Council appoints board members The Jamestown Town Council had a variety of items on the agenda for its June 15 meeting, in-person for the second month in a row. The Council heard a report from Seth Heath, general manager of GFL Environmental, the company responsible for recycling in Jamestown. There had been several issues regarding missed pickups and Heath said his company was working to correct those problems. With the volume

of recycling, GFL is temporarily using two trucks to cover the routes. He said drivers take photos of homes that did not put the carts out on time and pass these photos on to Town staff. “It’s taking a lot longer to service the town than we think it should,” Heath said. Routes are slowed down when drivers have to get out of the truck and turn the carts around – handles should face away from the street – for the automated arm to pick up the cart or to remove some of the recyclables in overfilled carts, then put those items back

Although the mass was inoperable, doctors chose to use radiation to try to shrink it. “I really appreciate the care I received from Dr. Zachary Vaslow at the Cone Health Cancer Center at Wesley Long,” Jones said, “and from my sister Jayla, who was just 17 at the time, and drove me to all my appointments.” The radiation did its job and shrunk the mass, but the nerves in her eyes had already been damaged and Jones was left visually impaired. For her 21th birthday, Lovie treated her daughter to a massage, and then encouraged her to consider that for a career. A research of local schools led Jones to Kneaded Energy in Greensboro, which was cocreated by Bill Norman and Shelley Johnson. The company has its

Council approves 2021-22 budget

She recently opened her own massage therapy business, Under Pressure Massage & Bodywork, at 101 Gannaway Street in Jamestown. Her mother suggested the name for her business and when Jones heard it, she knew it was the perfect one. The journey to having her own business has not been easy, but the future looks bright for the 22-yearold. Jones is the daughter of Lovie and Mohamed Zeko of Jamestown. For years she helped her parents in their food industry. But following high school, Jones enrolled at LenoirRhyne University. She left school after a year to return home when her mother was diagnosed with cancer. She had attended early college at Guilford Technical Community College and that, combined with her studies at Lenoir-Rhyne, meant she needed only one credit for an associate’s degree. She completed that at GTCC and rejoiced with her family, which includes an older brother and two younger sisters, when her mom’s cancer went into remission in April 2019. The joy was short-lived however. Three weeks later, Jones learned that she had brain cancer. “I had noticed my vision decreasing in March and got glasses, “ Jones said. “But my vision continued to decline. When I went to the hospital in May, I was told a mass was strangling my optic nerves and was given two months to live. “I felt God was with me at that

Although challenged, Jones finished her studies in December 2020, having been trained in all types of massage. She passed her boards on the first try and received her state license on April 1, 2021. “It was one of the proudest days of my life,” Jones said. Finding a location for her business in Jamestown was also special and she plans to maintain her business in this area. “Jamestown is my home,” she said. Jones works every day by appointment only. The Jamestown Town Council unanimously approved a budget of $12,601,661 for fiscal year 2021-22 at its June 15 meeting. This is a 12 percent decrease from the 2020-21 budget. The Council first saw a proposed budget at its May 18 regular meeting. The revised budget approved is $22,500 higher than the May figure. The difference is seen in the General Fund and includes expenses for the town manager search expenses, Benchmark Planning for consultation of the Town’s comprehensive plan, and purchase of new equipment for the golf course. The budget includes all Town operations, capital improvements, transfers and debt service. There will be no tax increase from the current $0.485 per $100 valuation. However, the water rate will increase approximately 3 percent due to a rate increase from the Piedmont Triad Regional Water Authority, from which the Town purchases water. Sewer rates will increase approximately 8 percent. Jamestown purchases sewer treatment from the City of High Point and those rates have increased. Total for the water/sewer fund is $3,340,000. North Carolina is seeing a surge in sales tax rev-

enue post-pandemic, even after sales tax distribution in 2020-21 exceeded expectations. Jamestown Finance Director Judy Gallman projects a 20 percent increase in sales tax revenues for the Town for the upcoming year. The general fund total is $6,465,436 and includes a general fund balance of approximately $1,040,000, which will be used to fund capital projects. The previous year’s general fund was $6,421,536. Personnel expenditures account for 26.1 percent of the total budget at $3,086,000 and include salaries, FICA, retirement, group insurance, 401(k) and other benefits for 33 full-time employees. Parttime and seasonal employees only receive FICA. The budget includes a 1.6 percent cost-of-living increase and a 0-3 percent merit increase. Another approximate quarter of the budget is the $3,098,766 allotted for contractual services, including property and liability insurance, cleaning, security system maintenance, other building service contracts and other miscellaneous services. Capital outlay accounts for $2,808,300, or approximately 23.7 percent, of the total budget. It includes vehicles and equipment valued greater than $5,000, SEE BUdgET, PAGe 2

Council approves GTCC rezoning, annexation By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com GTCC is a major player in the life of the town of Jamestown – and now it has brought more acreage and potential development into the town. The Jamestown Town Council unanimously approved a rezoning request for approximately 3.35 acres of the school’s property at 6014 and 6016 W. Gate City Boulevard from Civic (CIV) to Conditional Zoning/Commercial (CZ-C). This mostly wooded property is in front of their Center for Advanced Manufacturing (CAM) building, which is within Jamestown’s corporate limits, and adjoins the complex containing the Sheetz station. The Planning Board had approved

the request in May. The Council also unanimously approved an annexation request for the same property. The property was part of the Daimler Bus facility before GTCC’s purchase in 2013 and the school had the zoning changed from Industrial to Civic. The property will be used for potential commercial development by the school, not educational use. GTCC is looking for businesses that would be interested in building on the property but do not have commitments from any as of now. While the Planning Board approved the rezoning request, it noted it was inconsistent with the Town’s Comprehensive Plan, causing the Board to recommend SEE gTCC, PAGe 2

A North Carolinian in Afghanistan to “the bitter end” President Joe Biden has ordered the troops in Afghanistan to be home by September. Why does one North Carolina man promise to continue his work there? David Zucchino, winner earlier this month of a Pulitzer Prize for his book, “The Murderous Coup of 1898 and the Rise of White Supremacy,” lives in Durham. He plans to keep working in Afghanistan “until the bitter end.” Why? Zucchino, a former reporter for the Raleigh News and Observer and the Los Angles Times, currently writes about Afghanistan for The New York Times. He explains, “I am fascinated by the place. I’ve been going there for 20 years and we’re at a really pivotal moment in Afghanistan. I was there for the tail end of the invasion and been going back and forth I don’t know how many times since then. I know a lot of people there, been to a lot of places there and really care about the country. I want to be there when things shake out, and later this year I think we’re going to see some big changes.”

In a June 5 article Zucchino relates the story of Afghan air force Maj. Naiem Asadi who had been in hiding with his wife and daughter, age five, for seven months. The Taliban

Zucchino continues, “Now, as American troops depart and Afghans experience a growing sense of anxiety and despair, the visa applications have taken on renewed urgency. With the Taliban taking advantage of the U.S. withdrawal, many former interpreters say they are more likely than ever to be killed.” Zucchino reports that more than 18,000 Afghans are awaiting decisions on their applications, for Special Immigrant Visas (“SIVs”) according to the U.S. Embassy in Afghanistan. “Many say they are seized by dread, fearing they will be denied, or approved only after they have been hunted down and killed.” The fates of Afghan military and interpreters will be only two of the many stories Zucchino will report as the American military withdrawal continues and after its completion. Suggested purchases/projects for the next fiscal year include a new sanitation truck, bathrooms at both Wrenn Miller Park and the golf course, building/stormwater/crosswalk improvements and new equipment. Capital Improvement Plan There was one addition to the Capital Improvement, a should-do item of a deep tine aerator in the Golf Maintenance department of $33,378. Four capital projects have been set as must-do priority: Oakdale Road phase 3 sidewalk, Penny Road sidewalk from West Main Street to the High Point Greenway, Oakdale Road phase 2 sidewalk from Hillstone Drive to Moore Street, and the Recreation Maintenance Building at the athletic complex on East Fork Road. No-priority must-do items in the operating budget for fiscal year 2021-22 include updates to the 2040

Total projects for the upcoming fiscal year total $1,103,838 and includes both must-do and shoulddo projects. “I’m comfortable with the budget,” said Councilmember Martha Wolfe prior to the vote. “I thank the staff and Judy for all your hard work on it. It’s gets harder every year, I think.” “I echo what Martha said about the staff,” said Councilmember Lawrence Straughn. “I’ve seen agencies that pad a budget so they can buy this-thatand-the-other. I’m very impressed with the fact we don’t do that. “I want to see [the budget] remain low but still have the best service that we can.” There were no comments from the public regarding the 2021-22 budget. It will go into affect July 1.

Effective Oct. 1, 2017, the state law has changed regarding the adoption of “consistency statements” when amending zoning ordinances. “Boards are not required to take action that is consistent with an adopted Land Development Plan (aka – Comprehensive Plan or “Comp” Plan),” said Matthew Johnson, planning director. “They only need to consider what it says.”

had threatened him, posting his photo online with instructions: “Find him and kill him.” After initially being turned down for a refugee application for permission to enter the United States, Assadi was granted a “humanitarian parole” by the U.S. Citizenship and Immigration Services. Assadi and his family have safely relocated to the U.S. aided by Kimberley Motley, a North Carolina-based human rights attorney. But his story raises questions about other Afghan pilots, many of whom could be targets of the Taliban. Lt. Col. Jalaluddin Ibrahimkhel, an Afghan Air Force spokesman, stated, “It’s a pity. He did this to escape from serving his homeland” and that others were now more likely to “make excuses and escape.” Zuchinno writes, “Many pilots and soldiers have been threatened by the Taliban. Most can only dream of relocating their families to the United States.” Another group of Afghans whose service to Americans puts them at risk are those who served as interpreters. In a June 10 Times article coauthored by Najim Rahim, Zucchino quotes former interpreter Shoaib Walizada, “I get phone calls from the Taliban saying, ‘We will kill you’ —they know who I am and that I worked for the Americans.”

It’s the perfect salad for a picnic as it keeps well and is easy to transport. Enjoy a sweet, delicious slice of watermelon at your Fourth of July picnic and all year-long!

A Fourth of July picnic, an ice-cold watermelon, patriotic songs and lots of loud, brilliantly hued fireworks are my idea of a wonderful holiday celebration. Watermelons serve two purposes on a hot July day — they’re a sweet finish to a meal, and a source of nutritious hydration. Watermelon also is low in fat and cholesterol-free. It has a vast nutritional profile including high levels of the antioxidant lycopene, an excellent source of the important amino acid citrulline and is a good source of vitamins C, B-1, B-6, and a source of vitamin A. Watermelons are classified as a fruit, much like the pepper, pumpkin or tomato. However, as a member of the cucurbitaceae plant family of gourds, watermelon also is related to the cucumber and squash. Watermelons are planted from seeds or seedlings, harvested and then cleared from a field like a vegetable. Since watermelon is grown as a vegetable crop using vegetable production systems, it also can be considered a vegetable. Some refer to watermelon as a “fregetable” — a combination of a fruit and a vegetable. Watermelons are now available yearround in mini, seeded and seedless, and yellow- and orange-flesh varieties. They also come in various sizes, as well as two colors: red and yellow. This “fregetable” is especially plentiful from April through October. About 200 to 300 varieties are grown in the U.S. and Mexico, although only about 50 are very popular. There’s an art to picking the perfect watermelon. Look the watermelon over and pick it up. The one you select should be firm, symmetrical and free from bruises, cuts or dents, and heavy for its size. Watermelon is 92% water weight. To find out if a watermelon is ripe, knock it, and if it sounds hollow then it is ripe. The underside of the watermelon should have a creamy

SWEET AND SOUR WATERMELON AND CUCUMBER SALAD 3 cups seedless watermelon balls or small chunks 2 cucumbers, peeled, seeded and sliced 1/2 cup cider vinegar 1 cup water 1/2 cup sugar 1 tablespoon poppy seed 1 teaspoon salt 1 teaspoon pepper 1 bunch green onions, trimmed and chopped yellow spot from where it sat on the ground and ripened in the sun. Compared to most fruits, watermelons need a more “tropical” climate — a thermometer reading of 55 F is ideal. Maintain the purchase temperature of watermelons. If you bought it at room temperature, you can keep it at room temperature. If you refrigerate it after buying, be sure to keep the watermelon cool. Whole melons will keep for seven to 10 days at room temperature. Store them too long, and they’ll lose flavor and texture. According to the FDA, you should wash all fruits and vegetables, including all melons with rinds, in clean, running water before eating. Don’t forget to dry them, too! Wash your hands thoroughly with soap and water before cutting the watermelon. Wash all food-contact areas and equipment such as cutting boards, countertops, peelers and knives with hot water and soap to avoid cross contamination. After cutting the watermelon, store the

wrapped pieces in a refrigerator (32-40 F) for no more than three to four days. After two days of refrigeration, watermelons start to develop an off-flavor, become pitted and lose color. Freezing causes the rind to break down and produces a mealy, mushy texture. Peeled and/or fresh-cut fruit should be refrigerated if not consumed within two hours, and leftover fresh-cut fruit should be discarded if left at room temperature for more than two hours. If you didn’t buy a seedless watermelon, here’s how remove seeds quickly and easily: 1. Wash and quarter a whole watermelon. 2. Cut each quarter into three or four wedges. 3. Cut lengthwise along the seed line with a paring knife, and lift off the piece. 4. Using a fork, scrape seeds both from the removed piece and the remaining flesh on the rind. 5. Cut into desired sizes.

Mix together the vinegar, water, sugar and poppy seeds in a bowl and season with salt and pepper. Stir in the chopped green onions. Place the watermelon and cucumber in a serving bowl and pour the marinade over the top. Toss gently before serving. Serve immediately or cover and refrigerate a couple of hours before serving.
