It looked like April 19 would be the day three public hearings regarding development on the property along Guilford College and Mackay roads would actually come to a resolution. The agenda had all the information in it, including a draft of the development agreement. Representatives from property owner D.R. Horton, the company’s attorney Marc Isaacson, Jamestown’s Land Use Attorney Tom Terrell and a few audience members filled many of the normally empty seats in the Civic Center that night.

Nothing happened — again — except to continue the hearings until the June 23 Council meeting. “Sometimes, taking a long time on a project is a good thing,” Terrell said of the development agreement. “This is not a small project. This started months ago. We met with D.R. Horton and we made it very clear the Town is looking for a type of function and a type of quality out of this project.” He recalled the week of planning workshops on the project in September 2021 to learn what residents wanted in the new development. “A hundred percent of what neighbors suggested did not

make it in, but a tremendously high percentage of what Jamestown residents said they wanted got picked up and put into a master plan.” Terrell said certain cost-sharing items, primarily including the Hazen and Sawyer study, are still unresolved. Hazen and Sawyer is a company that focuses on producing safe drinking water and controlling water pollution. Terrell said it would be appropriate for a continuance for further discussion. Councilmember Lawrence Straughn asked Terrell if he feels the Town is getting what it is asking for. see PUBLIC, PAGe 2

Town seeks input on uses of ArpA funds By CaROL BROOKs FreeLANCe WrIter cab1hp@gmail.com How would you like to see the Town of Jamestown use the $1,430,000 it is receiving as part of the American Rescue Plan Act? The Town received approximately $715,000 in July 2021 and should receive the remainder in July of this year. Part of the criteria for receiving the funds is for municipalities to hold a public input session to solicit ideas for proposed uses and projects to be funded with this money. That public input session will be May 3 from 4-6 p.m. in the Civic Center at Town Hall. After several revisions, or “guidance” changes, President Biden signed the act into law on March 11 of this year for use of the funds as a way to

ease the country’s recovery from the economic and health effects of Covid-19. Some of the uses include infrastructure, services and programs to contain and lessen the spread of Covid-19, capital investments in public facilities, broadband improvements and investments in housing and neighborhoods. Many cities are using the funds to replace lost revenue during the pandemic and directing the money toward water/sewer projects and employee hiring and wages. Municipalities have until 2024 to fully plan how they will use the funds but have until 2026 to spend them. Some of the funding could go toward capital improvements projects. Town representatives would also like to hear ideas for new projects at the May 3 meeting.

Area residents may have noticed a temporary taste and odor of chlorine in their water recently as the Piedmont Triad Regional Water Authority began switching its water disinfection method. The temporary change switches the water disinfecting method from chloramines to free chlorine. While chloramine disinfection is the preferred method of water treatment, it is a weaker disinfectant. PTRWA will follow the recommendation to switch back to free chlorine for approximately five months in order to reduce the likelihood of bacteria growing in the water system. While the taste and odor may be unpleasant, it will not affect water quality. The taste and odor of chlorine will disappear at the conclusion of the maintenance process when chloramines are resumed.

In his 30s, Al Romano’s goal was to become a certified executive chef. Once he obtained that goal, however, he was not satisfied. “Every time I reached a goal, I made a new one,” Romano said. His career as a chef has provided numerous experiences and recognitions for his craft — the most recent is induction into two of the oldest chefs and cooking societies in the world, le Chaine des Rotisseurs and L’Academie de BrillatSavarin. The Chaine des Rotisseurs is an international association of gastronomy established in more than 80 countries. With nearly 25,000 members, the association is composed of amateurs and professionals who appreciate fine cuisine, whether they are hoteliers, restaurateurs, executive chefs or sommeliers. The L’Academie de Brillat-Savarin encourages a technical and detailed understanding of foods, their preparation and effect on the senses. It also promotes excel-

Council sees preliminary budget By CaROL BROOKs FreeLANCe WrIter cab1hp@gmail.com On April 29, the Jamestown Town Council got a look at the preliminary budget and Capital Improvement Program (CIP) for 2022-2023. The Council met in January and March to discuss needs from each department. Exact figures will change, however, because some information is not yet available. The Town has not received the recent property re-evaluation rates from the county, so property rates have not changed and no additional fees are included. Pinecroft Sedgefield Fire Department rates are proposed to remain the same as the current year. The water rate will increase approximately

3.17 percent to match the increase by the Piedmont Triad Regional Water Authority. The current rate is 2 percent. The sewer rate will increase approximately 7.6 percent to match the increase by the City of High Point. Jamestown is a partner in High Point’s Eastside Treatment Plant. On the personnel side, the 2022-2023 budget contains provisions to allow for a 3.75 percent cost-of-living increase, up from 1.6 percent in 2021-22 and a 0-3 percent merit increase for employees, same as the current year. Some of the previous figures were kept down because of Covid-19 and loss of revenue for the town. New positions in the budget include a planning tech, second groundskeeper, assistant public services director, revenue collection

and billing manager and human resources person. These last two positions were created because an employee currently doing both jobs will be retiring. All new hires are full-time positions. Retirement, 401(k) and health insurance will all be increased. Water & Sewer Fund projects include improvements to the Eastside Water Treatment Plant and expansion of the Riverdale Pump Station — Jamestown is a partner in both — the Main Street water line, sewer slip lining, a service truck, skid steer and chipper. Water & Sewer fund projects total $5,215,000 for the upcoming fiscal year, nearly $3.5 million more than the previous year. The majority of these are mustdo projects. The Capital Improvement

Program is broken down into must-do, should-do and could-do projects, with expected expenses broken down over several years. The must do capital project funds for fiscal year 202223 include sidewalk planning for Oakdale and Penny roads, a new Recreation Maintenance building, sanitation truck, Civic Center improvements, renovations at Town Hall. The entire CIP for 202223 totals $2,265,674. Finance Director Judy Gallman stressed that the budget councilmembers had in their hands was a preliminary budget. There will be a public hearing May 17 to consider approval of the budget. The Council must approve the budget before the start of the 2022-23 fiscal year on July 1.

A friend, Chef Reimund Pitz, recommended Romano for membership in the organizations. “It is an honor to be rubbing shoulders with the best chefs in the world,” Romano said. When he was a teenager working in a small restaurant in New York as a dishwasher and prep cook, Romano never imagined he would obtain the level of his profession he enjoys today. He is currently chef-instructor/professor of Culinary Arts & Hospitality Management at Guilford Technical Community College and southeastern director of the American Academy of Chefs. “I learned to cook as a kid,” Romano noted. “When my family worked, I had to fend for myself and experimented with food. By the time I was a senior in high school I was doing a bit of everything in the restaurant where I worked.” Following graduation, Romano attended a community college where he received a degree in Hotel Restaurant Management. He continued his education at the Culinary Institute of America. “I enjoyed cooking and found I was good at it,” he said. In 1984, three weeks after graduation from the institute, Romano had the opportunity to participate as a chef traveling across country in an 18-wheeler used as a mobile kitchen/dining cart for the Olympics. Working as an executive chef in Virginia and later at a country club in Winston-Salem brought Romano south. While attending a chefs’ meeting he connected with John Berardi, a fellow student from the Culinary Institute of America and chair of the culinary department at GTCC, which put the wheels in motion for Romano to teach there. When asked if he was interested in teaching, Romano hesitated, feeling he did not have the experience. In 1992, he accepted a position as an adjunct teacher for a couple of classes at GTCC while continuing his work at the country club. During this time, he also started his own company, Fire and Ice, making ice sculptures. “Once I started teaching I knew I wanted to do it,” Romano admitted. “I could see that I had the power to change people’s lives.

In 2002, I accepted a full-time job with GTCC. “I like to see the passion of the students and continue to see students I have taught doing really well in the business. I enjoy mentoring others and sharing my knowledge – especially with young people who I can help in their careers.” Romano feels a community college offers “a lot of bang for your buck.” “I believe the instructors in my department are some of the best,” Romano said. I know the culinary department is good because my daughter went through it. Everybody has a talent, you just have to find it. You get out of it what you put into it.” In addition to the satisfaction of teaching, Romano says his job offers the opportunity to meet lots of different people. In June he will travel to Atlanta to judge the World Competition of Young Chefs. In July he will go to Los Angeles for a conference of the American Culinary Federation. Romano has garnered numerous recognitions throughout his career as a chef. Last year he received The Sharing Culinary Traditions award from the American Academy of Chefs, and he also gained full professor status at the college. For years he has appeared in cooking spotlights for local television shows. An opportunity to appear on a national television show was canceled due to Covid, but he hopes that will be renewed in the future. “In fact, I would like to be on any television show or in a movie,” Romano said. “It does not have to be anything big, just a little part. Some day I want to write a book, maybe something like “Cooking to Impress,” he added with a laugh. Cooking may be his first love, but his second is cars and motorcycles. During Covid, he built his first car — a Corvette. As he looks to the future, he only knows he is not ready to retire any time soon. “I like my job and the people I work with,” he said. “We are like a family. Every day is something new. Whatever the future brings, I want to have fun doing it. “All the titles I have are nice, but in my world it is an honor to be called chef. That is a title I am proud of.”

“I think we are going to get what the Town is asking for, but we haven’t reached that point yet,” Terrell replied. He said he was disappointed to D.R. Horton’s response to the development agreement, stating the company appeared to have amnesia as to what was originally discussed for the development. After the involved parties went back over what had been put in writing originally, Terrell is confident they can move forward. Isaacson, on the other hand, requested the continuance on behalf of the property owner, stating D.R. Horton disagrees with parts of the draft. “We believe we’re making progress, but there are a few key components and open items,” Isaacson said, pointing to the Hazen and Sawyer study of the town’s utility system. “I don’t think any of us, especially a home builder, would enter into an agreement such as this. We want to get this right.” He noted uncertainty about D.R. Horton’s financial responsibilities regarding the property. Isaacson noted that D.R. Horton was eager to start building homes. Since the three public hearings, annexation, rezoning, and development agreement had previously been opened but continued, Mayor Lynn Montgomery opened the floor for public comment. No one spoke on any of the three matters. Councilmember Lawrence Straughn said he was not encouraged to hear there are roadblocks. He noted the public is wondering why the process is taking so long. “We will continue to move forward,” Straughn said. “We should not take this lightly,” Some business did manage to be resolved during the Council meeting. A minor text amendment to the Land Development Ordinance was unanimously approved, as was a Parks and Recreation Trust Fund (PARTF) grant application. The grant would be for $409,914, with the Town’s share being 50 percent of that figure, or $204,957. The request would cover a dog park, natural play area, nature trail, shelters at the dog park and

The Council approved a budget amendment and contract for construction of a new Recreational Maintenance Facility. The lowest bid of $999,200 came in approximately 70 percent over the proposed budget. After much discussion, and noting the pressing need to replace the facility, the amendment and contract unanimously passed. “This is more for safety as anything,” said Golf Maintenance Superintendent Jamey Claybrook. “Golf balls [from the first fairway] hit it. Several pieces of equipment will not fit inside the building for maintenance.” Claybrook added the current building is congested. Insulation is falling from the ceiling and probably contains mold. There are no gutters and water falls straight off the roof and goes inside the building. The eaves are rotting. There is no security. Councilmembers toured the building several years ago and accepted that the situation has become worse. They regretted not beginning a new facility four years ago when construction prices were much less than they are now. “We don’t have a crystal ball to know if next year at this time this same project is going to be cheaper,” said Councilmember Martha Wolfe after a brief discussion of putting off the facility for another year. In other business, former

Interim Town Manager David Treme was honored with a resolution recognizing how he had helped the Town during his tenure. Elizabeth Greeson, organizer of the town’s Litter Sweep, received a resolution proclaiming Litter Sweep April 16-30. Greeson stated at the recent sweep, 43 people collected 63 bags of trash and picked up trash at the railroad crossings at Oakdale and Dillon roads. In his manager’s report, Town Manager Matthew Johnson said the Town has been nominated for an NCDOT Mobi Award for the East Fork Pedestrian Bridge and sidewalk. Town staff and Councilmembers will attend a luncheon May 4 in Raleigh to see if the Town has won the award. Across North Carolina, 12 communities have been nominated for the award, which recognizes the state’s best projects using multiple modes of transportation. Following the regular meeting, the Council went into closed session to discuss matters related to attorney-client privilege for 301 Lee Street and 2216 Guilford College Road. When the regular session resumed approximately 25 minutes later, the Council directed the town attorney to file a lawsuit to enforce the lien on 301 Lee St. if it remains unpaid by the end of April. The Council authorized the mayor and/or town manager to sign the complaint on behalf of the Town. The meeting adjourned at 8:35 p.m.

GTCC Titan Tech summer sessions offer an array of opportunities for Triad teens PRess ReLease Guilford Technical Community College Titan Tech summer sessions offer an array of opportunities for Triad teens Guilford Technical Community College is offering several camps for teens this summer that will offer a snapshot of possible career paths. GTCC will present the Titan Tech summer sessions June 13-17, camps that will include options from cooking to photography to cyber investigation and many others. The sessions are structured to be fun, hands-on experiences that allow teens

to explore potential careers in an exciting manner using the latest technology. All sessions offer a low faculty-participant ratio with intensive curriculum and activities that change daily. GTCC’s unique, cutting-edge facilities are utilized with the college’s faculty serving as counselors. The cost of the five-day camp, which runs 9 a.m. to 3 p.m. each day, is $230. All Titan Tech summer sessions meet on the Jamestown campus, except for Let’s Make a Record, which meets on the High Point campus. Below is a brief description of each session:

Culinary Curious is a fun, fast-paced experience of work in a top restaurantstyled kitchen. Award-winning faculty will teach the fundamentals of cooking, baking and a variety of awesome techniques to create delicious dishes with flair. Destination Delicious is a session centered around teaching the fast-paced world of food truck cooking, utilizing the GTCC Green Machine food truck and mobile cooking laboratory. The Scrub Life is a week-long dive into health care careers and their critical importance to our survival. Participants will follow a realistic traumatic event

from start to finish, from accident scene emergency treatment to emergency room care, surgery, recovery, rehab and after care. Digital Art & Design is an opportunity to see the design world from the inside out, creating logos, graphics and illustrations that inspire and how they are brought together to inspire people. Cyber Titans Workshop is an exploration of the foundations of cybercrime and digital forensics using industry-standard forensic tools, hands-on investigation of mobile phones and tools of hacking basics. Iron Man’s Fab Lab offers the perfect fit for a

student who loves handson work and is interested in welding. Students will use electrical plasma welding and perform manual robotic welding while learning basic welding safety, MIG welding and robotic welding programming fundamentals. Phantastic Photos & Viralicious Video 101 teaches students the latest in professional photography and videography techniques to produce amazing images and attention-grabbing videos.
