Council approves Lee Street demolition Since Gov. Cooper slightly lifted restrictions as to how many people could be at a meeting at one time during Phase 2.5, the Jamestown Town Council meeting of Sept. 15 was open to the public for the first time in several months. However, no one other than those taking part in the meeting attended. “I noted on the event calendar on the Town’s website that we would admit up to 25 people per the Governor’s order,” said Katie Weiner, town clerk. “However, nobody came to the meeting to sit in the audience so

it wasn’t really an issue.” Several people still viewed the meeting live on the Town’s YouTube page. The Council gave a unanimous vote to demolish 301 Lee St. The house and another building are structurally unsafe. Town staff first learned of the condition of the property in February 2019 and the owner, Michael Young, was contacted at that time but failed to comply. He was sent a demolition order on May 19 of this year, giving him 90 days to demolish the structures. Once again, he did not comply. A lien will be placed against the property for the costs associated with demolition and legal fees.

Planning Board gets closer on Castleton Village decision By CAROL BROOKS freelance writer cab1hp@gmail.com

On the surface, it seems like the Jamestown Planning Board is talking in a circle regarding the plans for the Castleton Village subdivision, bringing up the same questions or problems at every meeting. To some extent, that is true, but after three meetings, that circle is getting smaller, tightening up what the Planning Board wants for the town. Diamondback Investment, the developer, has already listened to comments from the community and the town and submitted a revised set of plans – different from those presented Feb. 13 at two community meetings – to the town for review, along with a request for rezoning. The Planning Board meeting on Aug. 24 focused mainly on concerns such as schools, density, traffic and tree preservation. Representatives from these areas, including Guilford County Schools, answered questions. The three-hour Sept. 14 meeting was a little different. Jason Epley, whose company, Benchmark Planning in Charlotte, is working with the Town on an update to the Comprehensive Plan, was the only guest speaker. Benchmark offers solutions to urban and regional planning issues, emphasizing economic development, design and public participation. Epley began by saying the Board should establish a framework for the plan and asked members the key elements about which they were concerned. Those items included location of commercial properties, buffering, community impact and schools, density and building materials, and age-targeted housing. “Not as long a list as I expected,” Epley joked. “I have many concerns,” said Board member Eddie Oakley. “I want this to be a premier development,” said Board member Ed Stafford. “I’m concerned about the architectural appearances. I want them to be interesting

and a real addition to the character of Jamestown.” Moving locations It appeared all the Board members were in favor of moving the projected ball fields a to a different location, perhaps where the age-related homes are on the plan. Too much traffic would be generated during games and the current location of the age-related homes is separated from the rest of the development by a creek. Amenities offered only to Castleton Village residents also should to be moved to the interior of the property, the Board believes, to be more centrally located to all residents. Both the ball fields and amenities are currently on or near the corner of Guilford College and Mackay roads. Rebecca Rayborn is the Town Council representative to the Planning Board. She suggested moving the retail/commercial areas more inside the development and put the age-targeted housing in that area. Board chair Sarah Glanville pointed out that if businesses were more inside the Castleton Village development, they would be less accessible, plus the buffers would hide the businesses. It was pointed out that a community of this size would put a burden on existing restaurants and other businesses in Jamestown. “We certainly need a certain amount of restaurants and commercial to serve a community that big or the businesses of Jamestown will be overwhelmed and we will not be able to get into our favorite restaurants,” Stafford said. In the end, the Board decided commercial could stay on Guilford College Road. Buffering There was a lot of discussion about buffering. According to the Town’s 2020 Land Development Ordinance (LDO), a buffer is “an area of land planted or constructed to separate uses. Also, an area of natural or planted vegetation.” A bufsee village, page 2

It was learned that Young has hired an attorney to contest the judgment. Another unanimous vote was given to an annexation request from Diamondback Investments for the Johnson property on Guilford College and Mackay roads. Diamondback plans to construct the Castleton Village development on the site. Weiner conducted a title search for five parcels and found all were in compliance with annexation qualifications except one. She learned 5230 Mackay Road had been annexed into Greensboro in 1988 and Jamestown could not annex it at this time. Planning Director Matthew Johnson said Diamondback is seek-

ing de-annexation from Greensboro so it can become part of the Jamestown development. It is on the Jamestown side of the annexation agreement boundary adopted by Greensboro and Jamestown several years ago. The de-annexation process requires a decision by the state legislature. A public hearing on the annexation will be held Jan. 19, 2021, due to the ongoing Planning Board consideration of the plans. The Council again postponed a decision on the Coronavirus Intergovernmental Agreement. This item had been tabled at the August meeting. Guilford County has approved an allocation to the municipalities

in the county. The Town of Jamestown has been approved for up to $40,070 of the Coronavirus Relief Fund, which can only be used for COVID-19-related expenses. The funds cover any expenditures between March 27 and Dec. 30, 2020. They can only be requested after the Town has first applied for FEMA funds. Greensboro, High Point and Summerfield all approved the agreement but some municipalities said they did not have enough expenses to accept the allocation. Ragsdale senior uses 17th birthday to support church food pantry By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com At the risk of repetition, it must be noted once more that COVID-19 has not stopped all activities – just changed the way they are done. Zoe Mitchell, a senior at Ragsdale High School, is a good example of this. Currently, her schooling consists of online classes, which keep her pretty busy. She also manages to take dance and participate in a Girl Scout troop as an Ambassador Scout. With her 17th birthday approaching, Mitchell knew she could have her usual family dinner, however her birthday party with friends would not be possible. But she still desired to commemorate the occasion in a special way. “I really wanted to give back to the community,” Mitchell said. “I decided to support the food pantry at my church, Jamestown Presbyterian.” The JPC food pantry is an ongoing outreach ministry that serves families through partnerships with Family Service of the Piedmont, Church World Services and Feeding Lisa’s Kids. It also assists several local schools and the Lutheran Church of Our Father food pantry in Greensboro. “We give an average of 10 boxes of food weekly directly to individuals who need help,” Mitchell said. Since March, the JPC food pantry has provided 1,075 bags or boxes of non-perishable food items to people in the surrounding community. “The pantry is getting low on food,” Mitchell said. “There is always a big need at the Thanksgiving and Christmas holidays. I hope others will step up and help.” To honor her 17th birthday, Mitchell is asking congregation members and the surrounding community to consider making a $17 donation to the JPC food pantry. Checks can be made payable directly to JPC and mailed to the church at 1804 Guilford College Road, Jamestown, NC 27282. Indicate “Zoe’s Birthday Project” in the memo section. In lieu of a monetary donation, people who would like to support this project could purchase $17 worth of groceries and bring them by the church on Oct. 3 between 12-2 p.m. “My family will be hosting a drive-thru food collec-

tion in the parking lot of the church,” Mitchell said. “Because of coronavirus, we will be wearing masks and gloves.” There is a great need for specific food items to restock the shelves before the busy holiday season. They include pancake mix, 12 count Pop Tarts, fruit bars, instant oatmeal, grits, saltine crackers, syrup, instant potatoes, rice, sweet potatoes, green beans, corn, cranberry sauce, gravy, spaghetti, spaghetti sauce, mac ‘n cheese, soups, dry beans and canned fruit. “Any amount of food or donations will be greatly appreciated,” Mitchell said. “It will all help us get closer to the goal of helping more people.” Those who participate in the food drive can enjoy a mini cupcake and a bit of birthday fun with the Mitchell family. “A birthday celebration has to have some kind of cake,” Mitchell acknowledged. “I have a feeling that after my birthday project is over, I will want to keep volunteering and giving back to the community.”

JUMC hosts special prayer service for our country By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com The Reverend Franklin Graham is planning a prayer walk in Washington, D.C., on Sept. 26 beginning at 12 p.m. As he visits one location after another in the city, he will lead those walking with him in special prayers for the nation, its leaders and its people. Members of Jamestown United Methodist Church known as Prayer Warriors are inviting the community to join them in like prayers at the same time on the lawn of the church. “Prayer Warriors at our church pray daily for people who have

needs,” said member Phyllis Allen. “They are mostly from our church, but we also reach out to others who we know need prayer. “The power of prayer is so important. When I learned about Graham’s prayer walk, I thought we should gather on the church lawn and pray for the same things.” The church’s pastor, Reverend Doctor David Greene, will lead participants in prayers for the nation. Church members and staff recognize the continuing importance of COVID-19 safety measures and ask that those who attend the event wear masks. Hand sanitizer will be available and everyone will be asked to check in, providing their names and

Tillis called that irresponsible. “We just heard a candidate for the U.S. Senate look into the camera and tell 10 million North Carolinians he would be hesitant to take a vaccine. Cul-de-sacs There are a number of cul-de-sacs in the Castleton Village plan. These do not encourage walking and Jamestown bills itself as a walkable community. While permitted in the LDO, they are not encouraged. Article 13.2-1 states, “Cul-desacs shall be allowed only where topographical and/or lot line configurations offer no practical alternatives for connections or through traffic.”

Density The Board and citizens have complained about the density of the multi- and single-family housing for weeks, but had very little to say on the subject on Sept. 14. According to the current plan by Diamondback submitted to the town, there would be 775 single-family and 708 townhomes in Castleton Village. By comparison, there are approximately 373 single-family homes in the Cedarwood subdivision across Guilford College Road from the Castleton Village site. After looking at a rendering of a proposed townhome complex containing six units, Russ Walker asked that no more than four units be attached. Diamondback’s proposal included just over 276 acres of the 466.6 total acreage be dedicated as residential, yielding 3.25 units per acre. But the Board pointed out that all of the acreage is not buildable, with wetlands and a pipeline running through the property. The Board asked to learn the actual buildable acreage and noted that buffering would reduce the buildable space.

Then the campaign developed ads and debate themes in which Helms set out his positions on the then current issues such as the Martin Luther King holiday, busing, school prayer, and the Panama Canal “give away.” Then Helms would ask, “Where do you stand, Jim?” Wrenn said again that debates give candidates the opportunity to tell voters where they differ from their opponents. Carter Wrenn and I do not agree on lots of things, but I think he wins the debate with my friends who say candidate debates do not matter. Debates are gold mines and minefields for candidates and important for voters searching for candidates whose views and character are worthy of their support.

These Cunningham-Tillis events are a warm-up for the presidential debates beginning Tuesday, September 29. Supporters of both Donald Trump and Joe Biden are worried and wondering. Neither is free from making gaffes in a debate. Each candidate should consider Wrenn’s advice. It would lead Biden to hit Trump hard on mismanaging the pandemic, and being sure to anticipate Trump’s rejoinder that the pending availability of a vaccine makes up for all the lack of leadership. Wrenn’s advice might lead Trump to focus on Biden’s inconsistencies and changed positions. Wrenn took me back to his work in the Hunt-Helms race in which Helms overcame a 25 percent early lead by the popular Hunt. Wrenn remembers discovering inconsistencies in Hunt’s views

continued from front The Board discussed how many units should be on an acre and Richmond noted that density should be reduced because of the potential problem of school overcrowding. “That’s a real heavy-hitter,” Richmond said. “If we reduce density there would be more space maybe to have something a little bit nicer. Maybe more open space between these units.” Other The Board would like to see all townhomes clustered in one area and not mixed in with single-family houses. A proposed farmer’s market brought up several concerns for discussion, first if it was needed and, second, who would be in charge of it. Other points under discussion was the need of a version of the traffic study in layman’s terms, trash collection and other town services, a sheriff’s office and fire protection. Planning Director Matthew Johnson said Pinecroft-Sedgefield Fire Department has been studying the possibility of relocating the Jamestown station to better serve the community. There is also a station currently on Mackay Road. When completed, the project potentially could nearly double Jamestown’s current population of approximately 4,416 residents. “How big a development can this community swallow before being swallowed up by it?” asked Board member Russ Walker. “This is a big project for a small town [like Jamestown].” No decisions were made at the Sept. 14 meeting. The next meeting will be Sept. 28 at 6 p.m. in the Civic Center.

Capital with prayers for Congress. “The JUMC Prayer Warriors encourage everyone to attend the special prayer service at our church on Sept 26,” Allen said. “But if you are unable to come, we invite you to pray for our country that day and everyday.”

Kids storm through the front door after school and toss their backpacks in the hallway; you’re just home from work, and there’s dinner to be made and maybe soccer practice or piano lessons to get to after the last bite. Sounds like a busy routine. How do you choose which extra family fun stuff to fit in on your calendar along with a few must-dos? I’ve discovered with my kids and friends in their bubble that the basic ABC’s can provide a simple, creative framework for visually highlighting the essentials: family outings, household repairs, discoveries and activities. This year, my list includes not only must-do chores, but also fall excursions, new foods to try, service opportunities and family adventures. The only caveat is that you need to find an open alphabet letter to describe the event. That helps keep all the ideas and inspiration under control. Here’s how it works: I listed all 26 alphabet letters on a medium-size white board hanging in our kitchen. Engage your child to make the A-Z list. Events and activities are described by their corresponding letter. Friends who drop by add ideas they would like to do with us, too. For example, our 8-year-old neighbor was eager for me to teach him how to make applesauce with the new crop of Honeycrisp apples that had arrived at our farmer’s market last weekend. I brought out our peeler gadget for him to crank out slices for the kid-friendly recipe. Check off “A.” The “B” is noted with “build a berm around our foundation,” to prevent a wet basement during the continuing
