BRIEF HISTORY OF THE U.S. 30-YEAR FIXED MORTGAGE RATE 1970s - Rates in 1971 were in the mid-7% range, moving up steadily until they were at 9.19% in 1974. They briefly dipped down into the mid- to high-8% range before climbing to 11.20% in 1979. 1980s- Interest rates reached their highest point in modern history in 1981 when the annual average was 16.63%. Fixed rates declined from there, but they finished the decade around 10%. 1990s- The average mortgage rate in 1990 was 10.13%, but it slowly fell, finally dipping below 7% to come in at 6.94% in 1998. Mortgage rates steadily declined from 8.05% in 2000 to the high-5% range in 2003. As the Great Recession hit, mortgage rates fell almost a full percentage point, averaging 5.04% in 2009. 2000s - Mortgage rates entered the 2010’s around 4.69%, falling steadily and were in the mid-3% range by 2012. In 2013, rates went up to 3.98% when the bond market panicked a little bit when the Federal Reserve said it would stop buying as many bonds. Rates rose to 4.17% in 2014 falling back to 3.85% in 2015. By 2016 they averaged 3.65%. Rates began to rise after the 2016 presidential election, reaching their peak at the end of 2018/start of 2019.... between 3.95% on the low end and 5.34% on the high end. By January 2020, the average rate for a 30-year fixed was about 3.7%. When COVID hit they dipped into the 2’s, hitting a low in December 2020 at 2.68%!
TA H OE TA L K Luxury Real Estate Market Outlook
After a record year in Lake Tahoe Real Estate, most agents anticipated another strong year as we kicked off 2022. The first quarter of 2021 held very strong, bucking the traditional trend of a slow build into summer. Active listings remain at all time lows which has reduced sales volume overall, but average and median home prices continue to increase year over year. With the recent interest rate changes made by the Federal Reserve to cool down inflation, expectations are shifting in real estate markets. There are already some signs of slowing in national markets with rising active inventory and days on market. ANTICIPATED REGIONAL IMPACT
Thus far, national trends have not impacted Lake Tahoe directly yet. However many homes in the region are vacation homes and if discretionary
spending levels fall, some homeowners may become sellers. Despite all of the national trends, consumers continue to show strong demand for lifestyle investment, which has always been one of the major attractions of Lake Tahoe. With that in mind, our local market may hold more firm than many over the next several months. The Ultra Luxury Market is generally less impacted by higher interest rates and inflation. The first quarter of 2021 showed a very strong start to the year with twelve homes sold over $10 million, the highest quarterly output ever in Lake Tahoe. There are currently 15 active listings over $10 million - 14 are lakefront estates. Nothing sells like an awe-inspiring lakeview! Moving forward, we expect to see the usual uptick in listings as we move into summer. Homeowners considering putting their property on the market would be wise to move quickly to capture
serious buyers looking to secure their piece of alpine paradise ahead of the 4th of July holiday weekend. May and June usually bring a wave of buyer interest as people look to close on a property before the holiday weekend. While the summer months are prime time for foot traffic and casual interest, the number of homes in escrow won’t peak again until September and October when tourist traffic slows down. CONSIDERING A MOVE TO A LOWER TAX STATE? HERE’S WHAT YOU NEED TO KNOW One of the factors motivating many individuals and businesses to move to Nevada is the hospitable income tax climate which prevails in the State. Nevada imposes no state income tax on individuals or on business entities. Individuals often research purchasing a primary residence on the Nevada side of the lake due to the potential tax benefits. For clarification; California law defines a resident as an individual who is (1) domiciled in the state, and who may be outside the state, periodically, for a temporary or transitory purpose, or one who is (2) in the state for other than a temporary or transitory purpose. In general terms, an individual can become a nonresident by acquiring a “domicile” (primary residence) in Nevada, begin living there on a regular basis, and, thereafter, limit their time spent in California. The underlying theory of residency is that one is a resident of the place where one has the closest connections. The strength of those connections, and not just the number of connections, is of considerable importance in determining the state of residency. The determination of residency is completely subjective. In publication 1031, Guidelines for Determining Resident Status, the State outlines the following factors it considers TeamBlairTahoe.com
in determining a taxpayer’s closest connections: • Amount of time you spend in California versus amount of time you spend outside California. • Location of your spouse/RDP and children. • Location of your principal residence. • State that issued your driver’s license. • State where your vehicles are registered. • State where you maintain your professional licenses. • State where you are registered to vote. • Location of the banks where you maintain accounts. • The origination point of your financial transactions. • Location of your medical professionals and other healthcare providers, accountants, and attorneys. • Location of your social ties, such as your place of worship, professional associations, or social and country clubs of which you are a member. • Location of your real estate and investments. • Permanence of your work assignments in California. Changing your state of residence for income tax purposes can be simple or complex. Whatever the situation, it is important to be thorough. Your residency
can be challenged by the authorities and the burden of proof of a change in residence falls on the taxpayer, so maintaining appropriate documentation is crucial. If you are considering making a move from a high tax to lower tax state, there are several steps you can take to help solidify your residency and benefit from the new tax climate. An experienced tax or legal professional can help you outline crucial steps to take as part your specific relocation process. The information presented is general in nature. While we might be sad to see the end of ski season, Lake Tahoe has plenty of outdoor activities to enjoy in the spring and summer months! While few things beat a day out on the water, the mountains surrounding the Lake offer plenty of hiking trails awash with colorful flowers in the spring and early summer. Check out our list below of five florally fabulous hikes.
NORTH SHORE OPHIR CREEK/TAHOE MEADOWS
This more accessible trail loop takes about 1 hour and 15 mins to complete the 3-mile trek. Popular for hiking, snowshoeing, and walking, you can take any one of the three mild trails for easy access to meadows and the nearby forest. From Incline Village, you can take Mt. Rose Hwy heading toward Reno for about 7 miles until you reach the Ophir Creek Trail to the edge of the large meadow to your right. There are plenty of boardwalks and signage along the trail.

Beginning with views of the creek, followed by a pleasant stroll through the forest before opening up to brilliant meadows full of purple camas lilies. MEISS MEADOWS/SHOWERS LAKE
Great for hiking, mountain biking, and trail running, this 3-mile moderate hike offers variety. Page Meadows is full of sweet surprises. If you catch them inseason, you will be delighted by fields of beautiful wildflowers. You may even spy the carvings of old sheepherders in the nearby aspen trees if you look closely.
This challenging route is located near South Lake Tahoe, and boasts volcanic rock formations, epic views, and a menagerie of wildflowers blooming waisthigh around you. With an elevation gain of 3,400 feet, the climb will be tiring, but you will be sure to feel rejuvenated after a refreshing dip in Showers Lake! At just under 20 miles, this hike takes about 9 hours to complete. Note: Take the trailhead on the right just after the trailhead for Winnemucca Lake to get started on the right path.

PERFECT PICNIC SANDWICH 1 loaf crusty French bread 1/2 c. pesto, homemade or store-bought 1/2 lb. burrata cheese 10 good-sized basil leaves 10 roasted tomato halves 1/4 lb. thinly sliced salami (optional) 8 oz. jarred roasted red peppers, drained Slice the loaf of bread in half lengthwise. Spread the pesto on the bottom half of the loaf, then spread the burrata on top of the pesto. Arrange the basil leaves down the length of the loaf and put half a roasted tomato on top of each basil leaf. If you are using salami, layer the salami on top of the roasted tomatoes. Add pieces of roasted pepper as the final layer.

YEAR-ROUND TRAIL ACCESS THROUGH COMMITTED STEWARDSHIP

Tahoe Cross Country Ski Area, located three miles north of Tahoe City on Highway 28, has long been a favorite gathering place for outdoor enthusiasts. With small-town charm and friendly staff, the community-based nonprofit has been in operation since 1999. Over 50 kilometers of groomed multi-use trails see daily use in the winter, and countless runners, hikers, and mountain bikers weave through its winding trails during the summer months. Committed to making outdoor recreation accessible and affordable for all, Tahoe XC offers community events, clinics, and educational youth programs that get kids and adults unplugged and outside, with the goal of connecting them to a rich natural landscape while building physical, mental, and social strength. As trailhead stewards, Tahoe XC offers essential year-round amenities

such as restrooms, refreshment options, equipment rentals, emergency services support, trail signs and etiquette, and safe access from the parking lot to the trails. Whether snowshoeing, cross-country skiing, nature walking, or mountain biking, users enjoy yearround access to beginner-friendly trails with critical trailhead services that help keep recreationalists safe and Tahoe’s watershed clean. RELOCATION PROJECT MERGES HISTORIC FAMILY LEGACY WITH
West Shore home, built in the ‘Mountain Craftsman’ style using readily available stone and timber, was meticulously deconstructed and donated to Tahoe Cross Country Ski Education Association. The Tahoe Cross Country Lodge Project (www.tahoexclodgeproject. com) will relocate and adaptively reuse the historic structure as Tahoe XC’s new, year-round, outdoor recreation trailhead and community gathering place. This expanded structure will allow Tahoe XC to continue their important work serving the Lake Tahoe community for generations to come.
