Opposition arises over bypass

Part 2 of 4 on the Jamestown Bypass In the late 1980s, while the North Carolina Department of Transportation thought a bypass around Jamestown was a good thing, quite a few residents of the town disagreed – many vocally. Beginnings The earliest record found in the Jamestown News archives about opposition was in the Feb. 14, 1990, issue. No love for the project was given by the McLean Committee, “composed of a large number of residents from the Vickery Chapel-Millis Road area,
[which] claimed that if a bypass is made, it should be a prudent economic and environmental choice.” The group addressed the High Point City Council and Guilford County Board of Commissioners with their concerns. It challenged a feasibility study conducted by the NCDOT of the area, which stated, “The proposed action will have potential adverse impacts on the public water supply.” The study further noted that the bypass would go through part of the watershed area for the proposed Randleman Dam. The article continued, “However, [the group] said they believe with proper planning and protection, such impacts on the environment and historic structures can be reduced.”
The McLean Committee pointed out that the area had once been the home of many mines, the remnants of which were still in evidence, and these “prospect holes” could be affected by the proposed bypass path. They also pointed to the number of residents who would be ousted from their homes. The article stated that the Committee’s origins began in late 1988, about the time the NCDOT completed a feasibility study looking at alternative routes. The Council held a public hearing in April on the matter but only one citizen spoke in favor and, later, mentioned that elections should be held yearly, rather than every two years. Food, water and shelter are basic human needs. Members of Sedgefield Presbyterian Church have made it their mission to provide food to as many hungry people in their community as possible. To accomplish this, they currently support four major food-related programs. “The Bible is full of rich stories of Jesus doing table ministry,” said SPC Pastor Kim Priddy. “He used the act of sharing a meal, the act of breaking bread, as a way of letting people know they were part of the community. We want to be like Jesus, we want to share food with others so that they know we see them and that we care. “Our giftedness, calling and ministry allow us to help those in our community who are physically hungry. Food brings us all together.” Church members, realizing the importance of helping people help themselves, began a program called Cooking Matters. They just completed hosting a Cooking Matters class for 14 teenagers. The teens met three days a week for two weeks. They received lessons in nutrition, learned valuable shopping tips by experiencing a trip to a grocery store, prepared and shared a meal each time they met and left each meeting with ingredients to prepare the same meal for their family at home. In conjunction with Second Harvest Food Bank, and support from community partnerships, volunteers have been conducting Cooking Matters classes since 2012. Originally, classes were held at nearby Hinshaw United Methodist Church, which had a larger kitchen. However,
It’s on the agenda again. For several months, the Jamestown Town Council has known about a property donation offer from the City of High Point. The 2.78 acres at 107-115 Kingsdale Court in the Cedarwood subdivision is in the Jamestown extra-territorial jurisdiction. Legal wording has delayed approval of this donation since it first appeared on the agenda in March, but it appears on the agenda for the July 16 Town Council meeting again. Also on the agenda is a consideration of funding requests from non-profit organizations in Jamestown. In 2013, the Town put a cap of $100,000 on the amount it would offer. Past recipients have been the Jamestown Public Library, Ragsdale Y, Historic Jamestown Society, Jamestown Business Association and Jamestown Youth League. After a delay of several months due to higher-thanexpected bids and, later, too
few bidders, Public Services Director Paul Blanchard is expected to submit recommendations for the lowest responsible bidder for the East Main Street/Lydia sidewalk project. Ross Sanderlin, Golf and Recreation Director, will present the quarterly report on the Jamestown Park and Golf Course. A Jamestown resident has requested a text amendment to the Land Development Ordinance allowing her to keep pigs at her home as pets. The matter was discussed at the July 8 Planning Board meeting. Director of Planning Matthew Johnson will ask for a public hearing date, expected to be in August, so the Town Council can hear the matter. For the third month in a row, the Town Council will go into a closed session following the regular session for a job evaluation discussion. The Council will meet at 6:30 p.m. in the Council Chambers at Town Hall on July 16. The public is invited to attend.

What in the Sam Hill?
By lInda WIllaRd JameStoWn friendS meeting Samuel “Sam” Hill, the son of Quaker parents Nathan Branson Hill and Eliza Lenora Mendenhall Hill, was born May 13, 1857 in the Deep River community of Guilford County, North Carolina. The disruption caused by the Civil War, led to the family moving to Minneapolis, Minnesota. Hill’s uncle, Richard Junius Mendenhall had moved to Minneapolis, Minnesota in 1856. Hill graduated from Haverford College in 1878. While at Haverford, he studied Latin, Greek, French, and German. He also studied English literature, mathematics, science, logic, rhetoric, and political science. In 1879, Hill attended Harvard University for one
year in order to obtain a second bachelor’s degree. While at Harvard, Hill studied under Henry Cabot Lodge. After his graduation from Haverford College and Harvard University, Hill returned to Minneapolis to practice law. Hill had several successful lawsuits against the Great Northern Railway. The lawsuits attracted the attention of James J. Hill, the general manager of the Great Northern Railway. Hill hired Sam Hill to represent the railway. In 1888, Sam Hill

For several years, Hill played an important part in his father-in-law’s business dealings. Unfortunately, they had some sort of falling out. It’s not known if the dispute was over business or over the failing mar-
riage of Sam and Mary Hill. In 1901, Hill settled in Seattle, Washington. Hill had major interest in the Seattle Gas and Electric Company and in the coal gas business. Hill announced that he planned to settle permanently in Seattle. His wife, Mary, did not like living in the Northwest and after six months, she and the children returned to Minneapolis, Minnesota. They continued to live apart, Mary was Catholic and divorce was out of the question. Hill was known as an “inveterate globetrotter.” He was fluent in German, French, and Italian, and at least some Russian. In 1907, Hill bought up most of the land in a small community called “Columbia” or Columbus.” This was located near the Columbia River. Hill named the parcel Maryhill
after his wife and daughter, neither of whom ever lived there. Hill originally planned to develop this property as a farming community for Quakers. This project was one of Hill’s least successful ventures. Hill developed a modest, but successful golf course and a large, simple restaurant at Semiahmoo, just north of the United StatesCanadian border. The restaurant was an early fast food restaurant. The restaurant also benefited from being on the Canadian side of the border during prohibition. Hill was also an advocate for paved roads. He once said, “Good roads are more than my hobby, they are my religion.” Hill spent a great deal of time advocating for modern road construction in Oregon and Washington. He experimented with vari-
ous paving methods on the roads in Maryhill. In 1907, Hill persuaded the University of Washington to establish the first chair in highway engineering in the United States. Hill also built two very notable monuments and an art museum. He also purchased the private Minneapolis Athenaeum and donated it to the city of Minneapolis. The Peace Arch celebrates the peaceful relations and open border between the United States and Canada. The expression, What in the Sam Hill? Is thought to have been a reference to Sam Hill and his many projects. Sam Hill died on February 21, 1931 at the age of seventy-three. Hill is buried at the Stonehenge Monument in Klickitat County, Washington.

The food children receive rotates among four menus and are kid-friendly, items children can fix for themselves, i.e. cereals, milk, stews, mac and cheese and fruit. None requires refrigeration, can openers or cooking. Based on criteria supplied by Second Harvest, a committee from the school selects children to participate in the program. Entire families are considered, so all siblings are able to have food. “We purchased the food prepackaged from Second Harvest Food Bank,” said Charlotte Stone, who along with Hall helped organize the start of the program. “We felt that was the best direction for us to go, and we continue to get the food from there.” Karen Furman has coordinated the program since 2013. “We no longer use actual backpacks,” Furman explained. “The kids would often forget to return them so they could be used the next week. Also the backpacks were too obvious to others not participating in the program.” Pastor Priddy noted that church members could not accomplish their food programs alone, but are blessed to have willing partners. What participants cook is based on proper nutrition and shopping skills. During a trip to the local Food Lion on Groometown Road, store employees provide lessons on reading labels and getting the most nutritious food possible within a budget. The store provides $10 gift cards to teens from which they must select one healthy item from each food group. Families who participate in classes must use their $10 gift cards to prepare an entire meal. On the last day of class, graduates of the program – those who have attended five of the six scheduled classes – receive a gift bag filled with cooking utensils. Participants in the recent teen Cooking Matters classes included Jacob Coughlin, Guadalupe Domingo-Lopez, Angela Hernandez, Gabriel Hernandez, Perla Hernandez, Andres Ortega-Garcia, Carolina Ortega-Garcia, Briana Ortiz, Nathan Ortiz, Melanie Padilla-Ojeda, Melissa PadillaOjeda, Jaylene Rosales, Alicia Sprinkle and Kevin Vargas-Castro. Arts Splash featuring Bombadil
The High Point Arts Council is excited to welcome Durham-based indie folk group Bombadil to High Point for the next Arts Splash Summer concert! This event will take place from 6:30 to 8:00 p.m. on Sunday, July 14, at the High Point Library Plaza and will be completely free and open to audiences of all ages. Concert-goers are encouraged to bring lawn chairs, blankets, and picnic dinners to enjoy along with the music. Bombadil has been a staple of the North Carolina music scene for many years. Being one of only a handful of artists to work with Ramseur Records (The Avett Brothers, David Childers), Bombadil has continuously built a following throughout the United States with their
their concerns in numerous public meetings with NCDOT. In addition to environmental concerns, they pointed to construction around the area schools as well as safety concerns for students once the bypass is constructed. Foes also pointed to the economic consequences of the loss of traffic and revenue to local businesses. The entire length of the bypass was estimated to take 76 homes and 30-50 businesses but unofficial estimates ran the number of businesses to 168. In 2003, it appeared one of those alternative routes would go right through the parsonage of Oakdale Methodist Church on Oakdale Road. “We are very much planning to be vocal, lifting up our concerns,” said Rev. Phillip Poole, Oakdale UMC minister at the time. “This is a great concern to us. “We will be drafting a letter to go out to all church members explaining the situation. We will be having several church meetings to uplift our thoughts. I am pretty confident that we will attempt to get the DOT to move the corridor to the north. “Why would you take a landmark in the community versus new construction on an empty lot,” asked Poole, referring to vacant land next to the church. Some people were concerned about the noise of the traffic disrupting church services. Shawn McGuire, a member at Oakdale United Methodist, said the DOT had been very receptive to the church and offered to meet privately to discuss the church’s situation. The DOT proposed moving the parsonage as one alternative. “In addition to taking the parsonage, our concerns are about future growth and aesthetics,” said McGuire. He said a new bridge would be 60 to 80 feet from the front walkway of the church. Also, current plans called for grading which would put the church up on a hill. Later reports indicated the church was working to save its property by seeking historic status. In December 2003, the church learned that the State Historic Preservation Office determined the land under the parsonage would be included in the Oakdale Cotton Mill historic district, making the church and the parsonage eligible for listing on the National Register

day, unless a petition was received prior to that date signed by at least 10 percent of qualified voters in Jamestown opposed to the ordinance. A petition was received on June 24, a Monday, asking for the Town Council to call for a special election allowing residents of Jamestown to vote on the charter amendment. The petition was forwarded to the Guilford County Board of Elections and was validated July 1 as having 324 of the 356 signatures determined to be registered voters. Only 298 signatures were required. Therefore, the ordinance is not in effect. The Council had the option to hold a special election in November regarding the issue – or to not change the charter. In a special called Town Council meeting the morning of July 5, the Council unanimously voted to place the charter amendment on the ballot at the Nov. 5 gen-
eral election. As this vote was the only item on the agenda, the meeting lasted only five minutes. It’s now your chance, residents of Jamestown, to cast your vote. If approved by voters, the town’s charter will be amended to allow for staggered terms and the outcome of the Nov. 5 election will be affected. Currently, councilmembers and mayor are elected for two-year terms. With the change to the charter, members and mayor will be elected to four-year terms. The exception is this year, when the two candidates for Council receiving the highest number of votes will be elected to four-year terms and those receiving the next highest number of votes will serve twoyear terms. These two-year councilmembers would be up for re-election in 2021 and could run for a fouryear term. Thus, a maxi-
mum of half of the Council would be elected every two years. The mayor would serve a four-year term beginning with the November election, provided the charter amendment is approved by voters. Perhaps ironically, the special council meeting was held the first day of filing for municipal elections. Potential candidates have until July 18 to file and all potential candidates will be given a letter by the Board of Elections, written by Jamestown town Manager Kenny Cole, stating the possible outcomes of the vote on the charter. All current Jamestown councilmembers are up for re-election this year. As of 5 p.m. July 5, councilmembers Rebecca Rayborn and John Capes have filed to keep their seats, along with former councilmember Lawrence Straughn.

continued from front of Historic Places. Federal regulations require that road projects receiving federal funds must avoid historic properties when feasible and prudent to do so. (In November 2005, NCDOT declared the church a historic property.) However, some church members were still not happy. “(NCDOT) is forcing the church to chose between our parsonage and our neighbors’ houses,” said McGuire. “That is an unfair choice.” Additionally, it was reported in March 2005 that “NCDOT must entertain all comments from residents of Bull Run Village subdivision (just north and across from Oakdale United Methodist). Bull Run Village became the new route chosen by NCDOT, saving the church property. In late-October, 2003, the News reported that a group had formed to fight the bypass. “Opponents of the proposed Jamestown Bypass hope to make the North Carolina Department of Transportation sit up and take notice that they will not abide a road that splits the community in half. “About a dozen people, calling themselves Advocates Against the Jamestown Bypass, met at Oakdale United Methodist Church Oct. 23 to discuss ways to stop the road project. The group of home and business owners and church members who will be directly affected by the bypass is circulating petitions against the road throughout the community. The petitions will be presented to the DOT by Nov. 15, the last day for public comment on the project.” Opponents believed the road would lessen property values, making many areas of the community undesirable and business owners also feared loss of customers. Foes agree that something needs to be done about traffic problems in Jamestown, but do not think the current proposal is the answer. Jamestown resident Cheryl Smith spoke at a meeting held by local officials including Kay Hagan, Sen. John Edwards and Rep. Howard Coble on Dec. 29, 2003. She stated, “The residents of the Jamestown area, and surrounding Greensboro and High Point communities, who this bypass is supposed to serve, will suffer a loss of convenience – in many places

Our small, quiet community will be bisected. Our historic Oakdale and surrounding neighborhoods separated from the rest of Jamestown. With only one exception, not one single person/business owner contacted is supportive of this recommended bypass. Every one suggests using Business 85 [as an] alternative. As a community, we can see problems that engineers in Raleigh cannot.” Smith acknowledged she was not a business owner or a residential property owner whose property will be impacted by the bypass, known as U-2412. “We are not giving up,” said Steve Auman, a leader of the grassroots effort to stop the project, in 2003 after a meeting with NCDOT. “This isn’t over. I feel that we have a lot of additional work to do. We will continue with the approach we have taken.” In February 2005, bypass foes took their case to the Jamestown Town Council, hoping to persuade councilmembers to stand with them in opposing the road project.
ardy. Sedgefield Baptist Church on High Point Road was also in DOT’s sights. Members sent a letter to the Jamestown Town Council on Feb. 15, 2005, voicing opposition to the bypass. They met with the Guilford County Legislative Delegation in 2006. “All of us from the delegation have heard concerns from residents,” said Rep. Laura Wiley at the meeting. “We are here today to educate ourselves.” “I think the meeting went well,” said church member Shirley Alley. “I think (the delegates) are going to talk to some other people for us.” Wiley said after hearing from church members and others in the community the delegation would consider what options are available. “We will take all of this into consideration and talk to the delegation and see where to go from here,” said Wiley. The church was located across the street from Guilford Memorial Park Cemetery. Rather than disturb 20 graves, NCDOT decided to take the majority of Sedgefield Baptist’s property. American Beauty By RICh lOWRy We live in an era of public ugliness, of architects who deliberately make their forms unsightly and inhuman, and of public art installations that are invariably ridiculous. The most obvious exception is the ballpark, which has gotten more beautiful rather than less in a great example of renewal through a return to tradition. Paul Goldberger, a former architecture writer for The New York Times, traces this journey in his wonderful new book “Ballpark.” He rightly calls the ballpark “one of the greatest of all American building types” and argues that “as much as the town square, the street, the park, and the plaza, the baseball park is a key part of American public space.” Ballparks went from delightfully peculiar structures shoehorned into city streets, to monochromatic multiuse facilities with all the charm of public-works projects, before rediscovering the old forms. The first ballpark was built in Brooklyn in 1862 and called “Union Grounds.” Amazingly enough, “The Star-Spangled Banner,” not yet the national anthem, was played before the first game. The wooden parks of the 19th century tended to burn down, sometimes spectacularly (a fire at the South End Grounds in Boston took out 200 buildings in Roxbury). The 20th century brought the age of steel, brick and concrete, and “the Golden Age” of 1912-14. It gave us Crosley Field, where the Reds played until 1970, with an upward slope known as the “terrace” in left field; Tiger Stadium, quirky and cozy (a flagpole stood in the field of play in deep center); and especially the “jewel boxes” of Fenway, Wrigley and Ebbets. Subsequent decades brought a flight from
cities, and from idiosyncrasy. Cleveland previewed what was to come in the 1930s with its publicly funded, gargantuan, usually half-empty, symmetrical, multisport Municipal Stadium, or the “Mistake by the Lake.” The truly dreadful, indistinguishable concrete doughnuts, made for football and baseball but manifestly unsuited for the latter, arrived beginning in the 1960s. The turning point was Camden Yards in Baltimore, opened in 1992. Originally conceived as another multisport suburban facility, it instead decisively moved baseball beyond such hybrids. Camden Yards has a red-brick exterior and exposed steel supports inside, eschewing the concrete of the doughnuts. It limits foul territory to bring ground-level seats closer. The stands are arranged asymmetrically to avoid a deadening sameness, and frame a view of the Baltimore skyline, anchoring the park in the city. It was such a triumph that its retro style has become a design cliche. Its influence stamped the best of the new parks: PNC Park in Pittsburgh, which, outside of Fenway and Wrigley, might be the most charming place to watch a game in the country; Oracle Park in San Francisco, which is everything its execrable forebear, Candlestick, wasn’t; T-Mobile Park in Seattle, which is enchanting despite a retractable roof. Goldberger writes of how the ballpark, with its lush field at the center of an enclosure of concrete and steel, is the garden in the city, a sports combination of the Jeffersonian agrarian tradition and the Hamiltonian emphasis on cities and industry. My mother was such a great cook that she managed to make them taste delicious, but green beans were not a vegetable I ever requested for dinner. It’s no wonder that when I tasted freshfrom-the garden Kentucky Wonder heirloom green beans they became my hands-down favorite! Whether you call them string beans, green beans or snap beans, they are one of the most common garden vegetables in the United States. String beans come in many forms — some 130 in all — ranging from the petite, delicately flavored French variety called haricot verts to the broader, meaty Italian specimens. String beans are divided into two categories: bush beans, which have a long, slender, rounded pod, and pole beans, which are usually large and quite flat. Decades ago, string beans were named for the tough fibers that ran from one tip to the other. Although these strings have long been bred out of most varieties, the moniker has stuck. The pods of these beans can be green, yellow (referred to as wax beans), purple, red or streaked. String beans are actually immature seeds and pods; if left on the bush, the seeds swell and the pods become too fibrous to eat. However, they do not mature to become “shell” beans. String beans are bred specifically for their youthful succulence and tenderness, and are meant to be eaten pods and all. Because green beans are high in fiber and water, they are low in calories, with only 22 calories in a 1/2 cup serving. Green beans are naturally low in sodium. To take advantage of this, flavor green beans with basil, dill, marjoram, mint, oregano or thyme. Selecting Green Beans: High-quality green beans are crisp and tender, without scars. Wellshaped pods with small seeds are desirable. Length is unimportant. Green beans should feel pliable and velvety, not hard or tough. Preparing Green Beans: Here’s how to produce the best color, flavor and nutrient retention. Bring a small amount of water to boil — not more than 1 inch in the bottom of a pan for 1 pound of fresh green beans. Add green beans and cook uncovered for the first few minutes to let some of the volatile acids escape in the steam. (This will preserve the bright green color.) Cover and cook until just tender-crisp. Newer varieties of green beans are more tender and do not need to cook as long as the older varieties. One pound of crosscut green beans will be ready to serve in 13 to 15 minutes. Overheating and overcooking cause discoloration.

DEAR M.W.: Bacteria can get into the bloodstream occasionally in healthy people. They often enter through the mouth, especially in people with poor oral hygiene or with inflammatory oral conditions, such as gingivitis (gums) or periodontitis (tooth lining). The reason to take antibiotics is to prevent the bacteria in the blood from getting into someplace they are likely to cause harm, such as prosthetic heart valves, joints or stents. For years, expert groups recommended taking antibiotics around the time of dental procedures. The problem is that it’s not clear whether antibiotics help prevent infection, and it is clear that antibiotics have the potential to cause harm, although the risk of serious problems with a single dose of amoxicillin is pretty small. No study has ever shown a reduction in the rate of serious infections from using antibiotics before a dental procedure. Further, bacteria are just about as likely to get into the bloodstream after brushing (or even after a bowel movement). For this reason, antibiotics to be taken before dental procedures are reserved for people at the highest risk, those in whom an infection would be extremely dangerous. This includes people with artificial materials in the bloodstream, such as prosthetic heart valves, or with repaired congenital heart disease. People with any history of infection of the heart valves are at high risk and should receive antibiotics. For people like you, with orthopedic hardware, infection after a dental procedure is rare. A joint statement by the American Dental Association and the American Academy of Orthopedic Surgeons instructed: “In general, for patients with prosthetic joint implants, prophylactic antibiotics are not recommended prior to dental procedures to prevent prosthetic joint infection.” However, any given person may have underlying surgical or medical issues that may supersede these general recommendations. What remains important is maintaining good oral hygiene and promptly treating any dental infections. DEAR DR. ROACH: I am a healthy 79-year-old who takes the blood thinner Xarelto for occasional atrial fibrillation. I hear it can be dangerous. I have had rectal bleeding in the past, which wasn’t serious but was scary. I can’t take aspirin, so when I accidently took it in an over-the-counter cold medication, I threw up blood. Should I be worried about being on Xarelto? — E.H. DEAR E.H.: Xarelto has the same or somewhat lower risk of bleeding than warfarin (Coumadin), but it cannot be reversed in an emergency. Aspirin significantly increases bleeding risk when added to Xarelto (or warfarin, or any of the other newer anticoagulants). Throwing up blood is potentially a medical emergency, and you should at least talk to, if not see, your doctor that same day. If you threw up more than just a little blood, you should be on your way to the emergency room. The decision to take anticoagulation to prevent stroke in atrial fibrillation is based on your benefits weighed against your risks. Given a history of vomiting blood and rectal bleeding, I would have a long talk with your doctor before making a decision. lIFESTylES Friendship bracelets are summer classic By dOnna eRICksOn donna’S day: creative family fun As I latched a favorite bracelet made of reindeer leather and spun silver/ pewter designed by the Sami artisans in the north of Sweden around my wrist, I couldn’t help but think that sometimes “things” really do matter. I wear it paired with a silver bangle when I dress up, or as is when I come and go. A Swedish cousin gave it to me after her extended stay with our family in Minnesota when she was a teen. It was a “thank you,” and a token of our friendship. When I wear it, I think of Annika. Bracelets can be stylish reminders of friendships in our lives, past and present, but they don’t need to be made out of reindeer leather to accomplish that purpose. It’s no wonder colorful strings of embroidery floss woven in patterns and stacked up on wrists and ankles of kids have been so popular. Make that, still popular. Maybe you remember creating the classic “friendship bracelet” as a child and giving it to your bunkmate at summer camp with the promise that you’d be friends forever. Cousins Amy Weiss and Maddie Reeder got into making bracelets when they met up at their grandmother’s mountain cabin in California. As they chose colors, braided and chatted, Amy said: “If you wear a lot of them, kids wonder where you got them. I like to share the story behind each bracelet when they ask. One time, someone wanted to know how my favorite was made, so I showed her and then we became friends. It just continues.”

Tie a firm knot 2 inches from the tied ends and start braiding like you would braid hair. Continue, then check the size by wrapping around a friend’s wrist. When it fits as a single or double bracelet, make a knot and cut off any extra thread. Kids may wish to add extras, like stringing on colorful beads or charms from craft stores.
