With an eye to safety, Potter Drive gets sidewalk By CaROL BROOks FreeLANCe WrIter cab1hp@gmail.com Several years ago, a fourth-grader was walking to Jamestown Elementary School along Potter Drive, just down the street from where he lived. He was seriously injured when hit by a car, but the child lived. Had there been a sidewalk on Potter at the time, the accident might not have happened. The incident brought the situation to public attention. Thanks to local resident John Firesheets, and the North Carolina General Assembly, there is now a sidewalk from the pickup area driveway at JES north to Brookdale Drive, one block north of the school. Firesheets, who lives within walking distance of the school, first brought the danger of children walking to school in the street to the Jamestown Town Council in October 2019.

Jamestown’s Pedestrian Plan, adopted May 2010, indicated sidewalks should be in residential areas and around schools as one of the basic building blocks of a bicycle and pedestrian-friendly community. A previous Jamestown Capital Improvement Plan identified the need for the sidewalk for the safety not only of students but for all pedestrians crossing at the Brookdale/Potter intersection and alongside the school. Installation of a sidewalk by a government entity is not something that happens overnight. Steps must be taken. Town officials contacted the Guilford Delegation of the North Carolina General Assembly, which was able to secure grant funding for the project. When the bids came in, the low bid of $54,925 in early June was approximately $5,000 over the budgeted amount. Citing the need for safety, in a special meeting on June 6, the Town Council unanimously approved hiring Atlantic Contracting Company, Inc., of Greensboro, to construct the

sidewalk. The work began around June 13, with a completion date before school resumes in the fall. However, the sidewalk appears to be complete at this writing. At one time, schools were constructed close to existing neighborhoods and children were expected to walk to school. Times are changing, however. The 2010 Jamestown Pedestrian Plan indicated that in 1969, an average of 42 percent of school children walked or bicycled to school nationwide. By 2001 only 16 percent of school children walked or bicycled to school (CDC, 2005). The change in walking to school is partly due to increased distance from school but is also influenced by the lack of a pedestrian or bicyclefriendly transportation system. Increased traffic and schools have been part of discussions by the Jamestown Planning Board for several years as land around the town have been proposed for development. The two subjects came up again during a public hearing at the board’s June 13 meeting. The topic was consideration of an amendment to the Land Development Ordinance changing the zoning of 4718 Harvey Road from Agricultural (AG) to Conditional Zoning-Bypass (CZ-B). The parcel, known as the Auman property, is approximately 31.4 acres and is across the street Jamestown Middle and HaynesInman schools. The Jamestown Bypass, currently under construction, abuts the northern side of the property. Windsor Homes Land Acquisition and Development Services, LLC, made the request for the property

Another is that the maximum number of residential lots is 95, which includes the possible commercial area. Setbacks will be deeper than the Town requires. “This is a conditional zoning request. If something happens and this development never occurs, whoever comes in and tries to do something like put a McDonald’s there, they couldn’t. These conditions stay with the property, no matter who the owner is.” “The Comprehensive Plan identifies this area as a primary growth area,” said Anna Hawryluk, town planner, noting that the Future Land Use Map indicates a mixed-use area. Mixed Use classification has a mixture of low intensity office and service uses near a bypass intersection along with a mixture of a wide range of housing types. There are traffic concerns along Harvey Road that town staff has noted. “There are nearly 4,000 daily trips along Harvey Road,” Hawryluk said of the area between Vickrey Chapel and Oakdale roads. “This project is expected to add 500 trips if it is residential and up to 843 if there is a commercial component.” Since the result would be over 4,000 daily trips, the North Carolina Department of Transportation requires a traffic impact analysis. Traffic is already congested on school mornings, with parents and buses bringing children to Jamestown Middle and Haynes-Inman schools. Since the pandemic, more parents are driving their children than sending them on a bus. A sidewalk is required along Harvey Road as part of the Land Development Ordinance and/or the site-specific master plan. Many audience members spoke during the public comment period. Most owned neighboring property and all were concerned about traffic. “There will be too much traffic,” said Brian Stevenson who lives on Hethwood and sees a minimum of 50-60 buses pass his house daily. Teresa Alden asked if the entrance could be moved to the bypass side as there are already traffic jams. Hawryluk said the bypass has restricted access and no entrance would be allowed on that side. Steve Auman, a nephew and cousin of the property owners, was concerned with density and is afraid these would be “postage-stamp” lots. “We welcome development but we

want to make sure it’s the right kind,” he said. “Harvey Road is a rural area.” He noted that a new concrete median on Harvey has caused redirection of Hethwood and Haynes traffic. Deborah Rhea, who lives just down Harvey Road from the schools, said her children are already late to school because of the traffic. It could take 40 minutes to travel less than a quarter mile to Haynes Road. Eric Fleming, who lives on Harvey Road and is a teacher at the middle school said sidewalks are needed along Harvey Road because students walk along the road’s shoulder to Ragsdale High School for after-school events. Ed Stafford, vice-chair of the Planning Board, asked staff if a traffic impact analysis would address the issues raised. Hawryluk said most of the issues are about the school and this is one reason an analysis is required. Since the development is targeted toward empty nesters, it is believed those people will not be going into traffic at peak school times. However, there is no guarantee that only empty nesters will be the occupants. Although town staff has recommended the rezoning, there was much discussion among Planning Board members who also were concerned about the traffic. Dennis Sholl asked if the traffic impact analysis could be done before the board votes. Hawryluk said that was not a requirement and Town Manager Matthew Johnson added that the analysis would take at least 90 days to complete. It could be added to a condition, however, before the rezoning request goes to the Town Council. With questions still unanswered, and a trip to view the site in their future, the Planning Board continued the public hearing to its July 18 meeting. If the rezoning request passes, the Town Council will also hear an annexation request for the property. A sewer easement will be required. This is not the only proposed development on Harvey Road. Owners of five parcels totaling 37.3 acres at 5306 and 5308 Harvey Road, which is in High Point’s extraterritorial jurisdiction, have requested annexation into the city. Only a small portion of this property fronts Harvey Road. Eastwood Homes is proposing to develop 90 lots of single-family homes at a sale price of $330,000-$380,000. If approved, the Pilot Life site would be the 44th individual property, along with 12 historic districts in Greensboro, listed on the National Register. The buildings have sat empty since the company moved to a new building in downtown Greensboro in 1990 following a merger with Jefferson Standard Insurance in 1987. “Improve the quality of life by connecting schools to neighborhoods using sidewalks, bicycle lanes, and trails.” One of the goals of the current Strategic Plan for the town is to “utilize the Bicycle and Pedestrian Plan to improve and build sidewalk and cycling connectivity.” That project is nearing completion. The town can take advantage of the North Carolina Safe Routes to School program offered by the N.C. Department of Transportation. The program works to make walking and riding a bicycle to school a safe and more appealing option for all children. It also facilitates the planning, development and implementation of projects and activities to improve safety and reduce traffic, fuel consumption and air quality near schools. An example of an infrastructure project is construction of sidewalks around a school. Infrastructure improvements under this program must be made within two miles of an elementary or middle school.

Point Road, the 1928 Commons Building on the right, the 1961 Lake Building and addition toward the rear of the complex, as well as a 1928 reflecting pool in front of the Fackler Building. All of the buildings are structurally sound. A total of 20.75 acres is included but does not include the properties recently developed or currently in development by other parties. Some of the brick veneer has fallen off the buildings but the current owner plans to reconstruct the exteriors. The Fackler Building is the most splendid of the buildings, with carved woodwork, marble and metalwork. The exterior of the building is covered in symbols that represent insurance reliability. It is built in a combination of BeauxArts, Colonial and Georgian architectural styles. State Preservation Officer Claudia Brown, who read the nomination, said the property has a “fairly high level of historic integrity.” This is not the first historic designation sought for the property. Piedmont Triad Supports Ukraine The Deck, a nightclub in Jamestown, hosted a benefit June 18 to support the people of Ukraine. The event was sponsored by Piedmont Triad Supports Ukraine and developed in partnership with the Triad’s Ukrainian community, with representatives from the Fred Astaire DanceStudio in Greensboro. It included live music, group dance lessons, a food truck and children’s activities. Proceeds are earmarked to go to the World Central Kitchen, a nonprofit organization that provides fresh meals to people affected by natural disasters and other crises.

Avocado tuna stack is perfect summer meal By patti diamond divas on a dime With food prices rising across the board, it’s nice to see that (so far) the price of canned tuna remains affordable. In fact, I bet you have a can or two in your pantry right now. Tuna is incredibly versatile, from sandwiches and creamy casseroles to zesty salads. Plus, it’s packed full of heart-healthy omega-3 fatty acids, high-quality protein, selenium and vitamin D. However, not all tuna is created equal. There is a huge range in product quality available at the market. Between sustainability, nutrition and health, there’s a lot to consider before stocking up on tuna. It’s hard at first glance to determine which tuna brands are doing their part in responsible fishing and environmental practices because language on labels and company websites can be misleading. A quick online search can help find which brands are observing sustainability, as well as ethical and fair-trade practices. Resources like the Monterey Bay Aquarium Seafood Watch Site or Greenpeace’s canned tuna report are great places to start making

informed choices with canned fish. Spoiler alert — just because a brand is popular doesn’t make it responsible. Please make the best choice you can, when choosing your can. Now, how about a deliciously easy, no-cook recipe that’s perfect for a warm summer evening? We’re dressing up ordinary canned tuna into a zesty flavorful dish with a Latin flair by adding pico de gallo and avocado in colorful layers. It’s almost too pretty to eat. Almost. This composed salad is a perfect light lunch or dinner, or a gorgeous appetizer for your next party. Serve with tortilla chips for extra crunch. I used the tuna can as a mold to shape the salad, but you could use food molds or a biscuit cutter. Alternatively, you could simply layer in small glass bowls. AVOCADO TUNA STACK Yield: 2 servings Time: 10 minutes 1 (5 to 7 ounce) can albacore tuna in water, drained 1 1/2 tablespoons mayonnaise 1/4 cup celery, minced 1 tablespoon green onion, minced

1 tablespoon fresh cilantro, minced 2 1/2 tablespoons lime juice, divided 1 large, or 2 medium avocados 1/8 teaspoon salt 1 cup pico de gallo (purchased or recipe below) Tortilla chips 1. Prepare the pico de gallo if not using purchased. Drain the tuna, reserving the can to use as a mold for the salad if desired. 2. In a bowl, mix tuna, mayonnaise, celery, green onion, cilantro and 1 1/2 tablespoons lime juice. Add a pinch of salt, and stir it all together. 3. Peel and dice the avocado then place in a bowl with the remaining tablespoon lime juice, add a pinch of salt and stir. 4. If using the can as a mold, rinse and dry the can, and spray with cooking spray. Line the inside of the can with plastic wrap and spray that, too. Place half the tuna in the bottom of the can and gently press down. Next, layer with half of the avocado. 5. Place your serving plate over the can and flip them both over. Carefully remove can and plastic wrap. Top it with a mound of pico de gallo. Repeat for second serv-

It’s time for a sidewalk parade! Whether it’s on the Fourth of July, or anytime all summer long, decorate bikes, trikes, scooters, skates and wagons, wear a funny hat and strike up the band. A couple of families with a few motivated kids is really all it takes to make it happen. Gather kids of all ages in your neighborhood, and get marching to the beat of family fun and memory-making. Here are some ideas to stage the informal, high-spirited event: * Make and deliver fliers or send emails to announce the sidewalk parade. Designate a place where kids can gather for a pre-parade decorating party. Your deck, driveway, backyard or a local park can be the gathering spot. Tie ribbons, streamers and flags to bikes and wagons. Make signs and banners. * Put your child’s teddy bear or other stuffed animals on parade, too. Decorate the long sides of a wagon to make it look like a circus wagon. Fill it with their favorite animals. Some kids might like to dress like a clown, while others can be a circus ringmaster or tightrope walker. * Teens may enjoy participating, too. They can hand out brochures along the mini parade route or wear a sandwich board advertising their ser-

Ask families to bring their favorite toppings. * Enjoy a memorable finale with a few games that everyone will enjoy, such as an egg toss, water-balloon vol-

leyball and relay races. Some kids may want to perform impromptu juggling acts, magic shows and songs. Add to bowl with onion along with cucumber and shrimp, and toss to combine. Fold in watercress and avocado.
