INTERNATIONAL ANTI-CORRUPTION DAY 9 DEC 2015

T

he participants of the seminar appreciated the effort of NAB regarding creating awareness among the general public. The seminar also received healthy coverage from print and electronic media including the Daily Jang, the daily Mashriq, the daily Balochistan Times, Ajj TV, GEO News, Express News, Khyber TV, Sama TV, Ab tak news, PTV and PTV Bolan. United Nations Convention against Corruption (UNCAC) was first opened for signing in Merida, Mexico in 2003. Every year 9th December is observed as International Anti-Corruption Day all over the world to commemorate the day. The significance to observe this day is to highlight the ruinous effects of corruption on the lives of Millions of people around the sphere. NAB (Balochistan) also observed International Anti-Corruption Day on 9th Dec 2015 with optimal zeal and enthusiasm. In this connection a seminar was arranged in Quetta Serena Hotel wherein more than 350 participants, belonging to various facets of society including Intellectuals, Politicians, Educationists, Notables, Bureaucrats, Social Workers, Businessmen and students of Schools, Colleges and Universities participated in the seminar. Maj Gen Aftab Khan GOC 41 Div, Home Minister Balochistan Mr. Sarfaraz Bugti and Professor Fazal-e-Haq Mir Principal Tameer-e-Nau College were invited as guest speakers of the event to share their valuable experiences and ideas. Dr. Abdul Malik Baloch, Chief Minister Balochistan graced the occasion as Chief Guest. DG NAB Balochistan Maj (R) Tariq Mehmood Malik in his opening address welcomed the Chief Guest Dr. Abdul Malik Baloch and other honourable guests. While addressing the audience he said, “Accountability process must be coupled with the improvement in the efficiency of the departments and effectiveness of the existing systems. The sword of corruption continues to dangle over our heads until serious and rigorous efforts to strengthen the organizations will not be made. He said “Besides taking the corrupt elements to task, NAB is endeavoring to reform the society through brainstorming and attitudinal and mindset change to eradicate corruption, injustice and misuse of public resources”. He further said,” NAB Balochistan got completed majority of the development projects languishing in abeyance. Completion and functionality of Kidney Centre, Gawadar Desalination Plant, and four hundred water purification plants approved for the province, are some of the example”. Hinting towards the usurpers of masses' right through creating hurdles in their legitimate affair causing pillage of public resources, he urged the participants to renew their pledges to play effective role in eradicating corruption from the society. While sharing his views, the provincial Home Minister, Mir Sarfraz Bugti said, “The problem of Balochistan is Administrative one and not the political one. When administration is improved, law and order improve. No peculiar segment of society be blamed for corruption, we all are equally at fault. Serious steps have been taken to eradicate corruption from the Province. The elected representatives are assigned duties to monitor development work along with legislation but the recruitment of incompetent officers is hampering our operations. To materialize welfare state as envisioned by Quaid-e-Azam Muhammad Jinnah, it is imperative to engraved awareness against corruption and other evils in the mind of public”. The remarkable feature of the seminar was the screening of short film “Tumor”. The short films revolved around the theme of corruption and its ill effect on society. The short film “Tumor” was received in response to short film competition organized by NAB (Balochistan). Another prominent feature of the seminar was the speeches delivered by the students who had won the speech competitions at school, college and university levels. Cash prizes and appreciation certificates were awarded to students with remarkable performance in speech, essay writing and poster, Calligraphy and slogan competitions. The Chief Guest and guest speakers distributed the prizes. The Honourable Chief Minister also announced a prize of one million for the winners of these competitions.

The Honorable Chief Guest, Dr. Abdul Malik Baloch, while addressing the ceremony, congratulated the NAB authorities of Balochistan for commencing awareness campaign emphasizing importance of anti corruption and prayed Allah Almighty to save the society from festering sore of corruption. He said, “Once the virus of corruption contracts a man, it is not possible to cure him. Conspicuous justice and fair play is one of the salient features of a welfare state and special emphasis is still being laid starting from the time of Caliph Hazrat Umar to the recent champion of welfare state on the prevalence of justice and fair play. Societies and civilizations devoid of transparency and accountability are bound to extinction”. He stressed the Government to implement Laws of good governance and claimed his governments' merit based policy resulted neither in withdrawal of any criminal case of an accused nor passing of orders for job extension of any of his party worker and relatives. He said, “Previously the corrupt officers and people were elevated. We have to change the corrupt attitude and culture. Time requires the society, the people and the departments to single out and look down upon those who are corrupt”. ESSAY, POSTER, CALLIGRAPHY AND SLOGAN COMPETITIONS

ssay, Poster, Calligraphy and Slogan competitions were organized by this Bureau from September 2015 to October 2015 with the collaboration of Education Deptt. These competitions were held among the students of Universities, Colleges, Schools and Madaris. The students actively participated in these competitions and entries were received from all over the province. Renowned panel of academicians evaluated the work of students and the winners were awarded with cash prizes and certificates on the eve of 9th Dec 2015.

CALLIGRAPHY COMPETITION AND EXHIBITION

A number of verses are revealed wherein the Muslims are directed to adhere to the golden principals of Islam such as equality, honesty, truthfulness and righteousness. NAB (Balochistan) took initiative and organized a Calligraphy Competition among the national calligraphers. The calligraphy competition was confined only to those verses which were revealed on the subject of corruption / anti-corruption. The purpose of selecting the subject theme was to halt corruption in the light of divine teaching. More than 50 Calligraphers across the country participated in the competition and submitted their entries. The entries were evaluated by a panel of renowned calligraphers and the winners were awarded with cash prizes and certificates on the eve of International Anti-Corruption Day 9 Dec 2015. In this context an exhibition of the work received was organized by this Bureau on 24 Nov 2015 at Art Gallery, BUITEMS, Quetta. Honourable Governor Balochsitan Mr. Muhammad Khan Acahakzai graced the occasion as Chief Guest while provincial Minister Dr. Hamid Achakzai, DG NAB (Balochistan) Maj (R) Tariq Mehmood Malik, Inspector General Police and Vice Chancellor BUITEMS along with dignitaries from various spheres of life were also present. Lauding the work of calligraphers, Honourable Governor said, “Calligraphers are our asset. He called upon them to play their role through their art and ability against menace of terrorism, corruption and other social evils”. He hoped that strenuous efforts of government and NAB would not only help strengthen the development process but also ensure judicious use of national resources for development of the province. Director General NAB Balochistan, Tariq Mehmood Malik said, “Islam does not forbid securing luxuries but strictly negates misuse of authority, looting national kitty, usurping people's rights. We should have to adopt moderate way in our matters, society and preaches. Only with change in our behaviors and thoughts, elimination of corruption is possible. Calligraphers of International repute have enhanced our morale for elimination of corruption. End of corruption is not possible unless people from all walks of life make it their foremost responsibility”. He regretted that we have not understood Islamic teachings at all. At the end Governor inaugurated the exhibition and watched the work of calligraphers. He also awarded shields to the judges of exhibition and organizers. The Calligraphy exhibition lasted from 26 Nov 2015 to 11 Dec 2015 at Art Gallery of culture department.

SPEECH COMPETITIONS

S

peech competitions among the students of Schools, Colleges, Universities and Madaris were organized from September 2015 to December 2015 by this Bureau in collaboration with education department, Government of Balochistan. These competitions were held at district, divisional and provincial level wherein students from all over the province including far-flung areas like Turbat, Gawadar, Hub, Barkhan and Kharan participated. The winners of these competitions were awarded with cash prizes and certificates during the international anti-corruption seminar held on 9 Dec 2015. Dr. Abdul Malik Baloch, Hounourable Chief Minister of Balochistan also announced a reward of 1 million for the winners of various competitions.

fter having remarkable appreciation and feedback of short film competition organized by this Bureau in 2014 and as per directions of worthy Chairman, the activity was continued this year. A short film competition was again organized by this Bureau. Various media and production houses were invited to produce short films on anti-corruption theme. Consequently 10 x short films were received. These films were evaluated by a panel of judges comprising Mr. Hashim Nadeem, renowned writer / film Director and Mr. Muhammad Ayub Babai, GM PTV Quetta Center. Short films “Gidh”, “Tumor” and “Saudagar” were evaluated as 1st, 2nd and 3rd respectively. Prizes and certificates were awarded to the winners on the eve of Seminar on International Anti-Corruption Day 9 Dec 2015. These short films will be screened on various television channel as well as educational and training institutes for creating awareness against ill effects of corruption

oordination was made with commissioners of all the 6 x divisions of the Province for observing Anti-Corruption week by displaying banners, calling special meetings, walks and organizing seminars. In this respect walks against corruption were organized at Sibi, Panjgoor, Chaman, Loralai, Killa Saifullah Dalbandin, Harnai, Nuskhi and Chaghi districts of Balochistan. These walks were headed by respective Deputy Commissioners of the districts.

TV Bolan broadcasted the live program on “Role of NAB in eradication of Corruption” on 1st Sep 2015 in regional language (Pashto). During the talk show, Role of NAB in eradication of corruption, misconceptions of the general masses regarding PB, VR, and the major achievements of NAB remained main theme of the program. Additional Director (Staff) Muhammad Irfan being the representative of NAB (B) thoroughly explained the working of NAB, its law and rules with special emphasis on VR and PB. He not only defended the baseless allegations on NAB but also highlighted the major achievements of the Bureau since its inception. Another TV Talk Show was aired on PTV Bolan on 2nd Sep 2015 in regional language (Balochi).

Additional Director Staff Muhammad Irfan attended a half hour long program on Pashto 1 Channel purely organized in connection with International Anti Corruption Day. Separately, Director NAB Mr. Abdul Hafeez Siddique represented NAB (Balochistan) in a radio Pakistan talk show. He elaborated the performance of NAB (Balochistan) and steps taken towards eradication of corruption. On the eve of International Anti-Corruption Day 9th December 2015, DG NAB (Balochistan) appeared on PTV News' Current Affairs Program “Aik Sawal” hosted by Dr. Sajjad Bukhari. DG NAB (B) Maj (R) Tariq Mehmood Malik comprehensively replied the queries raised by the host regarding working and performance of NAB (Balochistan).

W

ith an aim to promote healthy activities among officers / officials of NAB (Balochistan), an inter wing cricket tournament was inaugurated by Director General NAB (B) Maj (R) Tariq Mehmood Malik at Shola Stadium Quetta Cantt. Four teams of NAB (B) participated in the tournament. After round matches, 1st semi final was played between teams of DG Sectt and IW-II whereas the 2nd semi final was played between teams of A&P/FCIW and IW-I. The final was played between DG Sectt and A&P/FCIW which was won by a combine team of A&P/FCIW. At the end, Chief Guest of the tournament DG NAB (B) Maj (R) Tariq Mehmood Malik distributed trophies among the winners. He also appreciated the efforts of officers and staff for organizing such healthy activity.
