Library holds activities for adults and children

miNi moNdays BooK sale If you have read everything on your bookshelf while spending much of the summer at home, the Friends of the Jamestown Public Library have the perfect solution. They are launching a new project, “Mini Mondays,” which will give readers an opportunity to restock their personal library with gently used books at reasonable prices. The outdoor event will be held on four consecutive Mondays in the library parking lot. Three 8-foot tables will be filled with fiction and non-fiction books, choice books from 20182020, children’s books, paperbacks and puzzles. “Since you cannot come to The Corner Book Shop (inside the library) we are bringing a mini version of it to you,” said Jenny Naples, a member of the Friends of the Jamestown Library. Dates for the event are

Sept. 14, 21 and 28 and Oct. 5 from 10 a.m.-1 p.m. In case of rain, the event will not be held that week. “Pricing will be the same as the 2019 February book sale,” Naples said, “and payments may be made with cash or checks only.” Patrons at the book sale are asked to wear masks and maintain social distancing. The library building will not be open to the public. “This is a great opportunity to stock up for fall and winter reading,” Naples said. “There will be plenty of challenging puzzles, too.”

ChildreN’s BooKmarK CoNTesT In March, the Jamestown Public Library began a bookmark contest for children ages 3-18. Because the library had to close due to COVID-19, the contest was suspended at that time. A new contest, with modified requirements, has been planned for September. It will end Sept. 25 and on Sept. 28 the library staff will select winners in four age groups – 3-5, 6-8, 9-12 and 13-18. Winners will be notified by phone. The theme for the contest

is “Take a Journey Through Art.” Participants may use their choice of medium, such as crayons, markers, colored pencils, etc. Nothing can be glued to the project, however. Each entry must be original work created by one child. Entries become the sole property of the Jamestown Library and may be reproduced for distribution or publicity purposes. Council to meet Sept. 15 By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com The Jamestown Town Council will again meet virtually for its Sept. 15 meeting at its new time of 6 p.m. Items on the agenda include approval of the Coronavirus Intergovernmental Agreement, which was tabled at the August meeting. The condition of the property at 301 Lee St. first came before the Council May 21, 2019, at which time the Council considered condemnation. The owner has not responded to the Town’s request to demolish or repair the building up to State building codes. In May, the Council considered condemnation again. Now, the Council will consider an order of demolition for the property. The council will also

consider a certificate of sufficiency as part of the annexation process for the Johnson farm property along Guilford College and Mackay roads The final matter of old business is to fix a date for a public hearing for the annexation. Planning Director Matthew Johnson believes the public hearing will not be until January 2021 at the earliest as the Planning Board continues to review the plans for the Castleton Village development proposed for the property. Under new business, John Crowe, golf maintenance superintendent, will give a report on the greens at Jamestown Park Golf Course. The meeting is closed to the public due to virus restrictions but still be will available live at www.youtube.com/c/ TownofJamestownNC and will be available after the meeting.

They enrich the lives of members through friendship and education and give back to the community with service and donations. Members are currently conducting their semi-annual plant sale of pansies and violas (violets) to raise funds for their projects. The club obtains plants, which come 36 to a flat for $16, from A&A Plants Inc. of Browns Summit. All profits from the sale go to help nonprofits in the greater Jamestown area. “Women and children are our main focus,” said Deb Frisbee, chair of the

fall flower sale. “We give a lot each year to Feeding Lisa’s Kids, as well as other groups. Since 2013 we have donated over $19,500 to the community.” With children not attending school but participating in remote learning and many parents out of work, the need for assistance in the community is greater than ever. The fall flower sale is the group’s major fundraiser to help meet those needs. In addition to helping others by providing monetary donations, club members also collect items such as food and school supplies for the backpack project, pull tabs for the Ronald McDonald House, groceries for a local food pantry and snacks for a cancer center. Club members realize that meetings

are the best way to stay connected and provide information about the group’s activities. “During the summer, we held board meetings by Zoom,” Frisbee explained. “If weather permits, we will hold our fall meetings outside with proper social distancing. We will also have Zoom set up for those who feel they cannot attend in person. Comp plan holds meetings By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com The initial timetable for the revised Comprehensive Plan for Jamestown flew out the window when the coronavirus did not allow inperson meetings. Not only could the Steering Committee not meet in person, the group could not meet with citizens to receive input on their vision of Jamestown’s future. The Committee did manage to meet via Zoom several times. Benchmark Consult-

ing, the firm hired to compile the Plan, also held two inperson – masked and socially-distanced – meetings at Town Hall on Aug. 8 and 12 and two online meetings Aug. 11 and 13. In all, 52 people responded to attend one of the meetings and several people just showed up in person. Over half of the attendees were residents of Jamestown and the majority of the rest lived in the Town’s Extra-Territorial Jurisdiction (ETJ). “We kicked them off asking what everybody’s vision of Jamestown was,” said

Vagn Hansen of Benchmark. “We got a lot of differences of opinion, not in exactly where the Town ends up but maybe how to get there in the future.” Benchmark presented several topics for discussion, including participants’ vision for Jamestown’s future, community concerns, the bypass, transportation and connections, downtown and historic resources. They also heard several other concerns: managing growth, concern over Planned Unit Development (PUD), ETJ versus Jamestown “proper,” the down-

town area, aesthetics and character, schools, trees and environment, buildings and enhanced walkability. As expected, people were concerned about new development on Guilford College and Mackay roads. “The Johnson farm was the elephant in the room,” Hansen said. “We didn’t bring it up. Ball field discussion continues By CAROL BROOKS FreeLANCe WrIter cab1hp@gmail.com Councilmember John Capes has offered some clarification of points made at the Aug. 18 Jamestown Town Council meeting regarding the Parks and Recreation Master Plan. Sound quality via the Zoom meeting caused some of the information to be mis-heard. “The plan that was developed by McAdams Company … is actually $4-5 million, not $45 million,” Capes said. He added that if the ball fields were to be left in their existing location, the repairs cost $500,000 - $1 million. “Additionally, renovation of the existing ball fields would not be

Group’s fall flower sale aids community

The Jamestown Planning Board will meet virtually Sept. 14 at 6 p.m. to again consider the plans and rezoning request for Castleton Village, along Guilford College and Mackay roads. The meeting will be closed to the public again due to social gathering restrictions. There will be a public comment period at the meeting but the public will not be able to speak regarding the rezoning request. Town staff has recognized the confusion about the difference between a public comment period and speaking at a public hearing. Staff has offered the following explanation: During a public comment period, speakers have three minutes to address the Board about any topic. During a public hearing, speakers have three minutes to address the Board about the topic of the public hearing. Those who would like to participate in the public comment period should contact Town Clerk Katie Weiner at 336-454-1138. Suggestions offered tor Castleton plans By CAROL BROOKS freelance writer cab1hp@gmail.com The Jamestown Planning Board has already held two meetings to discuss the plans for the Castleton Village development at Guilford College and Mackay roads. More meetings are to come as the Board attempts to come up with a plan that would complement the “small-town feel” of Jamestown. There has been no public comment as of yet, although concerned citizens are welcome to contact Board members. But since Benchmark Planning has been working on an update to Jamestown’s Comprehensive plan, the company was asked to offer feedback on the current Diamondback Investment plan for Castleton Village. Some of Benchmark’s thoughts echo those of concerned citizens of the area and

many come from a professional planning viewpoint. Several of Benchmark’s sugestions include: The 50-foot maximum height for townhomes and single-family “seems excessive.” Lot sizes are small. Benchmark would like to see a better mix of sizes, styles and layouts. “If the lot width is only 20 feet, and it includes a garage which typically takes up 12 feet, then the effective living space on the main floor is approximately 8 feet wide. Add some lots with detached garages. Move the age-targeted housing so it feels more a part of the entire community. Current plans do not show it connected by streets to the larger development. Include more interconnected streets and fewer cul-de-sacs. Add parking areas. “Townhomes with garages and only one parking space are inade-

quate for households with several drivers. Also, neighborhood gatherings or visitors to residents in these homes will require overflow parking areas.” Reduce the amount of land for the townhomes somewhat and locate most of them along Mackay Road. There was no mention of reducing the overall number of townhomes. Building design needs to be addressed as well as architectural designs of residential spaces. Move the park area (ball fields)at the corner of the two roads to the space between the main entrances on Guilford College Road. This would eliminate some of the peak-hour traffic turning into the development and “make the park a prominent feature of the development.” Townhomes could replace the park area. Diamondback has offered the Edward Armstrong’s 1885 house to any legitimate nonprofit that is willing to take

on the renovation and ongoing maintenance and insurance. Should a non-profit not take over the house, Benchmark suggestions for its use include a sales office, clubhouse, other amenity, etc. Having the clubhouse on one side of the development near the entrances creates problems and does not promote walking. Moving it to the interior of the site would make more sense. The commercial areas along Guilford College Road could be two stories with ground floor retail and services like an ice cream parlor, dry cleaner, etc. and upstairs could be for professionals, music studios, medical, etc. Change the “Farmer’s Market” area into an event space to make it more flexible in its use. classes in town, more recreation space and spraying for mosquitos. One concern was how Jamestown could distinguish itself from neighboring High Point and Greensboro. Embracing the town’s history is one way, with new developments paying respect to the history in their designs. Councilmember Martha Wolfe, who is on the Committee, noted how the white fences along East Main Street and Guilford College Road make motorists aware they are coming into Jamestown. She also believed the existing sign ordinance should be carefully followed or updated as it relates to the bypass and new developments. Committee member Jane Payne is former president of the Historic Jamestown Society and Jamestown’s representative to the Guilford County Historic Preservation Commission. “I got the impression that a lot of people living in this area don’t know much about the history of the area,” Payne said. She pointed to all the resources available, including books and the video about Oakdale Cotton Mill and the history talks the library once held. She agreed

that a virtual history tour would be a good venture. One of the ideas put forth during the meetings was a pedestrian bridge on Penny Road and a bridge across City Lake connecting the Piedmont Environmental Center with City Lake Park. Both areas, however, are in High Point. “High Point is voting on a bond to do a bridge on Penny Road at the lake,” said Planning Director Matthew Johnson. Committee member Katherine Stamey suggested that once the bypass opens, the Town could consider making Main Street look more like a “Main Street,” rather than a highway. “We are planning on looking at that since the road won’t carry as much traffic,” Hansen said. Benchmark is hoping to conduct a downtown business/property owner roundtable in September. Small group Downtown Walking Tours in October would enable participants to explore the downtown area “on the ground” to generate new ideas, identify opportunities and learn about concerns. There would be a group discussion following the tours. During the meetings, par-

Hansen gave the Steering Committee some homework for their next meeting: come up with a statement of what their vision of Jamestown is. current ball fields need grading for draining issues, lighting, and upgrades to surrounding facilities and structures that have been left untouched since light poles were knocked down in a storm in 2008. “The key thing to remember is that all of this is going to be completed over a span of years,” Capes said. “Depending on grant funding, some of what’s been proposed for the park may not happen at all. But for any grant exploration process to happen it will require for a plan to be approved by the Council. Hopefully some consensus can be reached on this in the near future.” Councilmembers said they had just learned about the possibility of removing the fields when they received the Master Plan in June. Diamondback Investment Group, which has submitted plans for Castleton Village on the Johnson property on Guilford College and Mackay roads, has offered to construct ball fields as part of the development. “The option of moving [the fields] to the Johnson property came up after the recreation plan study began,” said Planning Director Matthew Johnson in July. “Diamondback would build on the town’s specs and then give the fields to the town.” The Council tabled the vote on the Parks and Recreation Master Plan until Diamondback’s plans were approved, which could be several months down the road.

Apartments and, to some extent, townhomes, were not seen as a part of Jamestown’s future. The ETJ is represented on all Town committees. They have full rights except on items that relate strictly to those within Jamestown town limits. However, during discussions, ETJ residents wanted a greater voice in what happens to the town and better integration into the community. As in most conversations about the many developments planned nearby, school overcrowding was a major topic. “There is certainly a concern about the degree of influence the town itself has on the school system and its voice in ensuring it has the resources, the infrastructure, the quality of educational opportunity for the children of Jamestown they desire,” Hansen said.
