Developer announces subdivision plans for Jamestown Sometimes what is good for Jamestown is not good for Cedarwood, or so the residents believe. Cedarwood residents and other interested parties turned out Feb. 13 for two neighborhood meetings at GTCC about a proposed development bordering Guilford College and Mackay roads, across from the subdivision. The property in question is the Johnson farm and is being sold by the heirs of the late Ted Johnson, former executive director of the Piedmont Triad International Airport. The land – actually five parcels – is wooded and also contains a former working cattle farm and a few structures. Diamondback Investment Group, of Greensboro, has proposed to develop the 467 acres into apartments, town-
homes, single-family and multi-family properties. “Our intended goal for this project is to make something that is meaningful and lasting,” said Zach Tran, cofounder of Diamondback. According to current plans, Castleton Village, the name chosen for the property (see sidebar), will have approximately 312 apartments, 700 townhomes, 600 single-family homes and 700 multi-family homes, bringing the number to 1,612 new units. There will be three outparcels for restaurants and areas for medical or professional office space. The neighborhoods will be set up in “internal villages,” each with amenities, and the entire area will have a lighted 5K trail running throughout. Stakeholders give opinions about town By CaROl BROOKs freeLAnce Writer cab1hp@gmail.com After two days and 12 meetings on Feb. 11 and 12, Benchmark Planning has a lot of ideas about what the community and businesses in Jamestown want in the updated Comprehensive Plan. Benchmark, the company coordinating the update, met with what the company called “stakeholders” – business and civic leaders, police, fire, churches, town officials and schools – to help identify issues, ideas and information that will help guide the consulting team as they conduct background research for the planning process. When asked how they would describe Jamestown to those who do not know anything about the town, the words quaint, great place to live, destination, bedroom community, tight-knit, library, golf course, clubhouse and sports complex came up several times. Other descriptions were parks, community, small town feel with easy access to larger cities, locally-owned businesses and walkable. Several wanted more sidewalks, walkable areas and bike routes. Participants spoke of the river but mentioned that many people don’t even know it bisects the town because it is really not visible on West Main Street. They also spoke of how the library is a landmark, as is graffiti at the underpass and wish the former Oakdale Mill and see TOWn, PAGe 9
to the south of Guilford College Road. Tran said about 7 percent would be commercial but they would wait and see what businesses would be interested in coming in, rather than going after such businesses. Along with the existing traffic lights at Mackay and Guilford roads where they intersect with Guilford College Road, Diamondback wants to add a third light at Cedarwood Drive to connect with a new road into the development. There was a good turnout at the neighborhood meeting, with audience members asking questions – often interrupting other questioners or answerers. The atmosphere got heated at times. A neighborhood meeting on Feb. 6 held by Affordable Housing Management of Greensboro at Celia Phelps Memorial Church, next to the Showgrounds, spelled out the plans. Cocktails for a Cause

The event, a fundraiser for David Dyson, will include a cash bar, light hors d’oeuvres, auction, raffles, music and, of course, lots of fun. Donations will be accepted that night. Dyson injured his C5 vertebra in a diving accident in 2017 and
was paralyzed from the midchest down. After surgery in Wilmington and rehabilitation at Shepherd Center in Atlanta, he returned to his home in Sedgefield where he continues to put in several hours a day on an extensive therapy regimen. Dyson’s injury has been difficult not only physically, but also mentally and financially. “We really need a house that is wheelchair accessible with room for all his therapy equipment,” his wife Katie said in an interview for the Jan. 22 issue of the Jamestown News. “All our
bedrooms are upstairs and right now we are set up in our living room. We also hope to someday get a van that is modified for David to drive.” Friends established a GoFundMe page to help the couple with current and future expenses incurred from his injury. Schlaeppi. “We think this valuable piece of property will get some attractive offers, but it will take some time to get zoning and other approvals necessary for a developer so we are pretty certain that we will have a full slate of shows next year (and maybe beyond). “We were hoping that a buyer who would want to continue running horse shows would emerge, but while we have had some conversations with interested parties, no buyer has emerged to date. We do think that this facility has a lot of potential for a buyer who wants to operate and add other equestrian events, while owning a piece of property that will continue to appreciate. “We have run these shows for a long time and Ashley, Johnny and I are just at the point in life where we want to transition to other things. However, the primary purpose of this note is to let everyone know there will be horse shows next year.” AHM has requested rezoning of approximately 17.15 acres at 3701 and 3709-ZZ Groometown Road. The change would permit multifamily development, not to exceed 220 apartments with
a density of 12.83 units per acre. Phase one would consist of up to 110 apartments, expected to be completed by 2022. Phase 2 would consist of the remaining apartments and is expected to be completed by 2024. Two new access connections will be added on West Vandalia Road. The zoning request was to go before the Greensboro Zoning Commission on Feb. 17, after the Jamestown News print deadline. The company requested rezoning from County RS-40 (Residential single-family) and City R-3 (Residential Single Family) to CD-RM-18 (Conditional District – Residential Multi-family) with the condition that use was limited to 220 residential dwelling units. The majority of the site is located within Guilford County jurisdiction, not within Greensboro and annexation is expected. An earlier Greensboro Planning Board meeting approved the annexation request. Greensboro Planning Department staff also approved the rezoning request. The request will go before the Greensboro City Council on March 17. The entrance to the Showgrounds is off Vandalia Road and the property is across the street from a shopping center containing a grocery store, drug store, restaurants and other businesses. Hester Park

The old stables. is just down Vandalia from the entrance. It is located two miles from the Sedgefield Country Club clubhouse. The property contains an equestrian showground and buildings. A 2018 NCDOT traffic count on Groometown Road shows 10,500 vehicles pass the property per day. Fox8 reported on neighborhood reactions following the meeting. “Being that they’re a nonprofit company that is trying to develop this land, it’s almost a best-case scenario,” said Reverend Ellis Carson, pastor of the church next door where the meeting was held. “People are probably the most valuable resource that a community can have, so having an organization that’s willing to come and develop housing for folks, especially when Greensboro has need for low to moderate-income housing,” he added, “I think
it’s a great thing.” Others would hate to lose the history of the Showgrounds. “I really just hate to see something so historic and so pretty be torn down for apartments,” said Jeff Thomas. He is also concerned about the already overcrowded schools. Kelly Wyrick is worried about increased congestion. “There’s already a problem getting into the shopping center right here at the intersection. It’s only going to cause much more problems here at the intersection,” Wyrick told Fox8. “We’re kind of a quiet little area back here in the edge of the city,” Thomas said. “It’s a nice area to live in. There’s not a lot of traffic here that affects us. There’s not a lot of noise, and we’re concerned about that.” “Truly makes me sad and sick,” said Blair Kopf via facebook.
Wyrick believes the stables and Showgrounds qualify for historic landmark status and should have been designated as that already, having met Criteria A and C. She has started a petition, “Say No to Zoning Changes for the Sedgefield Showgrounds.” “It was developed as part of Sedgefield and promoted along with the golf course for sporting living,” she said via Facebook. “The barn was built in 1927, adding a larger barn and purchasing more acreage in 1939. From 1939 into the 1950s, Sedgefield Hunt Club used the grounds to hunt out of. “Sedgefield Stables developed into and remains a nationally recognized barn and horse lovers from all over the country come to Sedgefield Horse Stables and Showgrounds to show their horses and compete. The stables has a full schedule of shows and competitions for 2020. “No one wants to see historic property that is still in use today, bringing people in from all over the country and revenue into the city, destroyed.” The 85th Annual Horse Show will be this year. Wyrick noted Ebenezer Baptist Church used to be on the property and the cemetery of the church still remains. The property was threatened previously by the proposal of the Urban Loop.

They suggested moving any business, including any in the two areas labeled Tract 6, to the greenspace at Tract 5 or to Tract 4 along Guilford College Road. Tran said the problem with this was that Guilford College Road is a federally-maintained highway and has controlled access, meaning few streets or driveways can come into the road. At the end of the meeting he did agree to look into the possibility of moving these areas. Jamestown Planning Director Matthew Johnson, no relation to the property owners, added that Guilford College Road was designed like a highway, with the purpose to connect Wendover Avenue with Business 85. That is why there are controlled access areas. Cedarwood residents appeared to approve single-family-only homes but were opposed to a new traffic light at Cedarwood Drive. In addition to the entrance across from Cedarwood Drive, the development will have six more access points, including three on Mackay Road. Tran said that road would probably be widened to four lanes up to the current four-lane section. The traffic study is still in draft form but local residents were not happy about the amount of traffic the development would bring to their area. Some people questioned where the children would go to school.
Those in the area are already overcrowded. Tran said this would be a decision of the Guilford County School System, not the developer. Diamondback had suggested a grocery store would be a good fit for the development but many in attendance said there were already five stores within a short driving distance. The company does not plan to seek out a grocery chain or gas station. Local historic preservationists were very vocal in their desire to save the historical aspect of the property. (See sidebar.) They called for an historical resource study and the hoped the two homes on the site would be preserved. Diamondback said there were regulations dealing with historic properties they would have to follow. The Johnson property and Cedarwood are both in Jamestown’s Extra-Territorial Jurisdiction, or ETJ, meaning the town has control of the areas but they are not technically within the town limits. Once Diamondback receives zoning approval, the company is expected to request annexation, bringing the town’s size to about 3.5 square miles, up from 3 square miles. The town currently has about 4 square miles in the ETJ. The town’s population – currently 4,416 – could double in size once the Castleton Village is fully developed. Diamondback said it would take 5-10 years to complete. The apartments will be built first, followed by townhomes and single-family units.

Armstrong house is a landmark
Edward Armstrong’s 1885 house is on Guilford College Road, just north of the Guilford Road intersection. History tells us Armstrong, a Scot, worked for Clarence Mackay at his hunting lodge for more than 50 years. When Mackay died in 1938, Armstrong was able to buy much of the property. Armstrong’s grandsons, Ted and Bill Johnson, were the most recent owners. Diamondback representatives say the new Castleton Village was named because the Armstrong family came from Castleton, England. Some Cedarwood residents believe the Armstrong house is on the National Register of Historic Places but a search did not affirm that belief. They are concerned that the house will be destroyed for the new development but Diamondback said the house might be saved – at least for a few years.
Zoning problems
Before Diamondback can start construction, the Jamestown Town Council must approve a new zoning district, Planned-Use Development, or PUD, which will satisfy Diamondback’s needs. That decision was expected to take place at the Council meeting Feb. 18. However, due to expected high turnout, the Council plans to continue the agenda item until March 19 at 6:30 p.m. in a special Called Meeting in the town’s Civic Center. “The PUD is a true mixed-use zone. It would allow especially large properties, like the Johnson property, to develop a master plan,” said Jamestown Planning Director Matthew Johnson. “It would create a more cohesive development. “Council will not be discussing the Johnson property on Feb. 18, as the Town has yet to receive any requests for rezoning or anything else related to the development,” he said. He added that if the Town Council rejects the PUD zoning, there would be a “very cumbersome plan” to work with the current zoning. He would expect Diamondback would request a new zoning other than the current Agriculture. At the meeting, Diamondback representatives said they would re-work some of the plans and follow the existing ordinances. The area is currently zoned Agricultural.

Crime Report • On Feb. 2, at 8:50 p.m., David Poston reported his son had been the victim of communicating threats at 120 Sagewood Road, when he was threatened via SnapChat. • Perry Dixon, of High Point, reported the theft of his car around 9:32 a.m. on Feb. 3 while it was parked at 118 W. Main St., Jamestown. • Josiah Cherry, of Greensboro, was found to be in possession of marijuana and paraphernalia during a traffic stop Feb. 3 in the 1000 block of Lucy Ragsdale Drive. Foxx, Hanes vying for nomination in 6th
Throughout much of our history, Triad area residents have been represented by at least two Congressmen. But now, thanks to various court rulings and legislative maneuverings, Greensboro, High Point, and WinstonSalem will all fall into the newly formed 6th district, as well as all of Guilford County and much of Forsyth. The new alignment favors a Democrat, so Republican incumbent Mark Walker declined to seek another term. As a result, two Republicans and five Democrats filed for the open seat, and they will seek their party’s nomination in the March 3 primary. Two of the Democrats, Rhonda Foxx and Ed Hanes, appeared on Triad Today this past weekend, and what follows are highlights from our conversations.
Rhonda Foxx has a law degree from George Washington University. She served as Chief of Staff for Congresswoman Alma Adams, during which time she co-founded the Black Women’s Congressional Alliance. She also launched HBCU House, a platform that connects students to 21st-century career opportunities. Ms. Foxx currently practices law in Greensboro. Jl: Why are you running for Congress? rF: I am running because after working for six different women in federal politics, I can tell you that Congress, which we call the People’s House, doesn’t look like the people, and our everyday issues and communities are being left behind, and I think that’s a grave injustice. Jl: What issues and problems do you want to work on once elected? rF: Number one, I think we have to get real about fixing our criminal justice system. It’s leaving way too many folks behind. I am also passionate about lowering the cost of education and making that accessible for all. And I’m proud to be the only candidate who supports Medicare for All. We can no longer tolerate a system

Jl: Since you mentioned criminal justice reform, how do you stand on decriminalizing marijuana when used in small amounts for recreational purposes? rF: I am a champion for that. I have been through our broken criminal justice system. I have experienced it first-hand, and what it boils down to is we are processing more crimes than our system can handle. Our system was designed to make us safer, and (prosecuting) small amounts of marijuana is not making us safer. Jl: How about term limits? For or against? rF: Against. It’s up to the people to issue their own term limits. Jl: What about your background and experience will make you an effective Congresswoman? rF: We have this district right now for two years. We need someone who can hit the ground running on day one who knows how to get to the Appropriations room, knows how to get on key committees, and have the relationships. I have that. Jl: Because of Gerrymandering, a Democrat is now likely to win in this district, but what should be done about Gerrymandering after this election? eh: Gerrymandering is one of the evils of what happens when certain parties get in power, that’s going to be Democrats sometimes, and sometimes Republicans. We need fair districting, but remember this new district resulted from what the courts termed as intentional disenfranchisement of AfricanAmerican voters and Democrats in general. So we just need to move forward and be responsible. Jl: Once elected, what will be your priority issues? eh: First of all, creating relationships across the aisle. Second, looking at social justice opportunities and criminal justice reform. In Raleigh, we were able to pass a wrongful expungement and exoneration bill, so that if you were exonerated for a crime, you won’t walk out with an arrest record. I also want to focus on education as we did in North Carolina, and assure that poor kids who score really high on their standardized tests are not subjugated to lowerlevel math and science classes because of their socioeconomic standing. That was happening here where more affluent kids with lower scores were taking the place of poor kids. Jl: What about your background and experience will make you an effective Congressman? eh: It’s my business background, it’s the background of working in a major law firm, having my own business, and understanding how to develop relationships. I have an ability to get things done, and I have proven that at the highest levels. Mike Bloomberg's offensive campaign By RiCH lOWRy The rich are different from you and me — they can buy themselves instant presidential campaigns. Former New York Mayor Mike Bloomberg has elbowed himself into the Democratic nomination race solely on the basis of his fortune. His campaign is high-handed as only a billionaire many times over could even contemplate. He entered late, is skipping the early contests and hasn’t participated in any of the debates to date (although that will change soon, thanks to the Democratic National Committee retrofitting its rules for Bloomberg). It’s a free country, and with more than $50 billion to his name, Bloomberg can spend as much money as he likes on whatever suits his fancy. But Bloomberg 2020 is still an affront to small-d democratic sensibilities, a tribute not to his superior political skills or messaging compared with the other candidates, but to his access to an enormous personal bank account. The level of his spending is truly astonishing — Croesus goes all-in on Super Tuesday. Bloomberg spent more than $300 million on various forms of advertising. He’s single-handedly changed the market for TV ads in many places. He spent $10 million on a Super Bowl spot, or about half of what Joe Biden raised in the entire fourth quarter. This is the Bloomberg way. He spent a quarter of a billion dollars to become and stay New York mayor for three terms. He was eligible for his third term only because he got a term-limit law changed, with the support of charities that he happened to make generous donations to. What’s wrong with all this, beyond the cynicism of thinking everything has
a price tag? Maybe Bloomberg is right, that trying to go in and convince voters of your appeal at town hall events and meetand-greets in places like Iowa and New Hampshire is for suckers. But there is much to be said for grassroots politics. It forces candidates to take account, up close and personal, of what their voters believe and want. As president, Abraham Lincoln devoted serious time to meeting with random people who showed up to see him, in what he called “public opinion baths.” The candidate who does countless of these early-state events must have the ability to inspire and impress, think on his feet, show endless patience and stamina. If he’s not up for it, or is a pretender, he will inevitably be exposed. In comparison to the other candidates, Bloomberg is a Wizard of Oz candidate, shielded and inflated by his TV ads. Another advantage of the traditional approach is that anyone can do it. Pete Buttigieg, the unknown mayor of a small Indiana town, finished strong in Iowa through sheer talent, tireless work and clever messaging. All this said, perhaps Bloomberg will break all the rules and be the last man standing between Bernie Sanders and the cusp of the American presidency. Then, his spending might look to a lot of Democrats like a public service. There is also no denying that Bloomberg is a genuinely talented man. Yet this style of campaigning shouldn’t be the norm. If Bloomberg succeeds, he will enrich many TV stations, consultants, pollsters and campaign workers, but impoverish our politics.

He is a huge mixed-breed who looks kind of like a pit bull. He hasn’t acted aggressive- l y , though. That’s one issue, but my other problem is that we are adopting a puppy from the shelter soon. Does the neighbor’s dog present a danger to my puppy? — Claire T. in Columbus, Ohio DEAR CLAIRE: Years ago, my neighbors had a black Lab, “Terry,” who was great friends with my hound dog mix, Pharaoh. Terry was allowed to roam as he pleased, and his favorite thing was to lift the latch on my backyard gate and let Pharaoh out so they could ramble the streets together. I loved that they were friends, but I didn’t like having to go and find them constantly.
Roaming dogs are always a reason for concern, even if they seem friendly. If you and your neighbors are on good terms, talk to them and ask if there is a solution to their dog wandering into your yard. You’ll probably need to put up stronger fencing, unless the fence is on their side — and that enters the whole realm of property lines and who fixes what. It’s up to you whether you want to let them know you’re getting a puppy. If you’re on good terms, and they’re willing to work with you to fix the issue with their dog, you can suggest introducing the dogs to each other after your new puppy has had his shots. This should be done with both you and your neighbor present, and with both dogs on a leash, just in case one of the dogs becomes aggressive. Almost everyone agreed that the western side of town, across Deep River, and the southern side, below the railroad, need to have something done to make these areas feel like a part of the town like the downtown area does. Working closer with GTCC was another suggestion. While the downtown area has become a destination for entertainment and dining, in addition to filling the empty storefronts, participants thought a family-oriented restaurant, diner, Ital-
ian and Mexican restaurants are needed. With that discussion of dining and entertainment, the issue of parking came up. Several mentioned that there is parking available if visitors are willing to walk a little bit. There was a suggestion to use golf carts or a shuttle in town and to create a parking map on an app. Currently, business owners frown at customers visiting their establishment but leaving the car there to visit other businesses downtown so a lot where vehicles could be left while owners visit several establishments would be good. Participants believe the merging of the schools in 1993 into a county system, rather than run by Greensboro, High Point and Guilford County, created a loss of the sense of community. The
creation of Southwest Guilford High School has drawn students who once would have attended Ragsdale in Jamestown. No longer do all children go through school with the same friends for all 12 years – the same friends they see at church and other local activities. “The [comprehensive] plan serves as the primary policy guide over the next decade and beyond for land use, development, capital investments and growth management decisions,” Epley said in January. “The plan will include clearly stated strategies for development that prioritize key projects for implementation by both the public and private sectors.” Public meetings with other citizens of the town will take place over the course of 2020 and the commit-
tee considered surveys and social media engagement so everyone in the town could have their voice heard. Tentative plans call for an “Envision Jamestown Workshop” in May, a “Placemaking and Community Design Workshop” in June, and “Managing Growth in the Face of Change” session in July or August. More information on these meetings will be published when available. The 13-member Steering Committee’s role is to review and discuss information, ideas, and recommendations prior to public presentation and assist with public outreach and engage-
ment. They are charged with identifying issues and concerns of the town and residents, with developing a vision for the plan and setting new goals and objectives. The committee will give final recommendation to the plan prior to it advanc-

Teacher Arts Project Grants
On Sunday, January 26, the High Point Arts Council held its sixth annual Community Arts Day at the Centennial Station Arts Center. In addition to performances and presentations by the Arts Council and affiliated arts organizations, checks were presented for Community Arts Projects and Teacher Arts Projects. During the program, David McCoy, Arts Council’s Board Member and Chairman of the Masland Foundation, presented 15 Teacher Arts Project (TAP) grants to schools totaling $7,265. “Since 1987, the Arts Council has shown its commitment to arts education through its Teacher Arts Project grants. The purpose of these grants is to bring the arts alive to students through various arts programs and to bring artists of all types into the classrooms. I want to thank teachers for taking the time to write the grants and making this a priority in your busy schedules,” said Mr. McCoy. TAP grants were awarded to: high point Christian Academy – hpCA Create Festival The purpose of this project is to expose students to as many hands-on arts experiences as possible. Through quality hands-on activities and performances, students gain knowledge and appreciation for the arts and some may be motivated to pursue the arts.

Teacher Arts Project grants are made possible through grassroots funding from the North Carolina Arts Council and a grant from the Masland Foundation. Grant applications were reviewed by the Arts Council’s Grants Committee and projects that integrate the arts with curriculum and those that hire multicultural artists are given extra consideration.
