CJ Greene begins school year under new leadership By NORMA B. dENNIS FreeLANCe WrIter ndworddesign@gmail.com It is official. As of July 1, Folice Bailey is the new principal at CJ Greene Education Center, a public separate school in Jamestown serving students in 9th grade through age 22 years with special needs. Bailey comes to the local school from Page High School where she served as assistant principal for the past two years. The Jamestown area is not new to Bailey, however. She began her teaching career at Jamestown
Elementary School where she taught fourth and fifth grades for seven years. “I had set a goal to begin another degree within five years,” Bailey acknowledged. “I served in several leadership positions at JES, and Debbie Dawson, the principal at that time, encouraged me to participate in the first Guilford County Schools Administrative Cohort. She thought I would be a good fit, so I applied and was accepted.” Bailey admits she misses the up-close, day-to-day contact with students in a classroom, but feels as an administrator she is able
to have an impact on a broader school population. “I can help students and teachers grow and develop on a much larger scale,” she said. Since becoming an administrator, Bailey has worked in several school settings. In addition to Page High School, she has worked as an assistant at Grimsley and Western Guilford high schools. She also worked at Turning Point in a therapeutic setting and served as curriculum facilitator at Fairview Elementary and as principal at Montlieu Elementary.
“As an assistant administrator, I was often assigned to the exceptional children population,” Bailey said. “I had to figure out how best to serve these students and I invested a lot of time and energy into that. I learned not only how to work with them, but how to advocate for them as well. “I have a heart for these students and when the opportunity to be principal at CJ Greene became available, I wanted to come here. Pig issue goes to Superior Court It’s been nearly six months since Jamestown’s Board of Adjustment ruled that Lori Herron could not have potbelly pigs on her property at 2216 Guilford College Road. Since then, Herron filed a lawsuit against the Town of Jamestown on March 31 with the Guilford County Superior Court and served notice that she plans to appeal the Board of Adjustment ruling to Superior Court as well. Herron’s lawsuit lists 44 points against the Town, including a petition for declaratory judgment, citing the time limit for the Town to bring action against her had expired; a motion to prohibit enforcement of the specific ordinance cited by the Town; and a claim for relief for attorney fees and costs. The suit also requests the issue to be tried before a jury and that the court make a judgment that the Town’s ordinance is unenforceable against Herron’s property. “The Town of Jamestown has violated the North Carolina General statutes repeatedly,” said Michael Young, Herron’s husband. Nowhere in the lawsuit does it reference the pigs as being emotional-support animals, something Herron
has stated from the beginning. Town Manager Kenny Cole deferred all inquiries to Town Attorney Beth Koonce. Her collegue, Chris Finan at Roberson, Haworth and Reese, PLLC, is handling the actual litigation. “All the Town has filed is a counterclaim to the lawsuit that Ms. Herron filed,” Koonce said. “We have not initiated any action against Ms. Herron in the court.” The cases will be heard separately but Koonce admitted that with two cases pending, “the litigation is complicated.” Courts reopened June 22 after the coronavirus shutdown but due to a backlog, neither Cole nor Koonce expect the case to go before a judge before August. In the meantime, the 10 pigs are still there and no penalties from the Town have been assessed. “The pigs are doing well and still living in the same household without another peep from the Town of Jamestown,” said Young. He believes the pigs are protected by the Town’s grandfather clause, which basically means an old rule continues to apply to some existing situations while a new rule will apply to all future cases. In the book Oxendine described the games that were a part of everyday life in Indian culture, including lacrosse-type games, running, archery, swimming, snow snake, hoop-and-pole, and games of chance. He followed the career of famous athletes such as Jim Thorpe in what he calls the apex of Indian sports during the first three decades of the last century. As an expert on American Indian sports, he worried about the nega-

Background When Herron and Young were considering purchasing a home in Jamestown, they only had one pig. They contacted the Town in February 2000 and were told town ordinances did not regulate pet pigs. Over time, the couple acquired another pig which turned out to be pregnant. In 2005, a neighbor complained to the Town that a loose pig was eating her flowers and Herron was told that the Town did not indicate keeping of pigs was illegal. No code violation was issued at the time. In 2011, Herron constructed a fence for the pigs and in 2012 it was replaced by a sturdier fence, both visible from Guilford College Road. Herron said a Town representative visited the home in 2013 and 2015 as a result of complaints from neighbors about debris but did not say anything about the pigs. A neighbor complained to the Guilford County Animal Control in 2017 that the pigs were being kept in unsanitary conditions. However, when Animal Control conducted a welfare check, the pigs were found to be fine and no penalties were assessed. Jamestown Planning Director Matthew Johnson visited the house on Feb. 26, 2019, after receiving complaints about debris. He said he could not get to the front door of the house due to the pigs. He sent a notice to Herron the next day stating the Town did not believe that it was legal to have pigs in a residential zone. He outlined several violations
and requested the rubbish be removed within 10 days and the pigs within 30 days. The plumbing trash was removed but Herron requested an additional 60 days to find a new home for the pigs. Herron attended the Town Council meeting May 21, 2019, and asked to be allowed to keep the pigs on her property. Since this was public comment, no action was taken. Herron then suggested a text amendment to Article 3, Definitions, of the Land Development Ordinance regarding the keeping of pigs within town limits. The article currently defines “limited agriculture” as “the keeping of gardens and animals for non-commercial domestic use. Such agriculture generally refers to, but is not limited to, domestic fowl such as chickens, turkeys, ducks and geese, bees, and other small animals (ex: rabbits). Limited agriculture does not permit livestock such as horses, cows, llamas, sheep, swine or the like.” Herron claims her potbelly pigs are pets and therapy animals, not livestock. She asked to amend the text to read, “Limited agriculture does not permit livestock, animals used for food or fiber, such as horses, cows, llamas, sheep, swine over 300 pounds, or the like, not to include miniature or potbellied pigs that are kept as and considered to be pets.” Johnson was opposed to the amendment and following a public hearing July 9, 2019, the Jamestown Planning Board unanimously denied the amendment. The group also recommended Town staff continue research on the issue and propose ordinance language that would be more appropriate.
continued from front The Town Council held a public hearing Aug. 20, 2019, and upheld the Planning Board’s decision. Following a closed session on Oct. 22, the Council directed the town attorney to take the necessary legal steps to enforce the ordinance related to the keeping of swine within a residentially-zoned district at 2216 Guilford College Road, including the levying of fines, injunctive relief or any other legal means necessary. On Nov. 18, Koonce sent an email to Herron and Young stating, “The Town of Jamestown is moving forward with enforcement of the code violation against you. The next steps will involve financial penalties and the seeking of an injunction from Superior Court enforcing the provisions of the Town’s Ordinance against keeping pigs in residentially-zoned areas.” Under the Jamestown Land Development Ordinance, the initial penalty is $100, with an additional $100 per day for each day the violation continued. Currently, the penalties are “stayed” while the case goes before Superior Court. On Feb. 4, 2020, the Jamestown Board of Adjustment met to hear Herron’s appeal of the civil penalties assessed in November. The Board denied her appeal. Johnson said he believed the category of “limited agriculture” applied. The Permitted Uses table in the ordinance does not allow livestock – and specifically mentions swine – in singlefamily residential areas in Jamestown. He believes this also applied prior to 2001, when Herron purchased her home. On March 31, 2020, Herron’s attorney, Randy Herman, filed the lawsuit against the Town.

Guilford County Schools, like other systems throughout the state, is waiting to learn which of three plans Gov. Cooper will want schools to follow as they begin Aug. 17. Bailey has already started working on strategies for her school by conducting virtual meetings with teachers and staff. As the year progresses, she would like to see CJ Greene have a presence in the community and for students to gain skills that will lead to meaningful work that enriches their lives. “I also have a vision for students to have more interaction with their peers that do not have disabilities,” Bailey said. “I want to see them build social skills and would like to reestablish the relationship they once had with GTCC students as we move forward, so they
can get the support they need while in an academic environment.” When not working, Bailey enjoys working out, singing and spending quality time with family and friends. She also likes listening to motivational speakers and watching Impact Theory, directed by Tom Bilyeu. She admits to being a pet lover and currently shares her home with canine friends. Two of her favorite children’s books are What Do You Do With An Idea? by Kobi Yamada and The Places You Will Go by Dr. Seuss. Although this school year may start out somewhat differently from the past, Bailey is still excited about continuing her work in education at CJ Greene. “I look forward to meeting the students and building relationships with them, their families and with the staff,” she said.

NCAA inquires about Indian-themed nicknames and mascots. Meanwhile, the owners of the Washington Redskins have resisted years of heavy pressure to change the team’s name. In 2013, the current owner, Dan Snyder said, “We’ll never change the name. It’s that simple. Never — you can use caps.” But times are changing and Snyder may be bending. FedEx, one of the team’s financial backers with its name on the stadium where the team plays, is applying pressure. Others such as Pepsi and Bank of America have expressed concern. Nike has removed Redskin items from its online store. If Oxendine were still alive, could he help Snyder work his way out of the emerging trap? What action would accommodate the pressures for change? I can dream of Oxendine saying, gently as was always his manner, “Maybe you all could use the red-tailed hawk that won the day for me at Pembroke. Or you could shorten it to just red hawks.” Maybe. Just think. Hail to the Red Hawks!

tive effect of Indian nicknames and mascots on the self-image of their people. Oxendine grew up in Pembroke but had been away for many years when he returned to lead the university. UNCPembroke’s nickname is “the Braves.” At Oxendine’s first basketball game as chancellor, a “Brave” mascot ran out on to the court to excite the crowd. Actually, the mascot was a costumed caricature of an Indian who ran around the court acting like a clown. Oxendine was upset and offended. But, as he told me later, the local Lumbee Indian sports fans loved the nickname and the clownish mascot. He had to proceed carefully and respectfully. Eventually, the “Brave” mascot was banished and replaced with a redtailed hawk, a bird revered by Indian people, but acknowledged to be a bit mischievous. Before Oxendine retired, he arranged for a prominent statue of a red-tailed hawk to be erected in the center of the campus to seal the mascot’s transition from demeaning caricature to a mischievous but admirable hawk. The university’s athletic teams still use “Braves” as their nickname. Their logo features a brave with a hawk on his shoulder. Because all these representations are dignified and supported by the Lumbee Tribe and surrounding Indian community, the university has avoided controversies and had good answers for

Hats off to summer fun By dONNA ERICkSON DONNA'S DAY: CreAtIVe FAMILY FUN You can do more with a newspaper than just read and recycle it. Use it to make a hat — and wear it at your child’s birthday party, a picnic at the park or just for fun! All you need are recycled newspapers, a roll of masking tape, or a large rubber band and basic art supplies or picks from your garden, if you want to decorate it.
Cedarwood Garden Club 2020-21 Officers
On Saturday, June 20, the Cedarwood garden Club held a “socially distanced” reduced meeting to install the 2020-2021 officers. With refreshments on Stacy Fogleman’s deck and chairs on her lawn, the members enjoyed being outside in the beautiful morning sunshine. Brief updates on community projects were discussed; however, most are not going forward due to the virus. Cece Leonard installed the officers and then the meeting was adjourned. DIY BASICS: Open a large newspaper sheet and place it on your head. Set a second same size sheet over the first, going in the opposite direction. Place your hand on the top of your paper-covered head while another person wraps masking tape in a circle on the newspaper, starting at your forehead and creating a band of tape around your head. Wrap tape around twice. If using a large rubber band instead of tape, another person places it on the newspaper covering your head just above your ears. Roll up all edges of newspaper tightly toward you to create a brim, or ask your helper to do it for you. Finished! Now it’s time to decorate. Pick a theme such as one of the following: GARDENING HAT: Glue pieces of seed packets above the brim to create an eye-catching band. In between the packets, glue miniature toy fruits and vegetables, and a rubber worm. TEA PARTY HAT: Glue silk flowers or tie fresh flowers and leaves around the hat. Attach streamers of ribbons to the back. You might want to add two lengths of ribbon attached to the sides to tie under your chin. WACKY HAT: Paint designs in bright colors. Let dry. Wrap several pipe cleaners around your finger to form spirals. Poke through the paper and twist and tape securely on underside. Place the spirals randomly around the hat so they spring

out. Attach charms, flowers or beads to the ends. SAFARI HAT: Paint with leopard spots, zebra stripes or camouflage designs. Glue plastic spiders, dried moss and leaves around the brim. FLAG HAT: Decorate your hat to represent the flag of your state, or country of origin. For an all-American red, white and blue hat, paint the bowl of the hat blue, the brim red and white stripes. Let dry. Squeeze household glue in star shapes over the blue portion and sprinkle with silver glitter. Show it off! Whatever your gathering, wear your “finery” in an impromptu parade or photo op.

Dear Readers: I’ll be taking a break from writing my column to focus on helping those in need during the coronavirus crisis. Meantime, I’d like to share with you some of my favorite summertime recipes from years past. Hopefully, they’ll inspire you to cook up something “DivaLicious.”
Calypso is probably best known as a type of Caribbean folk song. It’s inspired by a combination of musical styles and languages common to Trinidad. Calypso music is rhythmically smooth, and the words are often colorful and sharply critical in a witty way. This recipe for Calypso Black Bean and Corn Salad draws inspiration from the Caribbean, the easy spirit of the islands and the music heard there. The salad takes only a few minutes to assemble, and it can be served either cold or at room temperature. Best of all, most of the ingredients can be found in the pantry or the freezer. This festive salad instantly became one of my alltime favorites when I was challenged by chef Bobby Flay on his Food Network show “Throwdown With Bobby Flay.” I decided to serve the Calypso Black Bean and Corn Salad as a side dish with my fiery Jerk Chicken. about this combination of black beans, corn and spices is that it perfectly complements the smokiness of barbequed meats. It’s unique and colorful, and it tastes better the longer it sits in the pepper-infused citrus marinade. The judges loved my dishes, and I was declared the winner of the challenge. While it was wonderful to claim a culinary victory over chef Flay, the real winners were the guests at the barbeque. They got to eat some of the best dishes in Texas! Try this delicious salad, and you’ll feel like a winner, too! CALYPSO CORN AND BLACK BEAN SALAD 1 (10-ounce) package frozen corn kernels, thawed 2 (15-ounce) cans blackbeans, drained and rinsed 1 large red bell pepper, seeded and diced 1 small fresh jalapeño chili, seeded and minced

1/2 cup firmly packed chopped fresh cilantro 1/4 cup freshly squeezed lime juice 2 tablespoons vegetable oil 1 teaspoon sugar 1 teaspoon salt 1 teaspoon freshly ground black pepper
Combine the corn, beans, bell pepper, jalapeno, cilantro, lime juice, oil, sugar, salt and pepper in a large bowl. Taste and adjust seasonings. Cover and chill one hour or overnight to combine flavors. Serves 4 to 6.
