Plan done. “Once that is done, you will see some of our sidewalk projects move up [to must-do] in the CIP.” Scott Coakley, parks superintendent, said plans include upgrading the WiFi in the parks. “It will help us improve

The figures are for the fiscal years 2017-2021. While revenues showed increases, expenditures, as might be expected, also increased. “Municipal golf courses do not make money,” stated the overview. “They are considered to be amenities to the community.” The 31,368 rounds of golf played were the highest in 2020-21 at the beginning of the Covid-19 pandemic, with nearly 5,000 more rounds played than in 2019, the next-highest year. When Phase 1 of N.C. Gov. Roy Cooper’s stay-at-home order ended, golfers were able to return to outside activities, bringing a spike of rounds played. Overall, rounds of golf played increased 33 percent from 2017-21. Fiscal year 2020-21 also had the fewest bad weather days. Yearly revenues have risen 43.41 percent to $1,074,080 in 2020-21 since 2017 with an increase every year except 2019-20. Early 2020 was the first year of the Covid-19 pandemic when the course was closed for 43 days, Mar. 27-May 8. Revenue from greens fees have risen 38.61 percent to $551,471 since 2016-17, in part due to an increase in the cost to play. As might be expected, course maintenance expenses have also increased, from $575,134 in 2016-17 to

GTCC offers new program to train potential instructors for next level of their teaching career JAMESTOWN, N.C. (Feb. 1, 2022) — Guilford Technical Community College is offering a new, program to help prepare qualified, potential instructors take the next step in their educational career. GTCC’s Faculty Diversity Internship Program, Inclusion for Impact will provide faculty interns 48 hours of intensive training focusing on teaching, learning, diversity, equity, and inclusion at the college level. It is the only program of its kind on the East Coast. Once the 48 hours of training is complete, participants transition to a part time paid teaching schedule at GTCC with close mentoring and support from veteran faculty members who provide immediate feedback. “Our staff and faculty have developed a unique and innovative program,” said Anthony Clarke, Ph.D. president of GTCC. “We are proud of their work and are looking forward to seeing how this program will help increase a diverse and inclusive pool of potential college-level instructors.” The Inclusion for Impact Program is open to early career professionals with

10 years or less of experience, a master’s degree or 18 graduate hours in their subject area. Participants are compensated for the courses with additional stipends for work related to the program. Their entry was a horse-drawn decorated casket. “We had a hard time determining if their entry was a float or a vehicle,” Montgomery said with a smile. “But we finally classified it as a one-horse-power vehicle.” Accepting the award was Debbie Johnson. New to the Rotary holiday activities was a coloring contest, sponsored by the Rotary Club and Chickfil-A at Grandover Village. Santa Claus recognized winners during the 2021 pre-parade lineup. This is not the first time the pedestrian bridge has been in the running for an award. During the dedication ceremony, Town officials accepted an award from the N.C. Chapter of the American Planning Association recognizing the bridge as the winner of the 2020 Great Healthy Place award. Mobi Award entrants will be judged in several categories based on population including one cat-

egory for innovation. The winning project is the one that the judges determine took the most innovative approach to planning, programming or implementation of the facility or service. Another judging category is MVP, or Most Voted Project. Here, the public has an opportunity to vote on the project they think is the most valuable to a community. Although each year since 2016-17 has operated in the red, before capital outlays, 2020-21 showed the smallest deficit, $244,536, in the five-year period studied, a reduction of 26 percent. After capital outlays, 2021 showed the second-lowest deficit, with $339,718.

Grill revenues have decreased since Covid-19 due to closures and reduced hours. Since the grill was not open a full year in fiscal year 2016-17, 2017-18 was used as comparison. Grill supplies, food and beverage expenditures remained fairly consistent. “Golf Shop rental revenue has been practically non-existent since Covid began,” the overview stated. security,” he said. “We’ll be able to lock the restrooms remotely.” Coakley added the department is looking into parking issues at the soccer field. Jamey Claybrook, golf maintenance supervisor, has several priorities for the golf course, bunkers, irrigation system, and cart path repaving. One of those projects holds priority over the others. “What I believe we’re going to get the most bank for our buck as far as customers … is the bunkers. They’re just in really bad shape,” Claybrook said. “They don’t drain, are full of rocks, fabric is coming up [from beneath the

sand], and it requires a lot of work.” Ross Sanderlin, golf and recreation director said he didn’t have anything for the golf shop but the 202223 budget includes funding for improvements to the driving range. Johnson outlined planned multi-year renovations to Town Hall to accommodate the growing number of staff. The Town Council would continue to meet in the Civic Center, with the present Council Chambers made into offices. Water and Sewer Fund CIP projects were brief, but, as would be expected, more expensive than General Fund projects.

“The water and sewer structure on Penny Road was put in in the ‘50s,” said Public Services Director Paul Blanchard. He noted the optimal time to install a new water line parallel to the old one is when the sidewalk is installed on that road. Blanchard added this year the Town is looking at replacing the oldest water line, West Main Street. The CIP is available in the Jan. 21, 2022, Town Council Budget Retreat packet at https://www. jamestown-nc.gov. The final CIP will be available in May when the 2022-23 fiscal year budget is proposed.
