Boards learn procedures for land use proceedings By CAROL BROOKS freelance writer cab1hp@gmail.com The Jamestown Town Council has been kept busy in recent weeks, with special meetings. One combined the incumbents with challengers for an information session and another, on Aug. 11, was a joint meeting with the Planning Board. Representatives from D.R. Horton, the company that purchased the Johnson property from Diamondback Investment Group in July, also attended the second meeting. With proposed development of the Johnson property along Guil-
ford College and Mackay Roads, Interim Town Manager David Treme thought the council and board members should be updated on some changes in the N.C. General Statutes, namely Chapter 160D. This is a new land use law consolidating city and county statutes for development regulations into a single, unified chapter. While the new law does not make major policy changes or shifts of authority granted to local governments, it does provide many clarifying amendments and reforms that will need to be incorporated into local development regulations and how meetings should be conducted.
The three-hour meeting began with an overview of updates to conflicts of interest matters. This was presented by Vagn Hansen of Benchmark Planning, which is working on an update to the Town’s Comprehensive Plan. Chapter 160D revisions have been included in the plan. Hansen outlined how financial and/or personal involvement in a developmental land use project could create conflicts of interest. These conflicts also apply to quasi-judicial hearings. “[For a governing board], when making legislative decisions, you should not be participating if you have a direct, substantial and read-
ily identifiable financial impact on the project,” Hansen said. He added that these laws also apply to Town staff. Additionally, members of these governing bodies should recuse themselves if they had a close familial, business or other relationship to parties in the development. Hansen posed several scenarios to the participants to gauge their reactions. Some solutions were obvious, but several stumped the Council and Planning Board. He then outlined procedures for land use hearings, stating communication between the boards and applicants and constituents was
important for understanding the situation. This is not allowed in quasi-judicial hearings. Decisions should be made in a reasonable timeframe. Effective Oct. 1, 2017, the state law changed regarding the adoption of “consistency statements” when amending zoning ordinances. The Planning Board and Council both must determine if the application, whether a zoning issue or text amendment, is consistent with existing Town ordinances and the Comprehensive Plan. Not far from Andrew White’s new business is his old high school, Ragsdale, from which he graduated in 2007, as well as the Ragsdale YMCA where he swam. His wife Mary Kate can also sense she is just a couple of miles away from her former place of work, the ACC headquarters on Grandover Parkway. For Andrew, opening the new Chick-fil-A at Grandover Village means coming home. His parents still live in Adams Farm. For Mary Kate, it’s a homecoming of a sort for her as well. From the Wilmington area, she graduated from UNC-G. Andrew is the owner/ operator of the new restaurant and Mary Kate is the marketing and community relations person. “When Andrew shared his dream with me about becoming a Chick-fil-A owner/operator, it became our dream, not just his,” Mary Kate said. Andrew started his career with the company when he was 16, working at the Wendover store. It didn’t take him long to know this was what he wanted his career to be. “I spent about a year-and-a-half at Wendover with Ed Ayers,” he said. “After about a month of working, I decided I wanted to be a Chick-fil-A owner/operator. “When I was 8 years old, I just sensed the service and the care the staff had for the guests. I looked at my mom and said, ‘I’m going to work here one day.’ The supervisor overheard me say that and gave me an application, saying when I got old enough to bring it back and get a job. I kept the application and I did exactly that. “I really fell in love with serving people. It’s something that came natural to me.” During college at N.C. State, he worked for Chick-fil-A in Raleigh.
The couple moved to Wisconsin in 2015 with Chic-Fil-A, then to Iowa in 2018. “We are so proud to be Jamestown’s Chic-Fil-A,” Andrew said of the move back to North Carolina. “It’s been fun to form relationships with the Town. When Dr. Angela Monell left her old job to begin a new one she did not have far to go. The former assistant principal at Southwest Guilford High School has taken over the reins as principal for the Southwest Cowboys/Cowgirls. Before coming to Southwest in 2016, where she served as assistant principal for 10th grade students, she taught English at Hanes Middle School in Forsyth County. Her career in education, however, began in 1998 at a non-public school for students with emotional challenges. There she progressed from the role of support staff to teacher to assistant principal. The drama could not have been any better for the finish of the 2021 Wyndham Championship on Sunday at Sedgefield Country Club. He is the founder of Seth Harry and Associates, Architects and Planners. He has over 35 years of professional experience in architecture and community in the United States and overseas. His experiences include planning, design and implementation of small and largescale community developments, urban and suburban mixed-use infill projects, transit-oriented development. The team works with the public in outreach and
engagement to learn what the community wants from development. He has planned 2-hour public workshops for Sept. 14-18. The D.R. Horton company has been invited to these workshops. He will take the feedback information from each meeting and draw plans, renderings and models that represent those ideas. These plans will be presented at the following meetings to see if what was heard was what the community wanted. The workshops will be recorded and available to those who cannot attend. “By the end of the process, the community will have a very clear confirmation that their voices have been heard and incorporated

This is like a visioning process where we are soliciting input from the general community. “We talk about creating specific design standards to make sure the projects are implemented as designed and represented,” Harry said of the process to help the community be more informed in the process. “We talk about whatever commercial uses we might propose would support the downtown and complement it. But a career in education was not my original plan. I am adopted and my mother pushed me

Later, after connecting with my biological family, I found out they were all educators. “It is innate, in my blood and I cannot do anything about,” she added with a chuckle. “I realized that is who I am and why I do what I do.” Monell’s own educational background is extensive. She attended Towson State University where she received a major in mass communications and a minor in communication studies. She obtained a master’s in special education and a doctorate in educational leadership with a focus on curriculum and instruction. She completed her education with an administrative certification at NC A&T University. Her transition to principal at Southwest did not come automatically, however. Monell participated in the Principal Leadership Cohort and went through a rigorous interview process with other schools as well. “When I learned I would be at Southwest, I screamed

She feels her biggest challenge will be to keep everyone safe physically. “We also want each person to be in a good place mentally and we want to be supportive to each individual as much as possible.” When not working, Monell enjoys baking and exercising. She likes books and her latest read, What Great Principals do Differently, says a lot about her dedication to her job. “I am really exited to be at Southwest,” she emphasized again. “I already love the staff and students and feel very blessed to be here.”

In that case, the ordinance has been amended but only applies to a geographic area and is not a precedent for future developments. An inconsistency occurred recently when GTCC applied for rezoning for 6014 and 6016 W. Gate City Blvd. from Civic (CIV) to Conditional Zoning/Commercial (CZ-C). While the Planning Board approved the rezoning request in May, it noted it was inconsistent with the Town’s Comprehensive Plan. Board member Cara Arena read a “motion to approve even if inconsistent” statement, noting the request meets the development needs of the community, was reasonable and is in the public interest. The Planning Board recommended the Town Council amend the Land Development Plan (Comprehensive Plan) to reflect the approved zoning amendment. I know what is happening here and can continue to watch it grow. “The best thing about Southwest is the community, including families, staff and students. Everyone is supportive and loving when we reach out. That speaks volumes to what makes this school great.” Monell was named Guilford County Schools Assistant Principal of the Year for 2020-2021. She was the first person to receive this honor. She is adamant that all students have access to any program Southwest has to offer. She wants everyone to participate in whatever they want and to feel they have a place they belong. “As the year begins, we want to address social and emotional needs, unfinished learning from last year and handle any behavior issues

Different local organizations will be chosen to receive free Chick-fil-A for a year. Andrew regrets the restaurant did not open the previous week, to take advantage of attendees at the Wyndham Championship held at Sedgefield Country Club. The Grandover Village location, in front of Publix at 6025 W. Gate City Blvd., is a typical Chick-fil-A restaurant, with double drive-thrus and seating for 94 inside. The only difference is there is no playroom. The restaurant will be open from 6:30 a.m.-10 p.m. Monday-Saturday. “It is a dream come true for us to be here,” Mary Kate said. “We missed home during long winter days in the Midwest. We are very close to our families. This is a full-circle story for us.” “I never thought I would be in a position to be a corporate sponsor for my old school,” Andrew said of the company’s sponsorship of the gym renovation at Ragsdale High School. One of Andrew’s jobs at Chick-fil-A is dressing up as the “spokescow,” something he has experience with as a former N.C. State wolf. He auditioned to be one of the top 10 cows with the company and won, receiving the opportunity to perform in 2007 at the annual Chickfil-A Bowl in Atlanta in December. Look for him this December in the Jamestown Christmas Parade Dec. 5, promoting “eat more chikin.”

There’s a lot of blame tossed among them, but the lighthearted moments are “really” funny, as you would hope from these comedians. Whip up a fluffy cloud of happiness By patti diamond divas on a dime Look at this dessert! It’s a Pavlova, named after legendary Russian ballerina Anna Pavlova after touring Australia and New Zealand in the 1920s. It’s a texture lover’s dream, with meringue that’s crispy outside and marshmallow-soft inside, blanketed with lightly sweetened whipped cream and topped with luscious ripe berries. Did I mention it’s stunningly beautiful? It’s like a fluffy cloud of happiness, and I kinda want to face-plant into one right now. This is one of those wonderful “secret weapon” dessert recipes to have in your repertoire. It looks amazingly elegant, complicated and totally fancy pants. But, it’s surprisingly easy and quite inexpensive. Shhh ... don’t tell anyone! MIXED BERRY PAVLOVA Yield: 8 servings Active Time: 15 minutes Total Time: 2 1/4 hours What You’ll Need: For Meringue: 4 egg whites, at room temperature 1/2 teaspoon cream of tartar 1 cup granulated sugar 1 teaspoon vanilla extract For Whipped Cream: 1 cup whipping cream 1 tablespoon sugar 1/2 teaspoon vanilla extract To Assemble: 1 pint berries, sliced
Here’s How: 1. Preheat oven to 300 F. Line a cookie sheet with parchment paper. (To make sure your finished meringue will fit on your serving dish, use your plate as a template, and draw a circle on the paper with a pencil.) 2. In the bowl of a stand mixer (or a bowl and hand mixer), beat room-temperature egg whites and cream of tartar until soft peaks form. Gradually add 1 cup sugar, 1 tablespoon at a time, beating continuously at medium-high speed until sugar is dissolved and stiff peaks form. (This will take about five minutes. At stiff peaks, the meringue will look gorgeously glossy and hold sharp, distinct points if lifted with a spoon.) Add the vanilla and blend once more. 3. Spoon meringue onto the prepared cookie sheet, using the circle as your guide. Build up sides with the back of the spoon leaving a depression in the middle. Place in 300 F degree oven, and immediately reduce heat to 250 F. Bake for 60 minutes, then without opening the oven, turn the heat OFF and let it sit in the closed oven for another hour. Let cool. Carefully remove the meringue from the paper and place on a serving plate. To serve — Whip the cream to soft peaks, adding 1 tablespoon sugar and 1/2 teaspoon vanilla. Fill the center of the meringue with whipped cream and top with berries. Serve immediately, to great accolades. For individual pavlovas — Follow the directions above but divide the meringue into 6 or 8 portions. Use a spoon to shape
