For avid readers there is nothing worse than being stuck in the house with nothing to read. The Jamestown Public Library has solutions to help keep readers engaged. “Even though our doors are closed temporarily, we still offer free Wi-Fi access,” said Jim MaGaha, library director. “It is accessible in the parking area and in the front of the library by the fountain. You can get to it by connecting to JPLguest.” Through its website, www.jamestownpubliclibrary.com, the library also provides library cardholders with links to downloadable e-materials such as ebooks, audiobooks, magazines and streaming videos with the Overdrive app, and eBooks with the Kindle app. These materials can be viewed on a computer, Kindle or Nook eReaders, tablets and iPads, as well as on a smart phone. “If anyone has trouble connecting, there are tutorials available on our website under the Services tab, eBooks & eMaterials, or they may call the library at 336-4544815,” McGaha said. Those who do not have a Jamestown
Library card can still access and download ebooks and audiobooks by applying for a temporary card. Criteria to receive a temporary card include: • The Jamestown Library card is free to every Guilford County resident 16 years of age or older. • Anyone applying for a library card must show proof of current address and provide a current phone number and email address. (Preferred identification: North Carolina driver’s license.) • The card will be valid for 90 days. After that period patrons will physically have to come into the library to renew their cards. • To apply for the temporary card, send your information to the library website. If you have questions, call the library. • When the information is received and confirmed, a card will be mailed to the address listed on the application. Every family member may use the same card. “I know the staff and the volunteers who support the library look forward to opening our doors to the community once again and visiting with our patrons and friends,” McGaha said. “One of our goals at the library is to nurture lifelong readers and lifelong learners. The pedestrian bridge on East Fork Road was put into place on April 8. The contractor is placing reinforcing steel for the concrete bridge deck. The N.C. Department of Transportation has requested that all projects that haven’t been authorized for construction be put on hold for an unknown period of time, so the Oakdale Road sidewalk project is on hold. It is only in the design phase. The Recreation Maintenance Facility replacement is on hold until 2021. Town staff is expected to pour the footing for the new welcome sign on West Main Street near Penny Road this week. Councilmember Martha Wolfe mentioned that the deadline to return census information has been extended until Aug. 14 due to the coronavirus. It will likely put a heavy burden on individual voters as well as the election day workers who will be trying to accommodate voters and protect them and themselves from the dangers of transmitting the coronavirus. Without careful planning, North Carolina could repeat Wisconsin’s April 7 voting day experience. Milwaukee had to reduce the number of poll sites from 500 to five. Voters were forced to wait in line for hours. At least six poll workers have already come down with symptoms of the virus. Sadly, but predictably, Democrats and Republicans in Wisconsin battled for partisan advantage in a crucial judicial election pitting a conservative Republican incumbent against a more liberal Democratic challenger. The Democratic governor tried to postpone the election to give more time for mail-in voting and a better chance for his party’s candidate to win. The Republicans objected and won a legal battle to require the election to be held on schedule. Partisan bickering about election procedures and rules is nothing new in North Carolina. In his new book “Wilmington’s Lie,” David Zucchino reminds us what happened after conservative Democrats won control of the legislature in the 1898 elections. They crafted “a constitutional amendment requiring voters in the state to pay a poll tax and pass a literacy test unless a father or a grandfather had voted before 1867. The amendment also required voters to present proof of their identity during registration, if challenged. There wasn’t much camouflage of the amendment’s motive. ‘The chief object of the amendment is to eliminate the ignorant and irresponsible Negro vote,’ the Democrats explained in a pamphlet.” Both North Carolina political parties have a sorry legacy of framing election laws and voting districts for political advantage, with the modern Republicans being the more recent abusers. Elections and election procedures are bare-boned political battles in Wisconsin, too. One of the arguments there is about mail-in voting. Many political scientists including Barry Burden, professor of political science at the University of Wisconsin-

Madison, cite studies that show no partisan advantage to either side in expanding voting by mail. But the Democratic judicial candidate won, according to The New York Times, primarily by performing better in mail voting in every community than she did at the polling places. North Carolina does not have a true vote-by-mail system. Should Democrats fight to have one in place by this November? Bob Cordle, former chair of the North Carolina State Board of Elections, points out that North Carolina’s no-excuse absentee voting procedure already gives voters the opportunity to secure and send in a ballot by mail. However, he says, “the requirements to obtain and vote an absentee ballot by mail need to be simplified and made more accessible to our voters.” The current elections board chair Damon Circosta, a Democrat, and board member David Black, a Republican, recently recommended that the legislature make “it easier to securely request and cast votes by mail.” They continued, “We sincerely hope that North Carolina and the United States can be past this crisis before the fall elections, but it is imperative that we are prepared in the event that the crisis remains with us. There will be plenty of time when it is all over to reengage in our partisan battles about election policy. Right now, we all need to work together. The coronavirus has given us a chance to live up to our democratic values. Let’s take it.” Good advice for all of us. D.G. Much of the discussion revolved around the online survey Benchmark has provided to get input from those who live and work in Jamestown regarding what they would like to see as far as land use, development, capital investments and growth management decisions in future years. The survey is available at www. EnvisionJamestown.com as well as www.surveymonkey.com/r/EnvisionJamestown and is open through May 15. The timeline has changed for meetings due to the coronavirus. The survey was to be conducted in March and April with a community workshop in May. However, Steering Committee meetings will be held online for the foreseeable future. The initial plan for upcoming workshops is an Envision Jamestown Workshop in May, Placemaking and Community Design for two nights in June and Managing Growth in the Face of Change in July or August. “State mandates and individual concerns about public gatherings have altered this schedule,” Hansen said. Hansen hopes these meetings can be held in June in the Civic Center, but might need to be held online. Councilmember Martha Wolfe, who is a member of the Committee, argued against having a June public meeting by suggesting there should be more time for community engagement. Some of the discussion related to the proposed text amendment to the Land Development Ordinance to add a new zoning district, Planned Unit Development (PUD). The Committee will take into account how the PUD integrates with the Comprehensive Plan process. Johnson said the PUD is a set of guidelines for what the developer wants to do. The developer cannot do

anything without approval of both the Planning Board and Town Council. “We think this would be the best tool for people to get what they want,” Johnson said. He related this statement to the proposed development on the Johnson property on Guilford College and Mackay roads. “Diamondback Investment will be very careful to bring plans that Council and Planning Board want.” Committee member Ed Stafford asked what would happen if the developer went bankrupt. He suggested developing the property in stages. Johnson said that would be up to the developer to do it in stages. The coronavirus could have an impact on the economy, however, and change Diamondback’s plans. Johnson hopes to have a face-to-face meeting in May. “We are going to do the best we can to protect Jamestown’s interest,” Johnson added. Wolfe wants to make certain environmental factors are preserved and hoped there would not be any clear-cutting of trees. Greensboro City Council – Sedgefield Showgrounds The Greensboro City Council had three public hearing items on its agenda for April 21 relating to the Sedgefield Showgrounds – and approved every one. This means Affordable Housing Management will be able to construct a maximum of 220 multifamily affordable housing units on the approximately 17.15 acre-property at 3701 and 3709-ZZ Groometown Road. The company requested rezoning from County RS-40 (Residential singlefamily) and City R-3 (Residential Single Family) to CD-RM-18 (Conditional
District – Residential Multifamily). The majority of the site is located within Guilford County jurisdiction, not within Greensboro and annexation is expected. Earlier, both the Greensboro Planning Board and Zoning Commission approved the annexation request. The public hearings were to go before the Greensboro Council on March 17 but were delayed due to the coronavirus. Developer David Levy, of Affordable Housing Management, said the development would help alleviate the problem of affordable housing in Greensboro. The property contains an equestrian showground and buildings. Opponents to the rezoning and development were concerned about losing the historic status of the property. When the Urban Loop was planned in 1990, the property was deemed to be eligible for the National Register of Historic Places, causing the loop to be rerouted. However, no designation was ever requested. “It was developed as part of Sedgefield and promoted along with the golf course for sporting living,” said Kelly Wyrick via Facebook in February. “The barn was built in 1927, adding a larger barn and purchasing more acreage in 1939. From 1939 into the 1950s, Sedgefield Hunt Club used the grounds to hunt out of. “Sedgefield Stables developed into and remains a nationally recognized barn and horse lovers from all over the country come to Sedgefield Horse Stables and Showgrounds to show their horses and compete. The [Showgrounds have] a full schedule of shows and competitions for 2020. “No one wants to see historic property that is still in use today, bringing people in from all over the country and revenue into the city, destroyed.”
The Showgrounds is the only equestrian facility in the Triad and was featured on the cover of the 1952 The State magazine, now Our State. Attorney David Pokela spoke for the opposition, saying, “We’re not against affordable housing. We just believe it needs to be in the right place.” Opponents argued that the development would bring more students to an already overcrowded school system, but Greensboro Mayor Nancy Vaughn said that was not part of the Council’s zoning agenda. Ebenezer Baptist Church used to be on the property and the cemetery of the church still remains. Levy said he expects the cemetery to be deeded to Cecelia Phelps UMC, which is next door, and has members related to those in the cemetery. Some good news for the opposition did come out of the Council meeting. Levy said he had spoken with the State Historic Preservation Office about the history of the stable building. He has also spoken with Preservation Greensboro about deeding that portion of the property to the group. Preservation Greensboro is considering the offer. “I’m really interested in preserving historical sites, but we need affordable housing,” said Councilmember Goldie Wells. She hoped something would be left that was historic but would be satisfied if Preservation Greensboro takes over. “This is the type of housing I was looking for,” Hightower said. “We hope to see more as the city grows.” The vote was 8-0 on all three agenda items. Councilmember Justin Outling recused himself due to conflict of interest.

Infants and toddlers blossom with books By donna erickson Donna's Day: Creative Family Fun
Since last May when our first grandchild was born, one of the primary focuses of my attention has admittedly been on baby Ida. Living in the same metro area, I have happily zoomed in on her first smiles and enchanting coos and babble. The joyful sounds have developed into slightly discernable first words. Is she saying “dada” and “ball”? “Let’s get that conversation rolling,” I say to myself. “Beyond your jubilant smile or lament when hungry, Ida, tell me what you are thinking and feeling.” I know that time is coming down the road because even now, when she sits in my lap and we read books, she blossoms. Since she was a wee one, we’ve enjoyed relaxing book time with stories that rhyme (we bounce and rock to the rhythm) -- first with the classic touch-and-feel books like “Pat the Bunny,” and soft cloth books, some with crin-
kly sounding pages. Now the chunky board books draw her in with eye-catching objects paired with words on easy-to-turn pages that she eagerly flips open and closed. Talking, singing, rhyming and sharing books with babies throughout the day teaches language and builds a solid background for future reading comprehension. Plus, coming from a new grandmother, the daily practice of reading provides pleasurable connection time and a sweet bond between generations. Books in bloom! Enjoy a spring that’s full of reading with the babies and toddlers in your life. Here are some tips: 1. It’s never too early to start reading with your child, even during the first months of life. Your soothing and familiar voice sets the tone for a positive relationship with books. 2. Reading any time of the day is valuable, but encouraging book time as part of the bedtime routine creates a healthy daily ritual. 3. Don’t be surprised when
your toddlers want you to read the same book over and over as they begin to recognize familiar pictures and words. Be patient, and thrilled at the same time, as you see them learn! 4. Taking phrases from your child’s favorite books and turning them into short songs, or playful and sometimes silly rhymes using their name, can be enjoyed in the car or other times when reading isn’t possible. 5. Start a family bookshelf within easy reach of your toddler. Be on the lookout for books at garage sales and used bookstores this spring, and request book giving for your child’s next birthday.
