The saying, “Necessity is the mother of invention,” need not apply only to things. For Michelle Johnson, it meant starting a new school. Although counting actually began in January in remote portions of Alaska, most of the rest of the country, beginning in midMarch, should be receiving a notice in the mail with instructions on how to complete your census. After announcing a Special Meeting of the Jamestown Town Council for March 10 to hold a public hearing and vote regarding a proposed amendment to the Land Development Ordinance, the Town of Jamestown said there would only be discussion at that meeting and they would hear concerns from residents. The vote would take place March 17. Due to an expected large crowd, that meeting will be held in the Civic Center at Town Hall. The majority of the March 17 meeting is expected to be a discussion of the Planned Unit Development. Jason Epley, of Benchmark, the consulting company working on an update to the town’s Comprehensive Plan (Land Development Ordinance) will speak on how a PUD works and the effects on municipalities. Following that, the Town Council will hold a public hearing to consider a text amendment to add the Planned Unit Development zoning district to the Land Development Ordinance. A vote is expected at this time. The Jamestown Planning Board unanimously approved adding the PUD district to the Land Devel-

They are able to operate like public schools, but report directly to the state. “We are held to the same academic standards for our curriculum and instruction,” Johnson said. “The main difference is we make local decisions based on what we consider best for our students. A board of directors makes sure we follow the charter-school laws. We are our own mini school district.” The Point, a shortened named for the school, started with 107 students and added a grade level each year until middle school, when it added two grades a year. “We outgrew the church and knew we needed our own space,” Johnson said. “The building at the corner of Business I-85 and Riverdale became available and we moved here in November 2014. It actually has two addresses – one in High Point and one in Jamestown.” The Point added high school classes in 2016. It recently celebrated the opening of a new gymnasium and high school classrooms. “We are maxed out in our elementary and middle school space and had a waiting list this year,” Johnson said. “We currently have a total of 787 students. Each year the state allows you to add 20 percent of your enrollment as space permits. Next year, the 9th

The questions do not include Social Security numbers, bank/credit card numbers or citizenship. The citizenship question has been a hot topic this year with the Trump administration requesting it be added to the form, but the U.S. Supreme Court ruled against it. Citizenship has not been on the census form since 1950. Citizenship details are learned through the American Community Survey (ACS). Why is the census important? According to the Census Bureau, data from the census provides the basis for distributing more than $675 billion in federal funds annually to communities across the country to support vital programs, impacting housing, education, transportation, employment, health care, first responders and public policy. The number of people in congressional and state legislative districts determines the boundaries of these districts – some of which may have to be re-drawn. The census also determines the number of congressional seats each state has in the U.S. House of Representatives. It is believed by many that since North Carolina’s population has increased since the last census in 2010, the state should receive another representa-

The actual enumeration shall be made within three years after the first meeting of the Congress of the United States, and within every subsequent term of 10 years.” The 2010 census cost $10.2 billion was the most expensive in history. The
new online response option is expected to save an estimated $5.2 billion, according to AARP. The Bureau of the Census is part of the United States Department of Commerce. Who should be counted? Everyone in a household should be counted, including babies, young children and newborns still hospitalized on April 1. College students who live away from home and people in health care facilities and prisons/correctional facilities should be counted in the residence where they live. Those living in shelters should be counted by shelter officials. There are special procedures for military personnel. Immigrants living in the United States should also fill out a census form, whether they are citizens or not. The Census Bureau wants everyone in a household to be counted by Census Day, April 1, 2020. If not, the Bureau will begin following up in person in May with households that haven’t responded. Most of the discussion at the time related to areas surrounding the Jamestown bypass, but Matthew Johnson, planning director, identified several properties he believes are likely to be developed in the near future, including Guilford College Road and along Oakdale Road. He noted, however, that he had received no requests as yet for new development. The Town Council is not required to follow the recommendation of the Planning Board and, in fact, may decide to delay a decision by sending the item back to the Planning Board for further review. The crowd is expected to be comprised of many people in opposition to the PUD as it relates to the announced plans for the Johnson property at the corner of Guilford College and Mackay roads. The developer has altered the original plans for the development after listening to dissenters, but must wait for the outcome of the PUD vote before submitting plans to the Town. A public hearing was scheduled for the Jan. 21 Council meeting. But with Councilmember John Capes absent, other councilmembers did not feel comfortable making a decision on adding a new zoning district. It was decided that any decision on the matter should wait until the new Comprehensive Plan – which would replace the current LDO – is completed in a few months. Therefore, the public hearing on the matter was tabled until the Feb. 18 Town Council meeting. However, due to expected high turnout relating to the Johnson property – following a Feb. 13 neighborhood meeting by the developer – the Council instead held the special Called Meeting on March 10, too late for a report in this week’s newspaper. In other business, Public Services Director Paul Blanchard will provide an update on the town’s sidewalk projects. A Guilford County Health Department representative will discuss precautionary measures for the COVID-19, commonly known as the coronavirus. Several new town employees also will be introduced.

These spaces will be for local small business uses such as boutique stores or restaurants.” The original plan called for commercial development with 312 apartments along Guilford College Road. There was no mention at that time about “big box commercial” development, just commercial. “We are exploring a plan to scale back the apartments to no more than 240 apartment units,” the letter stated and added, “[and] a senior independent living community along Guilford College Road.” The swimming pool will be moved to the interior of the development. Additional plans call for parks and playing fields for the general public and a potential farmers market. Further details on the revised plan are expected within a week. Response from members of the Jamestown United Facebook group opposing the development have been positive – but cautious. “We’re getting there,” said Katie Gumerson. “It sounds like they’re listening, so that’s a start,” said Sherri Callahan. “Sounds better,” said Angie Williams. “Can we trust this?” Several respondents said they preferred no apartments at all. The Jamestown Planning Department has not received any plans for the development yet. Diamondback is waiting on the outcome of the March 10 Town Council vote to add a Planned Unit Development (PUD) zoning district to its Land Development Ordinance. (It has been learned that no vote was to be taken at the March 10 meeting. Rather, the vote will be at the March 17 regular Town Council meeting.) Jamestown town staff and Town Council members are meeting with opponents to attempt to clarify what a PUD actually means to this development.

Stop pooh-poohing Coronavirus worries By RiCH LoWRy The White House has been walking into a coronavirus trap. By pooh-poohing worries about the virus and saying everything is under control, it is setting itself up for the charge, if things get even a little bad, that it was self-deluding and overly complacent. Although President Trump has recently struck a better tone, he’s been a chief offender, wanting to downplay the virus for fear it will continue to suppress a stock market that has experienced vertiginous drops. This is exactly the wrong approach. The moment doesn’t call for market-reassuring Trump, but threats-aren’t-getting-pastour-borders Trump, not Dow
30,000 Trump, but drawbridgeand-moat Trump. Everything should be geared toward overreacting now, when the threat in the U.S. is still in prospect, instead of later, when circumstances may be beyond anyone’s direct control. That means appointing a point person for the coronavirus response with a medical background, who doesn’t already have a full-time job, like current designee Mike Pence. The right pick could provide genuine expertise in public health and the workings of government, as well as being a reliable source of public information. It means erring on the side of further travel restrictions, even if it will be impossible to exclude infected people from the United
States, given its break out from China to countries all around the world. It means not quibbling with Congress over coronavirus funding, with even Minority Leader Kevin McCarthy saying the administration’s $2.5 billion request is “a little low” (Trump has signaled a willingness to accept more). It means making sure that the Centers for Disease Control and Prevention is working at maximum efficiency to make coronavirus tests widely available, which is the most worrisome shortfall in the federal response so far, and that government agencies are doing everything possible to push the development and deployment of a vaccine. Finally, it means coordinating

Couldn’t they save more money if they didn’t indulge their dog or cat with designer sweaters, booties, premium dog food and trendy grooming? — Caryn B., via email DEAR CARYN: It’s true that Americans spend more on their pets than anyone else in the world. According to the American Pet Products Association, spending in 2019 reached $95.7 billion. Owners spend most of their money on pet food and treats, totaling $36.9 billion last year. Another expensive item is veterinary care and related product sales (like medications), with $29.3 billion spent. Why do we spend so much money? Ask any owner, and they’ll give you roughly the same answer. Our pets are a part of our family. We are dedicated to them, just as they are dedicated to us. We don’t want to see them suffer, and
like any beloved family member, we are willing to spend far more money on their health and comfort than we would on ourselves. Designer doggie sweaters aren’t just stylish, they protect our dogs from the elements, and the higher-priced sweaters tend to be more comfortable and better fitting. Booties prevent cuts to the pads on their paws when walking in the city or on icy pavement, minimizing pain and possible infections. High-quality dog food costs more, but the payoff is in better overall health and a longer life. And grooming, for the most part, plays a key part in keeping pets healthier and more comfortable. (With the exception of scrotum glitter. I’m not quite sure about that one.) So sure, we’re spending a lot of money. But Americans look for a balance of value for what we spend, and clearly, pet owners are finding great value in spending a bit more to keep their beloved pets healthy and happy. St. Patrick’s Day the traditional way By anGeLa sHeLF MedeaRis KitcHen diva If you’re planning to celebrate the St. Patrick’s Day holiday at home, you are part of growing number of Americans who like to commemorate the day with a family dinner. A national St. Patrick’s Day survey found that regardless of family roots or Irish heritage, the holiday is more about food and family than drinking. More than 30% of respondents said they celebrate at home or at friend or family member’s house. Less than 14% of those surveyed celebrated at a bar or local pub. This year, you may want to serve a traditional Irish dinner. The main course is an all-in-one-pot lamb stew with root vegetables and pearl barley with a side of Northern Irish potato bread. Here’s a little history about these Irish recipes. IRISH STEW: This dish originated from the old ways of cooking over an open fire. A good Irish stew should be thick and creamy, not swimming in juice. Adding potatoes and pearl barley gives the stew body and texture, and makes it a hardy, main-course meal. Carrots are typically added for extra color and interest. The authentic Irish recipe calls for mutton, which is usually an older lamb with a tougher texture of meat, which made it perfect for stewing. I suggest using lamb from Australia, which is readily available at most American grocery stores. Australian lamb is juicy, tender and raised to a specific size and weight producing a quality product that is slightly leaner than beef and less expensive than American domestic lamb. Typically, this bread recipe incorporates leftover boiled potatoes, but leftover mashed potatoes will work just fine. The finished bread is like a flat bread in texture. Try these traditional Irish recipes and use Australian lamb to add a modern twist to your St. Patrick’s Day menu! LAMB STEW WITH ROOT VEGETABLES AND PEARL BARLEY 2 pounds boneless Australian lamb shoulder, trimmed of fat and cut into bite-size pieces 1 1/2 teaspoons salt, divided 1 1/2 teaspoons freshly ground black pepper, divided 1 tablespoon all-purpose flour 1 tablespoon olive oil, divided 2 large yellow onions, chopped 4 cloves garlic, minced 1 or 2 medium Irish or white potatoes, scrubbed and cut into 1/8-inch rounds 3 medium carrots, cut into 1/4-inch rounds 1 cup pearl barley 4 cups water or chicken broth 2 tablespoons chopped, fresh parsley 1. In a medium mixing bowl, toss the lamb with 1/2 teaspoon of the salt, 1/2 teaspoon of the pepper and the flour. Heat 1/2 tablespoon olive oil in a 4- to 5-quart Dutch oven set over medium-high heat until it shimmers. Add half of the lamb, and brown on all sides, about 7 to 8 minutes total. Remove the lamb to a bowl and repeat with the remaining oil and lamb.
Remove the second batch of lamb and add it to the bowl. 2. Add the onions to the pot and cook for 1 to 2 minutes. Add the garlic, potatoes, carrots and the remaining teaspoon of salt and pepper. Cook for 3 to 4 minutes, stirring occasionally. Return the lamb to the pot with the barley. Stir to combine. 3. Add the water or chicken broth. Bring to a boil. Then, decrease heat to low, cover and simmer for 30 to 45 minutes or until the liquid is absorbed and the lamb and barley are tender. Add the parsley. Stew will be thick. NORTHERN IRELAND POTOTO BREAD 1 cup mashed potatoes (leftovers are fine) 1 tablespoon unsalted butter or Irish butter 1/4 cup flour plus more for sprinkling 1/2 teaspoon salt
1. Place the potatoes into a large, microwavable bowl. Mix in the butter and salt. Heat on HIGH for 3 to 4 minutes or until warm. Mix in the flour until the mixture turns into a dough. 2. Split the dough into two equal pieces. Sprinkle a cutting board with the remaining flour. Roll the dough on the floured board to create two circles about 1/4-inch thick. 3. Cut the circles into quarters. Brown on both sides on a lightly greased hot griddle or heavy-bottomed pan about 5 to 6 minutes. Serve warm with stew.

While corned beef wasn’t common in Ireland, it was the closet alternative to bacon, which was insanely expensive in America at the time. 1 (about 4 1/2 pounds) corned-beef brisket, trimmed of excess fat 20 whole black peppercorns 5 whole allspice 5 cloves garlic, unpeeled 2 bay leaves 4 pounds all-purpose potatoes, peeled and each cut into quarters 1 pound carrots, peeled 1 pound parsnips, peeled 1 medium (about 3 pounds) head green cabbage, cut into 8 wedges, with core attached Chopped parsley for garnish
Horseradish-Mustard Sauce 1/2 cup Dijon mustard, with seeds 2 tablespoons pure maple syrup 1 tablespoon prepared white horseradish 1. Prepare Corned Beef and Vegetables: In 8-quart Dutch oven or saucepot, place brisket, peppercorns, allspice, garlic, bay leaves and enough water to cover; heat to boiling over high heat. Reduce heat to low; cover and simmer 2 hours 30 minutes. 2. Add quartered potatoes,
whole carrots and whole parsnips to Dutch oven; heat to boiling over high heat. Reduce heat to low; cover and simmer 30 minutes or until meat and vegetables are tender. With tongs and slotted spoon, transfer meat and vegetables to platter; cover and keep warm. 3. Add cabbage to liquid in Dutch oven; heat to boiling over high heat. Reduce heat to low; cover and simmer 5 minutes or until cabbage is tender. 4. Meanwhile, prepare Horseradish-Mustard Sauce: In small bowl, with fork, mix mustard, maple syrup and horseradish until smooth; set aside. 5. Drain cabbage and add to platter with meat. Thinly slice meat and serve with vegetables and mustard sauce. Garnish with chopped parsley. Makes 8 servings. * Each serving: About 520 calories, 12g fat (4g saturated), 105mg cholesterol, 1,450mg sodium, 64g carbohydrate, 10g dietary fiber, 41g protein.
