Council approves PUD zoning After six months of agenda hopping, on June 16 the Jamestown Town Council finally unanimously approved a text amendment to the Land Development Ordinance adding a new zoning district, Planned Unit Development (PUD). The amendment was approved by the Planning Board in November but has been postponed for several reasons, most notably the stay-at-home mandate as a result of the COVID-19 virus. Meeting in person for the first time since February as Phase 2 of reopening the state allowed for such meetings, the Council opened the floor for public com-
ment on the amendment, but while many people were opposed to the amendment, only four people spoke. Most opponents to a PUD believed Jamestown would lose its small-town charm if a development like the one proposed for the Johnson property became a reality. The expected large crowd of opponents was dampened by the rain and many sat in their cars waiting to hear the outcome, presumably sporting “keep Jamestown Jamestown” T-shirts. Only one speaker at a time was allowed inside the Civic Center to speak and they had to exit through the Teague Drive door. “Having the meeting in the Civic Center allowed for social distancing which could not eas-
ily be accomplished in our Council chamber,” said Mayor Lynn Montgomery. There was no audience because Phase 2 only allows for indoor meetings up to 10 participants. The council and staff total more than 10, so staff members had to come and go as needed. It appeared the vote was not an easy one by councilmembers as they asked many questions of both Planning Director Matthew Johnson and Vagn Hansen of Benchmark Planning, the company working on an update to the town’s Comprehensive Plan. Councilmembers obviously had done their research on the subject. The timing of the announcement by Diamondback Investment Group to develop the John-
son farm on Guilford and Mackay roads muddied understanding about the PUD, with many believing the amendment was because of the Johnson property plan. However, the Jamestown Planning Board approved the PUD in November 2019 and Diamondback’s plan was not unveiled until February 2020. Still, Town officials undoubtedly felt development would be coming on several possible large pieces of property in Jamestown, notably near the bypass, the Auman property on Harvey Road, some owned by the Ragsdale family and other properties. That possibility caused Town officials to initiate the text amendment. No development plans have been submitted for any of these properties – including the

UNC's new president 'Who is Peter Hans?'

But they are just a few of the many things that have been created using a 3D printer. 3D printing is made possible by fusing layer upon layer of materials made from durable plastics and metals. Each layer is about 0.1 mm thick and consists of liquid, powder and sheet materials. Designs are based on templates created with 3D Computer Aided Design (CAD) software. Jamestown resident Tyler Adcock is using a 3D printer to made special face shields for medical workers, which can help stop the spread of coronavirus. A graduate of the International Baccalaureate program at Grimsley High School, Adcock is now a biomedical engineer student at North Carolina State University. He first learned how to use a 3D printer through his participation in the university’s Helping Hands Club. The group used the printers to make prosthetics. “When I learned that students in the Mechanical & Aerospace Engineering Program at State were using 3D printers to make face shields for hospitals as an outreach project, I wanted to be involved,”
Johnson property – at this time. “PUD is a zoning tool which is used to create flexibility for both the Town and a potential developer in order to help achieve a more acceptable development outcome,” said Johnson. It is to be used to accommodate commercial, residential and mixed-use development on large-scale sites of 10 acres or more. It gives the Planning Board and Town Council more control over types of development. “You can create the product you want to see in Jamestown,” Johnson added. “This [amendment] will give you the legal ability to hold [a developer’s] feet to the fire.”

This is a question I am getting from friends who have learned that Hans has been elected the next president of the University of North Carolina. Maybe they think that because I was once a vice president of the university system, I still know something about what is going on there. I don’t. But, yes, I did know almost 30 years ago when Hans (class By d.g. MARTIN of 1991) was part of a group of ONe ON ONe young activist student politicians at UNC-Chapel Hill, a group that included Gene Davis, currently a member of the board of trustees at UNC-Chapel Hill, and Tim Moore, now speaker of the state House of Representatives. The group contained Republicans and Democrats, but they supported each other in student politics, and were mostly fast friends despite their political differences. Said another way, they did not let differences in partisan politics get in the way of helping each other when they could. Although Hans is still a strong Republican, he continues that tradition of working with people on all sides of the political spectrum. Currently president of the state’s community college system, he will begin work at the university system on August 1. He will succeed Bill Roper, who provided steady leadership as interim president during challenging times that featured controversy about Peter Hans Confederate monuments, the raging coronavirus, and an unusual high incidence of pettiness among some members of the board of governors. Roper announced early on that he would not be a candidate for the permanent position. Beginning in August, Hans will have to deal on a daily basis with, as he says, “the thousands of questions that are being raised and thought through as we look forward to a careful and helpful reopening.” In the meantime, Dr. Roper will shoulder that burden. In addition to the health related challenges the virus presents, Hans will confront an unprecedented set of financial challenges arising from the pandemic. Revenues from the state will be down. So will tuition payments on all the campuses. Just keeping each of the 17 campuses open will be a herculean task. Hans brings an impressive resume to these challenges. A loyal Republican, Hans worked on the staff of Sen. Lauch Faircloth and assisted Elizabeth Dole, Richard Burr, and other Republicans. Back in North Carolina, he and Democrat former Lt. Gov. Dennis Wicker formed a lobbying firm. He served on the university’s board of governors and was chairman for a term. His ability to work on both sides of the political aisle brought a rare joint statement from Gov. Roy Cooper, Senate Majority Leader Phil Berger, and House Speaker Tim Moore: “Peter Hans has done tremendous work as president of the N.C. Community College System, and he’s the right choice for UNC System President. That we all agree on Peter is a testament to the respect he commands as an able, competent leader.” Some, perhaps many, faculty members across the system may complain that their new leader is not an SEE UNC, PAGe 2

Flag-inspired July Fourth fun By donna erickson Donna's Day: Creative Family Fun I eagerly count down the days to the Fourth of July. It’s a special time when Americans gather to celebrate our independence. In my extended family gathering, we even toss in a birthday song to my cousin who was born on the fourth. When she blows out the candles on her cake decorated with mini American flags, it’s a tradition to tease her for being born with a “firecracker” personality. Fly the flag! Whether it’s prepping for a mini-parade and decorating bikes, helmets and pets, or planning a menu, let the flag be your inspiration. Whatever patriotic activity you choose, there’s something red, white, and blue to do. Lydia, 3 1/2, tricycles along with flags flying in the breeze at a PAINT AND LEARN family fun Fourth of July parade. Use a photo or actual flag as a reference and paint a picture of the flag FLAG STONES on construction paper. Using a flag for reference, let kids employ their artistic flair by setting the strawberries in rows to resemble the stripes of the flag. Save a quadrant in the top left corner to fill with the blueberry “stars.” WAVE THE FLAG For post-dusk fireworks fun, plan a sing-along fest. Encourage those who play an instrument like a guitar or ukulele to accompany the group as everyone waves small flags in their hands while singing. Adcock said. “Although I was not in that program at school, I have a 3D printer I got last December. I started to make shields to donate to that project. After I had made about 20-30, I decided to make them to give out locally or to people I know.” Adcock first made one for his neighbor Kylie Boyle, a nurse who needed to supply her own shield. Then he completed one for his aunt, a nurse in Pennsylvania. She was very appreciative and later got four additional shields for co-workers. More people learned about the shields Adcock was making through word-ofmouth and from a Facebook post about their availability. Adcock continued to receive requests for the shields from medical professionals who needed them for work. “You have to have a pattern for whatever you are making and there are a ton of patterns for face shields online that anyone can access,” Adcock said. “I am using the Budmen pattern, which is the same
one N.C. State was using.” After making numerous shields, Adcock lost count of how many he has created, but estimates it to be between 80-90. Each one takes approximately four hours to print. “There are not as many requests for them now and I am catching up,” Adcock said. “I am making them on an as-need basis.” Adcock admits he enjoys using his 3D printer and has experimented making a variety of objects. “I like doing things with my hands,” he said. “For my Eagle Scout project, I built a sunshade at the Guilford County Animal Shelter.” His former Scoutmaster, Dave Douglas, says he has seen Adcock grow from a quiet youngster to a leader who unselfishly gives to others. Adcock plans to continue printing shields for those in the medical field who need them. “I am glad I have been able to help the community in this way,” he said.

The Town Council held a public forum on March 10 to hear concerns about the PUD. Councilmembers and staff also met with and exchanged emails and phone calls with many people during recent months to explain what the PUD would mean.

The vote took place during a special meeting June 23 to go into effect July 1. The meeting lasted just over 4 hours but it wasn’t the longest Town Council meeting in recent history. That distinction goes to the Feb. 21, 2012, meeting which lasted 5 hours and 5 minutes and agenda items related to both old and new building in Jamestown. The Council denied the request by the Jamestown Historic Preservation Group to establish a Historic Commission for the Town but approved a rezoning request from Beacon Management to allow for apartments on Ragsdale Road. On June 16, discussion on the PUD took just short of 3 hours of the 4-hour meeting. “The Council, staff and I were very glad to be able to meet face-to-face after more than three months,” Montgomery said. “Inperson meetings allow participants to engage in more productive conversations. The Zoom meetings were acceptable in an emergency, but we are glad to be back face-to-face at a socially acceptable distance.”

But since the creation of the multi-campus Consolidated University of North Carolina in 1931, none of the presidents (Frank Porter Graham, Gordon Gray, William Friday, Dick Spangler, Molly Broad, Erskine Bowles, Tom Ross, and Margaret Spellings) were PhDs. Their success, or lack of it, came from their political skills, their management and organizational efforts, and their ability to inspire faculty, legislators, students, and campus supporters. Hans’ experience in the management and governance of North Carolina higher
education and his talents in working in the state’s political jungle arguably have prepared him better for the president’s job than any of his predecessors when they began work. All North Carolinians, whether they agree with me or not, should wish Hans good luck in his new job. He is going to need it.
