Public input meeting poorly attended By CaROL BROOKs FreeLANCe WrIter cab1hp@gmail.com Following a Bicycle-Pedestrian Plan Open House the previous week, Town staff held a public input session May 3 for comment from residents on how American Rescue Plan funds should be spent. Also discussed were suggested changes to the Capital Improvement Program. But unlike the open house, very few registered voters attended the input session. “The Town always encourages participation in our planning and budgeting processes,” said Town Manager Matthew Johnson. “We would have loved to have seen better participation and we will
continue to work to spread the invitations to participate in future events through local news outlets like the Jamestown News, our social media pages, the Town’s newsletter and our website. As always, our staff are available to discuss specific questions with interested citizens as well.” A CIP is a financial planning tool that looks into the future to forecast a town’s equipment, building and infrastructure needs. Students learn lesson through experience When Tammy Larrick, the art teacher at Millis Road Elementary School, was considering a school-wide service learning project 10 years ago, she wanted it to be something that evoked empathy as well as action. Her outreach pastor at Westover Church in Greensboro put her in touch with the Ntibonera family from the Democratic Republic of Congo and the idea of a shoe collection for people in the Congo evolved. “The Ntiborneras include nine siblings who were refugees from the Congo,” Larrick explained.
“Although they are now adults, many have gone through the Guilford County school system. Each summer, they take the shoes we collect to the Congo.” Although the shoe collection was important, Larrick wanted students to experience what it is like to be barefoot at school and at play. The annual One Day Without Shoes event, which leads into a three-week collection of shoes, teaches how living without footwear can impact the health, education and selfesteem of children around the world. Pilot building one step closer to national recognition By CaROL BROOKs FreeLANCe WrIter cab1hp@gmail.com The old Pilot Life Insurance home office in Sedgefield is one step closer to being placed on the National Register of Historic Places. The Greensboro Historic Preservation Commission took less than 15 minutes on April 27 to approve the application. It now goes to the Greensboro City Council as part
of the consent agenda. If approved, it will then go to the North Carolina National Register Advisory Committee on June 9, and then, if approved, the nomination will go to the U.S. Department of the Interior, National Park Service, for final review and listing on the National Register. “We have received nothing but support [for the nomination],” said Mike Cowhig, community plansee PILOT, PAGe 6
PEDESTRIAN BRIDGE RECEIVES RECOGNITION The East Fork pedestrian bridge and sidewalk project received an honorable mention at the NCDOT MOBI awards presentation May 4. The winner in the category was the City of Creedmoor Cross City Trail. The East Fork bridge project placed ahead of the Dillsboro Bridge project.

The recommended budget and Capitol Improvement Program for fiscal year 2022-23 tops the agenda for the Jamestown Town Council’s May 17 meeting. The Council will hold a public hearing for consideration of the budget and CIP. The Council also will consider an update to the Town’s Strategic Plan. Under new business, the Council will consider approving three items: the Americans with Disabilities Act Plan, an amendment to the ARP grant capital project ordinance and an audit contract for fiscal year 2021-22. There also will be quarterly reports about the Jamestown Park/Golf Course and Maintenance departments. The public is invited to attend the meeting held at 6 p.m. in the Civic Center.

Isaiah 61:3 If ever there was a good example of beauty from ashes, it is the one set by Monica Adams and her family. In 2019, after losing her sister Michelle Hodges and father Muriel Payne within months of one another, Adams began to think of ways she could honor their memory. Her mother Alice Payne of Virginia had been considering the same thing and when they talked both realized they wanted
to turn their grief into blessings for others. “We decided to do a different project each month in their memory,” Adams said. “About 10 families are participating in what we call the MM project. “Our first project was making Easter baskets for children at HaynesInman Education Center. Our church, Jamestown Presbyterian, was collecting items to go into baskets for children, but we decided to make entire baskets. For Easter 2020, we took 20 baskets to the church and a school social worker picked them up and took them to the school.” Photo by Norma B. continued from front “We are always interested in hearing from our citizens and we encourage their participation in our future project planning efforts,” Johnson added. “The Capital Improvements Plan documents are for future planning purposes and until funds are appropriated through the budget process, no project is considered as having been ‘decided already.’” Staff from each department were on hand in case a question arose about a specific item. Last fall the Town of Jamestown was awarded $1,430,000 as part of the American Rescue Plan Act. The Town received approximately $715,000 in July 2021 and should receive the remainder in July of this year. The ARP is a way to ease the country’s recovery from the economic and health effects of Covid-19. Some of the
uses include infrastructure, services and programs to contain and lessen the spread of Covid-19, capital investments in public facilities, broadband improvements and investments in housing and neighborhoods. Municipalities have until 2024 to fully plan how they will use the funds but have until 2026 to spend them. There have been several revisions to the guidelines as to how the funds can be spent. This has delayed many municipalities from taking advantage of the windfall as of yet. “As far as we know from the UNC School of Government, the allowed uses are final. However, the Treasury earlier issued a ‘final rule’ that they then changed again,” Johnson said. “They have not fully issued all information about the audit requirements for governments that reach the single audit threshold because of ARP funding.”

The only way donations could be made was by mailing them. “We just found another home that allowed us to deliver boxes to the door,” Adams said. Most of the projects have been implemented in Virginia, where everyone but Adams lives. A few of the projects have included blankets for residents of a rest home, luncheon for the staff, a Christmas drive for blankets and coats for The Salvation Army and cash donations to Samaritans Purse and to Ukraine. They have also collected blankets, towels and pet food and given this to the Humane Society in Virginia and to the Guilford County Animal Shelter, along with cash donations. Often Adams and her mother come up with project ideas, but they encourage others to make suggestions as well. Some projects are reoccurring. For Easter 2021, the family project once again honored Haynes-Inman with individual baskets for children in need. This year they put a different twist to the project, making baskets for each classroom. Joanna

Last week, Adams took 65 tumblers, which had been personalized with the school logo, to the staff at HaynesInman. Once a year, Monica’s mother hosts a craft fair at her home in Virginia. She and others make crafts to sell and the money is used to help fund the monthly projects. “Mom has made 1,000 masks for people to wear during the Covid pandemic,” Adams said. “She also has made tea towels and many other items. Some of the things she makes are given away and some are sold at the craft fair.” Adams noted that her

family is very close knit. Before Covid, Payne often hosted family gatherings at her home. When Adams’ motherin-law passed away last November, she suggested to her husband that he, too, find a tangible way to honor her. “It’s all about helping us heal,” Adams said. “A good way to do that is by helping others. We feel that my sister and dad are looking down on us and smiling.” Adams wants to continue the projects until she is no longer able and then would like to see her children and the children of extended family members continue doing them. “There is nothing better than helping someone else,” she said.

Area Deaths & Funerals Marjorie Ferguson Freeman Accomplished educator and Certified Public Accountant Marjorie Ferguson Freeman’s love of her family, friends, and life did not end when she suddenly left this world on March 28, 2021 as a result of a tragic accident at the age of 77. Her surviving family will continue to live their lives to the fullest to honor her beautiful legacy. Throughout her life, she was a faithful servant of our Lord Jesus Christ, a devoted wife, and the most loving, caring and supportive mother a child could ever ask for. She is deeply loved and profoundly missed, but her amazing legacy will forever and always be carried on through her family and friends. At the time of her passing, she resided in Kernersville, NC. Born to William and Nina Ferguson on August 8, 1944 in Nashville, TN, she graduated high school and then earned her Bachelor of Arts degree from Vanderbilt University. Later, she earned a Bachelor of Science degree from Guilford College, pursuing a career in accounting, and became a Certified Public Accountant shortly thereafter. She graciously volunteered for many things as the years went by including Girl Scout leader, staffing various church functions, and most recently, Jamestown United Methodist Church’s thrift store. She was also very involved in JUMC’s Chancel and Handbell choirs. Some of her favorite activities included playing bridge with her many friends, going to the gym (often with her daughter), enjoying time outside, reading and spending lots of quality time with her family. She also enjoyed cooking and was an excellent piano player. Other interests included traveling with family and friends (especially to the beaches) and taking long walks in local parks or her neighborhood. She is survived by her daughter, Jennifer Duckwall — Burns (John Bowman), stepson Thomas C. Freeman (Shelley Gonzales), stepdaughter Charlotte Freeman Jackson (Jerry), her grandchildren James Burns (Kelsey Brownfield) and
Johnathon Burns, step grandchildren Hope Freeman (Jarett Rierson) and Jessica Freeman Crider (Chris), and step great grandchildren Elaina and Serenity Crider. She is also survived by Erica Bowman Bean (Tyler) and their children Austin, Shawn and Rachel as well as by Daniel Bowman (Kat). She is also survived by her sister, Joan Roberts of TN, her nephew Tom (Clara) Roberts of OH, as well as their son Andre (Shayelyn) Roberts, also of OH. In addition to the other family mentioned above, she is survived by Thomas F. Duckwall, and by her longtime special friends Camille Brenner (Joe) and Anne Sorrell (Lynn), among many others. Also holding a special place in her heart are Jerrold and Conchita Bowman, Dawn Hendrickson Lundy and her daughter Kayla Poore’. She is predeceased by both of her parents and her husband, Thomas W. Freeman. Her life was an epic and everlasting example of what it means to truly love family and friends, serve others graciously, and to always strive to be better every day. She perfectly embodied determination and perseverance to succeed in her many goals and has always been a role model for all who were blessed to know her. Her Celebration of Life will be held on Thursday, May 19, 2022 at 7:00 PM, at Castle McCulloch in Jamestown, NC. A reception will follow the service. All are welcome to attend. The reaction of students to the project is varied. Some say they need to thank their family for shoes, some would not want to go barefoot all day, every day, and still others say A Day Without Shoes is their favorite day of the school year. “I have seen high school students who still remember and comment on the day,” Larrick said. “I want children to understand why the shoe collection is important. A Day Without Shoes is an impactful way to do that. It makes it real for the kids. I plan to continue doing it.” This year’s event was held April 29 and the shoe collection continues until May 20. Anyone who has new or gently used shoes they would like to contribute may bring them by the office at Millis Road Elementary during school hours.
