Memorial Day Wreath Laying The Jamestown Veterans Committee will host a Memorial Day Wreath Laying Ceremony at 11 a.m. on May 30 at Wrenn Miller Park. The public is invited to attend. Town Council • The Council issued a resolution honoring Cara Arena for her service on the Planning Board and appointed Peggy Levi to the vacated position. • The Jamestown Town Council issued several proclamations at its May 17 meeting. One recognized Memorial Day 2022 (May 30). Peace Officers Memorial Day (May 15) and Police Week (May 11-16) was accepted by Captain Sansour and members of the Guilford County Sheriff’s Office. Public Works Week (May 15-21) was accepted by Public Services Director Paul Blanchard and his staff. Councilmember Martha Wolfe later recognized Katie Weiner for Municipal Clerks Week, which was May 1-7. • The Town Council will hold a special meeting on May 25 at 2 p.m. to update the Strategic Plan. The public is invited to attend. Bicycle and Pedestrian survey extended The Bicycle and Pedestrian Master Planning Committee is conducting a survey. The survey will be extended through June 10 to allow the staff and the consultant to do an in-person survey at the June 3 “Music in the Park” event. Anyone can participate online now, however. Music in the Park Music in the Park on June 3 will feature “The Ryan Perry Band.” This band will present a blend of modern country peppered with honky-tonk hillbilly. Music begins at 6 p.m. and concludes around 10 p.m. The Presbyterian Homes Inc. reveals new name and logo The Presbyterian Homes, Inc. has been rebranded under the name Brightspire, reflecting the organization’s open, faithinspired mission to serve others through senior living communities and other initiatives. The name change differentiates the organization from the many other “Presbyterian Homes” and similarly named organizations in the senior living space. It also allows the organization to emphasize its appeal to a broader community of residents, employees, and partners. Brightspire currently owns and operates three continuing care retirement communities in North Carolina: River Landing at Sandy Ridge in High Point; Glenaire in Cary; and Scotia Village in Laurinburg. The organization also partners with Friends Homes in Greensboro, Capital Towers in Raleigh, and other organizations in the senior living space. Existing and future residents will see no change in the names and logos of their individual communities.

Finance Director Judy Gallman presented the recommended budget and Capital Improvement Program for fiscal year 202223. The budget is $17,868,999 for all Town operations, capital improvements, transfers and debt services. This is a 39 percent increase from the current amended budget. The largest part of the increase is approximately $2.9 million from the water/sewer fund to pay for Jamestown’s portion of the Riverdale Pump Station expansion project. Since the county conducted property revaluations this year, the budget included a revenueneutral tax rate of $0.485 per

$100 of valuation. This figure is the same as the current budget. If 99.82 percent of the tax is collected, revenues are estimated to be approximately $2,824,500. Personnel could receive a 3.75% cost-of-living increase and a 0-3 percent merit increase if the recommended budget is passed. The water rate is proposed to increase by approximately 3.17 percent from the current year. This is due to an increase in what the Piedmont Triad Regional Water Authority charges the Town for water. Sewer rate would increase 3.16 percent if the recommended budget is passed. Water and sewer usage fees are projected to bring in approximately $3,588,000 in revenue. Capital outlay items in the

CIP constitute the largest part of the budget at 35 percent. Items included a new sanitation truck, restrooms at Wrenn Miller Park and Jamestown Park Golf Course, improvements to buildings, storm water and crosswalks. Contracted services total 26.1 percent and 21.5 percent is allotted to personnel. The Finance Department is working on changing the rates for rental of the clubhouse at Jamestown Park. Those changes will be reflected in the final budget. Councilmember Lawrence Straughn noted that the proposed increases in water and sewer and the pump station expansion listed are pass-throughs. The Town is not making money on these items. Following the budget presen-

tation, former Town Manager Cookie Billings spoke, saying she is in favor of the tax rate, hiring of more staff, and renovations to Town Hall. “I appreciate and value the outstanding services I receive as a resident of Jamestown,” Billings said. “It is highly unusual for a town this size to enjoy the variety, the quality and value of public services that includes such things as fire protection, law enforcement, planning recreation, water, sewer, sanitation, recycling, etc. Town citizens are accustomed to personal attention and care and it does require financial support and skilled people to deliver this expectation of service. “All’s well that ends well,” might sound like a worn cliché, but it was a heartfelt message from author Kristy Woodson Harvey to guests at the High Point Literary League spring luncheon May 18. Delays in speaking engagements to the group due to Covid-19 allowed Harvey to research, write and share her latest book, The Wedding Veil. It is the ninth she has written and her first historical novel. As in her other books, the story is told in first person. Instead of having two main characters carry the storyline in alternating chapters, however, The Wedding Veil has four protagonists — two from the past and two from the present, each sharing their voice to complete the tale. The story centers on the lost wedding veil of the Vanderbilt family, who are known for ownership of the famous Biltmore house in Asheville, N.C. Harvey ties the past and present together by meshing historical facts with her own imaginative possibilities. “The veil was a symbol of love and a happy marriage,” Harvey said. “I thought, ‘What if I write about a real wedding veil,’ and it was like the heavens opened and dropped the story into my lap.” Harvey had visited Biltmore many times but there was so much she wanted to know

Although not drawn to historical fiction, stating it is too stressful, Harvey has been given so many suggestions about women, particularly from North Carolina, that she is considering that genre again in the future.

Looking back, however, she has many fond memories of her time at High Point University. One of which was being named the 2021-2022 recipient of the annual High Point Literary League Scholarship. Dr. Virginia Leclercq and others in the English Department of High Point University nominated her for this award. “That was awesome,” Becker said. “I had not heard about the scholarship until I received it. I served as an advocate for many others while I was in college and that sometimes feels like a thankless job. To know I was noticed makes my heart warm.” Becker recently graduated with a major in English literature and minors in psychology and creative writing. Her love of writing began during her

Because of the timing of her first book in 2015, Harvey’s novels all seem to be published in time for the summer reading circuit. The Wedding Veil was published slightly earlier to coincide with Women’s History Month in May. In addition to crafting stories set in the South, Harvey’s creative phrasing adds interest to each book. When she speaks of such things as “casseroles being social currency” and “tears drying up to be replaced by righteous indignation at the table,” the imagery — even if only subconsciously — strikes at the core of readers. “I do not plan the way I say things ahead of time,” Harvey said. “When I am sitting at the computer, things just come out.” Harvey had no intension of pursuing a career in writing. She planned to study medicine and become a doctor. An internship with the Salisbury Post newspaper during high school changed her directive. “My first assignment was to write about a giant squash that looked like Elvis Presley,” she said laughingly. “But I learned quickly that everyone had important stories to tell and it changed my life.” Harvey majored in journalism at the University of North Carolina at Chapel Hill. After briefly considering obtaining a law degree, she instead got a master’s degree from ECU in English, with a concentration

Finance Director Judy Gallman said this is the standard allowance and would free up funds to then be allocated for specific projects to be determined. It’s hard to find available governmental audit firms these days, but Gallman has managed to retain the services of the current auditor. The Town Council unanimously awarded a contract to past auditor Dixon, Hughes, Goodman LLP in the amount of $35,000 for a financial audit of fiscal year 2021-22 for the town. This figure is slightly higher than previous years.

The Town has been working over the past year on an updated marketing strategy, which will include an updated video showcasing the many great things about Jamestown. Video shooting concluded in late April and the final product will be presented to the Council at the June 23 meeting. Those who helped with the video include Mary Faye Bodenheimer, the Culler Family, the Gomez family, the Rayborn family and members of Jamestown’s Station 46 of Pinecroft-Sedgefield Fire Department. The Bicycle and Pedestrian Master Planning Committee is conducting a survey. The survey will be extended through June 10 to allow the staff and the consultant to do an in-person

Her poetry has been published in Apogee and Sanctuary, a journal published by southern collegiate honors students. She was also president of People Representing Individuality & Equality (PRIDE). The PRIDE Club promotes conversations about equality. Becker noted that being president of that club was fun and helped solidify her desire to work as an advocate for others. With graduation barely past, Becker is currently filling her time dog walking and pet sitting as she goes through the application process of finding a job in her field. “At the end of the day, these odd jobs do not bother me,” she said. Perhaps, Becker can see the need for advocacy — even with animals.

In committee reports by councilmembers, Martha Wolfe has learned that the Lydia/East Main Street sidewalk project completion date is now Aug. 31. Blanchard added that there is some reseeding, grading and curbing work to be done. The East Fork Bridge project needs some repaving work. Blanchard added that the Town is in discussions with NCDOT regarding the handicap ramp and crosswalk at the intersection of East Main Street and Guilford Road, in front of Black Powder Smokehouse. It may require a small easement from the restaurant of which the owners are aware.

A creative writing class encouraged her to write a book and she fell in love with the way the characters fell into place. When she submitted a book to a writing contest, an editor bought it and Harvey has never looked back. Her work has earned her recognition as a New York Times, USA Today and Publisher’s Weekly bestselling author. Her books have been published in several languages and her writing also has appeared in numerous publications and websites. Harvey’s Peachtree Bluff stories are currently under contract for a NBC television series. The pilot has already been written. “For now, I’m just hoping for the best,” Harvey said of the television show. When the pandemic kept writers from promotional

tours, she and several other authors decided to go live discussing, in her words, “writing, reading, kids, whatever.” They still can be found Wednesday nights at 7 p.m. on “Friends and Fiction.” Harvey also shares a blog, Design Chic, with her mother. It features information about creating a beautiful home and how that can positively influence your life. She feels the blog uses the same set of skills as any writing, noting you first create a story or a room, and then edit it. But her book fans need not worry. They can expect more from Harvey in the future. She always seems to have new ideas just waiting to be developed. Great replacement what?

What were the two most used new words in the news last week? The term “Great Replacement.” I admit that I had never heard of the term until the recent attack in Buffalo by a white 18-year-old man that left 10 people dead. A long document, found with the attacker’s property and presum- By d.g. martin One on one ably written by him explained his motives and concerns about the “replacement” of the “white race” and “white culture.” CNN reported that, “The author also writes about his perceptions of the dwindling size of the white population and claims of ethnic and cultural replacement of whites.” In an article published by CNN, Dean Obeidallah, a former attorney and a columnist for The Daily Beast, writes that the document found with the shooter “espouses is, in essence, the white supremacist concept known as the Great Replacement Theory. This ‘theory’ is meant as a warning to white people that soon, people of color--typically immigrants, Latinos and African Americans--may outnumber white people and in essence ‘replace’ them.” A recent article in The Wall Street Journal gave the following summary: “The great replacement’ is a conspiracy theory that asserts elites--politicians, business executives, media--are using immigration and other policies as a tool to reduce the white population.” The Journal article continues. “Interest and belief in the idea has increased in the U.S. in recent years, researchers say, as the percentage of white Americans, compared with nonwhite people, shrinks. The nation’s non-Hispanic white population dropped 2.6% between 2010 and 2020, according to the Census Bureau. Projections by the bureau indicate that the total population of nonwhite people in America will exceed the white population by 2045.” The replacement theory is not new. The idea got its modern start in France in the early part of the 20th Century. More recently, a 2011 article by French writer Renaud Camus and titled “The Great Replacement” is used by white supremacists in the U.S. According to the Journal, Camus wrote that “white Europeans will eventually be extinct because of immigration and since some nonwhite populations, particularly those of Africa and the Middle East, have higher birthrates. People from Africa and the Middle East have emigrated to France from former French colonies in increased numbers in the postcolonial era.” The increase of immigrant populations in Europe and the U.S. is fact, not a theory. There are consequences in terms of a rise in influence of immigrants and their children in Europe and the U.S. and the corresponding loss of power and influence of white Americans. But there is more to the theory than these facts. Versions of the theory allege a conspiracy among some people to replace the long-time white residents of Europe and the U.S. with people from Africa and Asia. The conspirators, it is said, are politicians, elitist people and institutions. They promote policies that open the doors to immigrants and empower people of color and other minority groups. These people would become voters who would do the will of the conspirators. I could find no credible evidence about the “elites” exerting control over the votes of immigrants and minorities. I confess that I have hoped that the changing makeup of North Carolina’s population that is under way would help my political party more than the other party.
