Council begins budget discussions

By CaROL BROOKs FREELANCE WRITER cab1hp@gmail.com The Jamestown Town Council gathered in the Mendenhall Room at the Jamestown Park Clubhouse March 25 for a special meeting to consider options for the 2022-23 budget for the town.

“We’re trying to get together and talk about the budget,” said Town Manager Matthew Johnson

in his introduction. “It’s ever-changing as we move towards adoption.

“I would remind you that our mission statement was that we were to create ‘an exceptional quality of life for all of our citizens by providing superior services.’ We’re trying, within reason, to provide superior services coming at you today with some ideas and strategies to do that.”

Johnson first addressed a cost of living increase for

employees, noting the Consumer Price Index was over 8 percent.

“It’s unreasonable for us to expect 8-10 percent cost of living adjustments,” he said. He suggested a 3.75 cost of living increase and a 0-3 percent merit raise.

Added to this would be a 0.5 percent increase in 401 contributions.

Johnson proposed an increase to the solid waste collection of $2.50 per month, making the curbside

pickup rate now $12.50.

There has not been an increase in 10 years.

Since there has been an increase in the Piedmont Triad Regional Water Authority and City of High Point water and sewer passthru fees, Johnson proposed a small in-town increase of 10 cents, with out-of-town rates increasing 20 cents for water. Irrigation rate for in-town would increase 15 cents and out-of-town would increase 30 cents.

Sewer rates in-town would increase 30 cents and outof-town would increase 60 cents.

Johnson noted the Town is looking into purchasing equipment that would increase capacity for both water and sewer.

American Rescue Plan funding “There have been a lot of rules and changes to them,” said Finance Director Judy Gallman, noting government is wondering why cit-

ies haven’t spent their allotted funds yet. Funds must be obligated by the end of 2024 and spent by the end of 2026, but changes and updates are happening on a regular basis.

“We want to make sure we wait until we understand how to do it correctly.” She noted there would be an upcoming seminar with the UNC School of Government on the ARP. see COUnCIL, PAGE 2

CAFÉ OWNERS HOPE TO REOPEN For those wondering what has happened to SidWill’s café in Jamestown, it is temporary closed due to staffing problems.

“Many of our employees graduated and moved on to college,” said Sid’s daughter Stephanie. “Plus, since the pandemic we just have not had people apply for work. But we are open to the idea of hiring.”

SidWill’s continues to handle catering for all types of events, however, and hopes to reopen the café in the future.

Ah, April 1, a day many people love playing pranks on others. It’s also a day the “others” avoid people.

We’re all familiar with some of the pranks that are played on April Fools’ Day, but do you know that although it has been celebrated for several centuries, no one is entirely certain of its exact origins.

According to History.com, “Some historians speculate that April Fools’ Day dates back to 1582, when France switched from the Julian calendar to the Gregorian calen-

dar. In the Julian calendar, as in the Hindu calendar, the new year began with the spring equinox around April 1.

“People who were slow to get the news or failed to recognize that the start of the new year had moved to Jan. 1 and continued to celebrate it during the last week of March through April 1 became the butt of jokes and hoaxes and were called ‘April fools.’”

Ancient Romans celebrated Hilaria (Latin for joyful) at the end of March. The cult of Cybele dressed in disguises and mocked fellow citizens and magistrates.

The total operating revenue for the Jamestown Golf Course for February was $47,055 but operating expenditures were $127,654. This indicates a net operating loss of $80,599 for the month. There was also an operating loss in February 2021 of $47,833.

Even though there were 15 weather days, the course never closed in February. This resulted in 1,273 rounds played compared to 909 rounds the previous year. Year-to-date, rounds played are down by nearly 3,000.

As a result of more rounds played in February, green fees revenue was up approximately $7,000. With approximately 9,500 more rounds played this year-to-date, things are looking up.

With the increase in greens fees, cart rentals, driving range, golf shop inventory and concessions, and clubhouse rentals, total golf course revenue was up nearly 60 percent for February and 4 percent compared to the previous fiscal year.

Revenue should see an increase in late March as new golf course rates go into effect March 28. The Town Council approved several new fees suggested by Golf Director Ross Sanderlin.

There will be new 9-hole and 18-hole senior resident walking fees imposed.

The 18-hole rate will be $16 and the 9-hole rate will be $11. These rates are in line with — or lower than — rates at Holly Ridge, Oak Hollow, Bryan Park and Meadowlands golf courses.

Golf shop inventory sales were up 63 percent in February and over 5 percent for the fiscal year.

The grill had a net loss of $2,517 compared to $2,795 last year. Year-to-date, the grill has a net loss of $10,739 compared to a net loss of $13,378 in 2021 year-to-date.

Ship co-captains Sarah Burger and Robin Crosier, along with their crew — Donna Church, Sara Collins, Bev Crisp, Tara Daniel, Adele Filip, Jude Fiorello, Laurie Fisher, Brandy Gillenwater, Flo Gullickson, Melissa Klenke, Amy Lewis, Sherry Mitchell, Susan Phelps, Leslie Scher, Geri Sheffey, Kristi Slomski, Marcia Thomas and Ann Williams — set the tone with the fun-filled theme “Cruisin’ Into Spring.”

The special event served as the club’s spring fundraiser.

Usually meetings are held during the day on the fourth Friday of each month, but the evening event allowed some who work during the day an opportunity to enjoy the festivities.

Johnson mentioned that the new Recreation Maintenance building came in at 70 percent over the bid.

Some of the ARP funding could be used on that project.

There will be a community input meeting May 3 from 4-6 p.m. to learn how residents believe the funds should be spent.

Capital Improvement Program Heads of Town departments presented their thoughts on capital improvements.

Ross Sanderlin, director of golf, said improvements to the 25,000 sq. ft. driving range would run

$60,000. He added that the Jamestown driving range is being used more since one near the airport has closed.

Jamey Claybrook, golf course superintendent, requested that bunker construction be pushed to fiscal year 2023-2024. In its place, he listed several pieces of equipment needed at a total cost of $152,874. All this equipment should last 10-15 years.

Claybrook also suggested cart path repaving be pushed to the 2023-24 or 2024-25 fiscal year.

Scott Coakley, parks superintendent, suggested moving the construction of bathrooms at Wrenn Miller Park another year out. He

had learned a pre-fabricated building might not work.

He said the town’s parks have seen a huge increase in use since the pandemic began.

Paul Blanchard, director of public services, pointed out the $300,000 Powell Bill funding for street refunding, noting it is a “must-do” item. A new sanitation truck has been ordered but it will not arrive until July, placing it in the next fiscal year’s budget.

Storm drain renovations will probably move until the 202324 budget. Stormwater mapping has been done for the past two years and the upcoming fiscal year should be the last one.

With accidents happening frequently near the golf course/greenway/High Point City Lake area of East Fork Road, NCDOT is looking at putting up more guardrails.

Johnson added that HVAC systems at Town Hall and the library were at least 20 years old and should be replaced. The average life cycle of the systems is 15 years. New units will use new refrigerant and be more efficient.

Upcoming waterline replacements include West Main Street, Penny Road and Original Forestdale. Since the street will be torn up for the work, crosswalk improvements to intersecting streets will be delayed.

Johnson presented the Planning Department report. He mentioned the need for sidewalks on Oakdale, Potter and Penny roads, a Main Street Corridor study, golf course strategic plan, and a review of the Master Pedestrian Plan.

The 2022-23 budget must be adopted by June 30 and would go into effect July 1.

Unable to attend the meeting were Town Planner Anna Hawryluk and councilmembers Rebecca Rayborn and Lawrence Straughn.

Adding to the evening’s activities, Cruise Director Sheffey had the “ship” rocking as she led participants in a variety of line dances on the Lido deck.

The highlight of the night was a drawing for raffle prizes. In keeping with the cruise theme, winners selected one of five vintage suitcases containing cash ranging from $100 to $500.

“We wanted more than one winner,” Burger said. “We put the money into envelopes and shuffled them before placing them into the suitcases. None of the committee members knew which amount of money was in any case.”

Valerie Johnson, a guest at the event, selected the lucky suitcase holding the largest amount of money.

The theme for Cruisin’ Into Spring was actually planned two years ago. Decorations were purchased, activities were planned and tickets to the event were sold.

About a month before the scheduled date, it had to be cancelled due to the pandemic.

“Of course, that made this year’s fundraiser much easier to put together,” Burger said. “We were able to draw from the work already completed. We also had a good crew to set up and break down the event.”

As much fun as the cruise was, there was always the reason for the event in back of participants’ minds. It was, after all, a fundraiser that would benefit area schools and non-profits as well as other needs in the community.

“People who attend SWC events are not focused on looking for bargains,” Burger said. “They are a very generous group who support all our causes and like to have fun doing it.

“Our goal this spring was to focus on fellowship, fun and fundraising and we did well in each,” she added. “We exceeded our expectations. There were a lot of positive comments. Everybody seem to have a good time and we raised a lot of money.”

As an added bonus, by the time the cruise ended not one case of seasickness had been reported.

Most likely April Fools’ Day began as a celebration of the coming of spring and the vernal equinox.

After being shut up inside for several months, people wanted to get outside and enjoy sunshine and warmer temperatures. Imagine people sitting out in parks or tossing Frisbees to dogs.

Mother Nature could be considered the first April Fools’ prankster. But the weather is not always conducive to being outside, thanks to Mother Nature’s tricks of unpredictability.

The Museum of Hoaxes (a real website) states, “It’s more likely that April Fools’ Day resembles these other celebrations because they’re all manifestations of a deeper pattern of folk behavior — an instinct to respond to the arrival of spring with festive mischief and symbolic misrule.”

Some countries require pranking to end at noon.

Anyone playing a prank after noon would become an April fool.

It is not just the average person who plays tricks on April 1. One of the most successful April Fools pranks was played on the people of Sweden in 1957 by the BBC. The broadcaster reported that Swiss farmers were experiencing a record spaghetti crop and showed footage of people harvesting noodles from trees. (Editor’s

note: Spaghetti does not grow on trees.) In 1980, the BBC went a step further by announcing Big Ben’s clock face was going digital and whoever got in touch first could win the clock hands.

Advertisers also got into the fun. In 1996, Taco Bell announced it had purchased Philadelphia’s Liberty Bell and would rename it the Taco Liberty Bell. And Burger King advertised a “left-handed Whopper” in 1998.

So, is it good for people to let off some pentup emotions on April 1?

It could be good for your health since benefits from

laughter include stress relief and reducing strain on the heart.

On the other side, many people believe pranks are scary and often nasty.

Some even avoid leaving home that day.

But pay attention. What you believe is an April Fools’ prank may not be a prank at all. Several major announcements made on April Fools’ Day have been misinterpreted as jokes and ignored. For UNC fans, the announcement made April 1, 2021, that basketball coach Roy Williams was retiring turned out to be true.

In Ukraine this year, it is not all fun and games Apparently one country celebrates April Fools’ Day as an official public holiday, but this year, may be different.

April 1 is observed in Ukraine.

It is also known as Humor Day or Day of Laughter. The country is not laughing right now, but a day of humor might just be something that is needed.

Odessa, a major seaport on the Black Sea, traditionally hosts “Yumorina,” (“Humorina” in Russian) a festival featuring parades, outdoor performances and other forms of entertainment by clowns and others. Wikipedia notes the first slogan of the event was “Odessans of all countries — unite!”

date.com indicates Odessa has been the “capital of humor” since the early 1970s.

In 2013 the New York Times wrote, “Humorina was born of an act of censorship; in 1972, Soviet authorities decided to take a televised improvisational comedy competition off the air. A team of comics from Odessa had been winning, and local Communist officials, chagrined by the cancellation, supported their proposal to hold a festival.”

The festival was canceled in 2015 due to demonstrations and civil unrest in Ukraine. There is no word on whether Odessa will continue the April Fools’ tradition this year.

Ice cream cones minus the ice cream

By PaTTI dIaMOnd DIVAS ON A DIME One of my favorite things to do is find inexpensive products we all know and love and find new uses for them. Lately, ice cream cones have been on sale for less than $1.50. It got me thinking, what else can we do with these inexpensive, whimsical holders of happiness?

Turns out, lots of things! Here are some fun ideas to get your wheels turning.

Make a breakfast cone — Alternate layers of fruit, granola and yogurt, like a parfait, into the cone and serve for a fun breakfast treat.

Bake ice cream cone cupcakes — Place flat-bottomed cones in each well of a mini-muffin tin. Prepare a boxed cake mix and pour batter 3/4 of the way up the cone. Bake at 350 F for 20 to 25 minutes. Decorate as desired.

Make individual treats for kids — It’s perfect because every child gets their own portion, they eat the bowl so there’s no clean up, and it keeps their grubby little hands out of the communal candy dish. Great for trail mix, popcorn, pretzels, candies and rice crispy treats.

Mix savory with sweet — Surprise your next lunch guests with waffle cones filled with curried chicken salad with fruit.

Make waffle cone cannoli — Who loves cannoli? Everyone! Who likes to make cannoli? People with extra time on their hands! This Italian classic literally means “little tube,” named for the deep-fried tube of pastry filled with sweetened and flavored ricotta cheese. The filling is easy to make. The fried pastry tubes, not so much. So, let’s take a shortcut by substituting waffle cones for the pastry.

Holy moly, what a cone cannoli!

ICE CREAM CONE CANNOLI 1 (32 ounce) container whole milk ricotta cheese 1 cup powdered sugar 1 teaspoon vanilla extract 1/4 teaspoon salt Zest of one orange 1 (10 ounce) bag mini semisweet chocolate chips; divided 8 to 10 waffle cones 1 1/2 cup semisweet chocolate baking wafers (optional)

you? Melt the chocolate wafers in a bowl just large enough to accommodate the top of the waffle cone. Dip the top of the cones and let the excess drip off. Let the chocolate begin to firm then roll the chocolate into some mini chocolate chips. If you have extra chocolate, drizzle some in the bottom of each cone.

4. To assemble: Cut the corner off the zippered bag and squeeze the filling, dividing between the cones. If finishing with a piping bag, place the reserved filling without chips in a piping bag fitted with a star tip. Swirl the top of each cone. Sprinkle with mini chips. Serve immediately. If you still have cones left after all this, buy some ice cream!

3 leeks, each preferably 1 to 1 1/2 inches in diameter, white and pale green parts only, trimmed 1 tablespoon margarine or butter, cut up 1/2 cup water 1/4 teaspoon fresh thyme leaves Salt Pepper 15 pitted Kalamata olives, cut in half 30 kosher-for-Passover crackers, such as Tam Tams 1. Cut each leek crosswise into 1/2-inch-thick rounds; keep rounds intact. Place in large bowl and cover with water. Gently swish to remove any grit. Lift out leeks into colander. Repeat with fresh water at least once or until leeks are clean. Drain in colander. Pat dry.

2. In 12-inch skillet, melt margarine on medium.

Add leeks in single layer. Cook 5 minutes or until browned. Turn carefully and add water, thyme, 1/8 teaspoon salt and 1/8 teaspoon freshly ground black pepper. Heat to boiling. Cover and cook 5 minutes or until leeks are tender. Uncover and, if necessary, cook 2 minutes longer or until water evaporates. Center rings of leeks will rise; gently press back into place with back of teaspoon. Remove from heat and cool 10 minutes or until warm room temperature.

3. Top each cracker with 1 leek slice and 1 olive half. Serve immediately. Makes 30 bites (2 bites per serving). * Each serving: About 55 calories, 2g total fat (1g saturated), 0mg cholesterol, 100mg sodium, 8g carbohydrate, 1g dietary fiber, 1g protein.
