Council again continues Horton property hearings By CaROL BROOKs FreeLANCe WrIter cab1hp@gmail.com On Feb. 15, the Jamestown Town Council continued the public hearings for the property along Guilford College and Mackay roads for at least another month until its March 15 meeting. The property is owned by the D.R. Horton company and is locally known as the Johnson Farm. The delay is caused by continued work on a development agreement for the property. D.R. Horton requested the agreement and is working with the town staff, town

attorney and Tom Terrell, land use attorney, on the plan. An incomplete draft was available in the January Council packet. The three continued public hearings were for a request for annexation, a request for rezoning and the development agreement. The annexation public hearing began Nov. 21 of last year and has been continued each month since without resolution. Even though the public hearings were continued for another month, the public was given the opportunity to speak as they were at previous meetings. No one spoke either in favor or against the three hearing items.

The majority of the Council meeting was taken up with discussion about updates to the Land Development Ordinance. At its Jan. 25 meeting, the Council voted to return the updates to the Planning Board for review as they had some reservations about the updates. The Board unanimously approved the updates four months ago. After meeting the evening prior to the Council meeting, the Board submitted some changes to the Council. (See related story on this page.) The amendments were necessary to comply with Chapter 160D

of the N.C. General Statutes, a new land use law adopted in 2020 that consolidates city and county statutes for development regulations into a single, unified chapter. While the new law does not make major policy changes or shifts of authority granted to local governments, it does provide many clarifying amendments and reforms that will need to be incorporated into local development regulations. Councilmember Lawrence Straughn questioned whether the Town should use the specific language found in the International Property Maintenance Code. The

Code provides minimum requirements for the maintenance of existing buildings through model code regulations that contain clear and specific property maintenance and property improvement provisions. “That’s why I wanted this to go back to the Planning Board to make certain we have the right wording,” Straughn said. Councilmember Martha Stafford Wolfe stated the Town has the authority to write its own ordinances modeled after the codes, but that the wording did not have

GTCC’s Medlin Center renovations complete By CaROL BROOKs FreeLANCe WrIter cab1hp@gmail.com Just a few years ago, if a student wanted to get from point A to point B in the Medlin Campus Center on GTCC’s Jamestown campus, it might have been easier to go outside and around the building than to follow stairways and halls. Stairways were often hidden and did not always cover all floors. The building also was not handicappedaccessible from the outside. But now, after a two-year renova-

tion, the Medlin Center might be called the jewel of the East Main Street campus. “We are renovating Medlin from the ground up,” said Mitchell Johnson, GTCC’s vice president of operations and facilities in 2019. “The new design will improve navigation and traffic flow for the building’s four floors. A courtyard and the addition of the south tower and a new north entrance will clearly identify the primary entry points into the building. “One of our major projects was coming and going and access to the

building,” Johnson said last week. “We had very poor Americans With Disabilities Act access. If you were coming from [the south], you couldn’t get into the building. Now we have good ADA access from both sides. “We took a very tired, old building and turned it into what feels like a brand new building. What we were looking for the end of the day was ‘wow’ factor. The Jamestown Planning Board spent time during their Feb. 14 meeting to look again at corrections to some amendments to the Land Development Ordinance. The Board unanimously approved the updates on Nov. 8, 2021 – primarily relating to sign regulations, nuisance abatement and minimum housing standards – and submitted them to the Town Council for review later that month. The Council continued the public hearing on the matter until December, and again until January. However, in January, the Council found some questionable passages in the updates relating to minimum housing standards and requested the Planning Board review the amendments once again. The Board met the evening before the Council meeting, made their changes, and passed the amendments back to the Council. (See Council story on this page.) Brandon Emory, of Alliance Code Enforcement, answered questions from the Planning Board regarding several points. Emory assisted town staff in formulating Article 24, “Nuisance Abatement, Property Management Code and Minimum Housing Code.” The article details what could be wrong with a house and puts the Town in a position to address it, Emory said. “We can’t force anyone to do anything,” he added. “We

can encourage them as much as possible.” He pointed to a worse case scenario where someone just doesn’t care to fix up their home. “We can prepare a specific ordinance for that structure and the Town would have the authority to abate it as they see fit. “Without these ordinances, you are not in the position to address those issues.” He noted there are different requirements for unsafe structures. Planning Board Chair Sarah Glanville asked about people with low income who cannot afford to fix up their houses or when a renter complains their landlord is not maintaining the property. If a house is deemed uninhabitable, the renter would be forced out. Emory said his company would be approaching violators and if they have an issue with fixing the violation themselves, ACE will suggest resources like donations, church groups working to fix up the house, etc. ACE also could assist in finding housing for renters forced out of uninhabitable houses. Following discussions, the Board unanimously approved the changes. The Town Council was to discuss the LDO changes the following night. SWC highlights the holidays by donating to LINKS program After hearing a presentation about the Guilford County Department of Health and Human Services’ LINKS program, Jude Fiorello knew she wanted to be involved. Fiorello is a member of the Sedgefield Woman’s Club and in the fall of 2021 Sheletha Stewart, the LINKS coordinator, spoke to club members about LINKS. It was part of a SWC meeting arranged by the club’s Civic Com-

mittee, of which Fiorello is a member. A pamphlet about LINKS describes it as “a federally funded program for youth between the age of 13-20 who are currently in or have been in the custody of the Department of Social Services. It is designed to build a network of relevant services with youth so that they will have ongoing connections with family, friends, mentors, the community, employers, education, financial assistance, skills training and other resources to facilitate

Matthew Schumacher Matthew Schumacher, 59, of Jamestown, North Carolina, passed away on Friday, February 11, 2022, at Hospice of the Piedmont in High Point, North Carolina. Matt was born in Wilkes-Barre, Pennsylvania to William and Jean Schumacher on October 6, 1962. He married Linda Lackey on August 3, 1984, in Tampa, Florida. He served in the US Air Force for eight years and worked as an Avionics Technician for Timco, now Haeco, for 28 years. Matt enjoyed running and working out. He was a sports enthusiast of all sports but especially loved the Philadelphia Phillies and Dallas Cowboys. His interests included astronomy, Disney World, aircraft, and travel but he was happiest surrounded by family, particularly his grandsons. Matt is preceded in death by parents, William and Jean Schumacher, and brother, Jeff Schumacher. Matt is survived by his wife of thirty-seven years, Linda Schumacher; sons, Kyle Schumacher (Michelle) and Adam Schumacher; brothers, Tony Schumacher (Debbie) of Sewell, New Jersey and Philip Schumacher of Key West, Florida; and three grandsons, Chrystian, Jack and Mason, as well as numerous uncles, aunts, cousins, nieces and nephews in both Matt’s and Linda’s families, who provided him with love and joy throughout his life. A celebration of Matt’s life will take place on Saturday, April 30, 2022 at Jamestown Park Golf Clubhouse, 7041 East Fork Road, Jamestown, NC at 2:00 pm. Everyone is invited to attend and bring their favorite “Matt story” to share. In lieu of flowers, the family requests all expressions of sympathy be directed in memory of Matt to either Hospice of the Piedmont or Well-Spring Memory Care Solutions. When they do this, they start out with nothing. The Barnabas Network in Greensboro often helps by donating furniture, but household goods are a must for those just setting up housekeeping. Stewart supplied Fiorello with a list of needed items. “I handed out flyers at the SWC November meeting and sent information by email to let members know that if they wanted to contribute we would be collecting, among other things, housewares, food items and toiletries for two people getting their own apartments,” Fiorello said. “Also on the list were gift cards and luggage that could be used by younger foster participants. But the main focus was home goods.” In true club fashion, donations

In addition to food and cleaning items, there were pictures for the walls, a lamp, rugs, glasses, silverware, dishes, etc., to outfit the two homes. There were enough items donated to fill a van twice. “I wanted the young people to have a fresh start,” Fiorello said, “and it was a very good response by club members right before the Christmas holiday. I anticipate that our club will continue to have a relationship with this program.” Fiorello is so committed to this project she has acquired warehouse space in which to store items for future needs. In addition to helping youth become responsible/independent adults, LINKS fits right in with all the other community service projects in which SWC participates. day in place of the cafeteria, which was under-used. Student and faculty reception to the changes has been “super positive,” Johnson said. Students have enjoyed the new lounge area. Rather than a grouping of tables in a dimly-lit room, there are now several cozy nooks for studying and areas for group meetings, all with plenty of lighting. The sofas and chairs and some tables feature built-in charging stations for phones and laptops. “I’ve been in this building for 23 years and this is an amazing change from what it was previously,” said Berri Cross, director of student life. “This space kind of has a coffeehouse

are moveable and remove the need to tear down and rebuild drywall and repair carpet if a space needs to be added or reconfigured. “We have total flexibility to what we want to do,” Johnson said. He noted that at least one wall has been moved since the renovations were complete due to issues that came up. There are now four conference rooms available than can be scheduled through a keypad outside the doors. The construction budget was approximately $20.5 million with funding coming from N.C. Connect and county or special funds already available to the school. The N.C. Connect bonds in 2016 included $9.5 million for GTCC that could only be used for student-centered programs, not infrastructure. Construction began just before Covid-19 hit. In a presentation to local governments, including the Jamestown Town Council in 2020, GTCC President Dr. Anthony Clarke remarked on the economic impact the college has on the community: $1 billion total economic impact on Guilford County; 31,296 individuals

served; 15,086 jobs supported (1 out of every 25 jobs in the county is supported by the college and its students); $9,100 increase in earnings every year compared with a person with a high school diploma or equivalent; over $616 million increased earnings for GTCC students; and, taxpayers receive a cumulative value of $3.60 for every $1 invested in the school. (Figures from fiscal year 2018-19.) Established in Jamestown in 1958, the main campus at Guilford Technical Community College covers 257 acres and currently serves around 7,000 students daily. This campus is home to a wide array of career technical programs ranging from Culinary and Hospitality Management to Computer Technology to Health Science programs. In fall of 2018, the campus opened the state-of-the-art Center for Advanced Manufacturing (CAM) that houses the college’s machining, welding and transportation related programs. The school operates on seven campuses in the Jamestown, High Point and Greensboro area.

This calls for a celebration, and in true New Orleans fashion, everyone’s invited. “Mardi Gras” is French for “Fat Tuesday,” the last day to indulge before Ash Wednesday, which begins the abstinence and fasting of Lent. Celebrate this last hurrah like a NOLA native with this frugal and fabulous jambalaya. Jambalaya (jum-buhLYE-uh) is an ideal example of the rich and robust style of Louisiana Creole cooking. This recipe is a Creole dish, referring to the original French settlers who came to Louisiana. Creole cooking has roots in Spanish, French and African cuisines. This traditional stew combines rice with vegetables, meat, poultry and shellfish (usually shrimp or crawfish). When you’re looking for a vibrant party dish to serve friends, look no further. Like many traditional specialties, recipes vary from cook to cook. However, most start with the “holy trinity” of Creole cooking: 50% onions, 25% celery and 25% green or red bell pepper, although proportions can be altered to suit one’s taste. Also essential in jambalaya is andouille (an-DOO-ee) sausage, which has a spicy kick, giving the dish its characteristic smoky depth of flavor. Several national sausage brands offer andouille, so it shouldn’t be hard to find. If you can’t find any, or prefer a milder sausage, substitute kielbasa or another smoked sausage. Here is where I break from tradition. Customarily, the rice is cooked in the stew. I cook my rice separately because this recipe makes a good amount and there are usually leftovers. Jambalaya is a new Orleans classic. the stew, it absorbs all that delicious liquid and gets mushy. It’s still delicious, but not as visually appealing. I also use a frozen pepper and onion blend because it’s convenient and costs less. JAMBALYA Yield: 6 servings Time: 1 hour 1/2 tablespoon butter 1 (13.5 ounces) andouille sausage, sliced into rounds 1 pound chicken, pork or a combo — cut into 1-inch cubes Salt and pepper — to taste 1 bag (16 ounce) frozen pepper and onion blend — or fresh equivalent 2 green onions, chopped, white and green separated 3/4 cups (2 ribs) celery, sliced 1 can (14.5 ounce) petite-diced tomatoes 1 (8 ounce) can tomato sauce 1 teaspoon garlic, minced 1 bay leaf 1/2 teaspoon Cajun or Old Bay Seasoning 1/2 teaspoon thyme

1. Thaw the pepper blend and the shrimp, if frozen. In a stock pot or Dutch oven, on medium-high heat, melt the butter. Add the sausage and cook until the fat is rendered. Add the cubed meats and brown, about five minutes, stirring occasionally, adding salt and pepper to taste. 2. Add the pepper and onion blend with any liquid, the celery and the white part of the green onions. Cook the vegetables about five minutes, stirring and scraping the bottom of the pan. Add the diced tomatoes, tomato sauce, garlic, bay leaf, Old Bay and thyme. Cook and stir about five minutes. 3. Add the chicken stock plus 1 cup water, and pepper sauce if using, and bring to a simmer. Simmer uncovered about 20 minutes. Meanwhile, cook the rice. 4. Right before serving, add shrimp and cook until they turn pink, about three minutes. Don’t overcook! Serve over rice. Garnish with green onions. Serve with cold beer and corn bread for the quintessential pairing. As they say in New Orleans — “Laissez les Bons Temps Rouler!” Let the good times roll! Good Housekeeping CHARRED SHRIMP AND AVOCADO SALAD Turn up the tropical vibes with pineapple, avocado and shrimp. 2 1/2 pounds large peeled and deveined shrimp 5 tablespoons olive oil Kosher salt Pepper 1/2 small pineapple, peeled, trimmed and sliced 1/2-inch thick 2 tablespoons fresh lemon juice 1/2 small red onion, thinly sliced 1/2 English cucumber, sliced into half-moons 1/2 bunch Upland watercress 1 avocado, quartered 1. Toss shrimp with 2 tablespoons oil and 1/2 teaspoon each salt and pepper. Heat grill pan, grill or broiler. Brush pineapple with 1 tablespoon oil. Grill or broil (in batches on rimmed baking sheets) until pineapple is slightly charred and shrimp are opaque throughout, about 3 minutes per side on the grill or 6 to 8 minutes in broiler (rotating pan and turning food over halfway through). 2. Meanwhile, in large bowl, whisk together lemon juice, remaining 2 tablespoons oil and 1/4 teaspoon each salt and pepper. Toss with onion. 3. Cut grilled pineapple into smaller pieces. Add to bowl with onion along with cucumber and shrimp and toss to combine. Fold in watercress and avocado.
