Planning Board recommends Harvey Road rezoning By CAROL BROOKS freelance writer cab1hp@gmail.com The Jamestown Planning Board unanimously voted to recommend to the Town Council a rezoning request for a new development at 4718 Harvey Road. The vote came after much discussion and audience comments, mostly related to the development’s location across the street from both Jamestown Middle School and Haynes-Inman School.

The Board first heard the request June 13 from Windsor Homes Land Acquisition and Development Services, LLC, which made the request for the property owners, Sherril and Kitsie Auman, who live in Dallas, Texas. The topic was consideration of an amendment to the Land Development Ordinance changing the zoning of 4718 Harvey Road from Agricultural (AG) to Conditional Zoning-Bypass (CZ-B). The parcel, known as the

Auman property, is approximately 31.4 acres. The Jamestown Bypass, currently under construction, abuts the northern side of the property. Council approves property donation for fire station By CAROL BROOKS freelance writer cab1hp@gmail.com With new development in the Guilford College Road/West Gate City Boulevard area, the Pinecroft-Sedgefield Fire Department conducted a study for their service district in 2021. The study identified the need for a potential future station along the West Gate City Boulevard corridor. PSFD Chief Derek Carson worked with NCDOT to discuss the possibility of acquiring the parcel located at 6007 W. Gate City Blvd. NCDOT is allowed to donate land for public uses to municipalities and Chief Carson asked the Town of Jamestown to assist in this process. PSFD would lease the property from the Town and maintain it. Should the property no longer be used by the fire department, it would revert back to NCDOT. The Town Council unanimously accepted the donation of this land and authorized the town manager and town attorney to draft a long-term lease for this property for PSFD to use for a future station site. see council, page 2

Several food trucks will be on hand. National Night Out is a national community-building campaign that promotes police and public safety/ community partnerships. It is celebrated annually on the first Tuesday of August.

William J. White scholarships Bill White scholarships, given to former Colt Leaguers who are entering a college or university, were presented between the opening night games of the Colt East Zone Tournament, July 20 at StonerWhite Stadium in Greensboro. Bill White’s granddaughter, Courtney Lowrance, and Bobby Dawson, the first scholarship recipient in 1981, presented the checks and plaques respectively. The fund was established in 1980 following White’s death from cancer. White was responsible for starting Colt Baseball (15 & 16 year-olds) locally in 1965. This fund awards scholarships based on academic excellence, exemplary citizenship, and financial need. Since its beginning nearly 300 scholarships have been awarded totaling over $275,000. The amounts range from $500 to $2,500. The 2022 recipients of the Bill White Scholarships and their high schools include: Tyler Albright, Grimsley; Adam Cromer, Western Guilford; Colby Daniel, Jordan Matthews; Samuel Francis, Dudley; Jackson Hill, Page; and John Martin, Western Alamance. A portion of Jamestown Bypass now open By CAROL BROOKS freelance writer cab1hp@gmail.com A Penny Road man, Toriano Marcellus Cave, 51, was arrested and charged with one felony count of allegedly owning and/or possessing a dog with the intent that the dog be used in the fighting of that dog with another dog or with another animal. On July 20, a total of 15 dogs, including three adult males, three adult females, and nine newborn females, were seized from Cave’s home. All American Society for the Prevention of Cruelty to Animals spent hours removing dogs from kennels. Guilford County Animal Services and the U.S. Department of Agriculture

Toriano Marcellus Cave also assisted. Medical attention was given to dogs that needed it. The Sheriff’s Office has investigated the problem in the 1200 block of Penny Road for six months after being tipped off by neighbors. High Point Police have had 10 complaints over the

past three years of animal neglect, hearing someone choking a dog, making threats to kill the dogs, and beating a dog. “We’ve had complaints on this specific residence for a while,” Guilford County Sheriff Danny Rogers told Fox8. “When the dogs continue to become a nuisance to the community and neighbors begin to start complaining, then we have to look into it. “We’re going to shut it down locally and, hopefully, we get it shut down throughout the state.” North Carolina General Statute 14-362.2(b) of the state animal cruelty law states, “A person who owns, possesses, or trains a dog with the intent that the dog

be used in an exhibition featuring the baiting of that dog or the fighting of that dog with another dog or with another animal is guilty of a Class H felony.” Rogers believes there could be six additional people tied to this case and more dogs involved as well. All of the dogs were pit bulls. Rogers said that breed is known to be a fighting dog as well as being bred for sale to other people for fighting. The investigation is ongoing. The first portion of the Jamestown bypass was scheduled to open July 26, weather permitting. NCDOT will shift traffic to the new road from Greensboro Road in east High Point to a 0.2-mile segment of the bypass. The shift will be from Enterprise Drive/Spencer Street, just east of I-74 near Bojangles, to a new traffic signal on the bypass at what will become an extension of Lindale Drive. Until the entire bypass opens in the fall of 2023, travelers to Jamestown must turn left at the signal and merge back onto Greensboro Road, beside Dunbar and Smith, Inc. The original section of Greensboro Road will still

Man charged with owning dogs for fighting

Due to the opening of the new section, traffic is expected to be slow as work continues. “We are shifting where the majority of traffic is going to be slowing through,” said Harris Kay, DOT public information officer. “As the traffic is being shifted, people should be prepared to slow down.” Discussion about the need for a bypass has been ongoing since the 1980s. Work began in earnest in 2018. When completed in the spring of 2023, the bypass will stretch for approximately four miles from near I-74 in High Point to Guilford College Road where it will re-connect with West Gate City Boulevard.

Since the southern portion of the property is a watershed area with an unnamed tributary, there will be no construction here. Therefore, more than double the number of trees will remain than is required in the Land Development Ordinance. The development is targeted to emptynesters looking to downsize but is not confined to that demographic. If a commercial section is added, it would be limited to a post office, medical-type office, professional office, financial institution, florist/gift shop or hardware store. Fast-food businesses are not allowed. The Town’s Comprehensive Plan identifies this area as a primary growth area and the Future Land Use Map indicates a mixed-use area. Mixed Use classification has a mixture of low intensity office and service uses near a bypass intersection along with a mixture of a wide range of housing types. Audience as well as Planning Board members were concerned that this development will add to the already crowded road conditions during the times the students are dropped off and picked up. Since the pandemic, more parents are driving children to school rather than having them ride a bus. There are already nearly 4,000 trips along Harvey Road and the new development could add 500 more if it is residential and up to 843 if there is a commercial area. Three other schools are near the area where Harvey Road intersects with Vickrey Chapel Road, approximately a half-mile away. Since the initial request in June, the applicant has added a condition that a traffic impact analysis (TIA) be performed. It is believed this is needed since schools are involved. Dionne Brown, a project engineer with Davenport Engineers in Raleigh is working on the TIA and disagreed. “This development does not generate enough trips to require a TIA,” Brown said. She noted that she is talking with

NCDOT engineers who were concerned the TIA was being done while school was not in session. NCDOT suggested using a previous forecast done during the school year to suggest the future impact of a development. Brown said a division of NCDOT, Municipal School Transportation Assistance, could be contacted for assistance. She pointed out that there are only two driveways to townhomes located on Harvey Road, plus the main development entrance. If there is a commercial portion, another driveway would be added. Teresa and Charles Alden, who live on Hethwood and have an adult daughter attending Haynes-Inman, both gave emotional pleas to reject the proposed development. “This is going to affect the specialneeds community negatively,” Teresa Alden said. “This will affect the entire town with hundreds of school children being affected. “What happens when schools let out early for tornados [or other events],” Charles Alden said. “We’re not thinking here. Not thinking long-term.” Board member Peggy Levy was in favor of the rezoning request. “The requirements they are putting in exceed our standards, which is excellent,” Levy said. She would like to see some visitor parking added. Member Sherrie Richmond agreed but vetoed any commercial portion. “It’s important we not ignore the people who already live in Jamestown and who are impacted by these decisions,” said Planning Board Chair Sarah Glanville. She said Town Planner Anna Hawryluk has gone out of her way to contact the schools to address the issue. “The developer is doing the TIA which is above and beyond what they need to do,” Glanville added. Although the TIA has begun, it had not been finalized by the Board’s meeting. However, the Town Council will have the final say on the rezoning, at which time the analysis will have been completed.

Manager Katlyn Davis was told it was due to a lack of revenue coming in. She could not help but wonder, however, if it was the higher prices at that franchise location. Davis had only been general manager of the store for two and a half months, but said she loved the job. “The employees were the best feature,” she said. “They

were great to work with. Of course, I have always gotten good service and amazing food at any Subway location I have visited.” Subway was founded in August 1965 in Bridgeport, Conn., by 17-year-old Fred DeLuca. Peter Buck financed Deluca’s endeavor and it was originally called Pete’s Super Submarines. The business was renamed Subway three years later and began a franchise in 1975 with a second Subway in Wallingford, Conn. Today it is a global franchise. Davis noted that the Adams Farm Subway not only served the local com-

munity, but previously supplied box lunches to Guilford Technical Community College, which were sold through its bookstore. These included turkey and cheese, ham and cheese and veggie sandwiches. At this writing, verification could not be made as to whether or not the college will seek services from another Subway location. Local Subways include one in Forestdale Plaza in Jamestown and one at Furnitureland South. Davis says she would love to find a job at another local Subway, but if unable to do so will move on.

cONtiNUeD frOM frONt Town Manager Matthew Johnson stressed if a new station is constructed, it would not replace the Jamestown Station #46. The 3.44-acre vacant property is on the corner of Scotland Road and across the street from Guilford Memorial Park. Councilmember Martha Wolfe reported the East Main Street/Lydia Sidewalk project is to be completed by Aug. 31. NCDOT has added chevron pavement markings along East Fork Road for safety. A crosswalk is being constructed from the High Point City Lake Park entrance across West Main Street to the Mendenhall Homeplace. In his manager’s report, Johnson reported the town would be transitioning to carts for solid waste by late spring or early summer next year. These would be similar to the current recycling carts.

in other business: • The Council unanimously approved the Americans with Disabilities Act Transition Plan. The 641-page document outlines how the Town handles residents and visitors with disabilities to its facilities. ADA compliance is required by the Department of Justice. After its original presentation on June 23, councilmembers continued the public hearing with concerns that needed to be addressed. A main concern was whether the Jamestown Public Library was required to be ADA compliant. Since it is an historic building, it is not required but future improvements must be compliant. • For the 15th consecutive year, Jamestown Finance Director Judy Gallman and her team received the Certificate of Excellence in

Financial Reporting from the Governmental Finance Officer’s Association. This award, the highest given by GFOA, is in recognition of the finance department’s efforts to go above and beyond in transparency and accountability to the public in reporting the Town’s financial position. • Parks Superintendent Scott Coakley and Groundskeeper Josh Brown accepted a proclamation recognizing July as Parks and Recreation Month. • The Council created a capital project ordinance for a multi-year fund for construction of a sidewalk along Penny Road. Following the regular session, the Council spent approximately 1.5 hours in closed session to discuss a personnel matter. No business was conducted when the regular session resumed.

They’re inexpensive, and each one can stretch into three meals. Of course, this depends on the number of people you’re feeding and the size of their appetites. We begin by roasting one whole chicken with vegetables. Double the recipe for larger families. The first meal is sliced chicken breast with roast veggies. Add crusty bread to schmear with roast garlic and sop up the delectable juices. Next, pick every morsel of meat off the bones, reserving the bones and 1 1/2 cups of chicken to make chicken soup. Use the remainder to make a “round two” meal. roast chicKeN aND VegetaBles total time: 1 hour 25 minutes servings: serves 4 for 3 days 6 large potatoes 6 large carrots 1 large onion 2 tablespoons olive oil salt and pepper 1 (5 to 6 pound) whole chicken 2 tablespoons butter, melted 1 head garlic

Sliced chicken with veggies makes a delicious cheap eat. chicken with melted butter. Liberally season with salt and pepper. Place the chicken on top of the veggies. Separate the garlic into cloves and scatter amongst the veggies. Place the pan, uncovered, in the oven and roast for 75 minutes, or until the temperature registers 175 F in the thigh. Remove the chicken, tent with foil to rest for 15 minutes before carving. For “round two” I suggest making chicken pot pie using leftover veggies and refrigerated pie crust or chicken and potato casserole. Finally, let’s make chicken bone broth. The wonderful thing about chicken broth is that it’s made from things you’d normally throw away. Use your freezer to store chicken bones and the cut ends of veggies (carrots, celery, onions, garlic, herb stems) until ready to use. Talk about frugal and fabulous!

Preheat oven to 400 F degrees. GTCC named recipient of $100,000 grant from Metallica Scholars Initiative pReSS ReleASe Guilford Technical Community College has been selected from a field of community colleges across the country to receive $100,000 from the Metallica Scholars Initiative to transform the future of students in the community. Since establishing the Metallica Scholars Initiative in 2019, All Within My Hands (AWMH) has been working with the American Association of Community Colleges (AACC) to provide direct support for career and technical education programs across the U.S. to directly support students while elevating the importance of career and technical education. GTCC was one of 10 community colleges from across the nation selected as a first-time recipient this year. The goal of the Metallica Scholars Initiative has been to grow a concept to a thriving educational strategy that focuses on enhancing skills while providing services to students looking to enter a traditional trade or other applied learning programs. “Our goal for the Metallica Scholars Initiative is to shine a light on workforce education and support the next generation of tradespeople. With the addition of the 2022-2023 Metallica Scholars program, our grants will reach over 2,000 men and women in 32 community colleges across 27 states,” said Pete Delgrosso, executive director of All Within My Hands. “We are honored to support these students of all ages and backgrounds and look forward to growing the program even farther in the future.” All Within My Hands will replicate the program further by adding 10 more schools to the roster, investing $1.8 million to expand in year four. school leaDers chaNge positioNs • Casey Lloyd is the new principal of Southwest Elementary School. Lloyd comes to SWE from Alderman Elementary, where she has been school leader since 2019. Before that, she served as assistant principal at Hunter Elementary for two years and curriculum facilitator for one year. Lloyd holds a bachelor’s degree from Elon University in elementary and special education and a master’s degree in educational leadership from High Point University. • The Guilford County School Board has appointed Duane Lewis as the new leader of SCALE Greensboro. Lewis previously severed as assistant principal at Jamestown Middle and most recently as an assistant principal at Southwest Guilford High School. While at Southwest, Lewis led the Equal Opportunity School initiative to increase student enrollment in AP courses. • David Graves is the new principal at Northeast Middle School. Graves was an assistant principal at Ragsdale High School where he assisted with growing the school’s overall composite score. During the pandemic, he worked with the senior leadership to develop a strategic plan to continue instructing students. He also organized staff teams to perform wellness checks on families and students.
